A NEW MILESTONE IN THE LIFE OF A TUGBOATMAN

On Wednesday 26th June, I hope to celebrate my 65 years birthday. It means that I am also celebrating 50 years tugboatman. On my 15th, I knew already to close the towing world into my heart. After my Maritime Engineering education on my 17th I join my first tug the "Schelde" of L. Smit & Co’s International Sleepdienst Maatschappij in 1965. In 1992 I changed the tugs for a Technical Superintendent job ashore and lately working at the Engineering department building new tugs. In 2010 I signed off for my retirement from, of course, the always loved and interesting tugboat Company Smit. Several years ago I was allowed to take over the electronic tugnews, published by Leen van der Meijden, in 2001. The in the beginning A4 one paper page has now become a more professional e-Newsletter in the field of Tugs, Towing, Offshore, Wind Farm and related Yard News. COASTAL SUN TO SCRAP YARD IN AMELIA

A tug that made one trip to Halifax has turned up at a scrap yard in Amelia, Louisiana. I stumbled across the a photo of the tug Coastal Sun while reading an article on another ship being scrapped at the same yard. Coastal Sun was built in 1970 by Gulfport Shipbuilding in Port Arthur, TX as

E.B.MacNaughton for Ultramar Chemical Co and worked on the west coast and in Hawaii. It was renamed Dauntless in 1990 when acquired by Crowley Marine Services of San Francisco. It became Coastal Sun in 1999. Its owners were Bay Towing Corp of Norfolk, VA, when it called in Halifax June 6 to 9, 2003 -almost exactly 10 years ago. It was towing the barge Columbia Miami, and it loaded containers at Halterm and Fairview Cove. The containers were all empties, and were hauled away to Elisabeth, NJ. Since then the tug was owned by Harbour Service LLC then Tug Coastal Sun LLC, but its US documentation expired August 31, 2009, and has likely been laid up since that date. Since its visit to Halifax it had a small elevated wheelhouse added. Unusual for a US tug of its vintage, it was powered by a pair of 12 cylinder Fairbanks-Morse engines, generating 4400 bhp, through gear boxes to twin screws. (Source: Mac Mackay-Tugfax)

LOUISIANA LUGGER TUG WORKS THE SHALLOW-WATER BAYS AND BAYOUS

Capt. Kenneth Helmer and mate George Clement, the two-man crew on George C, a 68- foot-by-26-foot lugger tug moored at the Venice Marina, north of Head of Passes on the Mississippi River, were making ready to leave on a rig move in March. The 1,200-hp George C is owned by Stan Cvitanovic of Cvitanovic Towing of Empire, La. It was built at Rodriguez Shipbuilding in Coden, Ala., one end of a loop road of boatyards connecting to Bayou La Batre. Rodriguez delivered a similar tug, Ana Maria C, to Stan’s brother, Nedo Cvitanovic, owner of Cvitanovic Boat Service, in February. The 16-foot draft of George C is ideal for the shallows lining the Gulf Coast. The shallow draft is typical of a lugger type of tugboat that derives its classification from fishing vessels, rigged with lug sails on two or more masts, that work the estuaries and coasts of northern Europe. Lugger tugs, sans masts and sails, are a common sight in south Louisiana, primarily towing or pushing in the wetland bays and bayous. The Cvitanovics, with their combined fleet of four boats, conduct a wide variety of boat services along the Gulf Coast: towing rigs and pushing deck barges loaded with supplies, to name a few. 14TH VOLUME, NO. 36 DATED 23 JUNE 2013 feet of wood lined space on George C. “We used to carry supplies to the rigs on the deck, but now we are using barges more and more,” said Stan. However, the ample deck area is still used for moving small cargos. There are two 25-ton Parker deck winches set back against the house for making up a barge tow. On the stern is a Pullmaster 50-ton towing winch from Pullmaster Winch Corp. of Surrey, British Columbia, with a three-inch soft nylon shock line and typically 300 feet of one-inch wire on the drum. “The good thing about this winch is when you have the bridles on, you can bring it in without anyone having to be on the aft deck,” said Stan. “It’s all done from the aft control station.” George C is powered by two Cummins QSK 19-M mains with Twin Disc 6.1:1 ratio reduction gears, turning 64-inch-by-48-inch four-blade propellers. The Cummins package includes two Onan MDDCA 40-kW generators for electrical power. Stan, like many Croatian emigrants in Louisiana, set to work on the water downriver from New Orleans. C ROWLEY’S ALERT TUGBOAT RECOGNIZED FOR EMERGENCY RESCUE T OW OF ‘KULLUK’ DRILL RIG

