1 INTRODUCTION

1.1 The Commission

1.1.1 WSP | Parsons Brinckerhoff (WSP | PB) has been appointed by Pembrokeshire County Council (PCC) to prepare a School Travel Plan (STP) for the Ysgol Bro Gwaun Secondary School in Haverfordwest, Pembrokeshire. The school does not currently have a STP, nor are there any travel initiatives in place.

1.1.2 The STP will be submitted as part of the planning application to PCC in support of the school redevelopment.

1.2 Development Context

1.2.1 The proposed redevelopment at Ysgol Bro Gwaun comprises a new classroom block to the north east of the existing school buildings. This block is intended to link with the existing hall/kitchen wing. The existing dining hall, main hall and kitchen facilities will be retained and refurbished. The school will also retain its current site access arrangements.

1.2.2 Following the completion of the new classroom wing, the redundant sections of the old school will be demolished. As a result, the school will be of comparable gross floor space as the existing.

1.2.3 Following the completion of the redevelopment, it is intended that the sixth form facilities currently provided at the site will be relocated elsewhere within the county. Consequently, the number of pupil attending the school is projected to fall from 557 (August 2015) to 525, with the school age intended to be between 11 – 16.

1.3 Structure of the School Travel Plan

1.3.1 This document will draw on questionnaire data from the existing school in order to establish existing travel mode characteristics. This will guide the development of the STP, which will be implemented at the school. It comprises the following chapters:

2 POLICY CONTEXT

2.1 Introduction

2.1.1 A School Travel Plan is a document that aims to:

2.2 Summary

2.2.1 This section outlined the national and local policies and how management of transport needs and sustainable transport is presented at both levels. In summary, there are two clear transport objectives that need to be considered:

3 EXISTING CONDITIONS

3.1 Introduction

3.1.1 This section of the STP provides an overview of the existing conditions at the site, presenting an overview of the site location and local highway system. It will also identify existing sustainable transport provision, operational characteristics of the school, and a review of the collision data.

3.2 Site Location and Local Highway

3.2.1 The school site is located on the outskirts of , Pembrokeshire, approximately 800m north-west of the High Street. The school is predominantly surrounded by greenfield land. Fishguard Leisure Centre is located adjacent the school, utilising the same access road as the school.

3.2.2 Vehicles access the school via the designated access road from the A487 Vergam Terrace, which also accesses the leisure centre. This road has a speed limit of 10 mph, and several speed bumps are present. The road is well lit, and has a wide footway running along its eastern side (approximately 2.5m in width), as seen in Figure 1.

3.2.3 The A487 intersects with the A40 west of the site, which is the arterial highway through Pembrokeshire. To the east, the A487 forms the Fishguard High Street. The road layout is shown in Figure 2.

3.3 Walking and Cycling

3.3.1 The A487 has a wide pedestrian footpath on both sides of the carriageway, approximately 2.5m wide, leading towards the school. Currently, there are no controlled crossing points along the A487 for pupils to access Heol Dyfed. As part of the Active Travel consultation with the police service, a controlled pedestrian crossing point has been suggested along Heol Dyfed, allowing pupils to cross from Pen-yr- Aber. A detailed feasibility study and consultation with the South Wales Trunk Road Agent (SWTRA) will have to be carried out to assess the siting of the suggested controlled crossing.

3.3.2 A crossing patrol is present during the morning and afternoon school gate periods at the Holy Name School junction. Site observations suggest that the patrol has to cross the road between parked cars; raising safety concerns (see section 3.6). Consequently, a build-out has been suggested by the police service, which will be included in the Integrated Network Map, as part of the Active Travel process.

3.3.3 The footway along Heol Dyfed is of reasonable state of repair. The footpath along the west side of the road is segregated from the highway by guard rails. The footpath on the eastern side has narrow pinch-points caused by telephone poles, with a width of approximately 1m.

3.3.4 The school is bound by 2 National Cycle Network (NCN) routes; NCN 4 and NCN 47. NCN 4 is a traffic free route running between St Davids and Fishguard, while NCN 47 primarily runs along quiet minor roads with some traffic free sections between Newport and Fishguard. As seen in Figure 3 (taken from Sustrans website), NCN 4 crosses the A487 west of the school. The crossing is un-signalised, with tactile paving and drop-down kerbs, as seen in Figure 4. This provides pedestrians and cyclists with a safe route from the Goodwick area to the school.

3.3.5 Fifteen cycle parking spaces are provided on site. These racks are sheltered, and are provisioned with CCTV security.

