  • Water Supply & Sanitation
WATER SUPPLY & SANITATION 149 WATER SUPPLY & SANITATION VISION To improve quality of life of the people of Punjab through provision of safe drinking water and sanitation coverage to the entire community. POLICY This important social sector assumes the policy of provision of safe and potable drinking water, sanitation and coverage of the entire community particularly in barani and brackish areas. Emphasis has been laid on encouraging Participatory Management - Community mobilization in project. Coverage will be provided to the rural areas through encouragement of integrated rural water supply and sanitation schemes. Waste water treatment plants will be provided for improving environmental pollution and protecting Water Bodies. STRATEGIC INITIATIVES / NEW INTERVENTIONS ¾ 993 water supply and sanitation schemes have been conceived for the year 2008-09 with a total financial outlay of Rs.8000 million. Execution of these interventions will result into substantial improvement in the population coverage. ¾ A special package has been reflected in the MTDF 2008-09 under “Community based Sanitation Program”. By implementation of this project there will be visible improvement in the sanitation, particularly in Rural Areas and Small Towns. ¾ MTDF 2008-09 provides “Block Allocation” for various components of the Sector. The schemes against these blocks will be identified through participation of the local communities. ¾ In order to ensure equitable distribution of supplies and for water conservation, water metering concept is being introduced in the rural areas. This intervention will control wastage of water and will lead to the sustainability of the schemes. ¾ Presently there is a huge disparity amongst districts regarding the resource provisions. This imbalance is being minimized by providing more funds to the deprived/low profile districts as defined in MICS.

D 1Assistant Professor, Department of History & Pakistan Studies, G C University, Faisalabad, Pakistan 2Research Officer, Department of History & Pakistan Studies, G C University, Faisalabad, Pakistan ABSTRACT The Punjab government has made effort to restore the Commissioners in the province of Punjab so that the government policies can be implemented with great pump and show. With the down fall of the government of Gen. Pervaz Musharaf, it was the effort of the Muslim League (N) to eliminate the devolution system which strengthened the rule of the Dictator. It was declared that the Nazims misused the revenues of the government and had failed in resolving the problems of the people. So the Punjab government decided to appoint the commissioners in the divisions of Punjab and gave them the task to resolve the problems of the people and implement the government policies in effective way. This paper is the case study of Faisalabad Division which presents the efforts of the office of Commissioner for resolving the social and agricultural problems and to devise the policies for facilitating the people of the Division Faisalabad. This paper highlights the efforts of the Divsional administration in mobilizing business community in providing sizeable funds from their own pocket for execution of welfare projects aimed at ameliorating lot of the people and even extend monetary help to the down-trodden & poor segments of the society.

  • Electoral Politics in Pakistan: a Case Study of NA-94 Abstract
Abdul Qadir Mushtaq1 Muhammad Ibrahim2 Electoral Politics In Pakistan: A Case Study of NA-94 Abstract: This constituency consists of Kamalia, Pirmahal and its sournding villages. Before 1985 elections, it was the part of district Faisalabad but before 1985, Zia regime decided to establish new district Toba Tek Singh. Kamalia is the Tehsil head quater of T. T. singh but its area has been divided into two constituencies. Few villages fall in NA and other villages are situated in NA. 94. The major bridaries of this constituency are, Syed, Arian, Jutt, Rajput, Rajput Bhatti, Kharals, Fityyana. Before 1985, the main leadership was in the hands of Syeds. Two different groups existed among them; one was leading Syed Nasir Deen Shah and second was under the control of Makhdoom Nazir Deen shah. These two groups ruled over district council Faisalabad for many years. Zia regime tried to dismental its influence and decided to divide the follwers of these two groups onto different districts. Few villages of their followers had been given in district Jaranwala, few were given in district Faisalabad and few came in the vicinity of district Toba Teksingh. In this way, the power of the Syed family came to an end. Now in the existing set up, the leadership is in the hands of three major families i.e. Syed, Arian and Fatiana.