The captain and crew of Crowley’s Prevention and Response tug (PRT) Alert were personally recognized by Representative Eric Feige from the Alaska State Legislature for courage, teamwork and professionalism during the emergency rescue tow of the drill barge Kulluk off the southern point of Kodiak Island. During their meeting, he presented them with a letter of commendation from the members of the 28th Alaska State Legislature, which stated the following: “The crew safely and methodically adapted to changing conditions, used their training to identify and manage hazards, and then performed each task to minimize the risks associated with those hazards…We express our admiration and respect to each man individually, and to the crew for its superb

teamwork, conducting themselves at all times as professional mariners in an extreme and challenging incident.” Typically used for tanker escorts to and from the Alyeska Valdez Marine Terminal, the 10,192- horsepower Alert departed Valdez in response to the Unified Command’s request for assistance and arrived on scene to find Kulluk adrift at 4.5 knots in rough weather and sea conditions. The crew of Alert was able to catch a training line from Kulluk, despite having their deck awash by 30-foot seas, and proceeded to tie off and commence tow. The crew slowed and re- oriented the Kulluk’s drift so that the original towing tugboat could secure a connection to the drilling rig. However, with increasing heavy weather the original towing tug connection parted after approximately 10 hours. Once attached, Alert remained tethered by emergency tow line to the Kulluk and continuously maintained tow. With 54-foot seas and 40 to 50 knot winds, the Alert was being pushed backwards up to two knots toward the Kodiak Island shore. A day later, the Unified Command directed the Alert to release the tow wire. Only after confirmation of the order, did the crew of the Alert reluctantly release their tow wire. As stated in the commendation referencing the U.S. Coast Guard’s investigation of the incident: “The tug Alert and all of Crowley Maritime Services [Crowley] equipment used in the evolution of the rescue attempt and towing of the Kulluk performed flawlessly, met and exceeded standards.” Following the formal recognition of the crew by Rep. Feige, he along with Mayor Dave Cobb from the City of Valdez, spent two hours touring the Alert and individually congratulating each member of the crew including: Captain Rod Layton, Brad Burger, Brett Spellman, James Mueller, Craig Matthews, Leroy Edenshawn and Walt Nickerson. “This was a fine tribute to what we value – our people, operational excellence and innovation,” said Charlie Nalen, Crowley’s vice president of Valdez Operations. Crowley’s Valdez operation includes personnel and specialized tugs to help protect the environment through a contract with Alyeska Pipeline Service Company’s Ship Escort/Response Vessel System (SERVS). As part of the commercial partnership, the company provides tug escorts for tankers traveling through Prince William Sound to and from the Valdez Marine Terminal, assuring safe passage, even under the most extreme winter weather conditions and also provides secure docking and undocking operations at the oil product loading terminals. Primary tugs in the area include both Alert and Prince William Sound class vessels, all of which were specifically designed for tanker escort and assist work in the region and feature best-in-class technology, firefighting, emergency and oil spill response capabilities. A SOCCER FIELD-SIZED SUBSEA TEMPLATE EN ROUTE TO ÅSGARD FIELD The 1800-tonne subsea template for the Åsgard subsea gas compression pioneering project is en route from the shipyard in Egersund to the Åsgard field in the Norwegian Sea. Subsea compression will increase recovery from the Åsgard-field by 280 milion barrels of oil equivalent when it comes on stream in 2015. Three modules have been completed: a subsea compressor station and a manifold to be installed on the Åsgard field at water depth of 300 metres and a module powering the new subsea system to be installed on the Åsgard A platform. “Together with our partners we are

14TH VOLUME, NO. 36 DATED 23 JUNE 2013 constructing the world’s first subsea compressor,” says Margareth Øvrum, executive vice president for Technology, Projects and Drilling (TPD) in Statoil. “This is a quantum leap in subsea technology. I am pleased to see the end of the first project phase.” The modules are shipped on barges northward to the Åsgard field. When they arrive on the field one of the world’s largest crane vessels, 7000, will lower the two units onto the seabed at water depth of 300 metres and lift the power module onto the platform. Pipe-laying on the field started in April. The dimensions of the subsea modules are huge: the manifold has a length of 34 metres, a width of 27 metres and a height of 15 metres. The subsea template housing the compressors measures 74 X 45 x 26 metres. “This subsea template is among the biggest in the world, equivalent to the size of a soccer field,” says Øvrum. “When it is placed on the seabed, we must make sure that it is absolutely level.” (Press Release)

