COMMITTEE MEETING MINUTES May 9, 2019

A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, May 9, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. ______The agenda summary is as follows:

1. Reported SB 229 (Sen. Barrett) with recommendation and immediate effect. 2. Reported SB 230 (Sen. LaSata) with recommendation and immediate effect. 3. Testimony regarding SB 257 (Sen. Chang). 4. Testimony regarding HB 4296 (Rep. Filler). ______The Chairman called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin, a quorum was present.

The Chairman entertained a motion by Sen. VanderWall to adopt the meeting minutes from April 25, 2019. Without objection, the minutes were adopted.

The Chairman brought up SB’s 229 - 230.

The Chairman entertained a motion by Sen. Barrett to report SB 229 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson and Runestad Nays: Sen.(s) Chang and Irwin The motion prevailed and the bill was reported.

The Chairman moved to recommend immediate effect for SB 229. Sen. Irwin objected to the motion.

The Chairman moved for a roll call vote on granting immediate effect for SB 229. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson and Runestad Nays: Sen.(s) Chang and Irwin The motion prevailed and immediate effect was granted.

The Chairman entertained a motion by Sen. VanderWall to report SB 230 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson and Runestad Nays: Sen.(s) Chang and Irwin The motion prevailed and the bill was reported.

The Chairman moved to recommend immediate effect for SB 230. Sen. Irwin objected to the motion.

The Chairman moved for a roll call vote on granting immediate effect for SB 230. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson and Runestad Nays: Sen.(s) Chang and Irwin The motion prevailed and immediate effect was granted.

The Chairman invited Sen. Chang and Megan Noland, of the Oakland County Sheriff’s Office, to summarize SB 257.

Due to senate session, the Chairman moved to adjourn the meeting. Without objection, the committee was adjourned at 9:24 a.m.
