JEFF IRWIN CHAIR COMMITTEE MEETING MINUTES February 7, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, February 7, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. __________________________________________________________________________________________ The agenda summary is as follows: 1. Adopted (S-1), Testimony regarding SB 3 (Sen. Lucido) 2. Adopted (S-1), Testimony regarding SB 23 (Sen. Runestad) 3. Adopted (S-1), Testimony regarding SB 24 (Sen Lucido) __________________________________________________________________________________________ The Chairman called the meeting to order at 8:32 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin, a quorum was present. The Chairman entertained a motion by Sen. VanderWall to adopt the meeting minutes from the January 24, 2019 meeting. Being no objection, the meeting minutes were adopted. The Chairman summarized SB 3. The following individuals were invited to present testimony regarding SB 3: Deanna Swisher, Michigan Court Officers and Deputy Sheriff's Association – Support Anthony Zelmanski – 39th District Court Officer – Support Vito Manzella – 39th District Court Officer – Support The Chairman entertained a motion by Sen. VanderWall to adopt the S-1 version of SB 3. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the S-1 request was adopted. The Chairman invited Sen. Runestad to summarize SB 23. The Chairman summarized SB 24. The following individuals were invited to present testimony regarding SB's 23 and 24: Dennis Doherty, Wayne County Prosecutor’s Office – Support Carla Menendez, Federal Postal Inspection Service - Support 2 The following cards were read of individuals not wishing to testify before the committee regarding SB's 23 and 24: Brandon Lanyon, Prosecuting Attorneys Association of Michigan – Support The following cards were read of individuals not wishing to testify before the committee regarding SB 23: Michigan State Police – Support The Chairman entertained a motion by Sen. VanderWall to adopt the S-1 version of SB 23. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the S-1 request was adopted. The Chairman entertained a motion by Sen. Barrett to adopt the S-1 version of SB 24. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the S-1 request was adopted.
