Update on Projects Project Current Position Pavement & Minor Improvement Schemes All N52 schemes are now combined N52 Borrisokane Street Improvement Works into a single scheme. All are included in the new Part 8 which commenced in Q2 of 2017. The Comprising of: District Council adopted the Part 8 on 14th September 2017. Tender documents are (N52 Borrisokane Town plus approach (1.7km)) now being prepared and TII approval to move to (N52/N65 Junction (Borrisokane) Safety the next stage has been requested. Subject to Scheme) approvals and tendering process progressing as (N52 Birr Road Borrisokane (0.5km)) planned, works are programmed to begin Q2 (N52 Culvert Repair) 2018.

N62 Slievenamon Road- Phase 1, The Procurement process resulted in the identification of a Contractor. The Contractor withdrew from the award process just prior to the issue of a Letter of Acceptance. The next qualified Contractor has now been appointed. Works are due to commence in mid March. N65 Carrigahorig The design for this scheme is being undertaken by the Mid West National Road Design Office. A topographic survey has been completed. A flood study has been completed indicating the required finished road levels to mitigate against future road closures due to flooding. An appropriate assessment will be required and possibly a full EIA due to proximity to Lough Derg and Special Area of Conservation. The design for this scheme is progressing. N62 Camlin Surface Replacement Camlin Pavement Scheme was completed on 8th N62 Lismakin Surface Replacement Nov 17. Extra surveying and pavement investigation has been carried out on the Lismakin scheme as it is now being extended. It will be constructed in 2018. N62 Scart Roscrea Surface Replacement Scart Roscrea was completed in Jan 2018 and is within the maintenance period. N74 Ballyhusty Realignment Work is continuing on updating the design to reflect new TII standards. CPO and Tender Documents will also be updated. It is anticipated that the documents will be available for publishing the CPO shortly. N24 Ballydrehid – Toureen Realignment TII assessing Preliminary designs in order to decide scheme potential. N24 Pavement Improvement Scheme Topographical survey is complete and Bansha Pavement Scheme will be constructed in 2018. N74 Golden Pavement Improvement Scheme Topographical survey is complete and Golden Pavement Scheme will be constructed in 2018.

N24 Pavement Improvement Scheme A 7 Km pavement scheme has been advised by TII for the section of the N24 from the Road Roundabout along the Inner Relief Road as far as Bulmers. Approx 75% of this is expected to be constructed in 2018. Various other schemes Consultants have been appointed to prepare proposals for pavement improvement schemes at: • Slievenamon Rd Phase 2, Thurles, between the Dunnes Roundabout and the junction with Liberty Square, • Main St. And Fr Matthew St. , • Two sections in Carrick-on-Suir, between the 50kph speed limit on the Clonmel Rd and the New Street (R697 junction), and also on Pill Road from the railway bridge to the county boundary. Other Schemes Contract works almost 100% complete on all 4 Clonmel to Carrick-on-Suir Greenway (Part of Sections apart from some snaglist items. Within Cahir to Carrick-on-Suir Blueway) Section 2 (Anner River to ) the 600m section omitted from earlier Contract is almost

complete and due to open shortly. A budget of €100,000 has been agreed for maintenance in 2018. Information boards, signage of the route from the N24 & traffic counters also to be done. Strategic Non-National Road Projects Thurles Inner Relief Road Scheme approved by An Bord Pleanala. Prelim design completed. Awaiting funding to proceed. R498 Nenagh to Thurles Upgrade Land Agreements have been completed with 5 Knockalton—Kilconane no. landowners. Agreement with the sixth and final landowner has now been reached and this is now being processed. Design is almost complete and works are expected to go to tender over the coming weeks. R498 Road Realignment at Latteragh bends The Nenagh Municipal District adopted the Part 8 on 24th August 2017. Department approval to move to the next stage has been requested. Subject to this approval it is expected CPO can be published in Q1 2018 and to conclude after Oral hearing Q4 2018. Severe Weather

Severe weather events are fast becoming a regular feature of Irish life and these events, which are extreme in nature, prove very challenging for all services including local authority services.

Tipperary County Council has in place a Severe Weather Action Team (SWAT), which comprises the Director of Services for Roads, Senior Engineer Roads, Administrative Officer Roads, each District Engineer, Machinery Yard Engineer and Duty Engineers (winter maintenance) and S.E.O Corporate.

At senior management team level, the Council also has in place a Crisis Management Team which comprises the Management Team, Chief Fire Officer, S.E.O. Housing, S.E.O. Corporate and Head of IS.