The tug Mogul was laid down as ATR-Class Rescue Tug “ATR-65” at the Wheeler Shipbuilding Co. – Whitstone; NY. She is one of the 140 WWII built ATR tugs. Sold for commercial service in 1948 to Canadian Transport Co. Ltd, Vancouver and renamed Logmac. Resold in 1950 to Griffith Steamship Com. Ltd. (Canadian Transport Co. Ltd.), Vancouver B.C and renamed Mogul (picture). Re-engine in 1950 by a 4 SA 10 cyl. Fairbanks, Morse & Co., Chicago (205 x 255) (1944). Resold in 1961 to Island Tug & Barge Ltd., Vancouver B.C., and renamed Island Monarch. Resold in 1972 to Seaspan International Limited and renamed Seaspan Chinook. Resold in 199x (date unknown) to Maritime Heritage Society, Vancouver and renamed La Lumiere. On 09 May 2008 sunk and CTL. She has a length 165' 6" a beam of 33' 4" a draft of 15' 6" and a speed of 12 kts. TUG WRECK HAS TO BE RAISED

The Norwegien Coastguard ordered a salvage of the "North Tug," (See TT&O issue nr. 34 also) in the harbor of Kirkenes. Although the "North Tug" was resting 75 meters deep, the ship may afffect other vessels in Kirkenes using their anchor to navigate. The owners of the ship, the Kirkenes-based

The Commission's report about the accident will probably be ready in late autumn. Both the tug crew and the pilot on board the "Ocean Princess" and other witnesses were questioned. There was a small fuel spill from the wreck, which is about 150 to 200 meters off the shore. PIt had around 200 liters of hydraulic oil and three cbm diesel fuel on board, but the ship has a closure system for fuel. PANAMA CANAL REINFORCES TUG FLEET FOR EXPANSION

The Panama Canal has increased its tugboat fleet with the arrival of the first two of 14 tugboats that will improve the waterway’s resources to offer a safer and more efficient service to the global shipping industry. These tugboats will strengthen the Canal’s capacity for the operation of the Third Set of Locks. “These new tugboats will allow the Panama Canal to continue offering a world-class service,” Panama Canal Administrator Jorge L. Quiijano said. “They will help us prepare to face the challenge of operating the new set of locks with the same efficiency.” Cerro Itamut and Cerro Picacho are part of the new fleet of 14 tractor tugs that will be arriving within the next 12 months from Spain. Astilleros Armon, S.A., a Spanish ship-building company, was awarded the contract in September 2011, after an open tender with the participation of 20 companies from different countries in South America, Europe and Asia. Quijano explained that the update to the Panama Canal tugboat fleet began in 2001, when the waterway had 20 tugs. Currently, the Panama Canal has 39. According to the Panama Canal Administrator, towards the end of next year and after retiring those tugs reaching the end of their lifespan, the Panama Canal will have a fleet of 44 tugboats to face the operational demands of the current and expanded Canal. The additional capacity will allow assisting Post- Panamax vessels that will be transiting the expanded Canal, which will not require the use of locomotives used in the existing locks. The new tugs Cerro Itamut and Cerro Picacho were incorporated to the Panama Canal fleet today in a christening ceremony in the Gatun Landing, Colon Province, together with the ferry 5 de noviembre and the tugboats Estí and Rio Bayano I, that

JUST AN AMERICAN TUG Tug Red Star built 1969 by the Equitable Equipment Co., Madisonville, La., for the Red Star Towing & Trans. Co., New York, N.Y. Red Star Towing, & all Bushey affiliated companies were sold to the Amerada-Hess Corp. in 1977. The new company formed was known as Spentonbush-Red Star Companies. The tug Red Star was transferred to the Hess Refinery in St. Croix, U.S.V.I. in 1981 to assist in docking ships, and was transferred to the Panamanian flag, and renamed Grapetree Bay. The tug is still in service, and is owned by Hovensa which translates to Hess Oil Venezuela, and the SA means company. On the picture is seen the Grapetree Bay. CLAYTON MAN WHO GROUNDED TUG BOAT ACCUSED OF FAKING MARINE PILOT LICENSE

