Rancha-Rancha, Labuan, F.T., Malaysia Existing Environment Chapter 3 Existing Environment 3.1 Introduction This chapter outlines and records the existing conditions, in qualitative and quantitative terms, of the physico-chemical, biological and socio-economics environment at the project site (reclamation and sand borrow) and its surrounding areas (within 5-km radius) prior to implementation of the Project. As mentioned in Chapter 2, this Project two (2) sites, i.e. 1) the reclamation site, where proposed reclamation and capital dredging in near vicinity to attain the required draft; and 2) the proposed sand borrow site, where sand materials will be extracted and transported to the reclamation site. The purpose of describing the existing environmental setting is to establish a reliable “baseline”, which is an important pre-requisite for undertaking an environmental impact assessment and future project monitoring. 3.2 Physico-Chemical Environment 3.2.1 Bathymetry The bathymetrical database for this DEIA study is derived from the C-Map electronic chart. All depths are referred to chart datum and reference in Universal Transverse Mercator (UTM-50) coordinate system. Reclamation site: This site is located on the western side of Rancha-Rancha Industrial area facing the Sg Kina Benuwa bay. The bay morphology is composed by a mixture of sand mud and low lying rocks. The bathymetric at this site ranges from -1 MSL to -7 MSL. Sand borrow site: The bathymetric at this site ranges between -5 MSL and -12 MSL (from north to south). -

Sabah and Sarawak cover the northern coast of the island. The lower two‐thirds of Borneo is Kalimantan, which belongs to Indonesia. The area has a fascinating history, and probably because it is on one of the main trade routes through South East Asia, Borneo has had many masters. Sabah and Sarawak were incorporated into the Federation of Malaysia in 1963 and Malaysia is now regarded a safe and orderly Islamic country. Sabah has a diverse ethnic population of just over 3 million people with 32 recognised ethnic groups. The largest of these is the Malays (these include the many different cultural groups that originally existed in their own homeland within Sabah), Chinese and “non‐official immigrants” (mainly Filipino and Indonesian). In recent centuries piracy was common here, but it is now generally considered relatively safe for cruising. However, the nearby islands of Southern Philippines have had some problems with militant fundamentalist Muslim groups – there have been riots and violence on Mindanao and the Tawi Tawi Islands and isolated episodes of kidnapping of people from Sabah in the past 10 years or so. -

Macrolenes (Melastomataceae: Dissochaeteae), a genus of woody climbers in Malesia, is taxonomically revised. Seventeen species are recognised, of which three are new to science. The genus is characterised by its scrambling habit, a pair of hair cushion domatia on the base of the leaves, axillary inflorescences, and fimbriate connective appendages on the alternipetalous stamens. An identification key, nomenclature, descriptions, typification, geographic distributions and taxonomic notes are provided. The affinities with Dissochaeta, also woody climbers, are discussed. Keywords. Dissochaeta, Dissochaeteae, Macrolenes, Malesia, Melastomataceae, revision, taxonomy Introduction Macrolenes Naudin is a genus of woody climbers distributed strictly in the Malesian region. The genus is allied to Dissochaeta Blume; both are characterised by a scrambling growth habit, opposite phyllotaxy sometimes with interpetiolar outgrowths, flowers 4-merous, 2 whorls of dimorphic stamens and berry-like fruits. Macrolenes and Dissochaeta are classified in tribe Dissochaeteae (Naudin) Triana (Bakhuizen van den Brink, 1943; Maxwell, 1984; Clausing & Renner, 2001), but are sometimes also considered to be part of tribe Miconieae (Naudin, 1851; Miquel, 1855; Renner, 1993). The last complete revision of Macrolenes was by Bakhuizen van den Brink (1943) and some notes were published by Nayar (1980). -

The month of October has been an impactful month with the announcement of National Budget 2017 and further amendments to various GST legislations. Also, we caught glimpses of the initial effects of the Customs Blue Ocean Strategy Operation on GST registrants across Malaysia. In this edition of GST Chat, we will be looking at the recent amendments to the GST relief order, zero rated supply order and other changes to the Customs and Excise Duties Orders. This includes changes to the GST treatment on certain supplies in Designated Areas and changes to the import duties and excise duties in Duty Free Islands. Another amendment to take note is in regards to the use of a new prescribed device to capture GST data. The Minister of Finance II, Datuk Johari Abdul Ghani has provided a bit more information and has shared that the device would be able to link the cash register machines of traders to the Royal Malaysian Customs Department (RMCD)’s systems. -

BN Tidak Ambil Kesempatan Tabur Janji Melalui Program Komuniti, Kata Raja Nong Chik Bernama 13 Ogos, 2011 LABUAN, 14 Ogos (Bernama) -- Kerajaan Barisan Nasional (BN) sentiasa mengambil berat terhadap kebajikan dan kesejahteraan rakyat dan ia bertentangan dengan dakwaan dan dakyah pembangkang. Menteri Wilayah Persekutuan dan Kesejahteraan Bandar Datuk Raja Nong Chik Raja Zainal Abidin berkata kerajaan BN tidak akan mengambil kesempatan melalui program-program masyarakat khususnya semasa Ramadan untuk menabur janji dan propaganda untuk memancing sokongan. "Kerajaan BN akan terus bersikap prihatin dan memberi peluang kepada rakyat untuk menilai pencapaian kepimpinan BN. Terpulang kepada rakyat kerana BN telah berjaya membawa pembangunan untuk rakyat dan negara," katanya pada majlis berbuka puasa bersama-sama 300 orang miskin, anak yatim, orang kurang upaya warga emas, di sini, malam tadi. Menurutnya kerajaan BN banyak menyalurkan bantuan di Labuan termasuk melalui kementerian seperti Bantuan Sewa Rumah sebanyak RM1,488 seorang yang melibatkan 46 penerima bagi 2010 dan 2011 serta skim Amanah Saham Wawasan sebanyak RM10,000 kepada 33 penerima pada 2010. Kementerian Kemajuan Luar Bandar dan Wilayah pula memberikan bantuan Program Bina Rumah (PBR) kepada 13 orang tahun ini yang melibatkan kos RM40,000 untuk setiap penerima selain Program Peningkatan Pendapatan menyediakan peruntukan RM5,000 untuk Perkhidmatan Pertukangan dan RM10,000 untuk bot dan enjin kepada 19 penerima sepanjang tahun ini. "Segala usaha yang dilakukan ini adalah dengan harapan agar tidak ada lagi rakyat kita yang berasa dipinggirkan. Inilah komitmen kerajaan yang ada pada hari ini yang sentiasa prihatin memperjuangkan hak rakyat," katanya. Terdahulu, beliau mengunjungi lima rumah warga emas di Kampung Patau-Patau, Kampung Bukit Kalam, Kampung Bukit Kuda, Kampung Lubuk Teniang dan Kampung Lajau serta menyertai gotong-royong mengindahkan rumah mereka. -