3.4 Sustainable Transport

3.4.1 Fishguard & Goodwick Train Station is located approximately 1km to the north-west of the school. Services from the station are limited, the major interchanges being Haverfordwest and Carmarthen. Services to each of these stations are infrequent, departing to and from Fishguard 4 times per day.

3.4.2 There are 2 bus stops located within close proximity of the school site along the A487. The eastbound stop is located adjacent the school access road, while the westbound stop is located between the Heol Dyfed and Bryn y More Lane junctions with the A487. These are both un-sheltered bus stops. The operating details are presented in Table 1.

3.4.3 The school is also served by 8 school buses, 4 of which are mini-buses. As seen in Figure 5, these buses have dedicated parking bays at the north-west corner of the site.

3.5 Operational Characteristics

3.5.1 There are currently 557 (August 2015) pupils attending the school, aged between 11 and 18, including sixth form students. The school also has 75 Full Time Equivalent (FTE) staff. The catchment area for the school is large, covering the majority of northern Pembrokeshire, as seen in Figure 6.

3.5.2 Postcode data demonstrates that a large proportion of pupils live in the Fishguard area, and in residential clusters such as , Little Newcastle, Trecy, and Puncheston (further analysis presented in Section 4).

3.5.3 The school is open between 07:30 and 18:30 Monday to Friday, unless its facilities are booked for public use. Pupils are required to be at the school for registration by 09:00, while the last lesson finishes at 15:15 in the afternoon.

3.5.4 The school does not currently have an active School Travel Plan.

3.5.5 There are 42 designated parking spaces at the school, 38 of which were reserved for the staff, 2 for visitors, and 2 are disabled parking bays. As seen in Figure 7, this is insufficient, resulting in staff members parking in undesignated areas, as well as the Leisure Centre car park.

3.5.6 Pedestrians can access the school from a number of routes, the primary ones being along the footpath running along the designated access road, and from Heol Dyfed. Figure 8 demonstrates these access routes.

3.5.7 Pupils also access the school from NCN 4 via an undesignated access point, as seen in Figure 9. This route is unkept, and not a designated access point. Further, this

route is not lit, nor does it have any natural surveilance (i.e. it is not overlooked by any frontages).

3.5.8 Similarly, pupils can access the school via Bryn y More Lane and Heol Dyfed, as seen in Figure 10.

3.5.9 As was shown in Figure 5, the school buses park in a designated area while picking- up and dropping-off pupils. This area is located in the north-west corner of the site. During the school gate times, pupils who travel to school by bus enter and exit the school via the north-western end. This removes the need for pupils to walk through the car-park, therefore minimising conflict with vehicles.

3.5.10 All other pupils enter the school building from the east. The zebra crossing, shown in Figure 11, provides pupils with a safe crossing point within the school grounds, however the paint marking the crossing is severely faded.

3.6 Collision Review

3.6.1 The most recent 5 year Personal Injury Collision (PIC) data has been obtained from Pembrokeshire County Council (PCC) for the local highway network surrounding the school. The data covers the period between 1st of September 2010 and 1st of August 2015.

3.6.2 A review of the data show that only 2 collisions were recorded within the study area.

3.6.3 Both collisions were recorded as serious and involved a pedestrian. The records indicate that one incident involved a 2 year old child, who slipped out of his mother’s hold and walked into the near side of vehicle travelling along Vergam Terrace. This collision occurred in 2011 during wet conditions.

3.6.4 The other collision involved the crossing patrol lady who is recorded as stepping out into highway to direct traffic, and was subsequently struck by vehicle who failed to stop in time. This collision occurred in 2014, during the AM school gate time.

3.6.5 A plan and full collision data is provided in Appendix A.

3.7 Safe Routes to Trunk Road Schools

3.7.1 In 2015, the WG announced a 3 year programme to improve safety at more than 40 schools on trunk roads. The results of the initial study recommend a part-time 20mph speed limit along the A487 trunk road. This will be in conjunction with a full time 20mph speed limit through Fishguard.

4 CONSULTATION ANALYSIS

4.1.1 A public consultation was undertaken at the school on the 24th of February between 15:15 and 16:15 (see Figure 12). The event was publicised to parents and pupils via text message (sent by the school), however it did not succeed in attracting any respondents.

4.1.2 The public consultation was supplemented by questionnaires which were distributed to pupils and staff between 15th and 24th of February. The following results have been obtained, and will help shape the measures outlined in section 6.

