March 25, 2019 Dear Senate Committee on Revenue and Economic Development, My name is Matt Alvarez, and I am a Junior at Shadow Ridge High School in Las Vegas, Nevada. I, along with the undersigned Clark County high school students support SB 263, a bill that will increase the price of e- cigarettes/vapor products. Increasing the price of these products has proven to reduce their use since it makes them too expensive for students like me and my peers to buy. The U.S. Surgeon General recently declared "e-cigarette use among youth is an epidemic." According to the Food and Drug Administration (FDA), the use of electronic cigarettes among high school students nationwide is up 78 percent in the past year from 11.7 percent in 2017 to 20.8 percent in 2018. The latest Nevada Youth Risk Behavior Survey (2017) which tracks tobacco use among middle and high school students, shows that approximately 50 percent of high school seniors have tried an electronic cigarette. A recent study also found that 63 percent of 15- to 24-year-olds in the U.S. did not know that a popular vapor product used by many young people contained nicotine. We have watched our peers who never smoked a regular cigarette before becoming addicted to nicotine because of these e-cigarettes/vapor products. We are here today because we want our generation to live a productive and healthy life that doesn’t include a lifelong addiction to nicotine. Pfeifer is the second Gatorade Nevada Baseball Player of the Year to be chosen from Arbor View High School. The award, which recognizes not only outstanding athletic excellence, but also high standards of academic achievement and exemplary character demonstrated on and off the field, distinguishes Pfeifer as Nevada’s best high school baseball player. Now a finalist for the prestigious Gatorade National Baseball Player of the Year, Pfeifer joins an elite alumni association of past state award- winners in 12 sports, including Derek Jeter (1991-92, Kalamazoo High School, Mich.), Jon Lester (2001-02, Bellarmine Preparatory School, Wash.), David Price (2003-04, Blackman High School, Tenn.), Clayton Kershaw (2005-06, Highland Park High School, Texas), Rick Porcello (2006-2007, Seaton Hall Preparatory School, N.J.) and Kris Bryant (2009-10, Bonanza High School, Nev.). TESTING FEES – COLLEGE BOARD Strategic Imperative: Academic Excellence (SI-1) Focus Area(s): Academic Growth (FA-2) Clark County School District Regulation 3312 provides guidelines for all purchases that exceed $50,000.00 in cost. The Clark County School District proposes to purchase a portion of the May 2019 Advanced Placement testing fees from the College Board, for the purpose of student success for approximately 19,500 students, for an approximate cost of $2,352,000.00, effective May 1, 2019, through June 30, 2019. The College Board’s Advanced Placement program enables high school students to participate in college- level coursework while still in high school, with the opportunity to earn college credit, advanced placement in college, or both. Advanced Placement courses give students access to rigorous college-level work with the built-in support of high school teachers and peers. Students not only learn content, they also build confidence and learn essential time management and study skills necessary for college and career success. Students have the opportunity to develop advanced research and communication skills, in addition to learning problem-solving and analytical skills to address course challenges. Research indicates that students who participate in an Advanced Placement exam in high school are more likely to graduate from college in four years. The College Board supports Advanced Placement access by providing low-income students with a savings of $41.00 per AP exam, reducing the Advanced Placement exam fee cost from $94.00 to $53.00 per exam. The United States Department of Education Advanced Placement Test Fee Program previously funded an additional $38.00 per test for low-income students, lowering the total cost for low-income students.
