WEATHER OUTLOOK (OCTOBER 29 - NOVEMBER 4, 2012) The dominant weather systems to affect the entire archipelago within the 7-day period are the prevailing Northeast Monsoon and the Tail-end of cold froht that will bring light rains over Northern Luzon, Visayas and Mindanao. October 29 to October 30: Generally sunny with some drizzle in the morning are expected particularly over the eastern section of the country especially Cagayan, lsabela, Aurora, Quezon, Bicol Region, Eastern Visayas, Surigao Provinces and Davao Oriental due to the Northeast Monsoon. NCR, Southern Luzon and the whole of Visayas will be windy and extra caution is highly recommended for sea travellers. October 31 to November 04: Northern Luzon will still have good weather condition on the 31 51 of October. From All Saints' Day (Nov. 1) to November 4, 201 2, light rains will be experienced over the area due to the expected passage of the tail-end of cold front. Eastern Visayas and the whole of Mindanao will have scattered rainshowers and thunderstorms due to the approach of a Low Pressure Area on Wednesday and Thursday (October 31 and November 1) and the tail-end of cold front on Friday until Sunday (November 2-4). Central and Southern Luzon including NCR and the rest of Visayas will be sunny with some drizzle in the morning. No tropical cyclone formation is expected during the outlook period. II. SITUATION OVERVIEW 12 October 2012: The National Disaster Risk Reduction and Management Council (NDRRMC), in observance of All Saints Day and All Souls Day, issued a memorandum to all Chairpersons, RDRRMCs/OCD Regional Directors and concerned agencies inviting them to a preparedness measures meeting for Undas 2012. 15 October 2012: The meeting dubbed "ALERTO UNDAS 2012", to formulate contingency plans and strategies for the upcoming All Saints and All Souls Day 201 2, review existing contingency plans for high-density population gathering (i.e. memorial parks, cemeteries, terminals, ports, malls etc.) and consolidate such plans and preparedness measures to avert possible hazards to the populace. NDRRMC issued another memorandum to NDRRMC Member Agencies for a second meeting on 18 October 2012, to discuss and finalize the Preparedness Plans/Measures for All Saints Day/All Souls Day 2012. 18 October 2012: NDRRMC Executive Director USEC Benito T. Ramos directed all Chairpersons, RDRRMC/OCD Regional Directors to maintain a 24/7 "RED ALE RT"

Following the agreements for the preparedness for All Saints/All Souls Day 2012 on the second meeting held, a small group meeting finalized the arrangement for the deployment of units that will ensure safe travel and peaceful observance of the event in Metro Manila. 22 October 2012: The NDRRMC Operations Center was upgraded from "BLUE" to "RED ALERT" STATUS with representatives from member agencies rendering duty on a 24/7 basis for prompt coordination, monitoring, and reporting within their specific concerns/ AORs. 25 October 2012: A dry run of operational deployment of medical teams from MMDA, BFP and PRC was conducted at the NDRRMC OpCen. Ill. INCIDENTS MONITORED A total of twenty-one (21) incidents were monitored, of which eleven (11) were vehicular accidents, six (6) were fire incidents, one (1) bomb threat, two (2) drowning incident, and one (1) encountered incident. 1. FIRE INCIDENT AT SLEX • On or about 2:15 PM, 1 November 2012 a grass fire incident occurred at SLEX and halted the traffic due to zero visibility. ACTIONS TAKEN Bureau of Fire Protection (BFP) responded to the incident. VEHICULAR INCIDENT IN ISABELA CITY, BASILAN • On or about 12:50 AM, 1 November 2012 a vehicular accident caused by over speeding involving a motorcycle occurred in Lower Lanote, lsabela City, Basilan • Two (2) persons were injured in the accident. ACTIONS TAKEN • Basilan Liason and RRI volunteers gave first aid to the injured involved in the accident 3. VEHICULAR INCIDENT IN TAGKAWAYAN, QUEZON • On or about 11 :45 AM, 1 November 2012 a vehicular accident occurred along Quirino Highway in Tagkawayan Quezon Province involving a (V1) Mitsubishi Lancer with plate no. PPW-841 driven by Danilo Arivalo and a (V2) Ten-Wheeler Truck with plate no. EVS-721. • Investigation disclosed that while traversing the Bicol bound track (V1 ), lost its control and occupied the opposite lane and bumped to V2 that is parked at the shoulder part of the road, injuring the passengers of V1 who are all residents of Marilao, Bulacan. • Casualties: DEAD-2

