BACKGROUND: The purpose of the Local Effective Governance (LEGO) activity in Kosovo is to strengthen the operations and inclusiveness of municipal governance in municipalities with non-majority communities in Kosovo. LEGO has the objectives to improve equitable, efficient, and transparent municipal governance which responds to citizens’ priorities with a focus on non- majority participation in democratic structures, and to increase active citizen participation of both majority and non-majority communities in municipal structures. LEGO activities will be conducted in the following 14 municipalities: Leposavić/Leposaviq, Zvečan/Zveçan, Mitrovica/Mitrovicë North, , Gračanica/Graçanicë, /Ranillug, Štrpce/Shtërpcë, Obilić/Obiliq, Istog/, /Klinë, Dragash/Dragaš, Parteš/Partesh, /Kllokot, and /Novobërdë.

PURPOSE: The Regional Municipal Advisor will collaborate with the Chief of Party (COP), Deputy Chief of Party (DCOP), and the other technical experts from the office, to work on a daily basis with the municipal staff and sub-award recipients in the assigned LEGO municipalities to design and implement local strategies and project interventions responding to joint priorities and in line with the project objectives.

The Advisor will facilitate access to on the job training, peer-to-peer exchanges, mentoring, and specialized services and financial resources; identify inter-municipal cooperation opportunities; monitor interventions and local dynamics; and propose adjustments to local strategies, project activities or LEGO approaches.

RESPONSIBILITIES:

Specifically, the Regional Municipal Advisor will: • In close cooperation with the local authorities in the assigned municipalities develop annual work plans and budgets with specific project interventions responding to the needs of the municipalities and in line with the project objectives; • Assist the COP, DCOP, and the Objective Leads with the implementation of designed activities in support of the municipal administrations and local sub-awardees; • On regular basis, prepare analysis and recommendations on governance, democracy, minority rights, service delivery, citizen participation and other topics in partner municipalities; • Oversee the implementation of projects funded through the Support Fund and Grants under Contracts in the partner municipalities; • Collaborate with the Operation & Grants Director to support the timely and effective implementation of the project’s technical scope of work from an operational viewpoint; • Work with the COP, DCOP, and the technical component leads towards facilitating the communication between project staff and municipal authorities in the assigned partner municipalities; • Contribute towards the collection of disaggregated data for the Project Performance Indicators as per the Monitoring Evaluation & Learning Plan; • Contribute to weekly, quarterly, and annual qualitative reporting output of LEGO as required by USAID, home office, and project management; • Implement collaborative, learning and adaptive (CLA) activities, such as After-Action Reviews following consultative sessions, or scoping practitioner-to-practitioner exchanges. • Undertake other necessary tasks assigned by the DCOP and Objective Leads;

MINIMUM QUALIFICATIONS:

• Bachelor’s degree or higher (preferred) in public administration, social science, legal studies, management or a related field combined with equivalent work experience; • At least six years of relevant, progressively responsible experience in the area of local governance and institutional strengthening in regional, intranational or development agencies projects; • Understanding of USAID policies and procedures including reporting and tracking of M&E indicators; • Demonstrated experience supervising projects and budgets in complex and challenging environments;

• Strong interpersonal, oral, and written communication skills in English, Albanian and Serbian; • Capacity development experience; and • Demonstrated leadership, versatility, and integrity.

S/he will ensure the project office’s financial and operational compliance with USAID regulations and ICMA policies and procedures.

