MUNICIPAL ADMINISTRATION AND WATER SUPPLY (MAIV) DEPARTMENT G.O.(Ms) No.72 Dated:25.5.2007 Read: From the Commissioner of Municipal Administration Letter Roc.No.72759/06/P2 dated 6.2.07 ORDER: The Commissioner of Municipal Administration in his letter read above has stated that the Hon’ble Supreme Court of India have issued orders during the year 2000 that all the local bodies should maintain Slaughter House so as to avoid the slaughtering of animals in public places. Further the infrastructure available in the existing slaughter houses does not meet the conditions stipulated for ethical treatment of animals. Tamil Nadu Pollution Control Board is pressing very much to take action as per the Supreme Court direction. Therefore, he has proposed to develop the existing slaughter houses with modern facilities in select 65 Municipalities at an estimated cost of Rs.650.00 lakhs. 2. The Government, after careful examination accept the proposal and accord administrative sanction for a sum of Rs.650.00 lakhs (Rupees Six hundred and fifty lakhs only) (50% as grant and the balance 50% of the cost will be mobilized by the local bodies) for construction of Slaughter Houses in 65 Municipalities under Part-II Scheme for the year 2007-2008. 4. The amount sanctioned in para 3 above shall be debited to the following Head of Account:- 2217-Urban Development -05-Other Urban Development Schemes-192 -Assistance to Municipalities/ Municipal Councils - Schemes in the Eleventh Five Year Plan-II State Plan-JE-Construction of Slaughter Houses in Municipalities-09-Grants in Aid-02-Grants for Capital Expenditure (2217-05-191-JE-0928). 5. The Commissioner of Municipal Administration is authorized to draw the amount sanctioned in paragraph 3 above and disburse it to the 65 Municipalities in 3 instalments.15% of the amount may be drawn and paid to the respective local bodies as start up advance. The balance amount may be drawn in 2 equal installments, first installment on approval of the scheme and DPR by the Council and the second installment released on completion of 75% of work. The Commissioner of Municipal Administration is requested to 1construct the Slaughter Houses within the financial year 2007-2008.The design of the slaughter houses should be finalized in consultation with the Animal Welfare Board of India. Commissioner of Municipal Administration should also prepare a SOP in consultation with the Board. He is requested to send progress reports then and there. 6. ABSTRACT Key Words: Lithological studies Soil types of an area are more important, since soil is the main criteria in agricultural Coastal area production and in recharge of groundwater. Different types of soils are derived Kanyakumari from a wide range of geological formations. Knowledge about type of soils, its Colachel coastal belt extent and occurrence is of primary importance for agricultural planning to maximize production and for groundwater recharge. The soils of the district from Kanyakumari to Colachel coastal belt can be classified into red loams, red lateritic soil and pale reddish. They are derived from lateralization of gneisses. The soils derived from gneisses are mostly brownish. Thickness of soils in mountains is almost negligible, whereas in the valleys they are around 2m thick. The lateritic type of soil occurs in blocks of Rajakkamangalam. The mixed type of red and alluvial soil occurs in Agastheeswaram block. The coastal sand occurs in the western side of the district. The coastal alluvium sand is of high fertility. Generally, the soils are highly acidic in the coastal area. This is mainly due to heavy rainfall and heavy leaching of basic rock in hilly areas.

    City Corporate cum Business Plan for Colachel Final Report Kanyakumari District, Tamil Nadu - 1 - 1 PROJECT OVERVIEW 1.1 ASSIGNMENT BACKGROUND The World Bank has been a partner in urban reform program of Government of Tamil Nadu (GoTN) with engagement through Tamil Nadu Urban Development Project (TNUDP) - TNUDP-I, TNUDP-II and TNUDP-III (in progress). Towards taking forward the urban reform agenda, the GoTN is now implementing the TNUDP-III with focus on furthering the reforms initiated under TNUDP-II. The Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL), as a financial intermediary, intends to assist the Commissioner of Municipal Administration (CMA) in strengthening and improving the financial position of its Municipalities for effective capital investment management and urban service delivery. These towns possess a good potential for implementation of such financial reforms for which it is essential to formulate a City Corporate Cum Business Plan. The CMA has started the process of capacity building in Municipalities through this process to enhance the vision of the ULBs in growth of their towns. The TNUIFSL has appointed M/s. Community Consulting India Private Limited (CCI) to prepare City Corporate Cum Business Plan (CCBP) for Colachel Municipality. 1.1.1 CITY CORPORATE PLAN A City Corporate Plan (CCP) is the ULB’s corporate strategy that presents both a vision of a desired future perspective for the city and the ULB’s organization, and mission statements on how the ULB, together with other stakeholders, intends to work towards achieving their long- term vision in the next ten years. A CCP translates mission into actions and actions into outcomes.