VEHICULAR INCIDENT IN PILA On or about 12:01 AM, 1 November 2012 a vehicular accident occurred in Pila, Laguna involving the following : Vehicle Plate No. Driver PUJ DXY-366 Rosel John Tobias Private Jeepney VCA-524 Mario V. ACTIONS TAKEN • The victim was immediately brought to Laguna Provincial Hospital for medical attention. 5. VEHICULAR ACCIDENT AT KM 57 NLEX On or about 8:10 AM, 1 November 2012, a multiple collision of five (5) vehicles occurred at KM 57+200 NLEX vicinity of Brgy. Sta. • On or about 11 :50 AM, 30 October 2012, a vehicular accident occurred along National Highway, Brgy. VEHICUL~R ~CCIDENT IN S~N M~NUEL, P~NG~SIN~N • On or about 5:35 PM, 31 October 2012, a vehicular accident transpired at Zone 1, Brgy. Bonifacio, San Miguel, Pangasinan • Based on investigation a Honda TMX 155 that was driven by Conrado F. Maminta Jr. was travelling to South direction when a Suzuki 125 x4 coming from opposite direction that was driven by Rogello D. Dacusin allegedly encroached the lane of Honda TMX 155 then suddenly collided with each other. Both motorcycles and drivers fell down at the middle of the road • Both drivers sustained multiple serious physical injuries.

~CTIONS TAKEN • Initial investigation disclosed that both vehicles were southbound when the Honda Civic momentarily stopped due to traffic congestion then the tailing Toyota lnnova hit/bumped the Honda Civic from the behind. As a result, the Honda incurred damaged on its rear portion while the Toyota incurred damage on its front portion. 9. VEHICULAR INCIDENT IN QUEZON On or about 10:20 PM 01 November 2012 a vehicular accident occurred in Brgy. San Agustin, Tiaong, Quezon when a motorcycle heading to the town proper hit another motorcycle headed to Brgy. San Antonio, Tiaong (opposite lane). Casualties DEAD-2

10. VEHICUL~R ~CCIDENT IN DEL G~LLEGO C~M~RINES SUR • On or about 02:45 PM 02 November 2012 a vehicular accident occurred in the vicinity of Andaya National Highway, Brgy. Comadaycaday, , Camarines Sur. • The Raymond passenger bus bearing plate number DVN 469 was driven by one Jose Fernando Don y Jaugan, a resident of Brgy. San Vicente, Angono, • The bus, carrying 42 passengers (including children) and two (2) crew was enroute to Cubao, Quezon City from San Jose, Camarines Sur. Upon reaching a downward and curved portion of the road within the vicinity of Brgy. Comadaycaday, Del Gallego, Camarines Sur the driver heard a loud noise from the bottom portion of the bus and subsequently lost control, causing the bus to run straight, cross the opposite lane, hit a mahogany tree and then fell off a shallow ravine about 1.5 meters deep. • Passengers were identified as follows: NAME AGE ADDRESS 1.Andres Perico y Doe (conductor, 36 Lagonoy, Camarines Sur married) 2. ~CTIONS TAKEN • Fifteen (15) passengers were brought to the Maria L. Eleazar Memorial Hospital in Tagkawayan, Quezon for medical treatment. • OCD V is coordinating with Camarines Sur PDRRMC and Del Gallego LGU for update on the condition of the victims and to render appropriate assistance should it be required. • OCD V continuously monitoring the progress of this incident. 11. VEHICULAR ACCIDENT IN TABUK CITY, KALINGA PROVINCE • At around 3:00PM 02 November 2012 a motorcycle fell approximately 50 feet off the San Antonio Canao Bridge resulting in the death of the driver, Jojo Laoang, 22 years old, resident of Purok 1, Bulanao, Tabuk, Kalinga Province.

~CTIONS TAKEN • All aircraft were cleared for departure by aviation security group after negative trace of any explosive. 14. INITIAL REPORT re FIRE INCIDENT IN PAGADIAN CITY • On or about 8:00 PM, 31 October 2012, a fire broke out in the neighbourhood along New Tudela Smith St. and Pulmones St. in San Pedro District, Pagadian City. • Based on investigation, the fire started when a candle was left unattended on the second floor of the house of a certain Teresita Poloyapoy. • A total of eight (8) infrastructures were destroyed of which six (6) were houses resulting to six (6) affected families, one (1) boarding house and one (1) warehouse. • Around 9:30 PM the Pagadian City Bureau of Fire Protection declared fire out. • No casualties by were reported.

