    BACKGROUND ON ANNEXATION OF TERRITORY TO CITIES Prepared by: Local Boundary Commission Staff Division of Community & Business Development Alaska Department of Community and Economic Development revised September 21, 2000 Flexible Boundaries Alaska’s Constitution and statutes provide that corporate boundaries of cities may be adjusted. [Ak. Const., Art. X, § 12; AS 29.06.040] This allows cities to accommodate growth and adapt to changing needs and conditions with respect to their jurisdiction. Establishment of Local Boundary Commission Municipal governments are political subdivisions of state governments. State legislatures have “plenary power, within constitutional limits, to fix municipal boundaries and establish municipal jurisdiction over any part of the state.” [McQuillin Mun Corp §7.03 (3rd Ed)] Alaska’s Constitution and statutes established the Local Boundary Commission. [Ak. Const., Art. X, § 12; AS 44.33.810] The Local Boundary Commission (LBC or Commission) has the power and duty to review proposals for municipal annexation, detachment, Local Boundary Commission at a recent hearing. incorporation, dissolution, merger, consolidation, and reclassification of cities. [AS 29.04; 29.05; AS 29.06] Among the more than 120 State boards, only the Local Boundary Commission and four others have origins in Alaska’s Constitution. In a landmark ruling more than three decades ago, the Alaska Supreme Court addressed the purpose and role of the Commission as follows: Article X [of the Alaska Constitution] was drafted and submitted by the Committee on Local Government, which held a series of 31 meetings between November 15 and December 19, 1955.     November 2, 2020 The Honorable Kevin Meyer Lieutenant Governor of Alaska Alaska State Capitol Building Juneau, Alaska 99801 RE: Immediate action to ensure equitable voting for rural Alaska and Alaska Natives Dear Lt. Governor Meyer, Urgent action is required to ensure rural communities and Alaska Native voters can vote in-person, just as any other Alaskan can on Tuesday, November 3rd. It has become clear over the past few months and weeks that the communities who are most at risk for not having equitable voting are remote villages, largely populated by Alaska Natives. We write to ask you to take decisive action right now to ensure that there are election workers with all necessary voting supplies and COVID19 supplies to operate safe and equitable voting in every village that is currently without local poll workers. As Lieutenant Governor the responsibility falls to you to provide equitable and safe in-person voting to every Alaskan eligible to vote - regardless of whether they are in a village, a regional hub, or a city and regardless of how hard it is to get local poll workers especially during this pandemic. The Constitution of Alaska does not differentiate between voters. Upon taking office you swore to protect and defend that constitution as well as that of the United States, to represent all the people of Alaska, and be responsible for carrying out one of our most important and fundamental duties - voting. Alaska’s constitution expressly states the guaranteed right to vote as a fundamental right for all. Whereas; The month of October is widely recognized as Lesbian, Gay, Bisexual, and Transgender (LGBT) History Month.1 2. Whereas; The Fairbanks North Star Borough School District (FNSBSD) recognizes, through board resolution, many minority groups that have experienced prejudice, and honors those groups for their service to our nation, state, and local community, as well as the service of these groups to the FNSBSD.2,3 3. Whereas; Members of the LGBT community such as Harvey Milk, Harry Hay, Larry Kramer, and countless others have made significant and historical contributions to build today's society.4 4. There are so many new steps to master. Being president of the Friends of the Alaska State Library, Archives and Museum organization is not only a mouthful; it’s a full-time job. Thank you for trusting your current board members as we continue to rebuild the Friends into a nonprofit community dedicated to supporting our combined state library, historical research, archives, and museum facilities in the stunning new Father Andrew P. Kashevaroff (accent on kash and var) building. Staff and Andrew P. Kashevaroff (APK) Building News: • Since opening June 6, SLAM has 12 staff vacancies. Hopefully soon we’ll have a new museum front desk employee. • To eliminate all leased storage space, which is VERY expensive, staff secured SLAM capital project funds to build a mezzanine in the vault, which will add significant storage space, scheduled for completion by October 2017. • Collections staff performed a complete inventory to assess what’s still needed, including objects for WWII, Aleut basketry, and exploration-period permanent exhibits. • Animals and fish continue to be added to “Wonder Wall” at the museum entrance/exit. • The APK building is now hardwired for filming and sharing events on KTOO. Ben Huff’s lecture on photography in Adak was filmed for future broadcast. • Museum artwork now adorns the APK and the Capitol. The First Lady also selected art for the Governor’s House. The plan under consideration rejects most cuts proposed by Gov. Mike Dunleavy and is similar — in its approach to state services — to a competing idea approved by the Alaska House of Representatives in April. Unlike the House plan, the Senate budget contains spending for a $3,000 Permanent Fund dividend paid using the traditional formula in state statute. “That’s $1.94 billion to pay out a dividend using the statutory formula,” said Sen. Bert Stedman, R-Sitka and co- chairman of the Senate Finance Committee. The Senate budget does not say where the state will get money to pay that dividend. The House and Senate budgets have a $700 million “surplus” if dividends are not included. Spending $1.94 billion on dividends would create a decit of more than $1.2 billion, but that amount could be covered by spending from savings. Sen.