During severe weather events, these teams meet regularly, assessing the situation and deciding what appropriate action is necessary and provide regular updates accordingly.

In relation to the recent severe weather event, storm Emma combined with the “Beast from the East”, both of these teams met on a number of occasions from the onset and over the duration of this weather event and updates were provided accordingly through the Council’s website and social media.

The Council deployed a number of Snow Ploughs and Salt Gritters with staff working tirelessly through the number of days preceding and during this weather event. The situation was monitored regularly through conference calls with all participants to assess the situation throughout the county and appropriate action was taken as considered necessary.

All available snow ploughs, 14 in total were mobilised in clearing Priority 1 Routes, i.e. national routes, major regional routes through towns, access to major Water Treatment Plants, Fire Stations & Hospitals, followed by Priority 2 routes, i.e. regional routes and streets within the major towns and primary county routes.. The districts mobilised 25 JCBs and 15 mini salt spreaders mounted on pickups to clear footpaths in the towns and villages. A total of 2,000 tonnes of salt were used over the course of the weather event with 3,200 km of roads covered.

The Council would like to acknowledge and thank all staff who worked tirelessly throughout this severe weather event and assisted communities and emergency services as required.

E- Parking

E- Parking has been rolled out to 9 towns throughout . This new service is an additional, more convenient way of paying for parking. Methods of payment for parking to members of the public includes smartphone app, website or phone call. The traditional Pay and Display machines are still in operation with a new network of 26 machines recently installed in Carrick on Suir. These installations were completed in mid August and are supported with a modern back office system that monitors functions and finance for the machines.

Community Involvement Schemes (CIS) This scheme applies to Community groups who wish to have Local Roads (mainly LT roads) improved and are willing to contribute to the overall cost of the scheme. The contributions must account for 15% of the cost of the works by way of financial contribution. A total of 103 applications approx were received for the 2018 scheme and will be considered on a priority basis subject to available funding and in accordance with the terms and conditions of the scheme.

Local Improvement Scheme (LIS) Scheme This scheme applies to non-public accommodation roads and an allocation of €625,582 has been made available in 2018. A local financial contribution is payable by applicants. A total of 92 applications approx were received for 2018 and these will be considered on a priority basis in accordance with the terms and conditions of the scheme.

Speed Limit Review 2015 - 2017 The county wide review of speed limits was completed during 2017 with the adoption of the speed limit byelaws at the July meeting of the Council. The speed limits came into effect on the 11th of September for local and regional roads, and on the 13th of November for National roads.

Public Lighting

Roads Section & the Municipal Districts deal with public lighting queries on a daily basis & Airtricity are notified. Corrective action is taken as appropriate & where budget permits.

Tipperary County Council has responsibility for the management and maintenance of more than 15,000 lights in the County. These lights are maintained under contract by Airtricity who were the successful tenderer in the recent competition held in early 2017. Tipperary County Council does not have responsibility for maintenance of lights on the Motorway Network.

Public Lighting is the single biggest user of energy in the overall council’s energy usage. Over the past number of years the Council has introduced LED lighting in a number of new and replacement public lighting projects. Over the coming years, it is likely that there will be a significant conversion to LED lighting. Globally, Sox lights are being phased out in favour of LED lights. This Council has and will continue to avail of external funding where same is

available from SEAI and TII for energy efficiency projects. 311 of the lights that will be upgraded in 2017 are 100% funded by TII.

In 2017, the Council has targeted some of our villages where there are currently lighting deficits. We have also targeted some of the arterial routes into our towns, in some cases to make energy efficiencies and in some instances to improve poor lighting. General maintenance including upgrading of brackets, columns, and interface boxes is also ongoing as part of these schemes.

A survey of all lights in the county was undertaken in 2016. This survey was undertaken in accordance with the SEAI / TII standardised public lighting inventory template. The Roads Department have introduced an asset management database that will assist in the management of the public lighting in the years to come.

Taking in Charge process: • A total of 17 estates were taken in charge in 2017 and it is proposed to take a further number of estates in charge in 2018 subject to funding and any necessary requirements being met.

PLANNING AND DEVELOPMENT

National Planning Framework – Ireland 2040: Our Plan The Government published the draft national planning framework - 'Ireland 2040 – Our Plan' in September 2017 and submissions were invited up until the 10th November, 2017. A workshop took place with the Elected Members on the 1st November to discuss the scope and content of the submission to be made by Tipperary County Council and a formal submission was made to the Department on the 10th November, 2017. The Council also participated in making a submission on behalf of local authorities and stakeholders in the Mid-West and South East Regions and a separate submission was made concerning the N24. The National Planning Framework was launched on the 16th February, 2018.