~CTIONS TAKEN OCD Pagadian personnel immediately went to the scene of incident to have proper and accurate monitoring and information gathering. OCD Pagadian and the PDRRMC Zamboanga del Sur were closely monitoring and have coordinated with the Bureau of Fire Protection and Philippine Red Cross for any updates on the incident and for any assistance that the agencies can give to the affected families. 15. FIRE INCIDENT in BGRY. HOLY SPIRIT, QUEZON CITY • On or about 7:50 PM 01 November 2012 a fire incident occurred at #03 Sta. Catalina Street, Brgy. Holy Spirit, Quezon City. • Based on investigation, the fire started from a lighted candle in the house of a certain Gabrielito G. Guerrero. • A total of six (6) houses were burned, resulting to twelve (12) affected families. • Around 9:20 PM declared fire out. Estimated damages still to be determined. • No casualty reported. CTIONS TAKEN • OCD-NCR coordinated with QCFD for spot report. • OCD-NCR prepared and submitted the final report to OPCEN for information. • Responding agencies are BFP-Quezon City and other fire volunteers.

FIRE INCIDENT IN BRGY. 184, PASAY CITY • On or about 7:06 PM 01 November 2012, a fire incident occurred at 12 Haggins street Brgy. 184, Pasay City • Fire out declared at 8:00 PM • Cause of fire is still under investigation. • One (1) reported injury on the said incident. ACTIONS TAKEN • HEMS OPCEN Coordinated with Dr. Jose Marie Castro, RHEMS Coordinator CHD MM for the monitored incident who provided details of the event. • HEMS OPCEN continuous monitoring until fire declared out. 17. FIRE INCIDENT IN SOUTH CEMETERY MANILA • On or about 12:14 PM 02 November 2012, a grass fire incident occurred at South Cemetery, Manila. • Fire out declared at 12:26 PM. ACTIONS TAKEN • Engine 10 Sta. Ana, Manila responded on the said incident. 18. FIRE INCIDENT AT TALON 4 LAS PINAS CITY • On or about 10:55 PM, 02 November 2012 a fire incident occured at Sampaguita street, San Anotonio Valley, Talon 4, Las Pinas City involving residential house. • Fire out declared at 11 :43 PM. ACTIONS TAKEN • BFP Las Pinas led by SINSP Joel Diwata responded on the said incident. 19. DROWNING INCIDENT IN TABUK CITY, KALINGA • On or about 1:OOPM, 01 November 2012 a drowning incident occurred in Calanan, Tabuk City, Kalinga Province. • Darna Fateg, 30 years old went to the irrigation canal to wash dirty dishes, but at 3:00 PM, a family member went to the site to look for her and only to find the dishes and her slippers. • At around 10:30 PM last night, her body was recovered 600 meters away from her things. ACTIONS TAKEN • officials, local police and Tabuk CDRRMC rescue team conducted SAR operation. 0. DROWNING INCIDENT IN MOGPOG MARINDUQUE • On or about 2:00 PM 1 November 2012, a drowning incident occurred at Sitio Alugihib, Brgy. Magapua, Mogpog, Marinduque. • The victim was a 13 year old female identified as Lian Marie G. Marte, a resident of Brgy. Magapua, Mogpog, Marinduque. • The drowning was reported to the police by a concerned citizen seeking for police assistance. The body was recovered at around 3:50 in the afternoon of the same date and was immediately brought to the Provincial Hospital of Boac for medical assistance but was declared dead-on-arrival. ACTIONS TAKEN • PNP proceeded to the place led by P/S Inspector Dennis Reburiano together with the WASAR team to rescue the victim.

