Senator Millner offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 544

WHEREAS, The law enforcement profession requires police officers to perform their duties in constant high-stress situations involving physical and psychological trauma, as well as daily exposure to human indecency and pain; and

WHEREAS, The Illinois Suicide Prevention Resource Center 2005 report indicates that the Illinois suicide rate is 9.1 per 100,000 people; firearms represent the leading method of suicide, while males account for 81% of Illinois suicides; and

WHEREAS, A 2009 study compared more than 30 studies and concluded that the national rate of police officer suicide is 17 per 100,000 officers; and

WHEREAS, An informal survey conducted in 2008 at a major metropolitan police department in Illinois indicated that, of 142 responding officers, 85% reported knowing someone in law enforcement who had attempted suicide; and

WHEREAS, The maintenance of a police force and the carrying out of their official duties is of utmost importance to the health, safety, and welfare of all citizens of the State of Illinois; and

WHEREAS, It is in the best interest of the people of the State of Illinois to support the health of its law enforcement officers so that they may perform their duties to the best of their abilities; and

WHEREAS, The Illinois Law Enforcement Training Standards Board is responsible for police training and education throughout the State of Illinois; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Law Enforcement Training Standards Board shall convene a Task Force on Police Officer Suicide in Illinois within one month after the adoption of this resolution to study and evaluate all available data on the subject and submit its findings and make recommendations for what action, if any, may be necessary to prevent police officer suicide in the State of Illinois; and be it further

RESOLVED, That the Task Force shall be composed of at least 10 members, and appointed as follows: (1) one designee from the Illinois Law Enforcement Training Standards Board, (2) one designee from the Illinois Law Enforcement Education Foundation, (3) one designee from the Illinois Critical Incident Support Team, (4) one designee from the Illinois Fraternal Order of Police, (5) the U.S. Attorney for the Central District of Illinois or his designee, (6) one designee from the Illinois Association of Chiefs of Police, (7)one designee from the Illinois Sheriffs Association, (8) one designee from the Chicago Police Department Peer Support program, (9) one designee from the State chapter of the National Alliance for the Mentally Ill, (10) one designee with expertise in conducting academic studies, and (11) any other members as the chair may designate; the chair shall be elected from the membership; and be it further

RESOLVED, That the members of this Task Force shall serve without compensation, but shall be reimbursed for expenses necessary to complete its task; and be it further

RESOLVED, That the Board shall, after consideration of the report of the Task Force, submit to the General Assembly for its consideration, no later than December 31, 2012, its recommendations for what action, if any, may be necessary to prevent police officer suicide in the State of Illinois.

Senator Link offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 545

WHEREAS, In a time of rapid change and innovation, our education system is struggling to keep the peace; and

WHEREAS, Ensuring that all children are healthy, safe, engaged, supported, and challenged should be a State priority; and

WHEREAS, The global marketplace is a reality; yet, as demands for a highly skilled and educated workforce and citizenry grow, too many communities have narrowed the curriculum, eliminated or reduced support for families, and failed to develop the talent of their youth; and

WHEREAS, Research and common sense tell us that children must be healthy; safe; actively engaged [January 31, 2012] 10 in learning and in their communities; supported by caring, qualified, effective adults; and challenged to think both critically and creatively to achieve long term success; and

WHEREAS, Each child, in each school, in each of our communities deserves a rich, rigorous, education which prepares him or her for meaningful employment, further education, and active participation in our global society upon graduation; and

WHEREAS, We can do better; our children deserve it; our future demands it; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we hereby designate March 2012 as "Illinois Whole Child Month" in the State of Illinois; and be it further

RESOLVED, That we encourage parents, educators, and community members to support a whole child approach to education for each student; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Illinois Association for Supervision and Curriculum Development as a symbol of our support.

Senator Delgado offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 546

WHEREAS, Prescription drug abuse has recently been classified as an epidemic by the Centers for Disease Control and Prevention; and

WHEREAS, The consequences of our nation's fastest growing drug problem are spreading throughout Illinois, particularly in metropolitan areas; and

WHEREAS, Between 2004 and 2008, the estimated number of emergency department visits linked to the non-medical use of prescription pain relievers doubled; and

WHEREAS, The increase in the percentage of admissions for abuse of pain relievers spans every age, gender, race, ethnicity, educational level, employment level, and region of the State; and

WHEREAS, Many individuals who misuse prescription drugs, particularly teens and some parents, believe these substances are safer than illicit drugs because they are prescribed by a healthcare professional and dispensed by a pharmacist; and

WHEREAS, According to the 2008 National Survey on Drug Use and Health, among persons aged 12 or older who used pain relievers non-medically in the past 12 months, 55.9% got the pain relievers they most recently used from a friend or relative for free; and

WHEREAS, Drug-induced deaths now outnumber gunshot deaths in America and are fast approaching motor vehicle crashes as the leading cause of injury-related death; and

WHEREAS, The Obama Administration recognizes the need to balance prevention, education, and enforcement, with the need for legitimate access to these controlled substances; and

WHEREAS, The 2011 Prescription Drug Abuse Prevention Plan reflects a national consultation process through which the Director of National Drug Control Policy consulted with mayors, health care professionals, law enforcement officials, and other local community leaders to identify the best approaches to use in combating prescription drug abuse; and

WHEREAS, As a result of numerous visits to communities ravaged by prescription drug abuse, President Obama's Prescription Drug Abuse Prevention Plan reflects a multifaceted approach that brings [January 31, 2012] 11 together a variety of federal, state, local, and tribal entities; and

WHEREAS, The Prescription Drug Abuse Prevention Plan highlights 4 elements to help reduce the abuse of prescription drugs: education, prescription drug monitoring programs, proper medication disposal, and enforcement; and

WHEREAS, The policies outlined in the Prescription Drug Abuse Prevention Plan, when implemented, should reduce public spending while improving public health; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the declares June 2012 as Prescription Drug Abuse Awareness Month in the State of Illinois and recognizes the Prescription Drug Abuse Prevention Plan's call to:

1) educate the public about the dangers of abusing prescription drugs; 2) implement and enhance prescription drug monitoring programs in every state; 3) decrease the supply of unused prescription drugs in homes; and 4) provide law enforcement with the tools necessary to eliminate improper prescribing practices and stop "doctor shopping" and drug-seeking behaviors.

