DRAFT November 7, 2020 Electoral Board General Election Canvass The canvass was called to order Saturday, November 7, 2020, at 12:04 p.m.by Chairman Richard Rawls. Others present were Vice-Chairman, Phillip Wolf; Secretary, Sandy Molineaux; and General Registrar, Walt Latham. Also present representing the York Poquoson Democratic Committee was LeRoyce Bratsveen. A DS200 was set up to vote the accepted provisional ballots. The seal (#451598) was broken. Forty eight non absentee ballots were identified. (Closed Session) At 12:16 p.m. Chairman Rawls moved to go into closed session to further review provisional ballots. (Open Session) At 2:28 p.m. Secretary Molineaux moved to return to open meeting session for a break. The motion was approved by a unanimous voice vote. We certify that the York County Electoral Board convened a closed meeting on November 7, 2020, pursuant to an affirmative vote in accordance with the provisions of the Virginia Freedom of Information Act and that Section 2.2-3712 of the Code of Virginia requires a certification by this Board that such closed meeting was conducted in conformity with Virginia law. The York County Electoral Board further certifies that, to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by the board in the closed meeting. (Closed Session) At 2:48 p.m. Chairman Rawls moved to return to closed session to continue review of provisional ballots (Open Session) At 4:08 p.m. Chairman Rawls moved to continue discussion of provisional ballots. (Open Session) At 5:02 p.m. the Board voted to accept the provisional ballots Vice-Chairman Wolf voted the accepted provisional ballots.