4.1.3 The questionnaire was comprised of 11 questions, and can be found in Appendix B.

4.2 Pupils

4.2.1 A total of 261 individuals responded to the questionnaires, representing 47% of the total pupils attending the school. Post-code data demonstrated that the majority of pupils live near the school, primarily in Fishguard and the Goodwick areas. In addition, several residential cluster sites have been identified, including Letterston, Little Newcastel, Trecy, and Puncheston (see Appendix D).

4.2.2 In terms of travel mode to school, Figure 13 demonstrates that the main mode of transport to the school was private car (31%) and school bus (30%). Over a fifth of pupils walked to the school.

4.2.3 When asked whether they would consider travelling to the school by another means of transport, 67% said no, while only 33% said yes.

4.2.4 When asked what mode of transport they would prefer to use, a total of 110 pupils responded.

4.2.5 As seen in Figure 14, the preferred mode of transport by pupils was the private car, accounting for almost 40% of travel, while 36% used non-motorised transport (walk and cycle). Car share, and service bus were both perceived as an undesirable mode of transport.

4.2.6 As seen in Figure 15, the greatest factor in determining the way pupils travel to school was convenience, accounting for 58%. Six individuals who stated ‘Other’ stated that they enjoyed walking and cycling, while the remainder did not have any other viable mode. Fifteen percent of respondents highlighted travel time as the main factor, while only 9% stated that cost was the main contributing factor.

4.2.7 Figure 16 demonstrates the response to the question “What would make walking more attractive?” A quarter of the respondents stated that having someone to walk with would achieve this, while another quarter stated that improved pavement would.

4.2.8 Of the 62 individuals who stated other, 36 stated that distance was too great to walk. One individual stated that improved pavements would make walking more attractive, while the remainder stated that poor weather conditions was the greatest disincentive to walk.

4.2.9 As seen in Figure 17, the primary factor in making cycling more attractive was centred around safety. Indeed, 30% highlighted more cycle lanes, and 25% highlighted safer cycle routes as the main incentives (both of which can be seen as safety centric). 11% stated that additional storage facilities would make them cycle more. As part of the development plan, this additional storage is likely to comprise a mix of improved storage facilities for both bikes and associated cycling gear.

4.2.10 Of the 52 individuals who stated ‘Other’, the primary obstacle to cycling to school was distance.

4.2.12 In terms of car-sharing, 65% of respondents stated that sharing with a friend would make it a more attractive travel option, as seen in Figure 19. In terms of sharing with someone near, 25% stated that they would consider it, while 10% stated that they would not like to share a car.

4.3 Staff

4.3.1 A total of 38 staff members completed the survey, 8 of whom were in part-time employment. Based on post-code data, the only staff residential cluster area is Haverfordwest. However, there are instances where individual staff members live along the same route to the school (such as the A40).

4.3.2 As seen in Figure 20, a significant majority of respondents travel to school by car. The only other mode of transport used was walking, and car share. Two individuals stated that they alternate between private Car and Car Share, while 1 stated that they alternate between Walking and Private Car.

4.3.3 When asked what mode of transport they would prefer to use, 2 individuals stated that they would only consider car sharing, while another 4 stated they would consider car sharing or service bus. One individual stated they would like to travel on school bus, while four respondents stated that they would consider walking, as shown in Table 2.

4.3.4 As seen in Figure 21, the greatest contributing factor to why staff choose to travel by their current mode was convenience, accounting for 52% of the responses. Cost of travel was only seen as consideration by 1 individual, while safety was not mentioned at all. The ‘Other’ factors include school run, and lack of viable alternative.

4.3.5 When asked what would make walking more attractive, the majority of respondents stated it was not a viable option due to distance. For those who it was viable, the majority of staff stated that safer crossing points would improve attractiveness, as seen in Table 3.

4.3.6 Similar to the pupils, safety improvements would have the greatest impact on the attractiveness of cycling (i.e. more cycle lanes, and safer cycle routes). Factors identified as ‘Other’ include ‘too many bags to carry’, and ‘not viable due to distance from the school’. The results are summarised in Figure 22.

4.3.7 In terms of more attractive bus service, increased frequency of service was identified as the most important factor by 40% of respondents. Alternative bus routes was identified by 14% of respondents, while 12% identified cheaper tickets as most important factor in increasing attractiveness of travelling by bus.

4.3.8 As seen in Table 4, 40% of respondents stated that sharing with someone near would make car share more attractive. Five individuals said car share was not viable due to conflicting working hours. ‘Other’ reasons include ‘too much baggage to carry’, and not wanting to share a car.

