Hun Sen’s Talks and Cambodia’s Tourism Development: the Discourse of Power Vannarith Chheang1 Summary This paper discusses the talks/speeches made by the Cambodian Prime Minister Hun Sen in respect of tourism development policies in Cambodia. Thirty eight speeches were identified and analyzed using textual analysis and the discourse of power. Nine factors to develop tourism were found discussed: security and safety for tourists; infrastructure and tourism facilities development; stakeholder collaboration; cultural heritage preservation; environmental protection; human resources development; tourism products marketing and promotion; simplification of travel procedures; and regional cooperation. Introduction Tourism is a highly political phenomenon, the implications of which have been only rarely perceived and almost nowhere fully understood. (Richter, 1989: 2) Tourism studies have developed over the last few decades. Many approaches have been developed from different disciplines to examine and explain the tourism phenomenon. However, there is little literature on tourism from the political science perspective (Hall, 1994:1). The seminal studies of the politics of tourism include the works of Elliott (1997), Hall (1994), Hall and Jenkins (1995), Jeffries (2001), Matthews, 1975, 1978, and Richter (1989). These studies mainly focus on the state and the use of power in managing and mismanaging tourism. The discourse of power is one of the starting points for looking at tourism from a political perspective. For instance, Xiao (2006) analyzes five talks made by Deng Xiaoping in respect to tourism development in China. In a similar vein, this paper attempts to analyze the speeches and talks made by the Cambodian Prime Minister Hun Sen which are pertinent to tourism development in Cambodia. -

The official name of the Authority is the Elizabeth City-Pasquotank County Tourism Development Authority, but the TDA does business as Visit Elizabeth City. This 2020-2021 marketing plan defines the goals, strategies and methods designed to attract new visitors while maintaining our welcoming, friendly reputation to continue to encourage an influx of return visitors for both leisure and business. Since this is our first official marketing plan as an organization, the results of this FY will serve as a baseline for years to come. The COVID-19 pandemic in the last fiscal year brought changes and unprecedented challenges to the entire tourism and travel industry. It promotes a deeper understanding of Mexico‘s social, economic, and cultural history in the late twentieth century. In particular, this study focuses on the rise of mass middle-class tourism American tourism to Mexico between 1970 and 2000. It closely examines Cancún‘s central role in buttressing Mexico to its status as a regional tourism pioneer in the latter half of the twentieth century. More broadly, it also illuminates Mexico‘s leadership in tourism among countries in the Global South. -

Iki Department of Architecture and Environmental Planning, Kumamoto University, Japan Abstract A town, city or urban region has a potential which stems from its own natural form, sense of place, sense of history, spirit and ethos. Nowadays, in addition to the primary demands of life, many urban areas are facing an increasing population and a growing demand or expectation of the city for tourism activity. However, whilst increasing tourism activity is an important economic backbone for certain cities, tourism facilities are responsible for a substantial increase in environment degradation due to tourists’ rising expectation for services and facilities. The structure of this research is first to present the general overview of urban tourism in Kumamoto City through literature. This study will analyze the potentials of Kumamoto City in the creation of urban tourism, with case studies of other cities, to meet the need of integrative urban planning. The aim of this research is to review and evaluate the importance and influence of sustainability of the city through the view of making a tourism space for people. This analysis seeks to illustrate the phenomenon of urban tourism in the scale of a Japanese city. The conclusion discusses the importance of urban tourism in proposing social sustainability, and the potential for development in the current conditions. Cover photo courtesy of National Trust for Historic Preservation Living with Success Revisited: Summit on Heritage Tourism in our Nation’s Most Beloved Historic Cities In 1995 Historic Annapolis Foundation brought together a group of civic leaders representing some of the most heavily-touristed historic districts in the nation. In these cities, the influx of visitors was bringing welcome economic energy, but the sheer number of tourists was often negatively impacting the historic fabric of the city and diminishing the quality of life of its residents. The findings and recommendations of that convening were published in 1995 and shared more broadly during the 1998 National Preservation Conference in Savannah. Almost two decades later, as part of the 2014 PastForward National Preservation Conference, the National Trust for Historic Preservation, Historic Savannah Foundation, the City of Savannah, Visit Savannah, the Tourism Leadership Council and the Downtown Neighborhood Association reconvened this group to consider whether those initial findings and recommendations remained relevant and how contemporary issues could be addressed. Before the summit, a committee convened by the National Trust developed a survey which was sent to 24 people who engage in heritage tourism in some portion of their work. Nineteen responses were received, from locations ranging from Newport, Rhode Island, to New Orleans, Louisiana, and from Santa Barbara, California, to Sitka, Alaska.
