ARCHAEOLOGICAL AND CULTURAL HERITAGE ASSESSMENT OF THE PROPOSED RESIDENTIAL DEVELOPMENTS AT ,

EXECUTIVE SUMMARY

New residential developments are planned at the Zastron, Free State.

The area of development lies across the railway line from the existing township and appears to be disturbed by the domestic activities of the people and live stock from the township.

Archaeological and cultural remains were found in the form of crude pebble cores and Middle Stone Age flakes at the lower part of the area.

I consider the stone tools as an isolated occurrence with low cultural significance at the specific locality and recommend that the proposed developments and planning of the site may proceed.

INTRODUCTION AND DESCRIPTION

INVESTIGATION

The site for the proposed residential developments at Zastron was visited on 20 December 2006. Mr Piet de Bie from Phethogo Consultants, , gave directions to the site.

The area was examined for possible archaeological and historical material and to establish the potential impact on any cultural material that might be found. The Heritage Impact Assessment (HIA) is done in terms of the National Heritage Resources Act (NHRA), (25 of 1999) and under the Environmental Conservation Act, (73 of 1989).

LOCALITY

The proposed residential developments are planned across the railway line (Fig.8) from the existing township at Zastron, Free State (Map 2).

The developments are located on the entrance road (Fig.3) to Zastron along the road (Map 1).

The following GPS coordinates (Cape scale) were taken (Surveyor-General 1973):

A 30°17’01”S. 027°05’25”E Altitude 1653m (Fig.1).

B 30°17’14”S. 027°04’44”E Altitude 1687m (Fig.2).

C 30°17’36”S. 027°04’45”E Altitude 1682m (Fig.3).

D 30°17’30”S. 027°05’11”E Altitude 1655m (Fig.4).

Δ CE-RY 150 30°17’08”S. 027°05’10”E Altitude 1678m (Fig.5).

CEMETERY SE 30°17’06”S. 027°05’19”E Altitude 1663m (Fig.6).

CEMETERY NE 30°17’04”S. 027°05’18”E Altitude 1665m (Fig.7).

RESULTS

A small collection of crude pebble cores (Fig.9) and Middle Stone Age flakes (Fig.10) occurred at the lower part of the site. No other stone tools were found and the assemblage seems to be an isolated occurrence.

I consider the stone tools as an isolated occurrence with low cultural significance at the specific locality.

IMPACT ASSESSMENT

The proposed residential developments at Zastron will have no impact on the small archaeological collection. No other cultural heritage or historical remains was found at the site.

RECOMMENDATIONS

There are no obvious reasons to delay the commencement and further planning and development of the site. I recommend that the proposed residential developments at Zastron should proceed.

MITIGATION

Concerning the area for the proposed developments, no mitigation measures will be required.