5 DEVELOPMENT PROPOSAL

5.1 Overview

5.1.1 This section of the STP sets out the proposed redevelopment including the scale of the redevelopment, building layout, and parking locations.

5.2 Development Description

5.2.1 The proposed redevelopment aims to provide 21st century learning environment in Fishguard for pupils ranging from 11 and 16 years of age. The proposed redevelopment will reduce the number of pupils attending the school from 557 to 525, as the existing sixth form will be discontinued.

5.2.2 The proposed redevelopment will include the introduction of a new extension building to the north-west of the existing building. The existing dining hall, mail hall, and kitchen facilities will be retained and refurbished.

5.2.3 A new Learning Resource Centre and a Portfield School Satelite Unit will be introduced onto the site. It is intended that the school floorspace will remain comparable to the existing.

5.2.4 The redevelopment process will be completed over 3 phases. A possible phasing plan is provided in Appendix C.

5.2.5 Access to the site will be along the unclassified road which currently passes the Leisure Centre. The existing access along Heol Dyfed will be restricted to vehicles.

5.3 Parking provision and drop-off/pick up arrangements

5.3.1 There will be 55 on site parking bays, including 4 for disabled parking . This is an increase on the existing 42 space provision at the school. The existing leisure centre car park will also continue to be utilised as an over-spill parking area (currently provisioned with 77 parking spaces).

5.3.2 A total of 6 special educational needs (SEN) pupil pick-up and drop off spaces will be provided at the northern end of the site, adjacent the proposed new block. It has been confirmed with PCC that this will be sufficient.

5.3.3 Up to 60 cycle parking spaces will be provided, which is an increase of 45 spaces compared to the existing. The existing pupil and staff changing/shower facilities will be retained.

5.3.4 School bus parking bays will be provided adjacent the overspill leisure centre car park. The bays will be sufficient to accommodate the existing provision of:

 1 x 70 seat bus  2 x 53 seat bus  3 x 33 seat minibus  2 x 25 seat minibus

5.3.5 Emergency vehicle access will be at the front of the school. Delivery vehicles will access the back of the school via the proposed staff car park.

6 SCHOOL TRAVEL PLAN INITIATIVES

6.1 Objectives

6.1.1 The principal aim of the School Travel Plan is to promote sustainable travel and to widen travel choices for pupils, parents and staff. The STP would also work towards reducing the impact the school has during gate periods.

6.1.2 The specific objectives of this STP are:

 Minimise amount of car traffic generated by the school  Improve awareness of travel options for pupils/staff  Increase incentives to use more sustainable travel modes  Promote and raise awareness of the benefits of healthier and more environmentally-friendly travel  Ensure pupils, parents and staff are aware of the STP and its purpose

6.1.3 The initiatives of this STP have been developed in line with the results of the public consultation outlined in Section 4.

6.2 Walking and cycling initiatives

6.2.1 As mentioned in Section 3, the majority of the pupils live in and around Fishguard. This provides ample potential for increasing the number of pupils walking and cycling to the school.

6.2.2 Based on the feedback from the questionnaires, addressing safety concerns was identified as a potential intervention to increase the number of pupils and staff that choose to walk and cycle.

6.2.3 Increasing the number of pupils and staff walking to the school will have a number of benefits, such as reducing chance of obesity, increased independence, and improved mental and physical health. Figure 24 identifies recommended initiatives which could be implemented to encourage journeys on foot and by cycling.

6.3 Car-share initiatives

6.3.1 As mentioned in Section 3, the only staff residential cluster area is Haverfordwest. However, there are instances where individual staff members live along the same route to the school. As a result, a possible approach to car sharing would be to organise a pick-up point, where the individual living furthest from the school picks others up on the way.

6.3.2 There are a number of pupil cluster areas, including Letterston, Little Newcastle, Trecy, and Puncheston (see Appendix D). This provides ample potential for car sharing amongst pupils being driven by parents.

6.3.3 The questionnaires also identified that sharing with a friend or someone near would make car sharing a more attractive mode of transport. Research undertaken by the Department of Transport (Making Car Sharing and Car Clubs Work) indicates that organisations which implement an effective car share scheme increases multi- occupancy car use by 21%1. With that in mind, Figure 25 presents the recommended initiatives for a car sharing scheme.

Car sharing database

A common issue with car sharing schemes is lack of knowledge regarding who they can possibly share with.

