Monk Bretton/Royston/St Helens Area Forum 453 MONK BRETTON/ROYSTON/ST HELENS AREA FORUM Held at St Helen’s Primary School, St Helen’s Way, Monk Bretton 14 July 2005 15D (1) Present:- Councillors Sheard (Chair) Lavender, Newman, Picken, Richardson, Brown, Butterwood together with Co-opted member S Turton. Steve Wager, nominated Co-opted member of Royston and Carlton Community Partnership, was also present on the panel. The Chair asked for the meeting’s permission for Mr Wager to sit on the Forum prior to acceptance by Cabinet and Council and this was accepted. 12 members of the public were also present. (2) Introductions Chair introduced the Forum and explained how the meeting would run. (3) Declarations of Personal Interest Mrs S Turton and Councillor Sheard declared a personal interest in Item 4, Monk Bretton Fair Share Project as they were members of the local panel. Mrs Turton declared a personal interest in relation to the Community Support Fund application submitted on behalf of Lundwood and Monk Bretton Community Partnership, in respect of her being a member of that organisation. Councillor Newman declared a personal interest in relation the Community Support Fund application submitted on behalf of Royston and Carlton Community Partnership in respect of him being a member of that organisation. (5) Local Partnership Team Update Sergeant Gary Bramhall updated the Forum on the work of the Local Partnership Team. Various crimes have risen in June in the areas covered by the Local Partnership Team. These included violent crimes and theft from motor vehicles. Action is being taken to find out what has caused this rise in figures. Emergency Hotspots Royston. Millgate St has several void premises in it. Local Youths are congregating in this area. Youth nuisance is found in the surrounding areas; Warren Walk, Strawberry Gardens and Bewdley Court. All of which provide sheltered accommodation. Measures Deployed. High visibility patrols – wardens have patrolled removing graffiti and collecting up litter. 454 MONK BRETTON/ROYSTON/ST. HELENS AREA FORUM – 14th July 2005 MINUTE NO. 15D Lundwood. Nuisance motorbikes on Lang Avenue. Measures Deployed. Intelligence reports have been submitted. To be progressed by the BEAT at Dodworth. An operation is planned for 24.7.05. An operation took place on 25.6.05 and 30 warning letters were given out informing owners that their vehicle will be seized if they continue to cause a nuisance. Monk Bretton. Nuisance neighbours in Carnforth Road. Measures Deployed. High visibility patrols, impact housing officers have obtained statements from residents. Athersley South/Carlton. Wingfield Park. Drinking in public Measures Deployed. High visibility patrols to identify ringleaders. Alcohol seizures, survey to be conducted in conjunction with NSU. New Lodge. New Lodge Crescent nuisance motorbikes Measures deployed. High Visibility patrols Athersley North. Newstead Road. Drinking in public. Measures deployed. Alcohol seizure, BADAS involved re: education. The following issues were raised by members of the Panel and the Forum: • What is done with the vehicles once they have been seized? The reply was they are taken to a compound, it costs £105 for the vehicle to be released. A daily charge is also added for each day the vehicle is impounded. • How will the survey be carried out at Athersley South. The reply was that PCSO would be dropping questionnaires through resident’s letterboxes to complete and return. • A member the public asked if the LPT were aware of the Trials Initiative. This is a group who are organising official trials events in the Borough. They have 150 members and have held 7 events in the area so far. The police attended 3 of these events and found no problems. Sergeant Bramhall replied that he was aware of this initiative. • Clarification was sought as to whether members of the Forum were aware of motorcycles and four wheel drive vehicles racing on Crookes Lane, Carlton. The barrier had been flattened and the road is now open. Councillor Picken replied that he was aware of this and restoring the barrier was being looked into. 455 MONK BRETTON/ROYSTON/ST. HELENS AREA FORUM – 14th July 2005 MINUTE NO. 15D The Chair thanked Sergeant Bramhall for this report. The Area Forum Officer informed the meeting that Sergeant Bramhall would be leaving the LPT to take up a new position. The Area Forum wished him well and thanked him for his hard work on behalf of the meeting. (5) Monk Bretton Fair Funding Project Theresa Jones, Viv Scone and Denise Butterell from the South Yorkshire Community Foundation presentation and answered questions on the National Lottery Fair Share Fund. • Fair Trust is a national fund for local areas that have not had their Fair Share of lottery money. The funds will help to build up Community Resources and to make a long term difference. • The Fair Share Trust areas in South Yorkshire are; Rotherham – Kimberworth Park, Barnsley – Monk Bretton North, Doncaster – The Parish of Stainforth. • The Fair Share Trust has £50 million pounds across the UK. This is shared out as £818,000 per area. It is a 10 year programme. • Monk Bretton Priorities are; Pulling together to build our future. Community Pride. Investing in our Children and Young People. Keeping Monk Bretton Healthy. Accessibility and Inclusion. • Monk Bretton Fair Share Projects are: - Putting the Monk back into Monk Bretton £50,000. - Credit Union Development £5000. - Monk Bretton Cricket Club £40,000. - Monk Bretton Methodist Church £120,000. - 2 x Full Time Community Development Workers £150,000. - Lighting for Young People’s Outdoor Games Area £4600. - Environmental Walkway £40,000 - Total £409,600. • A Fun Day was held in Monk Bretton during September 2005. The following questions were raised in relation to the Fair Share Project. Could the Fair Share Trust help the football team that a local resident has been managing? There are 60 children involved aged between 6 – 13. The reply was that if they were seeking funding it would not come from the Fair Share Trust but Theresa Jones would be able to let him know where to seek local funding if he spoke with her after the meeting. 456 MONK BRETTON/ROYSTON/ST. HELENS AREA FORUM – 14th July 2005 MINUTE NO. 15D Written Questions. There were 7 written questions. 1) Did the local people who supported the creation of two part time jobs with the Fair Share money for Monk Bretton understand that the £60,000 cost (16K + admin and NIC pa) would leave less than £32 pa for capital projects and donations? The reply was that although the salary figure was correct the capital was not. This is a stand-alone fund and would not be taking anything away from capital funding. 2) Are the WMCs, as registered charities, included in the Forum’s definition of community and voluntary groups? The reply was that WMCs are not registered charities; however WMCs are eligible to apply for funding to the Community Support Fund as the application from New Lodge WMC fishing section proved. 3) Given that community and voluntary groups are predicated upon geography and interest, what is the need and purpose of “cohesion between then” and a “community infrastructure”? The reply was that voluntary organisations do not always have the time and resources to work jointly with community organisations. The purpose is not to take anything away from either group but to find out what could be done to help them work together. 4) If cohesion, which includes continuity, is to be a pretext for employee centred community infrastructure, would it not be better to create one full time job rather than two part time jobs? The reply was that there is a large youth population in the area. Someone will be required to work with the youths after school hours and during the weekend. Someone else will be required to work “normal office hours” in order that the community can contact them. 5) Who are the “local people” who have supported this use of the Fair Share money for this purpose and these reasons? The reply was through an amalgamation of mail shots, meetings, fun days etc the residents of the area have decided the way in which they want to funds to be spent. 6) Can we be assured that they, or their immediate family, will not be considered for appointment to the job? The reply was that South Yorkshire Community Foundation is working closely with North Barnsley Partnership and will adopt all their equal opportunity polices etc. As yet recruitment has not taken place. (6) Single Regeneration Budget – Theme H2 Project The Area Forum Officer submitted a report seeking approval to submit an application for SRB2 – H2 match funding for 2 workers in the Fair Share area of Monk Bretton. The contribution is for £8k in 2005/06. The project is initially for 3 years and the total contribution agreed from Fair Share is £153,872. 457 MONK BRETTON/ROYSTON/ST. HELENS AREA FORUM – 14th July 2005 MINUTE NO. 15D IT WAS AGREED that this be approved. (7) Co-options to the Forum The Area Forum Officer reported the nominations received for co- options to the Area Forum. These were:- C Gillott – Roundhouse and Carlton Community Partnership S Turton - Lundwood and Monk Bretton Community Partnership A Dockerty – Roundhouse Young People’s Project S Wager – Royston and Carlton Community Partnership IT WAS AGREED that these nominations be sent to cabinet for approval. (8) Community Support Fund The Area Forum Officer submitted applications received as follows in relation to the Community Support Fund. i) Lundwood & Monk Bretton Community Partnership – To part fund summer activities - £2000 ii) Friends