7 1. ENCOUNTER AND ARREST OF ROBBERY SUSPECTS IN AGUSAN DEL SUR • On 012130H November 2012, PRO Agusan del Sur sighted the suspects at P-3B. Barangay 1, San Francisco, Agusan del Sur. The two (2) suspects were arrested and identified as: Marlon Saroos Ginsod, 20 years old of P-5 Barangay Antongalon, Ampayon, Butuan City and Carlo Puasa Biona, 21 years old, of Purok 3B, Barangay 1, San Francisco, Agusan del Sur. • A civilian named Nardo Barises was wounded and rushed to the DO Plaza Memorial Hospital, Patin-ay, Prosperidad, Agusan del Sur for medical treatment. • Pursuit operation was conducted and eventually led to the arrest of Gaily Batas Margana, 20 years old, a resident of Purok 5, Poblacion Prosperidad. • Follow-up operation was conducted after intelligence report was received that the group of Jobert Brital Perez would strike a convenience store within Poblacion, San Francisco, Agusan del Sur. On 020230H November 2012, three (3) armed persons were sighted robbing Guysler Convenience Store. The PNP personnel responded and were immediately fired upon which resulted to a fire fight. The suspects lobbed hand grenade and wounded the three (3) PNP personnel namely: P01 Jezrel Paje, P01 Raymundo Villar and P01 James A. Pontillo. • Ondo Perez was apprehended together with his companion Jerome Darman Palay, 20 years old, a resident of Purok 1, Brgy 3, Santiago, Agusan del Norte, while the third suspect managed to escape. • On 020530H November 2012, an operation was launched to track down the other members of Perez's group that led to the apprehension of Ricardo Abas Baute, 43 years old, a resident of Purok 4A, Brgy 5, San Francisco, Agusan del Sur. • In the ensuing operation, another member of the group identified as Rolando Sabas Enggaling, 22 years old, a resident of Purok 2, Brgy Alegria, San Francisco, Agusan del Sur, was arrested on 020600H November 2012. ACTIONS TAKEN • PNP office is still conducting investigation to the suspect as well as witnesses in relation to the series of incidents.

NDRRMC Operations Center • "RED ALERT STATUS" from October 26- November 5, 2012 • Center for information and communications relevant to Undas 2012 Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) • Provide an update on the weather outlook during the period of UNDAS 2012 • Submitted a Weather Outlook on the Celebration of All Saints/Souls Day 2012 from October 29 - November 4, 2012 Department of Transportation and Communications (DOTC) • Random site visits by members of the OPLAN Ligtas Biyahe Taskforce • DOTC Action Center to coordinate with sectoral and attached agencies and to other governmental agencies to address public concerns. • Provided preparedness measures for the following modes of transportation: air, sea, land and rail. DOTC Region II • Place on heightened/full ALERT regarding "OPLAN LIGTAS BYAHE: UNDAS 2012" since October 24, 2012. • Coordinated to Local Government Units re: Joint Task Force "OPLAN LIGTAS BYAHE: UNDAS 2012" since October 23,2012. • Conducted/rendered PASSENGERS ASSISTANCE CENTER re: "OPLAN LIGTAS BYAHE: UNDAS 2012" to all ports within AOR. Philippine Coast Guard (PCG) • Activate the Passenger Assistance Centers (PAC) and conduct walk through in all ports and terminals • Passenger Assistance Centers (PAC) shall be activated for the period 26 October to 04 November 2012 and shall be manned by a minimum of six (6) personnel from PCG, PCGA, MARINA, PPA, other GOs and NGOs • All CG Districts/Stations/Detachments shall actively support the DOTC OPLAN LIGTAS BIYAHE: UNDAS 2012 PCG Region I • Monitoring the situation and on standby alert • Prepared for emergency response for 24/7 PCG Region II • Place on heightened/full ALERT regarding "OPLAN LIGTAS BYAHE: UNDAS 2012" since October 24, 2012. • Coordinated to Local Government Units re: Joint Task Force "OPLAN LIGTAS BYAHE: UNDAS 2012" since October 23,2012. • Conducted/rendered PASSENGERS ASSISTANCE CENTER re: "OPLAN LIGTAS BYAHE: UNDAS 2012" to all ports within AOR. PCG Region IV-B Southern Tagalog/District Palawan • Closely monitoring the port area to ensure the safety of the passengers and ship at the sea through a more inspection of the vessels before clearing for departure. • Deployed canine/sniffing dog during the duration of the Oplan Undas. • Activated Passenger Assistance Centers (help desks) to ensure the orderly operation of sea transport facilities and safe convenient travel of the seafaring public. PCG Region VII • Philippine Coast Guard Central Visayas set-up passenger assistance center in three (3) ports in Negros Oriental.