A federal grand jury has indicted a Clayton man on charges of using a fake merchant marine license before he grounded his tug boat in Lake Ontario a year ago. Mark Anselm, 37, was indicted on

14TH VOLUME, NO. 36 DATED 23 JUNE 2013 twelve counts of making false statements to Coast Guard and Department of Homeland Security officials, using an altered merchant marine license, fraud through the use of identification documents, and aggravated Identity theft. He falsely held himself out to federal officials, marina owners and other potential employers as a licensed commercial ship pilot, federal prosecutors said. Anselm was piloting a commercial tug boat on Lake Ontario June 19, 2012, when it became grounded, prosecutors said. An investigation by agents with the Coast Guard and Department of Homeland Security revealed "numerous instances" of Anselm holding himself out as a licensed commercial merchant marine captain, prosecutors said. "The Coast Guard is obviously concerned anytime someone represents themselves as having a commercial pilot's license," Assistant U.S. Attorney Craig Benedict said. "Individuals have to be highly trained to operate commercial vehicles, both for the safety of others and the safety of the craft itself." OLD TUGBOAT SCUTTLED TO BECOME DIVING ATTRACTION

An old tug boat was scuttled off Exiles, Sliema, this morning, 20 June, to begin a new lease of life as a diving attraction. The vessel, cleaned of all oil and grease, was sunk onto the seabed 20 metres below the surface some 250 metres off St Julians and 389 metres from Portomaso breakwater in a project launched by the Professional Diving Schools Association in collaboration with the Malta Tourism Authority. The operation had been previously postponed because weather conditions were not ideal. But the sea was perfectly calm today and there was hardly any wind. The old vessel at first seemed reluctant to go when the scuttles were opened, but then sank quickly after an hour, resting in an upright position. People on the shore applauded and boats sounded their horns. Tourism Minister Karmenu Vella, who was present for the scuttling, said diving was very important for tourism - bringing some 80,000 people to Malta, as many as the language schools. This was therefore important investment in the tourism product. The 30-metre Tug 2 is the only diving attraction in the area, with the nearest being HMS Maori which was sunk in relatively deep waters off Valletta after the war and the X127 Water Lighter off Manoel Island. However, HMS Maori is slowly disintegrating and future access to the X127 Water Lighter is uncertain because of the ongoing development on Manoel Island. Tug 2 been

TUG BOAT CATCHES FIRE IN NORFOLK SHIPYARD’S DRY DOCK

A tug boat, named Pamlico (red.), in dry dock caught fire early this morning at Colonna’s Shipyard in Norfolk. Firefighters say the fire was aggressive and their job was complicated by the fact that the ship was in dry dock, forcing them to run about 1,000 feet of hose to the nearest fire hydrant to find water. Fire officials say the blaze started in the ship’s galley after contractors were doing work with a cutting torch. Crewmembers aboard the Moorehead City-based ocean- going tug tried to put out the fire, but were forced back by heavy smoke. The fire was brought under control at 2am. BAE SYSTEMS DELIVERS FINAL BLOCK OF NEW U.K. CARRIER HMS QUEEN ELIZABETH

The final section of HMS Queen Elizabeth, the first of two new aircraft carriers being built for the U.K. Royal Navy, has left BAE Systems' shipyard at Scotstoun, Glasgow to embark on a 600 mile journey to Rosyth, Scotland, where assembly is taking place, the BAE System’s news release said. The Aft Island, also known as Upper Block 14, is the air traffic control tower of the ship and the centre of all flight operations. Travelling around the north coast of Scotland, the block is scheduled to arrive into Rosyth on Thursday 20 June. Once the island has arrived all sections of the first of class HMS Queen Elizabeth will have been delivered. Weighing 750 tonnes, the Aft Island was carried onto a sea-going barge on 11 June. Preparations were then made over five days to secure the structure to the barge ahead of her departure from Scotstoun for the delivery voyage. On arrival in Rosyth the island will be lifted onto the flight deck of HMS Queen Elizabeth by the giant Goliath Crane. The aircraft carriers, HMS Queen Elizabeth and HMS Prince of Wales, are being delivered by the Aircraft Carrier Alliance, a partnering relationship between BAE Systems, Thales U.K., Babcock and the U.K. Ministry of Defense. Outbound on the Clyde last weekend was the tug KEVERNE towing the barge VT WOOLSTON with a deck cargo for the QE2 carrier being built at Rosyth. TOS CONGRATULATES CAPTAIN JOHN VENIS WITH 20 YEAR ANNIVERSARY

