PUBLIC FORUM – 4 ACCEPTANCE OF MINUTES OF PC MEETING HELD 15th FEBRUARY 2019 – Proposed Cllr Statt, 2nd Cllr Warner 4 votes for, 3 abstentions 5 MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING – 1 Neighbourhood Plan – Mettingham have agreed to join, Ilketshall St John to vote tomorrow, the letters of agreement will need to be done again and Cllr Rees will start the process to begin the plan as soon as possible. Volunteers for working parties will be needed. 2 VAS – Cllrs Statt & Warner have put the sign up near the Village Hall, more brackets have been ordered. R&W PC will ask Ilketshall St Andrew for two fifths of the cost of insurance and agreement that should a claim be made the Parish who has possession at the time should pay the excess. 3 Village Hall refurbishment – Cllr Statt is waiting for agreement of the altered questionnaire and is hopeful they will be printed and delivered shortly. The new paintwork in the hall has attracted favourable comments, the bar area is due to have a tidy up as the planned full refurb is some time away. MS Oakes have turned down the job of repair work to the car park as they feel the gravel will interfere with proposed drainage works, Cllr Statt has asked Ovamil for an estimate.

Statement of Consultation. 14.1 Consultation meetings held on 13th November 2016. Informal open meetings were held at Somerleyton and Lound village halls. These meetings were advertised by delivering a flyer to every house in the two parishes, and by putting posters on the village notice boards and websites. A letter was also sent to all local businesses and other local organisations. The events were well attended, with 50 people visiting Somerleyton village hall, and 28 people visiting Lound village hall Consultation meeting at Somerleyton Post-it notes for residents’ comments Residents were able to view maps and to comment on various local issues using ”post-it” notes, which proved a very successful way of collecting their views. At the end of the meetings 330 comments had been received, and these were analysed. A summary of the comments which was displayed on the village notice boards and websites, and is shown below: NEIGHBOURHOOD PLAN 29 Lound with Ashby, Herringflet, and Somerleyton Neighbourhood Plan CONSULTATION DAY 13TH NOVEMBER 2016 THE KEY ISSUES RAISED BY THE COMMUNITY WERE: Housing. New development should be limited to small houses.

Annette Downing spoke briefly about the Rural Coffee Caravan set up in 2003 to tackle rural isolation and promote community spirit which covers the whole of Suffolk which as well as companionship they offer help and advice on a wide range of issues. The organisation’s Warm Homes Project – funded by ESC offers free guidance and support to people in rural Suffolk, they can be contacted at any time and can arrange for a free home energy survey, call 03456 037686 website www.ruralcoffecaravan. They can help with insulation, switching energy suppliers, bulk buying, smart meters, grants & benefits, emergency repairs for heating, loan of temporary heaters etc. Mr & Mrs Wetton spoke of their concerns re Planning Application for 4 new dwellings at Valley Farm Henham. There are already 2 dwellings on this compact fam with planning permission granted on two more, work has already started on these, and if this proposal is allowed it will make a mini hamlet. They feel this is an overdevelopment of this pretty, historic site and concerned about the amount of extra traffic going past the front of their house when all 8 dwellings have residents in them.

Community car service The car service operates up to seven days a week, depending on the availability of volunteer drivers who use their own vehicles. Anyone may ask to use the service to make journeys for which neither a car, nor public transport, is available. The fare is based on the distance travelled. The distance is from between the driver’s home to the place where you are picked up and on to your destination and back to the driver’s home.

Richard Ellis (acting Clerk), 50 Members of the Public, including the applicant and his representatives. EPM01/20 Apologies and absence Cllrs. Scuffil, Wilson and Barne. District Cllr Cloke and County Cllr Ritchie. Mrs Andrea Carr (Parish Clerk) Cllr Ellis announced that the meeting is recorded by the Council only for the purposes of accuracy of the minutes of the meeting. Once the minutes are agreed the recording is destroyed. She asked that no covert recording take place among the members of the public, either audio or video. It is permissible but must be declared before the meeting commences. The members of the public were advised that anyone wishing to speak will have their name recorded in the minutes and these will be available on public display on the Parish Council website. The public were advised that on entering the meeting they recorded their name, any declaration of interest and whether they wish to speak. This has been done to validate the voting figures. If anyone wishes to speak that hasn’t declared this, they may have an opportunity at the end if there is time. Cllr Ellis informed those present of the structure of the meeting.
