TESTING FEES – COLLEGE BOARD Strategic Imperative TESTING FEES – COLLEGE BOARD Strategic Imperative: Academic Excellence (SI-1) Focus Area(s): Academic Growth (FA-2) Clark County School District Regulation 3312 provides guidelines for all purchases that exceed $50,000.00 in cost. The Clark County School District proposes to purchase a portion of the May 2019 Advanced Placement testing fees from the College Board, for the purpose of student success for approximately 19,500 students, for an approximate cost of $2,352,000.00, effective May 1, 2019, through June 30, 2019. The College Board’s Advanced Placement program enables high school students to participate in college- level coursework while still in high school, with the opportunity to earn college credit, advanced placement in college, or both. Advanced Placement courses give students access to rigorous college-level work with the built-in support of high school teachers and peers. Students not only learn content, they also build confidence and learn essential time management and study skills necessary for college and career success. Students have the opportunity to develop advanced research and communication skills, in addition to learning problem-solving and analytical skills to address course challenges. Research indicates that students who participate in an Advanced Placement exam in high school are more likely to graduate from college in four years. The College Board supports Advanced Placement access by providing low-income students with a savings of $41.00 per AP exam, reducing the Advanced Placement exam fee cost from $94.00 to $53.00 per exam. The United States Department of Education Advanced Placement Test Fee Program previously funded an additional $38.00 per test for low-income students, lowering the total cost for low-income students. Under the Every Student Succeeds Act, this fee reduction of $38.00 per exam was eliminated. This purchasing proposal will lower Advanced Placement exam fees for all low-income students in the District participating in Advanced Placement exams using monies from the Nevada College and Career Readiness Advanced Placement Grant. Shifting this financial obligation from the students to the District provides greater access for low-income students and initiates students’ earlier entry on the road to college. West Hall The College Board shall furnish the Advanced Placement exams and accompanying deliverables and reports to all Clark County School District high schools. The Purchasing Department has reviewed the request for purchase and has determined that contracting for these goods may be exempted from the competitive bidding process in accordance with Nevada Revised Statutes (NRS) 332. If approved, a contract will be executed by the Purchasing Department to include District indemnification and any necessary insurance requirements. The supplier must agree to all District contract requirements prior to providing services. Page 2 of 3 Reference 3.02 TESTING FEES – COLLEGE BOARD Should the Board of School Trustees not approve this expenditure, low-income students across the District will have to pay the subsidized fee of $53.00 per Advanced Placement exam, and students at all District high schools will have to pay the full fee of $94.00 per Advanced Placement exam, which may potentially limit access for these students. TERMINOLOGY 1) “US95” is coincident with US93 and I-515 at various places. 2) “I-215” is used to refer to the beltway which circles throughout the outer portions of the Las Vegas Valley. This entire roadway will be under construction for many years to come. Some parts are officially called “Clark County 215” for now, but it is all the same road. 3) Distances were measured from the center of each intersection. Some urban intersec- tions are 0.1mi to 0.2mi wide, and may affect your readings. Allow for tiny errors in the distances indicated.