For the last 20 years captain John Venis has been working for TOS. With TOS celebrating its own 20 year anniversary in 2012, this means that John has been working for TOS since the early beginning of the company. Marleen Stuurman (Executive Manager Operations) and Achouak Jouahri (Manager Division Maritime) visited tugboat Fairplay 26 to surprise John on the job. “We surprised John on the job to thank him for all those years representing TOS at a number of different clients and for the last 15 years at Fairplay in particular. At first he worked on a bridge/tunnel construction between Sweden and Denmark. He also worked for Damen in Gabon, and in the year 1998 he started working for Fairplay Towage in the Rotterdam harbour. He contributed to the success and growth of TOS”, says Marleen Stuurman. TOS offered John a special cake and personal note to celebrate his 20 year anniversary, after which duty called again. TUG LUNA

Luna was the first diesel-electric vessel in the world built for a commercial tugboat company. Using diesel engines to power an electric drive was a revolution that brought a dramatic improvement to a tugboat's efficiency and maneuverability. Luna's colorful career spanned over 40 years, covering an important period in the commercial development of Boston Harbor. She is believed to be the last

full-sized wood-hulled harbor tug on the Gulf and Atlantic coasts. Luna was requisitioned by the U.S. Navy in World War II. During this period, she participated in the launch of warships, tended ships at the Charlestown Navy Yard, assembled convoys, and rescued ships torpedoed and damaged in coastal waters. She took the lead in Boston's Tall Ships celebrations before retiring in 1971. Luna's fortunes declined over the next two decades to the brink of destruction. In 1992 she sank in the Charles River where she sat for over a year before being raised. The Luna Preservation Society took possession of her in March 1995. An extensive restoration of the tug has been completed. She is open for visiting on selected Saturdays at her berth on the east side of Commonwealth Pier in South Boston. She will become the flagship of Boston Harbor and will be used to teach technology, construction, trades and ecology. Luna is on the National Register of Historic Places and is a National Historic Landmark. She was launched in 1930 at the M.M. Davis Shipyard – Solomons; Maryland. She has a length of 98 feet a beam of 27 feet and a draft of 13 feet. Her displacement is 425 tonnes.(Source: Historic Naval Ships Association)

VESSEL SINKS AFTER COLLISION WITH RIG IN GULF Offshore support vessel M/V Celeste Ann sank on Friday morning after colliding with an offshore production platform in the U.S. , WDSU in New Orleans has reported. The news portal cited the U.S. Coast Guard which said that the incident took place 15 miles west of Southwest Pass (one of the channels at the mouth of the Mississippi River). The U.S. Coast Guard informed WDSU that 20 people were on board the vessel at the time of the incident. All of them were transferred to another ship before the M/V Celeste Ann sank. The incident caused the Eugen Maersk container ship to anchor at Republic of Djibouti where 2 tug vessels assisted with fire fighting and just after ensuring that there is no fire and no any potential risk of a new fire onboard Eugen Maersk the mega-boxship was permitted to enter into Doraleh Container Terminal now to berth. The affected containers aboard the Eugen Maersk were discharged and the container ship was inspected by the local maritime authorities. 11 RESCUED FROM OVERTURNED BARGE

The Australian Maritime Safety Authority has coordinated the rescue of 11 people near Port Moresby in Papua New Guinea following a distress broadcast early this morning. Tugboat Go Rigel has recovered all barge crewmembers from a liferaft about 80 nm northwest of Port Moresby. One person is reported to have sustained a non-life threatening injury. Papua New Guinea’s National Maritime Safety Authority (NMSA) has identified the barge as the Mundi Navigator, a PNG-flagged vessel. The rescuing tug is contracted to supply the Stena Clyde oil drilling rig, operated by Australian company Oil Search - who dispatched two rescue vessels and a helicopter to aid authorities - in the Gulf of Papua. AMSA received a shipping distress call and an emergency beacon activation at 3:30am on Thursday morning. Two planes and helicopter assisted in the rescue. The cause of the incident is not known. CONTAINER SHIP MOL COMFORT BREAKS IN TWO AND SINKS

