PRATIMA BHOUMIK: Will the Minister of AGRICULTURE AND FARMERS WELFARE d`f"k vkSj fdlku dY;k.k ea=h be pleased to state: (a) whether the Government has any ICAR Stations established/in operation in the 7 North-Eastern States, if so, the details thereof; (b) whether there are new cultivars of plant species developed in such Research Stations in the last five years, if so, the details thereof; (c) whether the Government has any data with regard to the number of farmers who got the benefits of such introductions, if so, in which way they were benefited; (d) whether the Government has prepared any road map for the Research Stations for the next five years from 2019 onwards for the development of new cultivars of plant species, if so, the details thereof, if not, the reasons therefor; and (e) whether any research activity has been undertaken for enhancing shelf lives of pineapple and other such tropical fruits which are grown in the North-Eastern States, if so, the details thereof and if not, the reasons therefor? A N S W E R THE MINISTER OF AGRICULTURE AND FARMERS WELFARE d`f”k vkSj fdlku dY;k.k ea=h (SHRI NARENDRA SINGH TOMAR) (a) Yes, Sir. Department of Agricultural Education & Research (DARE)/ Indian Council of Agricultural Research (ICAR) has established a Central Agriculture University, a number of Research Institutes, Regional Research Centres and Krishi Vigyan Kendras (KVKs) in the North-Eastern States. Detailed list is enclosed as Annexure-I. (b) In the last 5 year ICAR has developed 438 varieties of crops including Cereals, Oilseeds, Pulses, Fibres, Forages and Sugarcane besides potato (1), elephant foot yam (1), guava (4), papaya (1), pineapple (1) arecanut (1) and orchids (5). The varieties so developed are suitable for different land use conditions of the North Eastern region. The detail is given in Annexure-II. 1 (c) The KVKs under Agriculture Technology Application Research Institute (ATARIs) based in the region are mandated for technology assessment and demonstration for its application and capacity development for proper dissemination of agricultural technologies among farmers including small and marginal ones working in North eastern state. The details regarding the number of farmers benefitted from the technologies and the training and capacity building programmes run by ICAR are given in Annexure-III. (d) The ICAR research Institutes have carved out a clear-cut road map for research & development for the next 5 years, as well as vision documents (vision 2030). The implementation of the action plans besides being monitored by the Concerned Subject Matter Divisions at the ICAR Headquarters is also reviewed and refined by the Quinquinneal Review Teams, set up by the Council for this purpose. The major focus is accorded to the development of horticulture, livestock, poultry, fish and crop based intensive farming systems, horticulture based organic production system besides sustainable crop and animal production together with skill development programmes and other related activities. Besides, ICAR has also developed state specific, technology driven strategy documents to enable doubling farmers’ incomes by 2022 in respect of all the states of the region. (e) In pineapple growing areas including north eastern states, pineapple fruits are mostly harvested at fully ripe stage which is technically not advisable. The research conducted by ICAR Research Institutes have revealed that, depending on the travel distance between the orchards and the market, the fruits should be harvested at CS-2 (20- 25% colour development stage) which enhances shelf life by 8-10 days (at room temperature 22-25°C) or CS-3 stage (40-50% colour development) which enhances shelf life by 5-6 days. This way the post harvest losses could be minimised. Shelf life of pineapple can also be enhanced by processing and value addition. The following technologies have been developed by the ICAR. 1. Zero waste technology for Osmo Dehydrated pineapple products (OUAT, Bhuvaneswar centre) 2. Osmotic Dehydrated Pineapple Candy (ICAR-CIPHET, Ludhiana) 3.     Histrical Background Changlang District covered with picturesque hills lies in the south-eastern corner of Arunachal Pradesh, northeast India. It has an area of 4,662 sqr. Km and a population of 1,48,226 persons as per 2011 Census. According to legend the name Changlang owes its origin to the local word CHANGLANGKAN which means a hilltop where people discovered the poisonous herb, which is used for poisoning fish in the river. Changlang District has reached the stage in its present set up through a gradual development of Administration. Prior to 14th November 1987, it was a part of Tirap District. Under the Arunachal Pradesh Reorganization of Districts Amendment Bill, 1987,the Government of Arunachal Pradesh, formally declared the area as a new District on 14th November 1987 and became 10th district of Arunachal Pradesh. The legacy of Second World War, the historic Stilwell Road (Ledo Road), which was constructed during the Second World War by the Allied Soldiers from Ledo in Assam, India to Kunming, China via hills and valleys of impenetrable forests of north Burma (Myanmar) which section of this road is also passed through Changlang district of Arunachal Pradesh and remnant of Second World War Cemetery one can see at Jairampur – Nampong road. It is more than a decade Since the RTI Act has been in operation in the State. The State Information Officers and Appellate Authorities are quasi judicial functionaries under the RTI Act with distinctive powers and duties and they constitute the cutting edge of this “Practical regime of information”, as envisaged in the preamble of the Right to Information Act.

Starting on December 1, 1942 the construction was completed on May 20, 1945. The road passed through some of the most difficult mountainous terrains of the world having 700 bridges over big and small rivers. After the war, for some time the road was maintained, thereafter it remained to be almost completely neglected. In the light of ‘Open Market Policy’ adopted by the international community, desire of the South East Asian countries to have common economic prosperity and ‘Look East Policy’ of India, it is important for the concerned countries to reconstruct and reopen the road. The paper presents an account of its possible utilization for the socio-cultural and economic linkages of the connected and nearby countries for peace and prosperity.
