EXECUTIVE SUMMARY 1. Characteristics: district is located in the northern part of with a total area of 6,588 sq.km. and has 6 blocks. It has 588622.93 ha of gross cropped area and 467399 ha of net sown area. is the predominant activity in the district. With three rivers flowing through the district, many minor irrigation structures have been created in the district. However, submergence of land under (UKP) and frequent adversely affected the development of agriculture sector. The net irrigated area in the district is 2.74 lakh ha. covering 58.5% of the NSA. Cropping intensity is 125.9%. Major food crops in the district are Jowar, , Bajara, Groundnut, Sunflower & pulses. is major cash crop and nine sugar factories are functioning in the district. Grapes, Pomegranates and Sapota are the major horticultural crops. Hand loom / power loom is a predominant activity in , Jamkhandi and talukas. The district has good mineral resources. It has potential to be an important tourist spot on the State Tourist Map. The district lacks in industrial development. 2. Sectoral trends in credit flow: The Ground Level Credit (GLC) flow under priority sector for 2012-13, 2013-14 & 2014-15 was `2,308.54 cr, `2,793.71 cr & `3,254.55 cr. The banks in the district achieved 92.2% of the targets specified under District Credit Plan for the year 2014-15. Agriculture took the major share in DCP achievement at 86.3%, 84.9% & 81.1% for the year 2012-13, 2013-14 and 2014-15 respectively. Average CD ratio of the district was 97.6%. 3. Sector / sub sector wise projections for the year 2016-17: The exploitable potential for the year 2016-17 was estimated at ` 536,152.65 lakh in the base PLP. The same has since been revised to ` 666,568.77 lakh. Agriculture sector accounts for major share in the projections. The realization of potential, would, however, depend on the removal of various constraints and development of the critical infrastructure as discussedin the respective chapters. 4.Major constraints : Major constraints in achieving the identified potential are, absence of adequate rural connectivity / storage facilities / other infrastructure inadequacies, rainfed farming practices, slow adoption of technology, inefficient use of irrigation facilities, non-adoption of scientific cultivation system, etc. Ground water recharge and rain water harvesting structures have not been fully developed. Lack of post-harvest facilities for plantation and horticulture crops, cold chain and modern storage facilities etc. are other major constraints in achieving the potential. 5. Suggested action points / issues to be addressed State Government  Strengthening the extension network and training on soil, water conservation.  Promoting modern cultivation of horticulture crops / strengthening post-harvest infrastructure  Strengthening the veterinary institutions for providing breeding/ health services to farmers’ at door- step and setting up of disease diagnostic labs.  Ensuring early / effective operationalisation of Agro Tech Park / Food Park in Bagalkot.  Ensuring regular / assured power supply to industrial units  Promoting use of solar irrigation pump sets and solar roof-tops. Banks  Financing MSME units in a big way.  Increase share of Agricultural Term Loan in total Agricultural loans from present level of 17.6%  Promoting more PACS as Multi Service Societies by PACS Development Cell of the DCCB. 6. Thrust areas for 2016-17 a. Mainstreaming the financially excluded: Mainstreaming the account holders under PMJDY into the banking fold / opening accounts of unbanked people, covering them under social security schemes like PMJJBY & PMSBY would continue to be a thrust area for 2016-17. b. Accelerating the pace of capital formation in agriculture and allied sector: Banks to give thrust for

agriculture term loans to increase capital formation in Agriculture. c. De-risking farm income: To overcome uncertainties in yield due to vagaries of nature, banks should encourage farmers to avail of crop insurance cover and also diversify their activities. d. Credit Linkage of SHGs / JLGs: Banks should proactively take up credit linkage of SHGs and JLGs to enable them to take up income generating activities. e. Area Development Plan and Development of Thrust Areas in the district: Jamkhandi and Mudhol talukas in the district are identified for Dairy and Green House activity by NABARD for further development. NABARD and Department of Horticulture have promoted a number of FPOs / crop specific clusters in the district. Bankers are encouraged to adopt such models and extend credit to them. 7. The way forward : The projections made in the PLP for 2016-17 call for coordinated approach by all the stakeholders which in turn are expected to increase credit flow and significantly enhance capital formation in agriculture. Banks are required to ensure prompt reporting of credit flow data to Lead Bank.

20. Predominant economic activities prevalent in the district The Net Domestic Product (NDDP) of the district for 2012-13 at constant prices (2004-05) was ` 6,226.58 crore and ` 5,170.14 crore (1.98 % share in NDDP of the state. Per capita NDDP of the district for 2012- 13 was ` 40,275 which was below state average ` 77,168. Agriculture is the predominant economic activity. About 71% of the population lives in rural area. Sugarcane is major cash crop and there are nine sugar factories functioning in the district. Pomegranate, grapes and sapota are major horticultural crops. Bagalkot is famous for Handloom products, Mining and granite industry as also for important tourist / religious places. However, industrially, the district is highly under developed. As on 31.03.2014, there were 9,389 MSE units providing employment to 44,380 people.

21.Issues critical to the district Over dependence on sugarcane crop, traditional cultivation practices, delay in payment by sugar factories are some of the issues which need to be addressed. Adoption of soil conservation techniques, new technology, post harvest management / processing services, water harvesting structures, artificial dugwell recharge, watershed approach for land development, organic farming, etc through bank credit is required for sustainable growth in agriculture. Development of various identified / un identified clusters in non farm sector needs focused attention.

10. Banking outlets have been opened in all the unbanked villages with population of over 2,000. Further, all the villages having population of less than 2,000 are also covered fully under FIP either by opening FI branch or through appointment of BCs. Mapping of Gram Panchayats for coverage through branch / BCs / CSC has been completed. Training programmes were organized at KFRC & R-SETI for all the BCs for updating their skills. Two FLCs at Bagalkot and one in Mudhol are functioning. BDCCB has opened FLC during 2014-15 with financial assistance from NABARD. FLCs are undertaking various awareness prgrammes. Other concerned banks should also open the FLCs in respective blocks allotted to them. Kotak Mahindra- BVV Sangha R-SETI in the district is also conducting suitable training programmes to create skilled workforce.

11. Banks had successfully implemented PMJDY scheme in the district to cover all the families with one bank account in the district. The banks have taken keen interest in implementation of PKSBY, PMJJY & Atal Pension Yojana by covering total of 1,28,528, 75,100 and 405 individuals respectively under these schemes. DBT is being implemented in the district and good progress has been made by banks under ‘PAHAL’. Commercial banks and KVGB are issuing Ru-Pay KCC cards to farmers in the district. Core Banking Solutions (CBS) adopted by Bagalkot DCCB has become operational during the year. The bank has installed three ATMs and is in the process of issuing Ru Pay KCC cards.
