Executive Office on behalf of the Sabhapati, Canning-II Panchayat Samity invites e-tenders from the intending experienced bonafide eligible resourceful outsiders and working contractors/ agencies of this Parishad having experience in relevant nature and magnitude of the constructional work mentioned as noted in Annexure-I (Enclosed). 2. The accepting authority does not bind him-self to accept the lowest tenderer and reserves the right to reject any or all of tenders received, without assigning any reasons. He further reserves the right of splitting up any contract and distributing the same to more than one tenderer. a. This is an e-procurement tender and also a two bid tender. First bid should contain document of earnest money & cost of tender paper deposit, technical documents (i.e. credential etc.) and second bid should contain the financial offer to be submitted online. 3. Contractors/ agencies are requested to observe the required credential. If any agency found submitted bid for the specific serial with below credential or false credential the earnest money will be forfeited. 4. The intending tenderers should submit tenders within specified time along with scanned copies of V.A.T. registration certificate and Professional Tax Clearance certificate, Pan card/ latest I.T. return and credentials (completion/ payment certificate) of similar nature of job as noted in Table below . Credentials under sub-contract is not valid. 5. The intending tenderers shall have to furnish original certificate of execution of similar works of sufficient magnitude as and when that will be demanded by the tendering authority. 6. The tender notice and detailed schedule of works may be obtained from the website: www.etender.wb.nic.in 7. Last date of tender submission upto 2.00 P.M. on 06.04.15 and the same will be opened on 08.04.15at 11.00 A.M. by the Tender Committee. 8. The Bidder should quote his/their rates in figures and words on the basis of percentage above, below or at par with the schedule of rates attached with the tender form online. 9. If the rate offered by the successful bidder is seriously unbalanced in relation to the estimated cost of the work, the bidder may require to produce detailed price analysis for any or all the items of the schedule attached. Under the sole discretion of the inviting authority, the bidder may also require to deposit an extra performance security to a level sufficient to protect against financial loss in the event of default it should be final, binding and conclusive on the bidder. 10. Cost of earnest money (as indicated in the corresponding column of the work in the annexed sheet)should be deposited in the form of RTGS (Account No 1795010250986, IFSC – UTBIOJBTW39, UBI - Jibantala) in favour of Executive Officer, Canning-II Panchayat Samity payable at Jibantala, Canning, south 24 Parganas . 11. Successful tenderer/s must have to execute a formal deed in Canning-II Panchayat Samity agreement form within ten days from the date of acceptance of the tender, failing which the tender be liable to be rejected. 12. Tenderer/s shall be bound to execute any excess and supplementary works as may be ordered by the Executive Officer at the rate of prevailing schedule of PWD/PW(R) D, Govt. of W.B. at the time of tender submission. 13. The time is the essence of contract. 14. All tools and plants and implements required for the construction of the work, will have to be supplied by the contractor at his/ their own cost. 15. The applications of the bidder, who could not complete the works entrusted to them in past to the full satisfaction of this Canning-II Panchayat Samity, will not be considered. All documents furnished should be duly attested by any Group –A Officer either of the State/Central Government and also self signed (with seal) with the remarks “submitted by me”. 17. 1% Worker’s Welfare Cess (vide P & R.D. It indicates the increase of the number of people living in urban areas mainly due to the natural growth, rural to urban migration, reclassification. Urbanization also reflects the level of development of any unit. To formulate the plan and policies of the development and to overcome the urban problems of any area it is necessary to know the nature and level of urbanization of this unit. Present study is concerned with the level of urbanization based on four selected urbanity and socio-economic indicators and consistency measurement in S. 24 Parganas, West Bengal, India. Hence, different statistical, cartographic and GIS methods have been used to fulfil the aim and objectives. This study reveals that the study area is a highly urbanised district both in terms of growth of urban population and urban centres but in sense of share of urban population it stands much bellow the state average. It also reveals that there is huge intra spatial disparity in the level of urbanization and the consistency of the urbanization in the study area. The planning process is initiated at grassroots level for which the base level data from the Panchayats have been collected. The objectives of comprehensive district agricultural plan are: To prepare a C-DAP through participatory process involving various organisations and stakeholders. To enable optimum utilisation of scarce natural, physical and financial resources. To assess and plan for the infrastructure required to support the agriculture development. To establish linkages with the required institutional support services, like credit, technology transfer, ICT, research etc. To evolve an action plan for achieving sustainable agricultural growth with food security and cropping system that will improve farmers’ income. Planning process The district planning process went through the following stages: The District consultation meeting started with a meeting with the District Magistrate and ATMA Director and District Planning Officer. The basic objective of the consultation was to build up a common understanding on the planning process, to have a clear understanding on the roles and responsibilities of various stakeholders and to ensure the process to be participatory. Bidhan Chandra Krishi Viswavidyalaya was officially approached to act as the Technical Support Institution (TSI) and entrusted the task of the DAP formulation as per the directive. All the line departments were requested to sent information and data to the TSI as and when asked by them. A draft CDAP was placed to the department on 8.12.2014 in the crude form for consideration of the department.

Both the quality of life and standard of living are not up to the mark in almost all 29 C.D. Blocks and seven municipalities. Spatial variation also persist in terms of level of development. The main cause in this type of disparity is unequal distribution of natural resources and difference in natural and cultural environment. Livelihood pattern in Sundarban region and its adjacent areas is totally different. In Sundarban region involving 13 C.D.Blocks of the district, life sustaining activities are fully based on natural resources, but outside the jurisdiction of this region dependence on natural assets is relatively lesser. It may be a physical problem initially having reflection on socio-economic profile of a community; but it affects productivity and prosperity of the people in a region. It is very difficult to overcome physical constraint of water scarcity as it depends on geo- hydrology, but proper management strategy is conducive for addressing the problem. South 24 Parganas district of West Bengal is located on the southern part of Ganges Delta. So the region is endowed with huge quantity of surface and ground water. But the typical geo-hydrology, sea water ingression, soil salinity and high content of soil clay create major problems. The management strategy adopted for this precious resource in this district is not up to the mark. So the local people have to suffer all the year round especially during the xeric period and because of waterlogging during the rainy season. In case of surface water, the volume of sweet water in river Hooghly and its tributaries are gradually decreasing and sea level is gradually rising; consequently the salinity in soil and water is gradually increasing. Among the two ground water aquifers, the upper one (70 to 160 m bgl) is brackish in nature, so it is not suitable for use.
