Welcome to 2020. How many of you are/were aware KENDRA (Kenley THE JEMCA and District Residents’ Association) came into being on 1st January 1970. Although we had existed as a residents’ association in other guises for many 2020 PLATE years prior to that, this is our ‘Golden’ Year. So a good time to introduce an updated image for our Cover page? Yes, CHANGE EVENT we have enjoyed our familiar and recognisable logo since 2014 but, surely, we no longer need the word ‘Magazine’ in the Title. The committee also feel 18 February - 31 March 2020 that we should depict a more modern and brighter image for this new decade. Naturally we are aware of Kenley’s heritage and you will note we UP TO have retained the Spitfire image in the new setting! * The prime suggestion for a changed cover was to use photos, ideally 10% OFF landscapes or other local scenes that would help reflect each of the four seasons when the magazine is produced. So if anyone has a recent local photo that could be used in a future issue, please forward it for consideration to [email protected] However, as editor, I cannot go on without a mention of Covid-19, the coronavirus issue as it now impacts this issue (see also Chairman’s Message on Page 6); a slightly earlier publication of this magazine would not have covered this topic, but so much content would have been inappropriate commentary for you to read. I am glad to be able to produce this relatively ‘up to date’ issue. As the country is now learning of the devastating effects and conditions we can expect / are experiencing, we hope that you continue to be able to live your lives as normally as possible. Our first magazine of the new 2020 decade makes very interesting reading with important topics about our lives here in Kenley. Some reports, you may feel, are depressing but others give encouragement of progress we can ShineRocks Tel: 020 8660 2010 expect to see in the coming months. PROPERTY AGENTS www.shinerocks.co.uk But let us start at the beginning – the new Front Cover!! The production team and Kendra committee discussed this and felt that, after some five years, it was time to introduce a re-vamp to give it more up-to-date presentation image. We hope you like it! However a more global issue has now come to the fore: Covid-19 the pandemic Coronavirus issue has caused our April AGM to be postponed until further notice. The regular, but essential, AGM papers are still included – it would be too much for the editorial team to re-vamp what had been prepared ready for publication. Other articles helping to fill the pages this quarter, Geoff James ‘Housing Targets’ (page 8), the Wattenden Pond (page 25) currently a sorry story and my own ‘bee in my bonnet’ issue Transport for Kenley (page 29) gets another airing with good signs of progress on the horizon. (Continued from page 9)

It is clear that these were not predictions when reviewed against Croydon Council but have actually come to pass:- • Croydon Council has in the past, and regularly continues to be, very heavy handed in its treatment of local objectors in its quest to meet housing targets. • The Croydon Council planning committee is obsessed with meeting its housing target. The committee regularly uses argument “the urgent need for new housing” to sweep away all and any legitimate concerns that the objectors have raised. • The Croydon Council planning team inappropriately applies a presumption in favour of intensification in Kenley for any site that is within 1000m of the train station. • Croydon Council repeatedly approves proposals that do not make Living at Sunrise a positive contribution to the street or local area. • Croydon Council clearly unreasonably restricts the level of off-street Residential, nursing and dementia care homes parking provisions in areas that lack accessible on-street parking, or We’re sure you’ll love your home at Sunrise of Purley, from the that are under severe parking stress (generally, those that have a low comfortable environment and the beautiful surroundings, to the PTAL). carefree living. It’s a place where you can be happy and well-cared for. • Croydon Council is seeking to intensify areas that have far too little infrastructure, and that have dangerous pedestrian-hostile roads – Sunrise of Purley it is not building the right houses in the right places. We must keep resisting the intensification of Kenley. The legal position that Croydon Council has taken is getting ever more dubious and at some point the policy will have to change.

Organised by Kenley Airfield Friends’ Group and RAFA

This year’s Kenley Airfield Heritage Day will be a very special one as we will be commemorating the 80th anniversary of the Battle of Britain. Kenley played a key role in the battle as it was a Sector Airfield in 11 Group which meant that it had responsibility for controlling a number of other airfields - including Croydon - and protecting a large area of Southern right down to the coast.

We’ve brought the day forward from our usual September date to mark the Hardest Day, one of the most important days of the conflict which took place on August 18th 1940. This was the day the tried to knock out the RAF on the ground and 16th AUGUST 2020 many airfields including Kenley were heavily attacked.

