Cooper Thesis submitted for the Qualification of Ph.D. University of Warwick. French Department. September 1997. Summary This thesis focuses upon French colonial discourses at the height of the French imperial encounter with Indochina: 1900-1939. It examines the way in which imperial France viewed her role in Indochina, and the representations and perceptions of Indochina which were produced and disseminated in a variety of cultural media emanating from the metropole. Framed by political, ideological and historical developments and debates, each chapter develops a socio-cultural account of France's own understanding of her role in Indochina, and her relationship with the colony during this crucial period. The thesis asserts that although consistent, French discourses of Empire do not present a coherent view of the nation's imperial identity or role, and that this lack of coherence is epitomised by the Franco-indochinese relationship. The thesis seeks to demonstrate that French perceptions of Indochina were marked above all by a striking ambivalence, and that the metropole's view of the status of Indochina within the Empire was often contradictory, and at times paradoxical. -

In the words of one literary critic, "The Algerian war has been, in a sense, one big murder mystery."1 This may be true, but literary accounts portray the "mystery" of the civil war—and propose to solve it—in sharply divergent ways. The primary aim of this study is to examine how three of the most celebrated 1990s novels depict—organize, analyze, interpret, and "solve"—the civil war. I analyze and interpret these novels—by Assia Djebar, Yasmina Khadra, and Boualem Sansal—through a deep contextualization, both in terms of Algerian history and in the novels' contemporary setting. This is particularly important in this case, since the civil war is so contested, and is poorly understood. Using the novels' thematic content as a cue for deeper understanding, I engage through them and with them a number of elements crucial to understanding the civil war: Algeria's troubled nationalist legacy; its stagnant one-party regime; a fear, distrust, and poor understanding of the Islamist movement and the insurgency that erupted in 1992; and the unending, horrifically bloody violence that piled on throughout the 1990s. -

The Mountain Is High, and the Emperor Is Far Away: States and Smuggling Networks at the Sino-Vietnamese Border Qingfei Yin The intense and volatile relations between China and Vietnam in the dyadic world of the Cold War have drawn scholarly attention to the strategic concerns of Beijing and Hanoi. In this article I move the level of analysis down to the border space where the peoples of the two countries meet on a daily basis. I examine the tug-of-war between the states and smuggling networks on the Sino-Vietnamese border during the second half of the twentieth century and its implications for the present-day bilateral relationship. I highlight that the existence of the historically nonstate space was a security concern for modernizing states in Asia during and after the Cold War, which is an understudied aspect of China’s relations with Vietnam and with its Asian neighbors more broadly. The border issue between China and its Asian neighbors concerned not only territorial disputes and demarcation but also the establishment of state authority in marginal societies. Historically, the Chinese empire and, to a lesser extent, the Dai Nam empire that followed the Chinese bureaucratic model had heavyweight states with scholar-officials chosen by examination in the Confucian classics (Woodside 1971). However, as the proverb goes, the mountain is high, and the emperor is far away. Vast distances and weak connections existed between the central government and ordinary people. Central authorities thus had little influence over local affairs, including their own street-level bureaucracies. -

L2 Journal, Volume 4 (2012), pp. 83-101 Teaching Difficult Topics: The Example of the Algerian War ELIZABETH KNUTSON United States Naval Academy E-mail: [email protected] While history as critical discourse differs importantly from the more subjective narratives of collective memory, even historians vary in their accounts and analyses of past events. This article argues for the need to include a spectrum of voices and text types when teaching history in the context of foreign language study, taking the example of “official stories,” collective memories, and historical accounts of the Algerian War of 1954-62. In addition to presenting varied views and text genres, the argument is made for the importance of teaching the controversies that arise around difficult topics, even many years after the fact. Teaching different sides of a difficult story and its unresolved conflicts is a form of realism that respects students’ intelligence and fosters their self-awareness as cultural subjects. Examples of a multiple perspectives approach are drawn from two textbooks published in France, with additional suggestions for classroom materials and activities at various instructional levels. _______________ INTRODUCTION In the words of Fréderic Abécassis, co-author of Pour une histoire franco-algérienne, “l’histoire est polyphonique” [history is polyphonic] (cited by Nuyten 2010, p. 57). ALGERIA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Algeria is a multiparty republic whose president, the head of state, is elected by popular vote for a five-year term. The president has the constitutional authority to appoint and dismiss cabinet members and the prime minister, who is the head of government. A 2016 constitutional revision requires the president to consult with the parliamentary majority before appointing the prime minister. President Abdelmadjid Tebboune came to office after winning the December 2019 presidential election, which saw approximately 40-percent voter turnout, following mass popular demonstrations (known as the Hirak) throughout 2019 calling for democratic reforms. Observers characterized the elections as well organized and conducted without significant problems or irregularities, but noted restrictions on civil liberties during the election period and lack of transparency in vote-counting procedures. The 130,000-member National Gendarmerie, which performs police functions outside of urban areas under the auspices of the Ministry of National Defense, and the 200,000-member General Directorate of National Security or national police, under the Ministry of Interior, share responsibility for maintaining law and order. The army is responsible for external security, guarding the country’s borders, and has some domestic security responsibilities. Civilian authorities generally maintained effective control over the security forces. The Ministry of Justice reported no civil, security, or military officials were prosecuted or convicted of torture or other abusive treatment. Members of the security forces committed some abuses. Algeria held a constitutional referendum on November 1. The president and supporters of the referendum argued the new constitution will lead to a greater balance of power between the president and parliament; opponents believed the draft will further consolidate presidential power and did not include sufficient governance and human rights reforms.
