Scope and Content of Collection The Chicano Studies Institute records contain materials from the early operations of the Institute (formerly the Center for Chicano Studies). The Institute's main focus was and continues to be to work with the Department of Chicano Studies to "undertake, promote, and disseminate research." Arrangement The Chicano Studies Institute records contains six series: Series I: Administrative Files, contains budgets and other financial information, documents about the creation and function of the Center, files on related groups and other materials. Most materials arranged chronologically; miscellaneous/subject files arranged alphabetically. Series II: Research & Projects, contains grant proposals, research data, etc. relating to research projects conducted by Center faculty/staff/students. Files arranged alphabetically by main researcher's name or research project subject/title. Series III: Programs, Conferences & Events, contains files mainly on the Center's Special Student Services program, and files on the Bilingualism Seminar conducted in Mexico for several years. Also contains files on visiting lecturers sponsored by the Center, performances and art exhibits, etc. Files arranged by subject and/or chronologically. See also Series IV for correspondence relating to the Bilingualism Seminar. Series IV: Correspondence, contains incoming and outgoing correspondence of the Center, related to programs, research, formation, etc. Materials arranged chronologically. Correspondence relating to the Bilingualism Seminar arranged separately as received from the Center, however related correspondence can also be found in the Center's general correspondence files. Series V: Audio, contains cassette tapes mainly of conferences and lectures by people associated with or invited by the Center. Series VI: 2017 Addition, contains annual reports, background on Institute, affirmative action, etc. Also contains one oversize box with posters and news clippings, as well as one box of photographs.     Convention Governing the Specific Aspects of Refugee Problems in Africa PREAMBLE We, the Heads of State and Government assembled in the city of Addis Ababa, from 6-10 September 1969, 1. Noting with concern the constantly increasing numbers of refugees in Africa and desirous of finding ways and means of alleviating their misery and suffering as well as providing them with a better life and future, 2. Recognizing the need for and essentially humanitarian approach towards solving the problems of refugees, 3. Aware, however, that refugee problems are a source of friction among many Member States, and desirous of eliminating the source of such discord, 4. Anxious to make a distinction between a refugee who seeks a peaceful and normal life and a person fleeing his country for the sole purpose of fomenting subversion from outside, 5. Determined that the activities of such subversive elements should be discouraged, in accordance with the Declaration on the Problem of Subversion and Resolution on the Problem of Refugees adopted at Accra in 1965, 6. Bearing in mind that the Charter of the United Nations and the Universal Declaration of Human Rights have affirmed the principle that human beings shall enjoy fundamental rights and freedoms without discrimination, 7. Recalling Resolution 2312 (XXII) of 14 December 1967 of the United Nations General Assembly, relating to the Declaration on Territorial Asylum, 8. Convinced that all the problems of our continent must be solved in the spirit of the Charter of the Organization of African Unity and in the African context, 9. Recognizing that the United Nations Convention of 28 July 1951, as modified by the Protocol of 31 January 1967, constitutes the basic and universal instrument relating to the status of refugees and reflects the deep concern of States for refugees and their desire to establish common standards for their treatment, 10.

    RECORDS OF THE GOVERNOR'S AGRICULTURE COORDINATOR'S OFFICE Introduction The records of the Governor's Agriculture Coordinator's Office include subject files, correspondence, legislative testimonies, reports, and speeches covering the years 1971 through 1974. The files relate to agriculture diversification, planning and policy in the post plantation era. Agency History The Governor's Agriculture Coordinator's Office was created unofficially by executive action in 1971, and lacking statutory aubhority, did not have clearly defined responsibilities. The Agriculture Coordinator functioned as the Chairman of the Governor's Agriculture Coordinating Conunittee, formerly headed by Governor Burns' Administrative Assistants William Norwood and Myron Thompson. The Coordinator served as the Governor's special assistant for agriculture policy and planning matters and was responsible for implementing the State Agricultural Development Plan [Opportunities for Hawaiian Agriculture]. The Agriculture Coordinator reported directly to the Governor. The Agriculture Coordinator consulted with members of the Governor's Agriculture Coordinating Conunittee, coordinated the research efforts of the College of Tropical Agriculture with the needs of private industry, analyzed research proposals, and participated in various conunittees and task forces such as the Punaluu Project, Kauai Task Force and the Kohala Task Force. Z-1136071 AND ALL OTHER SEAMAN'S DOCUMENTS Issued to: RAFAEL ELIPE DECISION OF THE COMMANDANT UNITED STATES COAST GUARD 2000 RAFAEL ELIPE This appeal has been taken in accordance with Title 46 United States Code 239(g) and Title 46 Code of Federal Regulations 137.30-1. By order dated 9 November 1973, an Administrative Law Judge of the United States Coast Guard at New York, New York suspended Appellant's seaman's documents for 2 months outright plus 2 months on 9 months' probation upon finding him guilty of misconduct. The specification found proved alleges that while serving as an Able Seaman on board the SS SANTA BARBARA under authority of the document above captioned, on or about 10 August 1973, Appellant did wrongfully engage in mutual combat with a fellow crew member, to wit, Mario Fernandez, Steward Utility, while the vessel was in the port of Kingston, Jamaica. At the hearing, Appellant was represented by professional counsel and entered a plea of not guilty to the charge and specification. Even leaving aside crude oil as a special case, primarycommodity prices on one index more than doubledbetween mid-1972 and mid-1974,while the prices of some individualcommodities, such as sugar and urea (nitroge- nous fertilizer),rose more than five times. While the timing differedfrom commodityto commodity, the sharp upwardmovement was widespread, affectingvirtually all commodities.Most rose dramaticallyto twenty-year highs, and many went to historicalhighs. (This is not the innocuousstate- ment it would be for manufactures,whose prices have been subject to a slow upwardcreep; many commoditieshad lower prices in 1970 than they did in 1953.) The sharprise in commodityprices startledmost observers,for it came on the heels of apparentoversupply in 1970-71, and it fed recentlyaroused concernsabout long-term commodity shortages, seeming to confirm the gloomy forecasts of the "eco-doomsters."The Limits to Growth,'which forecastthe ultimatecollapse of the worldsystem with unrestrainedgrowth, was publishedwith much fanfarein 1972,and togetherwith the subsequent run-upof commodity prices, seemed to herald the arrival of a Ricardian economyin which growingpopulation and output of manufacturedgoods would press on a limited resourcebase.