The day will feature all our regular attractions plus some new ones. We’re anticipating our regular annual flypast from the Battle of Britain Memorial Flight at around lunchtime and RAF Northolt have also asked if they can bring the RAF Central Band to play during the afternoon.

As usual the event will be based at the RAFA Portcullis Club and opens at 12.00 midday. All the regular attractions will be there including military vehicles, memorabilia, guided heritage walks, live 1940's music from our resident jazz band, teas/coffee and cakes, Pimms Tent, children’s rides, charity raffle, hot and cold food and many local community and trade stands.

We’re also planning to re-create a 1940 airfield scene with a full size replica Spitfire and Hurricane, Anderson shelter, various airfield equipment and re-enactors in RAF uniform to guide people through the exhibits.

The Portcullis Club bar will be open all afternoon with the opportunity to look around and see all the fascinating memorabilia housed in this historic building. Surrey Hills Gliding Club will open their hangar and members will be there to talk about the joys of gliding and how you can take a flight from Kenley.

Look out for more information over the next few months and remember you can join KAFG (www.kafg.org.uk) and keep right up to date with what’s happening at our historic airfield.

18 19 Update from Chris Philp - MP Kendra as a CLG

We need a Directly Elected Executive Mayor We continue to progress the plan to convert Kendra to a Company Limited Croydon Council does not listen to us, especially on planning. by Guarantee (CLG). The progress has been slower than we had hoped, They grant planning consents indiscriminately. Next-door, and this will not be ready for a vote at the April AGM. Bromley and Sutton do not do this. But Kendra - that is, each Kendra committee member only retains their position Croydon Council does not listen at all. because our members have permitted it. A number of local residents’ associations have decided that the only way to fix this mess is to change the way Croydon is run. I am supporting their efforts. There are some tricky matters that we need to clarify with respect to the CLG “directors” that will need to be registered at Companies House. Company The solution is a Directly Elected Executive Mayor (DEM) to run Croydon, replacing the current system of a Leader. The problem with the current system is that those now law requires the directors to retain ultimate accountability. People living in Kenley, have experienced this through terrible planning decisions, reduced street cleaning, under-investment and generally poor services. This means that a DEM could not ignore Dates for your Diary any part of the Borough as happens now – they would have to listen to the whole Borough. 22 23 Wattenden Pond - Mike van der Vord

I’m sure you will all have noticed how low the water is at the pond. In the summer we put it down to evaporation, lack of rain and a heavy demand for water from the marginal aquatic plants. Since Autumn 2019 it became obvious that there is a leak; the Bentomat lining has somehow sprung a leak. At the time of writing we have just had two major storms. The Ciara and Dennis storms have produced plenty of water. Prior to those two storms there has been more than average precipitation. The pond level has gone up a little bit, but one would have expected the level to have increased much more than it has. We are still trying to find the whereabouts of the leak. I am proposing to drain the pond this summer anyway to try and give us the best way forward. There is 350mm of topsoil on top of the Bentomat liner. If the leak is in the middle part of the pond then all of the topsoil would need to be excavated and disposed of to enable repairs. I believe that this project is full of obstacles as well as potential damage to the Bentomat liner during the excavation. DESRES A5 Q Page (P) 21/11/11 11:41 am Page

Progress Report: Transport for Kenley by Christine Heal

For those of us who live in Kenley where there is no public transport currently, I write, tentatively, that we are moving towards a ‘result’. Whilst my chair’s report mentions we still wish to retain the semi-ruralness of Kenley, many of us recognise the need to be able to travel more easily – to shop, to visit people, to reach other areas without having to use cars, if we have them. When we are unable to drive any more what do we do? Who can we rely on? Over the past several months I have been attending the East Surrey Transport Committee (ESTC) chaired by Charlie King of who is very much in agreement with a plan for Kenley. I have been asking questions each time and have made some progress. This has now been followed by an important jump forward as, at a recent Croydon Public Transport Liaison Meeting, Transport for London (TfL) confirmed that they are considering our situation and that, previously unknown to Kendra, a ‘small bus’ trial run had taken place in January. The hope is that something definite will come of this in the not too distant future, but I will keep you appraised of how these plans do unfold. 28 29 Local Organisation News
