The study of state and local government cannot be isolated from the interdependence of the global village. Worldwide, regional and local governments are vital vehicles for economic development, social well-being, and civic participation. The Center also focuses on federalism and intergovernmental relations. These crucial constitutional, legal, institutional, and fiscal contexts shape the parameters of regional and local governance. One example is the Center’s participation in a study of the 5,168 mandates placed by the Commonwealth of Pennsylvania on its local governments.