DOH-CHD II • Prepositioned Php 100, 000 worth of drugs and medicines for each province. • DOH-CHD is on 24 hour monitoring of the situation to assist the motorists. • Activated CODE WHITE ALERT. DOH IV-8 • Activated Code White Alert Level and Operation Center manned with 24 hours duty. • Prepositioned medicines in the five extension offices. DOH-CHD V (BICOL) • Issued Memorandum to personnel, PHT Offices of the six (6) provinces, DOH retained hospitals (BRTTH, BMC, BS) declaring CODE WHITE ALERT starting October 31, 2012 until 04 November 2012. CHD Bicoi-HEMS Opcen will be on 24 hours operations to monitor events related to the All Souls and All Saints Day celebration. Medicines already prepositioned in the different Provincial Health Team (PHT) offices. Medical responders on standby alert for possible deployment. DOH Region VI • DOH activated CODE WHITE from 31 October to 03 November 2012 wherein all DOH-retained hospitals are on standby for any eventualities or untoward incidents. • Sent out advisories to all LGUs and provided to other stakeholders who may need advisories on health emergency related cases are monitored and reported (vehicular accidents, fire, drowning, and cases of heat strokes). • Most local response is dependent on local health emergency units. • OPCEN is operating 24/7. • There is also a mandatory manning if they raised their alert into CODE BLUE. • All communications are addressed to the new Regional Director. • Prepositioned Php 20,000 worth of drugs and medicines for each province.

DOH CAR (CORDILLERA AUTONOMOUS REGION) • Activated OpCen and manned by skeletal force Department of Social Welfare and Development (DSWD) DSWD F02 • Skeletal Force on duty at the Field Office. • Disaster Management and Response Teams are readily available at the Field Office and in the provinces in case of disaster occurrence. • Stockpiled 1,352 family food packs and 4,560 packs of relief clothing and allocated Php 323,144.81 standby funds for any event disaster that may occur. • Local Government units have stockpiles and identified evacuation centers for any events. DSWD FOS • Emergency Response Team on call if there is an emergency; Food and Non- Food supplies ready for augmentation; Crisis Intervention Unit will be having regular staff duty based at F05 on November 1-4, 2012. Department of the Interior and Local Government (DILG) • Issued Memorandum Circular directing local chief executives to : • Deploy barangay tanods to assist the PNP and serve as force multipliers • Coordinate closely with the Local Peace and Order Councils/Committees (LPOCs) and LDRRMCs

2 • Convene LPOCs and LDRRMCs to formulate proper courses of action to anticipate the expected heavy movement of people from different places, making sure the availability of adequate transportation and emergency medical services • Mobilize all necessary resources for garbage collection and clean-up operations DILG RO 1 • On standby and in coordination with various government agencies and Civilian Volunteers Organizations (CVOs) DILG CAR • Issued Memorandum to all Chairmen of LDRRMOs to activate their LDRRMCs and Operations Center. Also stated in the memorandum is the prepositioning of emergency response teams and intensify monitoring of AOR during the Undas season. Armed Forces of the Philippines (AFP) • Render security assistance and coordinate with PNP counterparts through the Regional, Provincial and independent city Joint Peace and Security Coordinating Councils (JPSCCs) to pre-empt potential threats and to counter emerging incidents; • Monitor the existence of extremist and other lawless groups and undertake prompt anti-terrorism and counter-terrorism measures in coordination with PNP Philippine Navy • Region I - on standby alert and ready to monitor the situation and render possible assistance TOGS-PAF • Two (2) teams on standby alert with 1 1/4 troop carrier and M35 cargo truck and SAR equipment ready for possible emergency deployment. NFSLS • Disaster Response Task Unit (NFSL DRTU 32) on standby and may respond unilaterally particularly when disaster occurs at sea. The NFSL disaster response operations shall be carried out by teams organized and equipped to undertake search and rescue (SAR) and evacuation operations. PNP-Police Regional Office V • Implemented Oplan "Kaluluwa 2012" PNP-Police Regional Office VI • Provides public safety services to motorists, commuters and the general public particularly by conducting intensified security patrols and traffic management along national highways and other public thoroughfares leading to and from cemeteries and other places of convergence during the day. • Maximum deployment of PNP personnel at the provincial/city down to station levels, particularly mobile patrol units/elements along main thoroughfares leading to and from cemeteries, summer resorts and places of convergence and the deployment of uniformed police officers to deter/pre-empt plans and activities of criminal elements and to ensure the smooth flow of traffic and the safety of travellers. • Coordination with church organizers and other agencies concerned both governmental and non-governmental to ensure the efficient delivery of public safety services. • Tie up security assistance/activities for public safety with DOTC particularly in the areas of deployment and Motorist/Passenger Assistance Hubs. • Provide security assistance to travellers, tourist and other visitors in beach resort areas and other tourist spots. • Establish Police Assistance Hubs and Motorist/Passenger Assistance Hubs. • Coordinate with local government agencies, NGOs and other concerned civilians organizations. PNP-Police CARAGA Region • Provide maximum security coverage and public safety services including road/traffic assistance to ensure the peaceful observance and Public Assistance Centers have been set up in all cemeteries to ensure peace and order and facilitate quick response and immediate assistance in case of emergency. • Strictly implemented checkpoints conducted by City/Municipal and Provincial Police Stations in front of their headquarters and region-wide strategic locations. PNP-Police Regional Office CAR • Directed all units to be on heightened alert and to establish Police Assistance Center in all cemeteries and bus stations region wide. • Conduct of roving inspection of cemeteries and bus terminals. • Maintained police visibility in residential areas. • Assisting OCD in the dissemination of advisories and monitoring of untoward incidents. Bureau of Fire Protection (BFP) • Directed all city and municipal fire stations in the NCR, Regions IV-A, IV-B, V, VI, VII, VIII and CARAGA to be vigilant and provide the necessary assistance to the LDRRMCs in the conduct of evacuation and SAR operations in their AORs and to prepare equipment for possible deployment. • Ambulances and fire trucks will be deployed in major cemeteries and their respective areas of responsibilities (AORs) and fire safety tips brochures, post banners or

