While the town of Cleve itself is situated approximately half-way between Whyalla and Port Lincoln on the Eyre Peninsula, the District Council of Cleve encompasses the area from the coast of Arno Bay west to the mountain ranges of Darke Peak. The area is characterized by panoramic views, cereal crops, sandy beaches and some of the best fishing in the country. The region’s propsperity has been largely attributed to the diverse farming activities of cereal grains, oilseeds and pulses, as well as livestock. The agricultural sector is a major employer within the district, with bulk grain-handling facilities established in several towns. The Eyre Penisula is also currently experiencing a mining exploration boom, with opportunities available for the district in extraction of iron ore, dolomite, nickel and graphite. Generous areas of foreshore reserve with sandy beaches and safe swimming are attractions of Arno Bay, along with an iconic jetty, award-winning boardwalk and superior boat launching facilities. Arno Bay provides arguably some of the best recreational fishing of target species King George Whiting and Snapper in Australia. The Cleve district covers an area of 480,000 hectares, serving a population of approximately 1733 people. The total value of the Council’s assets is approximately $39 million and includes roads, footpaths, effluent drainage and buildings such as community halls – all offering services to the local constituents. Rainbow over Arno Bay Page 2 ANNUAL REPORT 2013 ̴2014 Chief Executive Officer’s Report It is with pleasure that I provide this report for the 2013/2014 period, which has been another busy year for Council. In conjunction with the District Councils of Kimba and Franklin Harbour, Council has introduced a shared waste kerbside pick-up service and 2- bin system. The service has been well received by all, providing a higher level of service at a reduced cost. Sealing of the Balumbah Kinnaird Road is ongoing. A further 5kms of sealing was completed this year, with financial assistance received through the Local Government Special Local Roads Program. Council will continue to seek further funding for the sealing of this road, which is a major freight and community connector route of regional significance. Council was successful in obtaining $82,196 in funding from the State Government’s Local Government Stimulus Program for the street scaping of the Fourth Street area between Second Street and Main Street, Cleve. The greater part of this project will be completed in the 2014/2015 period. Sealing of Balumbah Kinnaird Road continues In December 2013, following a recommendation from the Local Government Boundary Adjustment Facilitation Panel, the Minister for Planning officially proclaimed that the Hundreds of Heggaton and Mangalo would be included within the boundary of the District Council of Cleve effective 1 July 2014. Council has invested significant time, planning to ensure the inclusion of these areas in the operations of Council will be as smooth and efficient as possible. The release of the first budget from the current Federal Government contained no good news for Local Government – especially Local Government in South Australia. A 3-year freeze on indexation of the Federal Assistance Grants and removal of the Supplementary Local Identified Roads Funding has resulted in a loss of approximately $200,000 in revenue for this Page 3 ANNUAL REPORT 2013 ̴2014 Council in 2014/2015. This amount will increment over the remaining 2 years of this policy. As Councils only have the options of decreasing services or increasing rates, residents will need to be realistic in their expectations of Council throughout this period. November 2014 will see the next round of Local Government Elections. I would like to thank the current Mayor and Elected Members for their support, dedication and commitment to serving their community. Being on Council can be a thankless job. However, all Elected Members can be proud of what they have achieved over their 4-year term. I would also like to thank Council’s hard working staff who always maintain a high degree of diligence and enthusiasm for the wide range of tasks expected of a Council. Peter Arnold Chief Executive Officer Page 4 ANNUAL REPORT 2013 ̴2014 Manager Corporate Services’ Report This has been an interesting year with our new shared Eastern Eyre Waste Management system commencing in January 2014 for waste and recycling bin kerbside collection. With the new recycling bin pick-up service, community awareness programs on what can be placed in the recycling bin were developed and distributed to our residents. Updating of our systems and records has also occurred in preparation for the district’s historic boundary adjustment. To ensure a safe workplace for all of our employees, a substantial amount of Council’s time is spent on Work Health and Safety. Since the new legislation was introduced on 1 January 2013, our Administration