Preparation of Regional and Spatial Economic Strategies (RSES) The Southern Regional Assembly has formally commenced the preparation of the Southern Region Spatial and Economic Strategy (RSES). An issues paper has been published and submissions were invited up to 16th February, 2018. A formal submission is currently being prepared and has been circulated to the Elected Members for observations. The Council has also participated in the making of a submission on behalf of local authorities and stakeholders in the Mid-West and South East Regions and a separate submission was made concerning the N24. The RSES is scheduled to be adopted in December, 2018.

Cluster Guidelines The preparation of Cluster and Serviced Site Guidelines is an objective of the North and South Tipperary County Development Plans (as varied), in order to facilitate and promote the growth and viability of the rural villages in the County. In order to meet this objective, and following a tendering process, the Council has appointed Kenneth Hennessy Architects to prepare draft Cluster Guidelines. These guidelines will provide best practice options for small housing schemes to encourage the development of high quality homes to meet the needs of the rural population. The Guidelines are now at an advanced stage of completion and will be presented to the Elected Members in early 2018.

Structures at Risk The Department of Culture, Heritage and the Gaeltacht launched the Structures at Risk Scheme in December, 2017. The purpose of the scheme is to assist with works to safeguard structures protected under the Planning and Development Act 2000 (as amended) where, in the opinion of the Department, an urgent need for works to such structures has been demonstrated. The Council has assessed the applications received in accordance with the terms of the scheme and has recommended 5 no. projects to the Department, for consideration for grant assistance.

Built Heritage Scheme The Department of Culture, Heritage and the Gaeltacht launched the Built Heritage Investment Scheme (2018) in December, 2017. The purpose of the scheme is to encourage the leveraging of private capital to invest in a number of small-scale, labour-intensive projects to repair and conserve structures protected under the Planning and Development Act 2000. Tipperary County Council was allocated €50,000 under the Scheme.

The Council has assessed the applications received in accordance with the terms of the scheme and has recommended 13 no. projects to the Department, for consideration for grant assistance.

Renewable Energy Strategy and Energy in Agriculture Conference The Council was awarded the President’s Award from the Irish Planning Institute for the Tipperary Renewable Energy Strategy for excellence in plan-making. The awards ceremony took place on the 8th February, 2018. The Energy in Agriculture Event 2017 was also shortlisted for an Ireland Community and Council Award under the Best Energy Initiative Category.

Number of Planning Applications received st A total of 253 planning applications were received from 1 January to 28th February 2018. 62 applications were deemed invalid and 10 were withdrawn. During the period 174 applications were decided with 169 being granted planning permission and 5 being refused. Further information was requested in 83 cases.

Enforcement Proceedings st There were 40 complaints made from 1 January to 28th February 2018. During this period 45 Warning Letters and 12 Enforcement Notices issued.

FIRE SERVICES

Cashel Fire Station Project A recommendation on the appointment of consultants for the design and supervision of the construction of the new Cashel Fire Station is currently with the Department and it is hoped to appoint consultants and commence design work in Q2 of 2018.

Templemore Fire Station Project The building works on Templemore Fire Station are approximately 35% complete but unfortunately the building contractor entered liquidation in late February. While the situation is still quite fluid we are in discussions with our design team and with the national Directorate for Fire and Emergency Management to retender for the completion of the works.

Borrisokane Fire Station We are currently completing the purchase of a site adjacent to the existing fire station in Borrisokane. It is our intention to seek approval from the National Directorate for Fire and Emergency Management for the construction of a new station in due course.

ISO 9001: 2015 Tipperary Fire & Rescue was audited against the ISO 9001:2015 standard in Late February. The two day audit was undertaken by the NSAI and we were successful at audit with no non- conformances raised against

CIVIL DEFENCE

Training of Civil Defence multi-disciplined teams is ongoing throughout the County on a weekly basis. Volunteers are being trained and up-skilled in Search skills, Cardiac First Responder, Emergency First Responder, Radio Communications, Manual Handling and various other skills.

Re-certification is underway for EMT’s to comply with PHECC standards.

Tipperary Civil Defence continues to lend assistance to the Irish Wheelchair Association, Meals on Wheels and Senior Citizens groups with the provision of transport and volunteers. Ongoing support is given to various community, sporting and cultural events through the provision of Ambulance and First Aid Cover.

Civil Defence is currently reviewing and strengthening its Health & Safety arrangements with the intention of applying for OHSAS Certification before the end of the year.