The Mitsui OSK Line (MOL) container ship MOL Comfort broke in two Sunday 16th June off the coast of Yemen and has sunk. All 26 crew members were rescued after a joint coordinated operation involving various rescue and response services, including the Indian Coast Guard. The drama began when the 316-metre long container ship, carrying about 4,500 containers encountered rough seas with swells reaching a reported six metres, accompanied by strong winds. The ship was about 200 n.miles off the Yemeni coast and 800 n.miles from India when she broke in two and sank. With the Indian Coast Guard coordinating rescue activities, ships were diverted to assist and to look for survivors, in which efforts were successful with all 26 crew, made up of 14 Filipinos, 11 Russians and one Ukrainian all being picked up safely. Ships that were diverted to the area were Zim India, Yantian Express and Hanjin Beijing, the latter being the closest to the scene and which affected the rescue of the crew who were in two life rafts and one life boat. The rescued crew are now en route to Colombo in Sri Lanka. Reports indicate that both sections of the ship sank almost immediately and that many containers are floating in the sea. There is also an amount of oil spillage. It is not immediately known what caused the ship to break in two, other than having been in rough seas. According to Mitsui OSK Lines, the ship suffered a crack amidships and ahead of the accommodation area and began ingressing water at 07h00 local time 17th June. The ship was underway from Singapore to Jeddah at the time. The 8,000-TEU MOL Comfort was built in 2008 and flies the Bahamas flag. She is one of a number of sister ships built in Japanese shipyards. The ship broke its back during moderately rough seas about 200 n.miles offshore of the Yemen coast on Monday. At first it was reported that both sections had sunk, leaving the crew safe in life rafts and a lifeboat. It later transpired however that both the forward and aft sections remain afloat, leaving a relatively small number of containers in the sea and little or no oil leakage. The seafarers were picked up by another ship and are on their way to Sri Lanka. A patrol boat has been commissioned from Jebel Ali to go to the scene and keep an eye on the two floating sections, while a hazardous warning has been posted to all shipping in the area. The patrol boat is expected to arrive on Saturday. MOL said it has started investigating the cause of the incident jointly with the vessel's shipbuilder, Mitsubishi Heavy Industries, Ltd.

COAST GUARD CONTINUES INVESTIGATION OF BARGE EXPLOSION

The Coast Guard launched an investigation into the cause of the April 24, 2013 explosions and fire on board two Kirby tank barges while moored at the Oil Recovery Company Marine Terminal in Mobile. While the investigation is still ongoing, Coast Guard Sector Mobile investigators have made the following preliminary findings: On the evening of April 24, Oil Recovery Company personnel were conducting tank- cleaning operations on both tank barges. The barges previously held natural gasoline, a flammable liquid and a first distillation of crude oil. The tank-cleaning processes involved pumping as much cargo residue as possible from the cargo tanks and using mechanical blowers to ventilate and dry the tanks of remaining oil and flammable vapors. During this process, Oil Recovery Company personnel discovered a malfunctioning mechanical blower, which required them to shut down all the blowers to effect repairs. In shutting down the blowers, flammable vapor from the cargo tanks accumulated around the tank barges and settled on the water’s surface next to the barges. At this time, the towing vessel

Safety Runner pulled into the same pier at the Oil Recovery Company facility. As the towing vessel approached in close proximity to the tank barges and the cleaning operation, the flammable vapor traveled through the engine room’s ventilation and into its main engines and engine space. Flammable vapors accumulated in the engine room, ignited, and caused a brief fire. The resulting fire spread across the accumulated flammable vapors from the towing vessel and back to the adjacent tank barges. This chain of events caused the flammable vapors within the tank barge’s cargo tanks to explode and engulf the barges in fire. The City of Mobile Fire Department, local harbor tugs fitted with fire monitors, and the Coast Guard responded to the scene. The fire department contained the fire to the tank barges and later extinguished the fire by early the next morning. The resulting explosions and fire critically injured three persons (an Oil Recovery Company worker, and two persons aboard the towing vessel), created a 30-gallon oil spill in the Mobile River, caused fire damage to the tug and destroyed the two tank barges. The purpose of the Coast Guard’s investigation is to identify contributing factors that led to the incident and take appropriate measures to assist in preventing future marine accidents. On behalf of the National Transportation Safety Board, the Coast Guard is leading the marine casualty investigation. Using Coast Guard factual material and evidence gathered in this major marine casualty, the NTSB will develop an accident report establishing probable cause. 'KONGSBORG' NAMED IN STAVANGER

