The event affected 14 countries and led to record-breaking damages and lives lost. As the catastrophe unfolded, media attention was high and charitable giving surged, topping an estimated $10 billion. Despite the generous backing, the response was seen as flawed and inefficeint. Governments, multi-laterals, international NGOs, and local groups scrambled to coordinate, but bureaucratic speedbumps stalled their progress and left high-risk communities more vulnerable. The sector has since grown and evolved. We now have a well-established tax-incentive structure for philanthropy in the U.S., and companies like Give2Asia help private donors fund programs more sustainably and responsibly. Private donors are generally thought to be free from institutional bias and inefficiency. However, the consensus is that the private sector is not doing enough to support local actors and fill the gaps left by governments in times of crisis. As extreme weather events become more frequent and severe in the Asia-Pacific, thoughtful disaster programming is no longer optional — it is a humanitarian imperative. We hope that sharing our data leads to more transparency and learning in the sector. We set out to answer the following questions: • What have been the overall trends in disaster giving and grant making to the Asia-Pacific since 2005? • Is disaster philanthropy prioritizing long-term needs of communities? • Does the data elucidate insights in donor behavior that can push the sector to fund more effectively moving forward? • Mid/long-term recovery programming received more funding than immediate relief, indicating that Give2Asia has helped steward donors towards thoughtful disaster Key philanthropy. • Funding for disaster risk reduction, preparedness, and resiliency has Findings steadily increased since 2004. • Infrastructure and health received the highest allocation of funding across all sectors in the aftermath of disasters. • 79% of funding supported local organizations. 5 Give2Asia About the Data This analysis is based on Give2Asia’s internal disaster data from 589 grants from January 1, 2005 - September 1, 2019. Contribution data includes donations made by individuals to Give2Asia’s disaster campaigns, corporations and employee giving to corporate foundation funds, and gifts from high net-worth individuals and family foundations. This report used a mixed-methods approach, analyzing both qualitative and quantitative data through statistical software. While funding data was available on all disaster grants, differences in the depth of information provided in grantee reports impacted the detail with which we could glean comprehensive insights. Over $55 million of that funding has gone to 40 disaster events, and Give2Asia has played a critical role in its programming, helping donors identify trusted local partners in greatest need and ensuring funds are managed with accountability. This model is key to our ability to quickly mobilize funds in the aftermath of an event, but also build long-lasting programs that support communities well after the headlines fade. While the information on the permafrost characteristics and its extent started emerging, the governing energy regimes of this cryosphere region is of particular interest. This paper present the results of Surface Energy Balance (SEB) studies carried out in the upper 5 Ganglass catchment in the Ladakh region of India, which feed directly to the River Indus. The point SEB is estimated using the one-dimensional mode of GEOtop model from 1 September 2015 to 31 August 2017 at 4727 m a.s.l elevation. The model is evaluated using field monitored radiation components, snow depth variations and one-year near-surface ground temperatures and showed good agreement with the respective simulated values. The study site has an air 10 temperature range of – 23.7 to 18.1 °C with a mean annual average temperature (MAAT) of - 2.5 and ground surface temperature range of -9.8 to 19.1 °C. For the study period, the surface energy balance characteristics of the cold-arid site show that the net radiation was the major component with mean value of 28.9 W m-2, followed by sensible heat flux (13.5 W m-2) and latent heat flux (12.8 W m-2), and the ground heat flux was equal to 0.4 W m-2.

    5 Intraplate earthquakes in North China mian liu, hui wang, jiyang ye, and cheng jia Abstract North China, or geologically the North China Block (NCB), is one of the most active intracontinental seismic regions in the world. More than 100 large (M > 6) earthquakes have occurred here since 23 BC, including the 1556 Huax- ian earthquake (M 8.3), the deadliest one in human history with a death toll of 830,000, and the 1976 Tangshan earthquake (M 7.8) which killed 250,000 people. The cause of active crustal deformation and earthquakes in North China remains uncertain. The NCB is part of the Archean Sino-Korean craton; ther- mal rejuvenation of the craton during the Mesozoic and early Cenozoic caused widespread extension and volcanism in the eastern part of the NCB. Today, this region is characterized by a thin lithosphere, low seismic velocity in the upper mantle, and a low and flat topography. The western part of the NCB consists of the Ordos Plateau, a relic of the craton with a thick lithosphere and little inter- nal deformation and seismicity, and the surrounding rift zones of concentrated earthquakes. The spatial pattern of the present-day crustal strain rates based on GPS data is comparable to that of the total seismic moment release over the past 2,000 years, but the comparison breaks down when using shorter time windows for seismic moment release. The Chinese catalog shows long-distance roaming of large earthquakes between widespread fault systems, such that no M ࣙ 7.0 events ruptured twice on the same fault segment during the past 2,000 years.

