STATums OF THE REPuBLrc OF SOUTH AFiucA — INTERNATIONAL LAW GENEVA CONVENTION GOVERNMENT NOTICE NO. 937 OF 1915 Geneva Convention 3rd September, 1915 Prohibition under the Geneva Convention Act, 1911, of the Unauthorized use of the Red Cross Emblem HIs ExCELLENCY THE GovERNOR-GENERAL-IN-CouNcIL has been pleased, under article three of the Geneva Convention Act, 1911 (Union of South Africa), Order-in-Council, 1913 (the said Order being set forth in the First Schedule thereto), to declare the 1st day of October, 1913, to be the date on and after which the said Order-in-Council was of force and effect. It is further notified that the Geneva Convention Act, 1911 (as set forth in the Second Schedule hereto), has been of force and effect within the Union since the date of the passing of that Act, namely, the 18th day of August, 1911. Consequently the period of four years mentioned in sub-section (3) of section one of that Act, wherein the “Red Cross” or “Geneva Cross” emblem could, under the circum stances set forth in that sub-section, continue to be used as a trade mark, has lapsed from and after the 18th day of August, 1915. From the date last mentioned, therefore, it is an offence, in terms of sub-section (1) of section one of the Act as adapted by the said Order to use the said emblem of the “Red Cross” or “Geneva Cross” for the purpose of trade or business or for any other purpose whatsoever without the authority of His Excellency the Governor-General-in-Council. -

The Buffalo Soldiers in Vermont, 1909–1913 The arrival of the Tenth Cavalry sent Burlington into demographic shock. Almost overnight the small city acquired a substantial black community, a situation that clearly dismayed many residents. By David Work n July 1909, the Tenth United States Cavalry Regiment, one of four regular army black regiments collectively known as the Buffalo ISoldiers, arrived in Burlington, Vermont, to begin a four-year tour of duty at Fort Ethan Allen in neighboring Colchester. Their arrival alarmed the almost exclusively white population. Many people feared the presence of sizable numbers of African American soldiers in their community and a bitter debate ensued over whether the city should adopt Jim Crow facilities. For the next four years, the Tenth Cavalry would encounter similar reactions as it traveled throughout the north- east and as far south as Winchester, Virginia. Wherever they went, the black soldiers faced fear and suspicion and had to demonstrate good behavior to win the acceptance of the white population. Created in 1866, the Tenth Cavalry achieved its greatest fame in the late nineteenth century on the western frontier and then served with distinction during the Spanish-American War. In that conflict, the regi- ment charged up San Juan Hill with Theodore Roosevelt’s Rough Riders and won public renown as the “fighting Tenth Cavalry.” In the early twentieth century, the Tenth fought in the Philippine War, served in ..................... 1 Hybrid rhythms, antithetical echoes, and autopoiesis: Intersections between sound, self, and nation in the poetry of Yeats Connor Stratton Candidate for Honors in English DeSales Harrison, Thesis Advisor Spring 2013 2 So many thanks to my advisor, DeSales Harrison, for his generosity and direction every step of the way. 3 Introduction Between extremities Man runs his course; A brand, or flaming breath… —“Vacillations” Sounds A poem, too, vacillates “between extremities”: between eye and ear, page and voice, “brand” and “flaming breath.” It lives itself liminally between writing and speech, reading and listening. While the Odyssey or the Ramayana represent the extreme of the oral tradition, and Eugen Gomringer’s Silencio or ee cumming’s [the(oo)is] suggest visual or graphic hyperbole, most poems exhale somewhere in the middle. Yet, despite this prevalent vacillation, current critical attention on poetry’s aural features and possibilities is scant. Marjorie Perloff, in her introduction to The Sound of Poetry / The Poetry of Sound, remarks: … however central the sound dimension to any and all poetry, no other poetic feature is currently as neglected. Indeed, the discourse on poetry today, largely fixated as it is on what a given poem or set of poems ostensibly “says,” regards the sound structure in question … as little more than a peripheral issue, a kind of sideline (1-2). The collection of essays that follow in The Sound of Poetry all constitute their own intervention to this “neglected” area of study, and all privilege sound as its root of inquiry. It is in the spirit of these essays that I make my own intervention. -

Yeats's "September 1913" and the Irish P By Memory Inspired: W. B. Yeats's "September 1913" and the Irish Political Ballad by ADELE M. DALSIMER B. YEATS wrote five poems in response to the controversy stirred W• by Sir Hugh Lane's offer of his collection of paintings to the city of Dublin. Of these Poems Written in Discouragement, "September 1913" is deservedly the best known and the most significant. Indeed, "September 1913" is a brilliant response to a specific public controversy as well as to a condition which Yeats perceived in Ireland as a whole. Following a venerable Irish tradition, he chose the ballad form to ex press his attitudes towards a national situation. In 1907 Sir Hugh Lane, Lady Gregory's nephew and a man greatly respected by Yeats, lent his excellent collection of modern French paintings to Dublin and offered to give them to the city if the Municipal Corporation could assure him that they would be appropriately housed. Lane favored a design by the English architect Sir Edward Luytens for a bridge gallery over the Liffey, but this plan gained little support.