Faroe Islands-based marine services provider Skansi Offshore has recently named the company's fifth new building, the 'Kongsborg', at a ceremony in Stavanger, . Like the previous four vessels, the 'Kongsborg' was designed and built by Norwegian shipbuilder Havyard. Built at the company's shipyard in Leirvik, the platform supply vessel was delivered to Skansi Offshore and named at a quay in Stavanger. Skansi is, so far, the only offshore PSV shipping company based at the Faroe Islands. According to Havyard, Skansi's successful operations in the North Sea and other areas have proven to be a boon for the small island community. "The Faroe Islands have a long tradition in fishing and are highly regarded as producing quality sailors," commented Havyard. "There's also hope of discovering oil within Faroese waters, and having their own shipping company with experience of servicing demanding customers in the Norwegian sector is worth its weight in gold." The 'Kongsborg' is set to go straight to work following the naming ceremony. Skansi has secured a one-year contract with BG Norway for the vessel, with an option for a further two years. The vessel's first job, however, will be to operate from Florø and serve the Transocean Searcher rig. Skansi Offshore currently has three vessels working for BG Norway and BP Norway. The other two

Troms Offshore Supply AS on Thursday, June 13, took delivery of its new build no 756 at VARD Brevik shipyard in Norway. The ship has been given the name MV Troms Lyra. Troms Lyra is a Clean Design diesel electric PSV (Platform Supply Vessel) with a deck area of 850 m2. Engines and propulsion in combination with advanced catalyst technologies ensure low fuel consumption, efficient operations and reduced emissions to air. MV Troms Lyra is a VARD PSV 108 CD design. The ship will fly the Norwegian NOR flag with a crew of 28 split on two shifts. MV Troms Lyra will primarily be positioned for operations in the North Sea and in the Barents Sea. Troms Offshore operates a fleet comprising 12 ships (including 1 newbuild) from its home port in Tromsø in Northern Norway. The Company owns four large Clean Design PSVs with a deck area in excess of 1.000 m2, one medium size PSV with a deck area of 850m2 and a new build Clean Design PSV with a deck area of 1170 m2. Penguin Shipyard International, a wholly owned subsidiary of Singapore based Penguin International Limited, today,19th June, completed its 50th Flex crewboat – a Flex-38SL - for delivery to the FEMCO Group for deployment off Russia’s Sakhalin Island. The 38-metre, 4050-BHP multi- role offshore crewboat, Christened “Kirrie”, is based on Penguin’s proprietary Flex design, which was introduced to the offshore industry in 2006. The Flex-38SL has a 100 square metre cargo deck area (versus 80 square metres on the Flex-38S) and carrying capacities for 70 passengers, 55 tons of deck cargo, 72,000 litres of fuel and 30,000 litres of freshwater. Not only did the vessel have to meet all the stringent requirements of Exxon Neftegas, it was also specially customised to meet FEMCO’s operating requirements. These included the installation of an extensive heating system throughout the vessel, from the engine room through to the passenger compartment up to the bridge; the installation of a Palfinger foldable knuckle-boom crane; as well various other modifications to suit FEMCO’s needs. Notwithstanding the customisation and modifications, the entire construction process took less than six months to complete, a record unmatched by any other crewboat builder in the world. PIRATES ATTACK SHIP OFF NIGERIA, KIDNAP FOUR

Pirates in speedboats attacked an oil supply vessel and kidnapped four Indian and Polish crew members in increasingly dangerous waters off Nigeria's coast last week, two security sources said on Wednesday. The gunmen launched their assault on the Singapore-flagged tugboat MDPL Continental One around 30 nautical miles from land on June 13, the security sources said. The vessel was ransacked and four crew were taken hostage off the coast of the oil-producing Niger Delta, one of the sources told Reuters. BLUE GUARDIAN’ TO SUPPORT MAERSK GIANT RIG IN NORTH SEA

