Postal Innovation Zones: A New Avenue for USPS Reform Abstract In the United States, letter pickup, sorting, and delivery is almost entirely controlled by the United States Postal Service (USPS). The federal agency’s monopoly status has led to delivery performance issues, fiscal mismanagement, and slow adoption of new postal technologies. I examine these issues by exploring the history of the USPS and its predecessor, including attempts by private actors to compete in the postal sector. I also examine postal liberalization case studies from the United Kingdom and Germany, and conclude that these countries offer significant lessons for the US as members of Congress debate different USPS reform options. I then propose comprehensive postal liberalization, in which the USPS’ monopoly is eliminated and companies are encouraged to compete for letter mail delivery business. Introduction Throughout its history, the United States Postal Service (USPS) and the United States Postal Department (USPD) that preceded it have enjoyed near-exclusive access to the American letter mail delivery market. To mail a letter, individuals and businesses must either go to a Post Office or one of the USPS’ designated suppliers to purchase postage. Even though mailboxes are typically located on private property, and individuals and businesses could choose to purchase a variety of mailbox models with different coloring and lettering, mailboxes are considered federal property and only the USPS is legally authorized to deposit mail there.1 Since the official adoption of national, prepaid postage stamps in the mid-nineteenth century and the first mail delivery via automobile in 1906, the mail delivery process has changed little over time. -

FOREWORD The National Pollutant Discharge Elimination System (NPDES) Compliance Inspection Manual has been developed to support personnel that conduct NPDES inspections of wastewater treatment plants, storm water industrial and construction sites, pretreatment facilities, biosolids handling and treatment facilities, Concentrated Animal Feeding Operations (CAFOs), municipal wastewater collection systems (combined and separate from storm water) as well as pollution prevention and multimedia concerns. These procedures are fundamental to the NPDES compliance program and provide inspectors with a method for conducting inspections. The manual presents standard procedures for inspections. In addition to the manual EPA expects its inspectors to have completed training to develop a good working knowledge of the subject related problems, regulations, control technologies, and Best Management Practices. EPA Order 3500.1, Training and Development for Compliance Inspectors/Field Investigators, establishes the Basic Health and Safety and Program-Specific Curricula for EPA compliance inspectors before they lead or conduct inspections independently. The manual will serve as a reference for the experienced inspector. Regional and State personnel are encouraged to provide U.S. Environmental Protection Agency (EPA) Headquarters with changes or information that would improve the manual. Office of Inspector General Semiannual Report to Congress October 1, 2010 — March 31, 2011 MISSION STATEMENT The mission of the U.S. Postal Service Office of Inspector General is to conduct and supervise objective and independent audits, reviews, and investigations relating to Postal Service programs and operations to: Prevent and detect fraud, theft, and misconduct. Promote economy, efficiency, and effectiveness. Promote program integrity. Keep the Governors, Congress, and Postal Service management informed of problems, deficiencies, and corresponding corrective actions. A MESSAGE FROM THE INSPECTOR GENERAL This report, submitted pursuant to the Inspector General Act, outlines our work and activities for the 6-month period ending March 31, 2011. In the first section of this report, we highlight audits and reviews that address risks in the strategic, financial, and operational areas of the Postal Service. The second section highlights investigations conducted during this reporting period that contributed to safeguarding the Postal Service’s revenue and assets and helped deter postal crimes. Postal Service executives often work closely with their Office of Inspector General (OIG) counterparts to identify problems and collaborate on solutions. These efforts have resulted in significant savings opportunities. During this period, we issued 107 audit reports and management advisories, and the Postal Service accepted 98 percent (87 of 89) of the OIG’s significant recommendations. In addition, we completed 1,661 investigations that led to 326 arrests and more than $708 million in fines, restitutions, and recoveries, of which nearly $68 million went to the Postal Service.
