URGENT NEEDS ……………………………………………………………………..….155 This report was prepared by a team of European Commission and World Bank staff and consultants, in close cooperation with the United Nations Mission in Kosovo, with the support of the European Bank for Reconstruction and Development (EBRD) and the Food and Agriculture Organization (FAO), and with the assistance of the Kosovo Force (KFOR), the International Management Group (IMG), the US Agency for International Development (USAID), UNICEF, the World Health Organization (WHO), other UN agencies, bilaterals, and non-governmental organizations. The European Commission had primary responsibility for the work on housing and institutions. The World bank had primary responsibility for agriculture, private sector development, water and waste management, landmine clearance, education, health, transport and energy. The European Bank for Reconstruction and Development had primary responsibility for telecommunications. INTRODUCTION Five months after the end of the conflict, an enormous effort, on the part of both the Kosovars themselves and the international community, will be needed to put Kosovo on the path to recovery and sustainable development. Infrastructure suffered heavy damage, and homes of more than half a million Kosovars are destroyed. Industry is at a standstill and unemployment remains very high. Institutions are functioning poorly. Much has already been done, under the leadership of the United Nations Mission in Kosovo (UNMIK), by the NATO-led Kosovo Force (KFOR), UN agencies, bilaterals, and non- governmental organizations (NGOs). Equally impressive has been the enthusiasm and the commitment of the Kosovars themselves: houses are being re-roofed and repaired without substantial donor assistance, schools reopened as early as three weeks after the arrival of KFOR troops with unpaid, but highly committed, teachers. But much remains to be done. Addressing the challenges facing Kosovo – reconstruction, institution-building, and transition to a market economy – will require a substantial level of external support to complement the Kosovars’ contributions, and to make the region stable and eventually prosperous. Experience in other post-conflict situations shows that donor assistance has most impact when it is designed and delivered within a comprehensive reconstruction and recovery framework which clearly identifies key priorities for intervention. This Report is a first step in the definition of such a framework for donor support. In a difficult context, where information remains scarce, the authors drew substantially on UNMIK’s work, and on assessments made by KFOR, specialized UN agencies, the International Management Group (IMG), and a number of bilateral and non- governmental organizations.1 The Report will be further refined as more information becomes available. It is also expected that in-depth discussions of the content of this Report will be held with leading Kosovars in the coming months, and that the substance of these debates will be reflected in a new version. The Report consists of five parts. The first chapter is an overview, which outlines the recovery strategy, sets overall goals and priorities, and provides an estimate of external funding requirements in each sector. The three following chapters describe specific actions that should be undertaken to help Kosovars address the most critical challenges: restarting the economy and support growth and employment, building the institutions that are needed for medium-term stability and prosperity, and mitigating the effects of both the conflict and the 1990s policies.     International security 159 Nóra Pákozdi – György Nógrádi: RADICAL SETTLEMENTS IN THE BALKAN ABSTRACT: The disintegration of Yugoslavia left ponderously operating small states behind. During the process of disintegration, radical movements of the Balkans were given a boost, which is – in addition to several influencing factors – one of the direct causes of the recent radicalization. Among the Balkan countries,1 the most affected ones are Bosnia and Herze- govina and Kosovo, but radicalism also influences the society and administration of Albania, Macedonia and Serbia. The (mainly) Muslim communities’ extremism posed a complex problem before the current wave of immigration, many operating groups in the Balkans built up close links with Middle-Eastern fundamentalist organizations (mostly with Al-Qaeda and ISIS), and organized criminal and terrorist acts in Europe as a forward base of the fun- damentalist centers. A new global threat is the recruitment and travel of foreign fighters to Syria and Iraq, to the Islamic State and other terrorist organizations’ training camps, besides the uncontrolled influx and the blending of possible fighters among the operating European groups also poses a huge risk. This process is significantly easier, as the foreign recruiters only have to keep in touch with the local centers’ leaders, who can provide a constant supply of human force and equipment. Thereby, the radical Muslim communities’ empowerment and isolation are not only a daily threat in Western Europe (especially Belgium and France), but also might lead to the destabilization and radicalization of the Balkans. The analysis shows examples of the Western Balkans’ fundamentalism by countries, localizes villages and towns with fundamentalist majority, and outlines the influence of the centers’ ideologies.

Mosses are a very useful tool for atmospheric deposition of elements monitoring, owing to their physiological and morphological characteristics. Moss samples were collected from 45 locations, they were cleaned from leaves, twigs and other materials, they were grinded, digested in a microwave system and analyzed by spectroscopy Inductively Coupled Plasma Atomic Emission Spectroscopy (ICP-AES) and Inductively Coupled Plasma Mass Spectrometry (ICP-MS). A total of 25 elements concentration in collected moss samples was determined: Al, As, Ba, Ca, Cd, Co, Cr, Cu, Fe, Hg, K, Li, Mg, Mn, Mo, Na, Ni, P, Pb, Sb, Sr, Ti, Tl, V and Zn. Extremely high concentrations of Pb and Zn were found in moss samples from the areas of Zveçan and Stanterg where the ore processing facilities are located, as well as the tailings landfill in Mitrovica which is nearby in the south, which reflects eminent air pollution.

CCHFV is a member of the family Nairoviridae, genus Orthonairovirus. The virus is mainly transmitted via tick bites. Other transmission pathways are contact to blood, other bodily fluids and tissues of viremic animals or human patients. The case fatality rate in humans lies between 2 and 80%. Unlike humans, animals do not show clinical signs but they develop a stable antibody titer after a short viremia (< 2 weeks). Hence, seroepidemiological studies in livestock are very useful as risk indicator for CCHF in humans. The aim of this study was to examine the distribution of CCHFV infections among cattle in different districts of Kosovo.

It also explores attitudes towards police in Kosovo, analysing youth perspectives on performance, procedural justice and distributive justice. Primary data from semi-structured focus group discussions with Kosovar youth are used for the analyses. Four main insecurities were identified: (1) job-related, (2) drug-related, (3) school-related, (4) physical insecurities. Ethnic tensions were a recurrent crosscutting theme. Attitudes towards police are generally perceived as poor and seem to stem mainly from a performance and procedural justice perspective.