RESPONSIBILITIES:

Specifically, the Operations and Grants Director will: • Oversee logistical and operational activities, finance, human resources, and procurement in Pristina/Prishtina’s project office; • Oversee and administer the procurement of sub-awards within the Support Fund and the issuance of Grants under Contract; • Establish standard operating procedures that fulfill the requirements of LEGO’s Procurement, HR, and Grants Manuals, to be followed by LEGO staff, implementing partners, and beneficiaries; • Collaborate with the Objective Leads and the Regional Municipal Advisors to support the timely and effective implementation of the project’s technical scope of work from an operational viewpoint; • Assist LEGO staff, implementing partners, and beneficiaries in the structuring of procurements and grants; • Support the development of annual work plans and budgets; • Ensure that appropriate reviews, controls, and strategies are in place and properly managed to provide alerts of potential problems and allow for corrective action; • Maintain complete files of all documents evidencing compliance with LEGO rules, regulations, and procedures; • Ensure enforcement of project’s policies and procedures and develop the capacity of staff on these, as appropriate by working with the Chief of Party (COP); • Work with the COP and the Home Office in Washington to liaise with the client on issues related to operations and sub-awards; • Prepare reports that may be required by USAID, home office, or project management; • With the support of Regional Advisors, Objective Leaders, and the DCOP, ensure the collection and recording of quantitative and qualitative data needed to monitor project indicators that involve the Support Fund and Grants under Contract; • Supervise the purchase, procurement, and labeling of supplies and equipment; • Maintain accurate and complete inventory records for project equipment; • Ensure compliance with ICMA Field Office Human Resources Manual and all relevant USAID regulations and procedures; • Assist in selection and supervise operations staff; • Undertake other necessary operational, finance, human resources, and procurement tasks that the COP assigns.

MINIMUM QUALIFICATIONS:

• University degree in business administration, finance, accounting or a related field • At least 10 years’ relevant experience in the area of administration and operations of development projects; • Understanding of USAID policies and procedures on financial management and reporting and procurement and tracking systems;

• Demonstrated experience supervising complex and challenging central office and field operations; • Strong interpersonal, oral, and written communication skills; • Capacity development experience; and • Demonstrated strong leadership, versatility, and integrity.

PURPOSE:

The M&E Specialist will manage the data provided by the Program staff for monitoring LEGO impact. The M&E Specialist will ensure proper data is collected, and adequate performance indicators and outputs are incorporated into the grants under contract, support fund instruments and project activities to achieve the program objectives. The M&E Specialist will be responsible for ensuring Collaborative learning and adapting practices are incorporated throughout the life of the program.

RESPONSIBILITIES:

Specifically, the M&E Specialist will: • Lead the project’s overall M&E efforts, including the design and oversight of a strong M&E and Activity Monitoring Evaluation and Learning Plan (MELP); • Support the collection and monitoring of all M&E activities under the project; this includes reviewing data collection tools, supervising and/or conducting reports from fieldwork, conducting data analysis and interpretation of findings; • Lead collaborative, learning, adapting and data collection activities; • Conduct routine data quality assurance process to maintain adequate quality control in all aspects of M&E from data collection to results reporting; • Verify validity and quality of monitoring data from the field; including use in reports on performance; • Ensure on-time, accurate, and quality reporting according to the contract. Prepare semi-annual and annual reports and draft quarterly project reports in close collaboration with project staff; • Contribute to the preparation of quarterly performance reports with program staff and partners; • Participate in relevant M&E technical working groups and coordinating bodies; work with relevant ministries on project-linked M&E, as appropriate; • Build capacity of local stakeholders and project staff in relevant M&E topics, including data dissemination and use for program improvement; build the capacity of the project sites and support them to effectively introduce and maintain the project M&E systems and processes; • Prepare or support routine reports, abstracts, presentations, brochures, project summary sheets, newsletters. Present at conferences or meetings when required. • Participate in and support the Project implementation team to document and disseminate lessons learned and best practices; • Help the LEGO team interpret multiple data sources to inform programming adjustments; • Other duties as assigned.

MINIMUM QUALIFICATIONS:

• Master’s degree in statistics, social sciences, economics, international development, evaluation research or related field; • At least five (5) years of experience in monitoring and evaluation, including the management and oversight of donor-funded project reporting in developing countries; • Experience in data collection, statistical analysis, quantitative and qualitative research, and dissemination of results; • Experience in designing survey and research tools and developing performance monitoring plans.; • S/he should be familiar with non-linear approaches to evaluating and measuring change; • Understanding of USAID policies and procedures including reporting and tracking of M&E indicators; • Strong knowledge of software computer applications, such as SPSS, SAS desired; • Excellent report writing, analytical and oral presentation skills;

• Strong interpersonal, oral, and written communication skills in English, Albanian and Serbian.

