Commercial Development at Moula Ali Flyover Site Project Report Commercial Development at Moula Ali Flyover Site Project Report Feedback Infra Private Limited Feedback Infra Private Limited - RealtyRealty and & Social Social Infrastructure Infrastructure Division 1 May 2015 Project Report - Commercial Development of Railway Land near Moula Ali Flyover, Hyderabad 1 Executive Summary 1.1 Introduction Rail Land Development Authority (RLDA) is a statutory Authority, under the Ministry of Railways, set- up by an Amendment to the Railways Act, 1989, for development of vacant Railway Lands for commercial use for the purpose of generating revenue by non-tariff measures. Feedback Infra (P) Limited (Feedback) has been commissioned to undertake the consultancy study for commercial utilization of a land parcel measuring ~8.99 hectares, located near Moula Ali flyover, Hyderabad. This report undertakes a detailed study of the Hyderabad’s micro market system along with the recommended concept, configuration, financial analysis, valuation and transaction strategy. 1.2 Hyderabad Region – Overview Hyderabad, the capital of newly formed Telangana state, has a population of ~6.8 mn and has grown rapidly in the last decade. The realty market of Hyderabad, which has been in a near-stagnant phase due to economic conditions and political uncertainty, is expected to grow gradually going forward. The city is the largest contributor of GDP in the state with USD 82 bn in 2013. Multiple development drivers and initiatives by the state government have made Hyderabad a prime destination for off-shoring services. Developments like Hyderabad Metro, IT Investment Region, Animation & Gaming Industrial Park and Electronic Hardware Manufacturing clusters of e-City and Mesharam are contributing towards brisk growth of the city. 1.3 Site Appreciation 1.3.1 Location & Connectivity Analysis The site is located in north-eastern part of the city on the 60 ft main road (planned for expansion up to 100 ft as per Master Plan 2031) approaching from Tarnaka to Moula Ali Shrine. Moula Ali Railway Station is located around 1 km away from the site. The site is ~8 km from the Secunderabad CBD (SP road, SD road, RP road etc.) and ~15 km from the Hyderabad CBD (Somajiguda, Banjara Hills, Jubilee Hills). The new international airport is located 38 km away from the site with travel time of ~80-90 minutes. The site is also in close proximity with the proposed Tarnaka Metro station on Blue line of Hyderabad Metro, which is located at a distance of 5 km. Hyderabad is no exception where the two alternative transport systems, MMTS (Multi-Modal Transport System) and Metro, were discussed by various stakeholders over the years. This paper examines the relative strengths and weaknesses of the two proposals. The parameters used to compare the two are similar to those presented in earlier research studies (e.g. Advani & Tiwari, 2005). The parameters include accessibility (influence zone of the proposed system and distance between two consecutive stations), demand profile and socio-economic status of commuters, reliability, speed, frequency, current and future capacities of the proposed system, level of integration with other modes, parking area at the station, level of economic/financial gain, and implementation difficulties (e.g. land acquisition issues and number of institutions involved in coordination during planning and operation). These parameters broadly represent the major demand and supply side issues which affect the transport system and hence play a critical role in decision making. The paper concludes that though MMTS, with feeder services, may have provided nearly similar services to that of the metro with lower costs and less land acquisition issues, some factors such as coordination among institutions, integration, lack of commitment from private parties for resources due to higher perceived risk, inertia of organizations involved in the development of MMTS, and perceived status of a metro project vis à vis MMTS may have favored the metro proposal.
