NOTES Page 4 of 164 Planning and Development Manager’s Report Committee of the Whole Report June 19, 2017 Submitted by: Brad Toth Planning and Development has sent a letter to remedy a property in dis-repair located at 7th Ave. Concerns were raised about the structure, an order will be placed on the property in July if the City receives nothing from the land owner. After an order is placed the owner has typically 30 days to remedy the situation or the City will hire a contractor to do the work on behalf of the owner and charge the fees to the tax roll. The City will be looking at disability access ramps around the City with the intent to add in ramps on major arterials through our existing budgets. The goal is to add in a couple of ramps on an annual basis beginning with our major arterials. In addition some concerns have been raised regarding access from park entrances and exits, in certain cases this is due to the park exit being located mid-block, in that case the intent is to force the person to an existing cross walk at a nearby intersection. There will be a review of some of the areas of concern that have been brought up and if necessary remedies added to future budgets. The Planning and Development Department has touched base with our plumbing inspector and determined that asbestos pipes are still allowed provided that: 2.3.5.2 Protection of Non-Metallic Pipe (1) Where asbestos-cement drainage pipe or vitrified clay is located less than 600 mm below a basement floor and the floor is constructed of other than 75 mm or more of concrete, the pipe shall be protected by a 75-mm layer of concrete installed above the pipe. It should be noted that this is not a typical material used for new construction and the City has not added to its inventory of asbestos pipes on either private or public property and has no plans to in the future. There will be an open house/presentation and question answer regarding the Partnership for Growth Plan on June 27 beginning at 4pm with the open house followed by a presentation at 6:30 followed by q and a at the North Ridge Centre in Martensville. The intent of this meeting is to update all Council members from the participating municipalities on the progress made in the regional plan and answer any questions. Following this meeting a full report will be brought to the next Committee of the whole meeting with discussion revolved around Warman and the implications of the plan. Respectfully submitted, Brad Toth Planning and Development Manager Page 5 of 164 Planning and Development Managers’ Report Committee of the Whole Report June 19, 2017 Centennial Blvd alteration-Access to Greenpoint and Greenview Estates Access to two major condo complexes along Centennial Blvd just east of R.J. Gidluck Park has caused people to make illegal U-turns to access their underground parking. An air photo of the area has been attached as Appendix “A”. The City commissioned Dillon Consulting to look at options to remedy the situation, a copy of the preferred option is included as Appendix “B”. Council reviewed the preferred option and endorsed it to go to public engagement. A meeting was held with representatives from both condominium boards to discuss the preferred option and concerns with the existing and proposed configuration of the roadway. Some of the concerns that came up from the representatives during the meeting were: Speeding. Public traffic using their parking lot as a through to Crenshaw Way. The “No U Turn” signs the City erected on both the north and south ends of the existing median. The parking areas along Centennial Blvd in the area of the transition from 2-4 lanes. After the meeting the representatives from both condo boards were asked to go discuss the option with their respective boards and provide the City with endorsement if they agreed with the proposal. The City has since received letters from both boards, Greenpointe Estates endorsed the proposal while Greenview did not citing concerns about excess traffic using it to gain access to their parking lot and using it as a thru to Crenshaw Way. A copy of both letters has been attached as Appendix “C”. Planning and Development believes that concerns related to thru traffic can be addressed by on site traffic calming mitigation, installed by the condo association (ie speed bumps extra curbing etc) to deter people from using it. They noted that this is an existing problem so mitigation may be necessary with or without changes to Centennial Blvd. Further, in conjunction with extending no parking areas as recommended in the attached Appendix “D”, our traffic engineer feels this could function well as an alternative to going around the block. Council has three options they can task administration with moving forward on: 1. Leave the situation as currently exists, but extend no parking zones as per the recommendation in Appendix “D”. 2. Recommend that administration move forward with detail design and cost estimates to install the proposed solution as show in Appendix “A”, to be done in this year’s budget or budgeted separately for 2018. 3. Task Administration with following up with further public participation including reviewing the option at a future open house to engage people outside of the condos. Once complete bringing a recommendation back to a future Committee meeting. 2 Page 6 of 164 Planning and Development Managers’ Report Committee of the Whole Report June 19, 2017 Recommendation: “That Council endorse option 2 to move forward to detail design and costing.” 121 8th Avenue North-Two Semi Detached Discretionary Uses Planning has received an application to construct two semi-detached dwellings at 121 8th Avenue North to replace an existing derelict house. The application meets all requirements in the zoning bylaw as the applicant has two 50’ properties and is providing both garage and driveway parking for all units. These uses would be considered discretionary use and require an ad in the paper as well as a mail out to people living within 100m. A number of other re-development projects have taken place in these core areas (map attached). All have been successful and the City has received no complaints about any after they have been constructed. Planning is in favor of this type of development as it provides more affordable housing and replaces derelict houses in older neighborhoods. Information regarding the application is attached as Appendix “E”. Recommendation “Council endorse Planning and Development to move forward with public engagement and the discretionary use process.” 3 Page 7 of 164 Planning and Development Managers’ Report Committee of the Whole Report June 19, 2017 Subdivision of 930 Centennial Blvd Planning has received an application to subdivide a portion of 930 Centennial Blvd. This makes up part of the Avatex site. The developer is currently working with a retailer who is interested in constructing a large retail establishment on the north east corner of the site. The use will be coming to a future Committee meeting however, for the time being the developer is keen to get the subdivision approved.