Los Angeles, California Abstract The April 20, 2013 Lushan earthquake followed the 2008 Great Wenchuan earthquake by almost five years. Although the rupture also started in the Longmenshan fault zone, the Lushan earthquake is not an aftershock. Although similar damage and disruptions to infrastructure and society occurred, it was of a smaller scale and not unexpected due to the short time for the lessons from Wenchuan to be applied. There were some examples of lessons learned and the strong motion dataset obtained in this event will prove valuable in assessing how effective the actions taken have been. The visual observations were made on May 27 and 28, 2013 in Lushan. Introduction On April 20, 2013, at 8:02 am (Beijing Time), an earthquake occurred in Lushan County of Ya’an City in Sichuan Province in southwestern China. The epicenter was located at 30o 17’ 02” N and 102o 57’ 22” E, about 120 km from the major city of Chengdu; see Figure 1. Ya’an City is a prefecture level city in the western part of Sichuan Province and has a population of about 1.5 million people and is the location of one of China’s main centers for the protection of the endangered giant panda. Sichuan Province is known as the “Province of Abundance.” The province is a leading agricultural region of China and the province is also very rich in mineral resources, including large natural gas reserves.

BOSART Department of Atmospheric Sciences, University at Albany, State University of New York, Albany, New York (Manuscript received 5 June 2008, in final form 8 December 2008) ABSTRACT This observational study attempts to determine factors responsible for the distribution of precipitation over large areas of southern China induced by Bilis, a western North Pacific Ocean severe tropical storm that made landfall on the southeastern coast of mainland China on 14 July 2006 with a remnant circulation that persisted over land until after 17 July 2006. The heavy rainfalls associated with Bilis during and after its landfall can be divided into three stages. The first stage of the rainfall, which occurred in Fujian and Zhejiang Provinces, could be directly induced by the inner-core storm circulation during its landfall. The third stage of rainfall, which occurred along the coastal areas of Guangdong and Fujian Provinces, likely resulted from the interaction between Bilis and the South China Sea monsoon enhanced by topographical lifting along the coast. The second stage of the rainfall, which appeared inland around the border regions between Jiangxi, Hunan, and Guangdong Provinces, caused the most catastrophic flooding and is the primary focus of the current study. It is found that during the second stage of the rainfall all three ingredients of deep moist convection (moisture, instability, and lifting) are in place.

    Building Disaster and Climate Resilient Cities in ASEAN Draft Finnal Report APPENDIX 8: DAMAGES CAUSED BY NATURAL DISASTERS A8.1 Flood & Typhoon Table A8.1.1 Record of Flood & Typhoon (Cambodia) Place Date Damage Cambodia Flood Aug 1999 The flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone. Floods Nov 1999 Continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties. Flood Aug 2000 The second floods has caused serious damages on provinces in the North, the East and the South, especially in Takeo Province. Three provinces along Mekong River (Stung Treng, Kratie and Kompong Cham) and Municipality of Phnom Penh have declared the state of emergency. 121,000 families have been affected, more than 170 people were killed, and some $10 million in rice crops has been destroyed. Immediate needs include food, shelter, and the repair or replacement of homes, household items, and sanitation facilities as water levels in the Delta continue to fall.

This paper presents a preliminary analysis of the distribution patterns and characteristics of these co-seismic landslides. In total, 1826 landslides with a total area of 19.12 km2 triggered by the 3 August 2014 Ludian earthquake were visually interpreted using high-resolution aerial photos and Landsat-8 images. The sizes of the landslides were, in general, much smaller than those triggered by the 2008 Wenchuan earthquake. The main types of landslides were rock falls and shallow, disrupted landslides from steep slopes. These landslides were unevenly distributed within the study area and concentrated within an elliptical area with a 25-km NW–SE striking long axis and a 15-km NW–SE striking short axis. The delegate makes reference to independent information that indicates that from May until August 2006 China particularly the eastern coast was hit by a succession of storms and typhoons. The last one being the hardest to hit China in 50 years. Could I have information about this please? The delegate refers to typhoon Prapiroon. What information is available about that typhoon? 7. There is a minor naval base in Pingtan and military manoeuvres are regularly held in the Taiwan Strait where Pingtan in located, especially in the June to August period.