LIBRARY SERVICES

Capital Expenditure The new Library at the Excel Centre, Tipperary Town will open before the end of March 2018. The Library Shelving System is installed and works to install IT Services including RFID Technology are nearing completion.

Main Activities from January to February • Clonmel Library hosted a photography exhibition by Eoin O'Neill from 2nd-13 January. • A Nutrition Talk by Siobhan Walsh, dietician and nutritionist was held in Clonmel Library as part of the Healthy Ireland initiative in February. • As part of the Healthy Ireland initiative, Nenagh Library hosted a lecture on the prevention of Heart Disease and type 2 diabetes by Dr Mary Ryan on 20th February. There was over 65 people in attendance • An Seanchaí, Pat Speight visited Nenagh Library on 28th February where he delivered four story time sessions as part of a Seachtain na Gaeilge event. • The ongoing Local Studies Digitisation project was highlighted on RTE Six-One news and 9pm news on Friday 9 February 2018. The Murphy Negative Collection which is currently being digitised was featured. The Library Service partnership with Tipperary GAA Co Board to digitise historic local GAA programmes continues to develop. 41 hurling county final and 18 football county final match programmes between 1976 and 2017 have been digitised and are now available on www.tipperarystudies.ie. Permission has been granted by the County Board to digitise these programmes, building on the work already undertaken with the Tipperary GAA yearbook archive. Additional match programmes will be scanned and uploaded to the Tipperary Studies website as they become available. • Work has commenced on the digitisation of material from the George Cunningham collection. Items scanned so far relate to bill-heads for businesses in towns and villages across including Borrisokane, , Nenagh, Roscrea, Templemore and Thurles which add to the social and business history aspect of the digitisation programme of works. • Recorded hits on the Tipperary Studies Website for January - February were 77,223, the same period last year was 24,678, an increase of 212% • Tipperary Studies hosted lectures in both January and February as part of the ongoing Tipperary Studies Lecture series. Dr Michael Ahern gave a lecture on "The Quakers of County Tipperary 1655 – 1924" on 16th January. Dr Bernadette Whelan gave a lecture on 'American propaganda and Ireland, 1917-18' on 20th February. • As part of the Healthy Ireland programme, Carrick-on-Suir Library hosted a Pilates Class on Monday 19th February and a Yoga Class on Wednesday 21st February. • An exhibition of work by Tipperary artist Maggie O’Malley-Brown was hosted in The Source Library in February. • The Source in Thurles was the venue for a number of free dementia awareness workshops for staff in the retail sectors during February. The workshops are part of the ongoing “Dementia: Understand Together” initiative to create better understanding and awareness about the condition. • Templemore Library hosted a jewellery exhibition by Eileen Hassett during the month of January.

Early Payment Scheme for Rates 2018 In 2018 the Early Payment Scheme for Rates is available once again. A maximum possible reduction of €250 to €300 may be applied, as a financial support, to occupiers of commercial Properties with total annual Commercial Rates bills of up to €12,000 in 2018, subject to the criteria. Details of the scheme were sent with rate demand notes to all rate payers. Registration is to be submitted with payment before 31st July 2018 or 30th September, depending on Scheme conditions.

INFORMATION TECHNOLOGY

The projects commenced/progressed/completed by the IT section during January and February are as follows:

• Re-built the Geographical Information System (GIS) infrastructure to facilitate the exit from Local Government National Management Agency (LGMA) network. • Commenced the redevelopment and migration of the internal Planning Enquiry systems • Completed analytics on social housing data using IHouse and HAP management systems. Mapped data to towns and villages to produce a series of maps showing social housing distribution. • Carried out analysis and produced maps for Franchise Section in relation to the proposed local electoral areas. • Produced a polling district GIS system. • Commenced the creation of a Housing GIS. • Continued with the project to exit the Local Government National Management Agency (LGMA) network - 720 migrations complete. • Continued providing cyber security awareness sessions to our Users and Members (approx 55% of staff trained to date). • Investigated provision of network connectivity to the LAWCO Office in Clonmel and worked on data connection and phones for new office. • Commenced preparatory work for the upgrade of the E-Mail System to Exchange 2013. • Worked on infrastructure design/layout with Architects/Contractors for the new Carrick on Suir office. • Facilitated the external independent IT Security Audit- explained processes, provided documentation and responded to queries. • Commenced preparatory work for the provision of the HR Data Analytics System on Core • Completed the Network design as part of the rationalisation of network connections project. Circuits will be ordered in coming weeks. • Completed the proof of concept for the Patch Management and End Point system.
