29 THEME2 writing and city life CITY life began in Mesopotamia*, the land between the Euphrates and the Tigris rivers that is now part of the Republic of Iraq. Mesopotamian civilisation is known for its prosperity, city life, its voluminous and rich literature and its mathematics and astronomy. At one or two sites (including Uruk and Mari, which we discuss below), excavations continued for decades. -

ABSTRACT Title of Dissertation: INSTITUTIONAL PERSISTENCE AND CHANGE IN ENGLAND’S COMMON LAW: 1700-1865 Martin Schmidt, Doctor of Philosophy, 2016 Dissertation directed by: Professor Peter Murrell, Department of Economics Institutions are widely regarded as important, even ultimate drivers of economic growth and performance. A recent mainstream of institutional economics has concentrated on the effect of persisting, often imprecisely measured institutions and on cataclysmic events as agents of noteworthy institutional change. As a consequence, institutional change without large-scale shocks has received little attention. In this dissertation I apply a complementary, quantitative-descriptive approach that relies on measures of actually enforced institutions to study institutional persistence and change over a long time period that is undisturbed by the typically studied cataclysmic events. By placing institutional change into the center of attention one can recognize different speeds of institutional innovation and the continuous coexistence of institutional persistence and change. Specifically, I combine text mining procedures, network analysis techniques and statistical approaches to study persistence and change in England’s common law over the Industrial Revolution (1700-1865). Based on the doctrine of precedent - a peculiarity of common law systems - I construct and analyze the apparently first citation network that reflects lawmaking in England. Most strikingly, I find large-scale change in the making of English common law around the turn of the 19th century - a period free from the typically studied cataclysmic events. Within a few decades a legal innovation process with low depreciation rates (1 to 2 percent) and strong past-persistence transitioned to a present-focused innovation process with significantly higher depreciation rates (4 to 6 percent) and weak past-persistence. -

Meisenzahl and Joel Mokyr 9.1 Introduction The Industrial Revolution was the fi rst period in which technological progress and innovation became major factors in economic growth. There is by now general agreement that during the seventy years or so traditionally associated with the Industrial Revolution, there was little economic growth as traditionally measured in Britain, but that in large part this was to be expected.1 The sectors in which technological progress occurred grew at a rapid rate, but they were small in 1760, and thus their effect on growth was limited at fi rst (Mokyr 1998, 12– 14). Yet progress took place in a wide range of industries and activities, not just in cotton and steam. A full description of the range of activities in which innovation took place or was at least attempted cannot be provided here, but inventions in some pivotal industries such as iron and mechanical engineering had backward linkages in many more traditional industries. -

The Historical Origins of The Modern Economy RESTORING PROSPERITY Conference: --------------------------- Joel Mokyr, Departments of Economics and History Northwestern University Berglas School of Economics, University of Tel Aviv 1 2 The big question in economic history: The question of the “Great Divergence” or the “Great Enrichment.” It remains the central question of economic history. What were the origins of Europe’s sudden economic success in the late eighteenth century and beyond? Why there and then, and not anywhere else? Restoring Prosperity-Stanford 3 One possible answer: In earlier work, I have pointed to what I called “the Industrial Enlightenment”: a subset of the eighteenth-century European Enlightenment that focused on the idea of economic progress as a key to social improvement. The Industrial Enlightenment was, much like the rest of the Enlightenment, a minority phenomenon: a set of cultural beliefs among the highly literate and educated elite of Western Europe. It is the mother of all UTHC movements (Mokyr, 2009; Squicciarini and Voigtländer , 2016). The main ideological components of the Industrial Enlightenment were the following: Restoring Prosperity-Stanford 4 A belief in progress 1. A belief that economic progress was possible and desirable and that nations could become richer and material life could improve. 2. The notion that “useful knowledge” (≈ S&T) held the key to such progress, that is, the improved understanding and manipulation of natural phenomena to generate innovations. 3. A detailed program on how to bring this about. It is this belief that won out in the market for ideas in early modern Europe. But where did it come from? Restoring Prosperity-Stanford 5 The Concept of a “Market for Ideas” The basic model is built upon the concept of a “market for ideas” and its evolution in this period among a scholarly community of intellectuals. -

Aside from the inspiration afforded by the rather dramatic quality of the war itself, probably no other episode in American history has aroused such widespread partisan feeling or so strong a disposition to apportion blame, to excuse, vindioate, or explain, publicly, the causes and events of the conflict. Consequently, in the years immediately following the war, many participants, both actual and vicarious, kept an interested public supplied with a quantity of literature that was usually either panegyrical or polemical in tone. As a result, a "correct" Northern and an equally "correct" Southern interpretation was developed rapidly; and before long, general opinion in both sections, supported by common memories and prejudices, was crystallized into an almost impervious tradition. Time itself has tended to make brittle these accumulated myths and legends. Furthermore, new sources of information have been exploited, new generations of writers have matured, and new points of view on the subject of history itself — its proper content, uses, and methods — have been developed and have operated to erode the surface of the older beliefs and assumptions. -