ULSTEIN’s yno 298, ‘Blue Guardian’, a platform supply vessel of the ULSTEIN PX121 design, has been contracted to support the jack-up rig Maersk Giant in its work on two subsea wells on the Norwegian continental shelf in the North Sea. The contracts with Det Norske Oljeselskap ASA and Repsol Exploration, respectively, have an estimated total duration of four months. ‘Blue Guardian’ is in her final phase of construction, and is scheduled for delivery from Ulstein Verft at the turn of this month. The estimated start-up of the contractual work is in mid- July. The vessel is owned by Blue Ship Invest, and will be managed by Remøy Shipping. DAMEN SHIPYARDS HARDINXVELD SUPPLIES A REAL “SPECIAL” TO AMSTERDAM’S WATERNET FOUNDATION

The “Waterspreeuw”: a tailor-made hybrid patrol vessel for Amsterdam’s complex network of waterways. Damen Shipyards Hardinxveld- Giessendam recently delivered an exceptional vessel, the “Damen Patrol Vessel 1304 Hybrid”, designed and constructed for Waternet (the Water Network Foundation). The most striking features of this hybrid patrol vessel are that it is clean, quiet, and can sail under Amsterdam’s bridges along the through routes. The “Waterspreeuw” – meaning “Dipper” in English – was ceremonially named by the Amsterdam Executive Councillor Carolien Gehrels on 17 June 2013. Reduced emissions Waternet is an innovative water organisation that takes the entire water cycle as its basis. In order to achieve its sustainability objectives, it collaborates closely with other parties. By choosing a hybrid, multifunctional vessel, Waternet is taking the lead in reducing emissions from vessels within the municipality of Amsterdam. The city’s Air Quality Action Plan plays a key role. The Waterspreeuw will be used for inspections and patrols, and for enforcing various legislation and rules in Amsterdam’s canals and other waters. Electric motor with powerful reserve The Waterspreeuw can be powered entirely by electricity with a 130 kW electrically driven rudder propeller manufactured by Hydrosta. ES Technology supplied 13 lithium polymer batteries for the drive system, providing enough electric power for at least 6 hours at an average cruising speed of 10 km/h. The vessel also has a Steyr/AMK diesel generator set that complies with the European CCR3

This means that the engine easily complies with the CCR2 standard stipulated by the client. The engine switches on automatically when the battery capacity falls below the minimum level. Using both drive systems, the Waterspreeuw has a top speed of 16 km/h; using the batteries alone, it can hold that speed for an hour. The engine provides additional capacity when necessary but basically the intention is for the vessel to operate on electric power. The Waterspreeuw is being supplied with a Zone 3 certificate issued by the Human Environment and Transport Inspectorate (ILT). Green multi-tasker The Waterspreeuw’s designers took account of the various different waters and bridges in and around Amsterdam. With its overall height of 1.80 metres, it can basically pass under all the bridges along the city’s through routes. The special hull design makes it a low-wash vessel, thus minimising inconvenience to houseboats during manoeuvres in Amsterdam’s busy canals. The rudder propeller and the 11 kW bow thruster mean that the Waterspreeuw is highly manoeuvrable in the narrow canals. The new vessel has its own 3-metre spud pole, meaning that its can moor anywhere without being dependent on the mooring facilities available. With the Waterspreeuw, Damen has created a genuine “green multi-tasker”. ROLLS-ROYCE: INNOVATIVE SOLUTIONS REDUCE ENVIRONMENTAL IMPACT Significant investment continues in the technologies that address the need for more efficient and environmentally sustainable power and propulsion systems. Proven experience in using LNG as a marine fuel spans over five years, with a growing number of Rolls-Royce LNG powered ships at sea. Innovative vessel designs match gas propulsion to low-drag hull designs and energy saving systems. This track-record recently led to propulsion system contracts for the world’s first LNG powered tugs. This successful design and systems integration approach was recently validated with an order from NorLines for two award-winning NVC 405 design short sea roro vessels. They incorporate wave-piercing hull features for improve seakeeping, a liquid natural gas engine and an integrated rudder and propeller system, which in combination can reduce fuel consumption, and cut CO2 emissions by up to 40 per cent compared to conventional vessels. As the offshore industry continues to explore ever deeper waters, like those in the South Atlantic off the coast of Brazil, the growing capabilities that Rolls-Royce has in these highly skilled areas means that we will continue to be a strong partner for our customers with regards to offshore oil and gas exploration, production, service and support. In the naval sector power and propulsion equipment continues to be delivered for the UK’s Queen Elizabeth class aircraft carriers. In the U.S. the MT30, the world’s most powerful marine gas turbine has been

Capabilities are tailored to individual markets.