Follow the trail under the bridge, where you will notice some murals. As you come out the other side, go over the wooden bridge and continue straight on until you come to the road. Take care crossing, as the road can become busy. Once over the road, the trail is easy to follow. Shortly after crossing the road you will come across the start of the Timberland Trail if you wish you can head south on the Trans Pennine Trail to- wards Elsecar and Sheffield). Continue north along the Trail, passed Wombwell where you will come to the start of the Dove Valley Trail (follow this and it will take you to Worsbrough, Silkstone and to the historical market town of Penistone and if you keep going you will eventually end up in Southport on the west coast!!).

Cudworth received four awards in Barnsley in Bloom for Carlton Marsh (platinum), Cudworth Park (gold), Robert St allotments (Level 5 outstanding) and Cudworth Environment Group (Level 5 outstanding) Monk Bretton – It was reported that there are plans to take local children to the pantomime at Priory Campus and tickets have been provisionally booked. The Friends of Monk Bretton Memorial Garden and Friends of Monk Bretton Park both received a Gold award in the recent ‘Barnsley in Bloom’ competition.

This section summarises the findings of the report and makes recommendations regarding further work. It should be read in conjunction with the whole report to gain a full understanding of the conclusions reached. The area under consideration comprises 2 plots of land immediately adjacent to Carrs Lane, Cudworth, to the north east of Barnsley, South Yorkshire. The site is located within a semi- rural location with an existing residential area adjoining the site beyond Carrs Lane to the east and a further area being developed for housing adjoining the site to the west.