S/he assists the Operations Director and Grants Manager in the financial administration of the Support Fund and the Grants under Contract activities

RESPONSIBILITIES:

Specifically, the Finance Officer will:

• Serve as an in-country focal point for finance and procurement policy and regulations and work with ICMA Home Office (HO) staff to ensure that local staff are trained on policies and procedures as needed; • Work with and report on the financial aspects of the projects’ operations including managing budgets and expenditures; • Ensure timely preparation and submission of electronic (QuickBooks) and hard copy periodic financial reports to the HO in Washington, DC. This includes ad hoc reports as required by the ICMA HO finance department and the project team; • Review all financial reports to ensure compliancy with financial and procurement policies and procedures; • Complete and file all tax related work and financial reporting in compliance with local laws, regulations and other procedures, and file necessary documents timely; • Ensure sound recordkeeping of all financial documentation generated by the project. Records must be complete and kept in an organized fashion, ready for an internal or external audit on short notice; • Maintain ICMA payroll records and assist with ICMA bank reconciliations, financial reporting, and other related duties; • Work closely and assist the Operations & Grants Director in the administration and procurement of sub-awards within the Support Fund and in the issuance of Grants under Contract; • Assist the Operations & Grants Director in developing standard operating procedures and in designing and implementing internal control systems for all procurement and finance project activities; • Collaborate with LEGO staff to ensure the collection of financial reports and other required financial documentation needed for managing the Support Fund and Grants under Contract; • Serve as a liaison between ICMA HO and projects field team (including subcontractor personnel) in matters related to finance and accounting; • Work closely with staff tasked with procurement functions; • Ensure conformity of all disbursement requests with ICMA’s financial procedures, host government laws, regulations and other procedures, work plans, donor’s agreement and availability of resources for expenditure; • Undertake other necessary tasks that the COP assigns.

MINIMUM QUALIFICATIONS:

• Bachelor’s degree or equivalent in business, finance, accounting, or related field; • Minimum of seven (7) years of relevant work experience with international organizations. • Extensive experience and knowledge of financial/budget accounting and monitoring systems, particularly related to implementation of donor funded programs. Previous working experience on a USAID-funded project is required. • Knowledge of the financial management and procurement systems in Kosovo • Computer literacy (MS Office and Quick Books).

• Good analytical skills; resourceful, pro-active, with sound judgement and excellent negotiation skills. • Excellent communication skills and ability to work in a team to achieve organizational goals. • Professional fluency in written and spoken English.

PURPOSE: The Administrative Assistant provides wide support to all project functions and activities. The position provides critical assistance and backup to operations management, financial management, personnel management (including STTA support), events management, branding and marking, translation, and record-keeping. The position has primary responsibility for organizing procurement of office equipment, supplies, and utilities. It also manages routine incoming and outgoing telephone and electronic communication, visitor reception and support, and office maintenance.

RESPONSIBILITIES:

Specifically, the Administrative Assistant will:

