Executive Summary • Contrary to the conventional view that the Scottish Parliament was created by a clear, consistent policy process, its founding blueprint betrays a confused, contradictory variety of approaches to the Parliament’s role in devolved governance. The influence of UK politicians and officials ensured that the Parliament, as established, was firmly within the ‘Westminster model’ family, especially in its relationship with the Executive. • In the Parliament’s first year, it sought to reconcile these various visions and the reality of its inherited statutory rules. It has had to review and adapt many procedures and practices in the light of experience, while seeking to retain the basic operational structure of its initial Standing Orders. • The centrality of political party involvement and competition within the Parliament has ensured a more adversarial, less consensual parliament than was suggested by some of the more idealistic rhetoric of the ‘new politics’. The success of the Parliament has been in synthesising these two pressures to produce a lively and very productive assembly, embracing genuine debate and disagreement within an ethos of collegiality unknown at Westminster. • The committees exemplified this trend, even though they faced greater workload and resource pressures, particularly due to the volume of Executive legislation, than was anticipated.

    HUMAN RIGHTS, COMMUNITY AND DEMENTIA: CREATING BETTER LIVES IN AYRSHIRE & ARRAN We know from experience that, very often it is local, grassroots organisations which have the most immediate impact on people living with dementia, their families and unpaid carers. The Life Changes Trust is holding a series of 14 collaborative learning events across Scotland to find out what matters most to people with dementia and those who care for them, at a local level. On the 26th, 27th and 28th November 2019, we visited Ayrshire & Arran and brought together people affected by dementia, the statutory and third sectors and the independent sector. On the 26th and 27th November, we hosted storytelling sessions in East, South and North Ayrshire for people with dementia, their unpaid carers, and professionals working in the field of dementia. These sessions were attended by 46 people, including 11 unpaid carers, and 4 people with dementia from Grange Care Home. This was the first time that we held a storytelling session with care home residents, and it was very interesting to have this different perspective. Six priorities emerged from these sessions. Day 2 focused on community connections with two social events, An Afternoon of Burns at the Burns Museum, and Festive Fun by the Sea in the Waterside Hotel in West Kilbride, attended by 73 people. The conference took place at Ayr Racecourse in Ayr on the 28th November, and was attended by 194 delegates, including people living with dementia and unpaid carers. These events were planned, designed and developed in partnership with local stakeholders in Ayrshire & Arran, highlighting the importance of taking a local approach to supporting people affected by dementia within a national policy context.

    East Ayrshire Community Planning Partnership Board Member Biographies Introduction East Ayrshire Community Planning Partnership Board (CPP Board) sets the strategic direction for Community Planning in East Ayrshire and ensures effective performance through robust scrutiny, partnership working and leadership. The CPP Board comprises member representation from all core Community Planning Partners as well as representatives from the community and voluntary sectors. The current CPP Board, established in 2015, comprises 24 Members and is chaired by Councillor Douglas Reid of East Ayrshire Council. Councillor Douglas Reid (Chair) Councillor Reid is the Leader of East Ayrshire Council. He was first elected in 1992 onto the former Kilmarnock and Loudoun District Council, and in 1995 was elected onto East Ayrshire Council. He was appointed Leader of the Opposition in 1999, and following the elections in 2007, he subsequently became Leader of the Council. He has a Degree in Town Planning which he obtained at Dundee University, following which he worked in Housing for 20 years, and was COSLA Spokesperson for Housing for three years. Councillor Reid is a lifelong supporter of Kilmarnock Football Club, he is a member of the Killie Trust and his local bowling club. He is married to Linsey and has three young children. His appointment to the Community Planning Partnership Board is as an East Ayrshire Council representative. Dr Martin Cheyne (Vice Chair) Chairman, NHS Ayrshire and Arran Board Martin is a Mechanical Engineer who spent virtually all of his career with ICI. Martin moved into sales and general management at Ardeer in Stevenston before working overseas until retirement. Martin retired in 2000, returning to Scotland and taking up a number of voluntary positions.
