    NATIONAL CAPITAL AUTHORITY - PUBLIC SUBMISSION Joint Standing Committee on the National Capital and External Territories Inquiry into provision of amenity within the Parliamentary Triangle The role of the National Capital Authority 1. The National Capital Authority (NCA) manages the Australian Government’s continuing interest in Canberra as the National Capital. 2. The National Capital and Seat of Government is the legislative, judicial, administrative, executive, ceremonial and symbolic centre of the nation. Planning in the Central National Area 3. The Central National Area, which includes the Parliamentary Zone and its setting and the main diplomatic sites and national institutions, is the heart of the National Capital. 4. The NCA has direct responsibility for all aspects of planning and development approval in the Central National Area. 5. The planning system prescribes permitted land uses. Land Management and lease administration 6. Responsibility for land management and lease administration within the Central National Area is shared by the ACT Government, the Department of Finance and Deregulation (DoFD) and the NCA. 7. Each land manager, either directly or via leases they issue, is responsible for the extent to which they constrain, allow or mandate particular land uses from within those permitted under the planning system. 8. Land management decisions cannot be inconsistent with the planning system. 1 The changing nature of the working environment in the Parliamentary Triangle 9. The terms ‘Parliamentary Triangle’ and ‘National Triangle’ formally refer to the areas bounded by Commonwealth, Kings and Constitution Avenues. 10. The Triangle, however named, does not include the areas of Barton and Acton. 11. Given recent community debate about the provision of services and amenities in broader parts of the Central National Area, this submission has been prepared with reference to the Central National Areas of Parkes, Barton, Russell and Acton.

Almost 20 years after the RAAF began searching for a replacement for the Caribou aircraft, the Federal Government is set to buy an Italian aircraft, the Alenia C-27J Spartan, from the US Government. There had been rumours around for years that the Spartan was the chosen aircraft to replace the Caribou and now the decision has been made. (Click HERE to read a speech given by John McDougall at a propeller dedication at the Redcliffe RSL) A $1.5 billion contract to buy 10 so-called "battlefield airlifters" ($150,000,000 each??) will be signed in the first half of 2012 and it is expected that the aircraft will be delivered to the RAAF sometime in 2014. Airbus Defence are still keen to sell their C295 to the RAAF but Canberra is in no mood to risk further delays to a project that started back in 1996. The Caribou fleet, which served in all areas, doing all sorts of things, was retired and went out with a bash after 45 years’ service – a farewell party was held in Townsville in November 2009.

This book tells some of their stories — of care for others, of courage, of generosity and of application of skills and expertise. The stories are a testimony to the excellent work of Canberra’s community-based organisations and to the selfless contribution of individuals towards the general good. One such story, of the generous application of expertise, is from Sarah Wilson, the volunteer who compiled this book for Volunteering ACT! The office complex is a very good example of the Late Twentieth-Century International Style (1960-) and the Late Twentieth-Century Brutalist Style (1960-). The design incorporates most of the features which are specific to the styles including: Late Twentieth-Century International Style (1960-) cubiform overall shape, structural frame expressed, large sheets of glass, and plain, smooth wall surface. Late Twentieth-Century Brutalist Style (1960-) strong shapes, boldly composed, expressed reinforced-concrete, large areas of blank wall and off-form concrete. The following design features are of additional significance; the precast post tensioned 'T' floor beams with the integration of the lighting and air conditioning, the landscaped courtyards with native Australian plants and water features, the structural system for the office wing's floors where the Gallows beams support the floors by hanging 'columns', the stepped floors at half levels, overhang of the upper floors for shading to the north, Corbusian (ribbon) window motif, assertive cantilever and lengthy expressed reinforced concrete balustrades along the 'Mall'. The office complex is Canberra's, and it appears Australia's, first and possibly only true architectural example of "Structuralism" where buildings are integral and contributing elements of an overall urban order rather than separate and individual elements.

For the purposes of this handbook, the Warfare community is deemed to include all officers of the Seaman, Pilot and Observer Primary Qualifications. The Warfare Officer Community symbiotically contains personnel from the seaman, Submarine, Aviation, Hydrographic and Meteorological, Mine Clearance Diving and Naval Communications and Intelligence groups. The Warfare Officers Career Handbook is a source document for Warfare Officers to consult as they progress through their careers. It is intended to inform and stimulate consideration of career issues and to provide a coherent guide that articulates Navy’s requirements and expectations. The book provides a summary of the Warfare branch specialisations and the sub-specialisations that are embedded within them, leading in due course to entry into the Charge Program and the Command opportunities that follow. The Warfare Officers Career Handbook also describes the historical derivation of current warfare streams to provide contemporary relevance and the cultural background within which maritime warfare duties are conducted. It discusses the national context in which Warfare Officers discharge their duties. Leadership and ethical matters are explored, as is the inter-relationship between personal attributes, values, leadership, performance and sense of purpose. There is no intention that this handbook replicate or replace extant policy and procedural guidelines. Rather, the handbook focuses on the enduring features of maritime warfare. Policy by its nature is transient. Therefore, as far as possible, the Warfare Officers Career Handbook deals with broad principles and not more narrowly defined policies that rightly belong in other documents.
