REQUEST FOR PROPOSAL (RFP) ELKO TELEVISION DISTRICT FIBER BROADBAND SERVICES All proposals are due on or before 5:00 pm., Pacific Time, October 1, 2018, and shall be valid for 120 days from the RFP due date. • One original of the quote shall be submitted to the Elko Television District by delivery via email in PDF format to [email protected]. Requests for clarification regarding this RFP must be made to Dale Lotspeich, Operations Manager at [email protected] , no later than 4:00 p.m. on September 19, 2018. Answers to requests for clarification will be provided to all persons making a request no later than 4:00 p.m., September 24, 2018. An electronic copy of this RFP is posted on https://elko.tv . BACKGROUND: The Elko Television District rebroadcasts TV channels from Reno and Salt Lake City on a four-site translator network within the District boundaries. The TV signals are currently received over the air and then inserted into a microwave radio carrier for transport to the translator locations for re- broadcast. The microwave network is approaching end of life and requires five additional sites across Northern Nevada to keep the system in service. Based upon an analysis by the TV District and technical staff, it was determined that fiber backhaul could replace the existing microwave system outside the District, allow for future expansion of services and provide a significant improvement in delivery reliability and quality. The Elko TV District and the Humboldt County TV District have partnered with KNPB of Reno to receive all the Reno channels at that location and convert the signal to an IP format that will be routed to the Switch Data Center at #1 Superloop Circle, Sparks, Nevada 89434. Any future feeds from SLC would be routed to the Switch Data Center as well. PURPOSE/DISTRICT RESPONSIBILITIES: The Elko TV District is seeking a qualified vendor(s) to provide connectivity and access to the Level 3/Century Link fiber that is laid along the I-80 corridor with a minimum data throughput rate of 200 mbps. The point to point circuit will be routed from Elko location to a network switch at the Switch Data Center. The Elko Television District shall be responsible for any cross connect fees at the Switch Data Center. The receive equipment for the fiber connectivity shall be installed in a secure communications building located in the City of Elko on leased Airport property adjacent to the I-80 corridor. The address for that location is 975 Terminal Way, Elko, Nevada 89801. The TV District shall provide the communications building and conduit from the fiber handoff to the building. Installations shall conform to industry standards, city building codes and Level 3/Century Link security requirements. A 24-36 strand Single Mode OS2 dark fiber will be installed in the conduit to provide the splice to the communications shelter. The TV District shall own and operate the facilities that house the fiber receive and distribution equipment. The TV District shall provide all standard 19-inch equipment racks (except specialized cabinets or mounting hardware) , security, controlled access, video surveillance of the facility, commercial power and eventually backup generator power. The TV District reserves the right to sub-lease to any and all service providers who wish to locate within their facility. The TV District shall distribute the fiber connectivity to their translator sites via a high speed licensed microwave network. The TV District requires the successful vendor to be able to complete the initial installation within 60 days of the award. If an outage occurs and it is determined that it is in the transport infrastructure, they require a two (2) hour or less response to an initial outage report via phone call or email. The TV District expects technicians on site within 8 hours to complete repairs and expects to be online within 24 hours of the reported outage. VENDOR BACKGROUND/RESPONSIBILITIES: The TV District requires all respondents to this proposal to provide documentation and/or a flow chart with the following about their company’s services: • Sales Contact name, email and phone number • Technical Support name, email and phone number • After Hours Contact name, email and phone number • Installation process and schedule • Repair procedures and processes • Maintenance procedures and processes SCOPE OF WORK AND REQUIREMENTS: Proposers are requested to submit a response to the Request for Proposal describing their ability to meet the basic requirements and their recommendations for delivery of the bandwidth. • Install a dedicated point to point fiber circuit from The demarcation at # 1 Superloop Circle in Sparks, Nevada to 975 Terminal Way in Elko, Nevada with a minimum throughput of 200 mbps. Connect to dark fiber provided by the District at their utility box location next to the L3/Century Link utility box. • Circuit proposals should be based upon a 36-month contract period. • Describe the connection process (Type of splice-physical or fusion; Number of pairs required for the splice, any other pertinent data). • Describe circuit redundancy if any. • Install Node/Switch equipment in communications building. Describe the estimated rack units of space, the make and model of the equipment to be used and if backup power is being used for the equipment (The District highly recommends this). • Describe the installation process and schedule. • Describe the repair process and time schedule including response to outage, onsite response time and when circuit will be back online. • List the contacts for emergency outages, sales, technical support, repair and maintenance. • Describe any other value your company provides other than the service requirements. SCHEDULE: • Request for Proposal released September 17, 2018 • Questions due by 4:00 PM on September 19, 2018 • Answers to questions by 4:00 PM on September 24, 2018 • RFP due to the District by 4:00 PM on October 1, 2018 • Technical Working Group Review on October 3, 2018 • TV Board review of proposals at their regularly scheduled meeting on October 11, 2018. The TV Board will make one of three decisions: (Accept and Award a Proposal; Reject Proposals; Table the Matter for Further Information and/or Discussion) REVIEW PROCESS: Once proposals are received, they will be distributed to the members of the Technical Working Group. On October 3, the members of the group will meet in person or via teleconference and discuss the proposals. The proposals will be evaluated based upon price, vendor services and vendor response times/schedules. The Technical Working Group will make a recommendation to the TV Board. The TV Board reserves the right to accept or reject the recommendations of the Technical Working Group and make a decision based upon their own review and discussion. .