The school could explore possibility of developing an internal database. The larger the number of registered sharers, the greater the chance of identifying common journeys, and thus making car sharing a viable travel option. This data base could be extended to include staff members at the Leisure Centre, Holy Name School, and Ysgol Glannau Gwaun school. Separate database will be provided for pupils and staff members.

In addition, the national car sharing website LiftShare is available at https://liftshare.com/uk, which could cater for staff who cannot find a matching journey based on the internal database.

6.3.4 To ensure that these initiatives come into fruition, it is recommended that a Car Share Champion, and Car Share Co-ordinator is appointed from within the school. The staff members that currently travel by car-share could also act as ambassadors, and raise awareness.

6.4 Marketing and Promotional Initiatives

6.4.1 To maximize the effectiveness of the STP, it is essential for the Plan to be clearly visible to the school pupils and staff that attend the school. Along with promoting the Plan to pupils and staff members, it is equally important to raise awareness to parents. To achieve this, some key initiatives have been identified in Table 5.

7 IMPLEMENTATION AND MONITORING

7.1 Introduction

7.1.1 This section identifies key stakeholders who will be involved in the implementation of the Travel Plan. It sets out key responsibilities for those involved and set out a framework for implementation, monitoring, and evaluation.

7.2 Key Stakeholders

7.2.1 For the effective implementation of these objectives, a number of key stakeholders have been identified. These are:

Travel Plan Coordinator

7.2.2 The Travel Plan Coordinator (TPC) (usually a member of staff whom dedicates a few hours per month) will be responsible for the effective implementation of the School Travel Plan and the measures it contains. The TPC will also be responsible for promoting sustainable travel information to pupils, staff and parents. Providing personal journey planning advice, and encourage participation in national and local events, such as Bike Weeks.

7.2.3 The TPC should liaise with the Local Highway Authority on a regular basis to:

 Obtain information and share ideas,  Review the School Travel Plan on a periodic basis (usually annually) to monitor is effectiveness and to agree new measures required to meet the Travel Plans aims, objectives and targets.

7.2.4 The Travel Plan Coordinator will also need to liaise with other interested parties as part of their role, including parents, pupils, staff, local residents, and neighbouring land uses (such as the Leisure Centre).

7.2.5 The monitoring of the STP is also a key consideration for the TPC. As a result, it is necessary to undertake periodic surveys of the travel habits of the people that the STP applied to. An annual travel mode survey should be undertaken for both staff and pupils.

Travel Plan Working Group

7.2.6 The nature of an STP means that it is a ‘living’ document that will only be successful if it is supported by an active school Travel Plan Working Group (TPWG). Upon completion of the STP, securing ‘by-ins’ from stakeholders is a key component of its success. Consequently, measures should be taken to include pupils, parents, school governors, and staff in the monitoring and the implementation of the TP.

7.2.7 It is recommended that the TPWG should meet once per term to monitor the success of the STP. In addition to these meetings, it may be necessary to convene to respond to any traffic and transport issues relating to travel planning that may be forthcoming at Ysgol Bro Gwaun.

7.4 Monitoring and Review

7.4.1 Monitoring and reviewing the Action Plan regularly enables the school to highlight any issues that may need to be addressed, targets to be reassessed and, very importantly, the successful action points to be celebrated. The process of monitoring and reviewing is a key motivation tool and, if used wisely, reinforces the positive actions being taken by the school community as a whole.

7.4.2 As a result, it is suggested that the STP should be reviewed every 12 months by the TPC. A document should be produced for the review, presenting up-to-date travel to school data, as well as an Action Plan Progress sheet. The STP should be flexible to reflect any amendments presented in the review to be incorporated.

7.4.3 Hand up surveys in classes is an easy way of gaging pupil involvement, and/or up-to- date travel to school data. These should be conducted every term by registration teachers.

7.4.4 A three year Action Plan re-write is also suggested, to ensure that the Plan remains co-ordinated and relevant.

7.5 SMART Targets

7.5.1 To achieve the objectives identified in Section 7.4, it is necessary to define a series of targets which define specific goal to be reached at a certain point in time. These goals need to be SMART – Specific, Measurable, Agreed upon, Realistic, Time- bound;

 Increase the number of pupils walking to school from existing 21% to 25% by start of 2018 school year

 Increase the number of pupils car-sharing from 2% to 10% by start of 2018 school year

 Increase the number of staff walking to the school to 20% by start of 2018 school year

 Increase number of staff car sharing from 1% to 30 % by start of 2018 school year
