Updated ACT Ministry List July 2014 On 4 July 2014, ACT Chief Minister Katy Gallagher MLA, announced a number of changes to ministerial portfolios to allow for the addition of a sixth minister in Cabinet, Mick Gentleman MLA. Mr Gentleman will take responsibility for planning, community services, workplace safety and industrial relations, children and young people, and ageing. The updated ACT Ministry list is provided on the following page. The inclusion of a sixth Cabinet minister comes as the ACT prepares for its current 17-member Legislative Assembly to be increased to 25 members, following the next election on 15 October 2016. In accordance with some of the portfolio changes, Chief Minister Gallagher also detailed alterations to administrative structures, with the Economic Development Directorate joining the central agencies of Chief Ministers and Treasury (CMTD), and the functions of the Commerce and Works Directorate to be delivered by the Treasury arm of CMTD. A rich picture is painted of this ongoing struggle through a case study of the Australian Greens with vivid descriptions presented on organisational leadership issues by Australian state and federal Green members of parliaments. What emerges from the data is the Australian Green MPs’ conundrum in retaining an egalitarian and participatory democracy ethos while seeking to expand their existing frame of leadership to being both more pragmatic and oriented towards active involvement in government.

Concerns for the environment saw the emergence in the 1980s of a number of environmental groups, some contested elections, with successes in Western Australia and Tasmania. An important development was the emergence in the next decade of the Australian Greens as a unified political force, with Franklin Dam activist and Tasmanian MP, Bob Brown, as its nationally-recognised leader. The 2004 and 2007 Commonwealth elections have resulted in five Australian Green Senators in the 42nd Parliament, the best return to date. This paper discusses the electoral support that Australian Greens candidates have developed, including: • the emergence of environmental politics is placed in its historical context • the rise of voter support for environmental candidates • an analysis of Australian Greens voters—who they are, where they live and the motivations they have for casting their votes for this party • an analysis of the difficulties such a party has in winning lower house seats in Australia, which is especially related to the use of Preferential Voting for most elections • the strategic problems that the Australian Greens—and any ‘third force’—have in the Australian political setting • the decline of the Australian Democrats that has aided the Australian Greens upsurge and • the question whether the Australian Greens will ever be more than an important ‘third force’ in Australian politics.

It was an unusual election, in that it saw little movement in party support from the previous election in 2012 and no fringe parties or candidates were elected. The main issues were the construction of a tramline, the implementation of tax reform, the demolition of over one thousand houses to resolve asbestos contamination and allegations of corruption. The ACT Election 2016: Back to the future? The ACT election on October 15 was more of a 1950s or 1960s election. In that era little movement occurred from one election to the next. In 1967 political scientist Don Aitkin wrote, “Most Australians have a basic commitment to one or other of the major parties, and very few change their mind from one election to the other”1. Not so today. In the last few years Australia has experienced three one term State/Territory Governments, huge swings from election to election and the rapid rise and fall of new parties. So why was the ACT different? The ACT election saw a swing of 0.5 per cent against the governing ALP and their partner the Greens and a 2.2 per cent swing against the opposition Liberals.