• Follow standard operating procedures that fulfill the requirements of LEGO’s Procurement, HR, and Grants Manuals, to be followed by LEGO staff, implementing partners, and beneficiaries; • Provide general administrative services such as asset and facilities management of procured items, including listing and annual inventory of non-expendable properties such as office equipment, and periodic inventory of expendable properties such as office materials and supplies; • Manage services – internet access, telephone, electricity, heating/cooling, security, water, maintenance – so that they are sufficient to project needs and uninterrupted; • Manage reception to ensure effective telephone and mail communications both internally and externally, to maintain a professional image for the project; • Assist Finance Officer with bookkeeping and occasional auditing of expenses such as phone invoices, travel vouchers, and other project invoices; • Provide logistical support on meeting and training activities such as assisting in the preparation of materials, venue, travel requirements, and securing of list of participants/attendees, etc.; • Maintain tracking of local staff contact information and travel activity locations including updating of contact list for staff, counterpart organizations and client; • Manage conference room reservations and organize all aspects for meetings; • Serve as a point of contact with outside stakeholders, including government ministries, agencies, municipalities, and companies to arrange and coordinate meetings for technical staff; • Serve as principal office point of contact for project drivers; • Manage logistics for international STTAs and other international guests; • In coordination with the Operations & Grants Director and with the Finance Officer, establish and maintain chronological office filing systems by proper classification and proper labeling for each individual files related to Objective activities, by creating separate hard copy files, including but not limited to incoming and outgoing correspondences, memos and letters to counterparts and client; maintain separate hard copy material files for all administrative activities, policies and correspondences, including but not limited to inter-office correspondences, memos and letters and a master file maintained for all vendors and service providers; • Perform other duties as assigned by the Operations & Grants Director

MINIMUM QUALIFICATIONS: • Bachelor’s degree in a related field combined with equivalent work experience; • At least three years of relevant, progressively responsible experience preferably in international organizations or similar projects; • Good planning and organizational skills;

Job Summary: The Youth and Gender Specialist will be responsible for coordinating with program managers and staff to ensure that gender and youth considerations are incorporated into the design and implementation of all project activities.

Key Duties and Responsibilities: • Help conduct initial gender and youth assessments and ensure assessment findings are reflected in project design and implementation; • Liaise with municipal Gender Equality Offices, Women’s Caucuses, Municipal Directorates for Youth, Culture, and Sports, and Local Youth Action Councils, and other stakeholders to facilitate gender and youth needs mapping and action planning;

• Work closely with grantees to ensure that the women- and youth-focused grants and activities are technically sound and address the needs of women and youth; • Provide ongoing technical support to LEGO teams on addressing gender and youth issues. • Performing other duties as assigned.

Qualifications, Skills and Experience: • Bachelor’s degree in international affairs, international development, public administration or a related field; Master’s preferred; • Minimum 3 years of experience providing gender and youth expertise in similar programs • Proven project management skills including project development and report writing. • Experience working in/with the Kosovo civil society organizations preferred. • Knowledge of USAID rules and regulations. • Excellent written and verbal communication skills in English (and at least one local language) • Relevant computer software skills (including, at a minimum, the standard applications)

About USAID LEGO Project:

LEGO is a five-year program implemented through a contract between the United States Agency for International Development USAID/Kosovo) and ICMA, FHI 360 will be a sub on the project. The program supports the Government of Kosovo and US government implementing partners to strengthen the operations and inclusiveness of governance in municipalities with non-majority communities in Kosovo.

Job Summary: The Communication Specialist will support the FHI 360 Team Leader to coordinate day-to-day implementation of communication activities at the regional, district and community level.

Key Duties and Responsibilities: • Coordinating project communications with local stakeholders and the dissemination of outreach materials; • Supporting the design, coordination, and supervision of communications campaigns, including proposed visibility strategy activities and consulting on media-related activities; • Supporting productive citizen engagement by mobilizing and informing citizens; • Supporting municipalities’ communications initiatives;

• Overseeing dissemination of invites, newsletters, releases and other announcements; Organizing, managing and building strategic target audience lists; • Working with Village Councils and CSOs to forge connections with IPOs; • Gathering feedback through informal online polling and crowdsourcing social media; • Working with traditional and social media to promote transparency and accountability; • Performing other duties as assigned.

Qualifications, Skills and Experience: • The ideal candidate for the FHI360 Communication Specialist job placement should hold a bachelor’s degree in communication, social sciences, or a related field • At least three years’ experience in community mobilization or advocacy and social mobilization or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job. • Previous experience in governance communication and community mobilization. • Prior exposure and experience working with USAID or similar donor programs, implementing partners and districts. • Previous experience working with Kosovo community agents/mobilizers. • Excellent written and verbal communication skills in English (and at least one local language) • Relevant computer software skills (including, at a minimum, the standard applications)