Senator Frerichs offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 558

WHEREAS, In 1961, a new major in Agricultural Communications was formed within the General Education curriculum at the University of Illinois at Urbana-Champaign, then in 1966 became a 4-year curriculum; through a joint agreement, the College of Journalism and Mass Communications provided a core of professional courses for agricultural communications students; and

WHEREAS, In the late 1960s, a new Agricultural Communications Industry Advisory Committee was formed; members represented agricultural publications, broadcast stations, agricultural marketing firms, agricultural commodity and farmer organizations, and advertising and public relations firms that served agricultural clients; and

WHEREAS, By the 1970s, a strategic plan for the academic program resulted in development of 7 new agricultural communications courses; and

WHEREAS, The University of Illinois students collaborated with those from the University of Missouri and Iowa State University to lay the foundation for forming the national Agricultural Communicators of Tomorrow (ACT); and

WHEREAS, In the 1980s, the Agricultural Communications program launched several major international initiatives; through a new program for Agricultural Communications Education (PACE), University of Illinois personnel worked with colleagues at universities in Indonesia, Philippines, Australia, Pakistan, and the West Indies to plan and strengthen academic programs in this field of interest; and

WHEREAS, Agricultural Communications faculty members helped form a new interdisciplinary International Program for Agricultural Knowledge Systems (INTERPAKS) within the College of Agriculture; and

WHEREAS, In the 1990s, Academic programs and faculty members in Agricultural Communications, Agricultural Education, and Extension Education became part of a new Department of Human and Community Development in a restructured College of Agricultural, Consumer, and Environmental Sciences; and

WHEREAS, In the early 2000s, there was an erosion of Agricultural Communications faculty and staff positions due to budget squeezes, unfortunate timing, programmatic decisions and organizational restructuring, but at the same time, enrollment in the curriculum remained strong; and

WHEREAS, In 2007, members analyzed future needs and confirmed the growing importance of the academic program in Agricultural Communications at the University of Illinois; their report served as a foundation for a Memorandum of Understanding; and

WHEREAS, A core of 3 Agricultural Communications faculty members would include a new endowed chair to be established through external funding and to provide sustained leadership for the program; and

WHEREAS, In the late 2000s, a new joint-college Agricultural Communications Program Committee was established and began efforts for transition; a joint committee of faculty members developed a strategic vision for the program, "Six Dimensions for a Center for Excellence in Agricultural Communications at the University of Illinois."; and

WHEREAS, During 2010, the Illinois Board of Higher Education approved the Bachelor of Science degree in Agricultural Communications and formalized the new dual academic program; also, a joint committee of the 2 colleges developed a governing document, based on the Memorandum of Understanding, which outlined the mission, governing powers, administrative and academic structure, and provisions for changes to the Agricultural Communications program; and

WHEREAS, Enrollment in the Agricultural Communications curriculum continued during the early 2010s and was at 50-plus students with excellent talents and strong professional interest; the Illini Chapter of Agricultural Communicators of Tomorrow (ACT) experienced growth and increased service to members through enhanced student involvement and effective advisor support; and

WHEREAS, by 2011, the Agricultural Communications Documentation Center was expanding research resources and mission with Resources in the Center passing the 37,000-document mark; documents in this unique collection involved agriculture-related communications in more than 170 countries; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we designate February 17, 2012 as Agricultural Communications Day in the State of Illinois.

RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Article IV of the Illinois Constitution by changing Section 6 as follows:

ARTICLE IV THE LEGISLATURE SECTION 6. ORGANIZATION (a) A majority of the members elected to each house constitutes a quorum. (b) On the first day of the January session of the General Assembly in odd-numbered years, the Secretary of State shall convene the House of Representatives to elect from its membership a Speaker of the House of Representatives as presiding officer, and the Governor shall convene the Senate to elect from its membership a President of the Senate as presiding officer. A person may serve no more than a [January 31, 2012] 13 total of 10 years in any one of the following offices and no more than a combined total of 14 years in any 2 or more of the following offices: Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate; provided that service before the second Wednesday in January of 2015 shall not be considered in the calculation of a person's service. (c) For purposes of powers of appointment conferred by this Constitution, the Minority Leader of either house is a member of the numerically strongest political party other than the party to which the Speaker or the President belongs, as the case may be. (d) Each house shall determine the rules of its proceedings, judge the elections, returns and qualifications of its members and choose its officers. No member shall be expelled by either house, except by a vote of two-thirds of the members elected to that house. A member may be expelled only once for the same offense. Each house may punish by imprisonment any person, not a member, guilty of disrespect to the house by disorderly or contemptuous behavior in its presence. Imprisonment shall not extend beyond twenty-four hours at one time unless the person persists in disorderly or contemptuous behavior. (Source: Illinois Constitution.)
