The office complex is a very good example of the Late Twentieth-Century International Style (1960-) and the Late Twentieth-Century Brutalist Style (1960-). The design incorporates most of the features which are specific to the styles including: Late Twentieth-Century International Style (1960-) cubiform overall shape, structural frame expressed, large sheets of glass, and plain, smooth wall surface. Late Twentieth-Century Brutalist Style (1960-) strong shapes, boldly composed, expressed reinforced-concrete, large areas of blank wall and off-form concrete. The following design features are of additional significance; the precast post tensioned 'T' floor beams with the integration of the lighting and air conditioning, the landscaped courtyards with native Australian plants and water features, the structural system for the office wing's floors where the Gallows beams support the floors by hanging 'columns', the stepped floors at half levels, overhang of the upper floors for shading to the north, Corbusian (ribbon) window motif, assertive cantilever and lengthy expressed reinforced concrete balustrades along the 'Mall'. The office complex is Canberra's, and it appears Australia's, first and possibly only true architectural example of "Structuralism" where buildings are integral and contributing elements of an overall urban order rather than separate and individual elements.

    1 The provision of amenity within the Parliamentary Triangle Introduction 1.1 On 17 May 2013, the Hon Catherine King MP, Minister for Regional Services, Local Communities and Territories, requested that the Joint Standing Committee on the National Capital and External Territories undertake an inquiry into the provision of amenity within the Parliamentary Triangle. The Committee adopted the inquiry on 24 May. 1.2 The terms of reference of the inquiry ask the Committee to examine the provision of amenity within the Parliamentary Triangle with particular reference to: Describing the changing nature of the working environment in the Parliamentary Triangle; The adequacy of retail services available in this precinct against the benchmark of like employment precincts located in the Capital; and Should these services be considered inadequate, recommend steps that would ameliorate that inadequacy. 1.3 With limited time available to take evidence on the issue, the Committee sought the views in particular of the National Capital Authority (NCA), national institutions within the Central National Area, government departments, the Community and Public Sector Union (CPSU) and the ACT Government. 1.4 The Committee received 13 submissions and one supplementary submission, which are listed at Appendix A. The Committee held 1 public hearing. A list of those organisations and individuals who gave evidence before the Committee is listed at Appendix B. 2 THE PROVISION OF AMENITY WITHIN THE PARLIAMENTARY TRIANGLE Scope and structure of the report 1.5 While the terms of reference of the inquiry refer specifically to the Parliamentary Triangle, the Committee is cognisant that the issues surrounding the inquiry impact on the whole of the Central National Area—taking in Barton, Russell and Acton as well as the Parliamentary Zone (Parkes).

The Landmark Apartments complex in Barton is the nearest residential community to the Edmund Barton Building (EBB), and has been highly praised in publications such as the National Capital Authority's Design Quality in the Capital. There are 282 apartments in eight buildings on nearly 37,000m2 of land. The Landmark Owners Corporation Executive Committee is supportive in principle of the Australian Federal Police (AFP) occupancy of EBB. A condition of this support is that vehicular and pedestrian traffic patterns in the area be adequately managed during the fit-out and enhanced, upon completion, to provide sufficient parking for all workers in the area.

    APRIL 2018 ACT Heritage Council BACKGROUND INFORMATION OPEN SYSTEMS HOUSE (FORMER CHURCHILL HOUSE) (Block 10 Section 7 Braddon) At its meeting of 5 April 2018 the ACT Heritage Council decided that Open Systems House (former Churchill House), Braddon, was not eligible for provisional registration. The information contained in this report was considered by the ACT Heritage Council in assessing the nomination for the former Churchill House against the heritage significance criteria outlined in s10 of the Heritage Act 2004. The former Churchill House was designed by Robin Boyd between 1969 and 1970 with construction being completed by April of 1972. It was Boyd’s last major commission when he died in 1971. The large commercial Brutalist design was a departure for Boyd who was known for his residential designs that were generally classed as ‘Melbourne Regional’ which feature light, simple and elegant designs. The Winston Churchill Memorial Trust of Australia The Winston Churchill Memorial Trust of Australia (the Trust) was established by a single major charity drive shortly after Winston Churchill’s death in 1965. The drive raised over £2million and the Trust has been running off the profits of the investments made with that money. The Trust offers applicants from a wide range of backgrounds and occupations a travelling fellowship - an opportunity to travel abroad to participate in research. During the late 1960s the Trust decided to invest some of the initial capital funds in a new building, which “was considered to be a profitable investment by directors and advisors to the trust” (The Canberra Times 12 January 1972, p17).

    Ms Jill Irvine Heritage Inquiry Productivity Commission PO Box 80 BELCONNEN ACT 2616 Dear Ms Irvine, The National Capital Authority (NCA) has prepared this submission in response to the inquiry by the Productivity Commission into the ‘Conservation of Australia’s Historic Heritage Places’. The NCA sees heritage as a core element of its role, with our vision being ‘a National Capital which symbolises Australia’s heritage, values and aspirations, is internationally recognised, and worthy of pride by Australians’. Our submission provides the relevant background information on our role, the provisions of the National Capital Plan applicable to heritage conservation in the National Capital, and the NCA’s heritage strategy and the implementation of this strategy. Further comment is made on the implications of the Environment Protection and Biodiversity Conservation Act 1999 on the work of the NCA and the staffing and budgetary consequences of these additional requirements.