4 streamers on strategic/conspicuous places and disseminate information through usage of tri-media and social media. • Maintain close coordination with other coordination with other support groups in the area. • Submit after Activity Report regarding the said event not later than 04 November 2012. • Fire Prevention and Education Program shall include the display of streamers and information campaign and documentation of respective PIS, to be submitted to the NHQ/ORD BFP RO I • On standby and ready assistance of their personnel BFP RO II • 24-hour monitoring of the situation. • Strengthened fire safety awareness through conduct of seminars, lectures and drills, distribution of fire safety materials and appearance to TV and radio interviews emphasizing the importance of fire safety and prevention. • Conducted fire safety inspection to all stations, terminals (air and land) and marine public transportation facilities, piers, mortuary chapels or funeral homes. • Posted tarpaulin/streamer in the stations, cemeteries and other conspicuous places in the AOR containing hotlines in case of emergency. BFP RO Ill • BFP-PAMPANGA conducted roving inspection to the following command posts Mexico FS, Sta. Ana FS, Arayat FS and Magalang FS . BFP ROV • Implemented "OPLAN KALULUWA 2012". On heightened ALERT STATUS effective 30 October 2012. There are 180 Rescue EMS and 1 ,099 Firefighters region wide ready at all times. BFP ROVI • Put all operating units including its support groups, in its maximum readiness and ensure immediate response during fire incident, medical and rescue emergencies. • Provide a pre-hospital care and management in coordination with other government agencies, other levels of Disaster Risk Reduction and Management Councils, NGOs, and other sectors involved in the health care delivery system. • Lateral coordination of all elements of the BFP VI with other government agencies like: PNP, DOTC, DOH and Patrol117, LGUs, NGOs and various levels of DCC is highly recommended. • All BFP personnel conducting monitoring and inspections, coordination and other related activities shall always be in the prescribed BFP uniform. Department of Public Works and Highways (DPWH) • Conducted monitoring of all primary and secondary roads and bridges in the region • Activated Task Force since October 30, 2012 - November 5, 2012. • Installed all appropriate and necessary signage for proper guidance of motorists. • Provided communication centers both at the District Offices and at respective field stations manned by 24-hour duty personnel to established network with the regional offices and Local DRRMOs • Installed post or stations along each road section with service vehicle and qualified mechanic on board equipped with appropriate tools. • Suspension of pending projects of road re-blocking for the period of UNDAS. • Other ongoing projects will be immediately done or be suspended if necessitates. • Issued a memorandum to all regional directors and district engineers directing to: • Activate a composite team that will aid the travelling public on strategic locations within your jurisdiction. • Coordinate with the concerned entities (L TO, PNP, Officials of Local Government Units) • National highways and roads leading to private and public cemeteries shall be thoroughly maintained and always kept for safer travel.

5 DPWH RO I • Roadworthiness of major highways and the standby personnel to aid in possible road repairs

DPWH RO IV-8 • Activated their composite team from district/city offices on their respective areas to provide necessary assistance to the travelling public. DPWHV • Activated composite teams on strategic locations along national roads within the region and at the regional office for the "Lakbay Alalay" Program of the Department which started October 29, 2012 until November 5, 2012 to assist the travelling public. • All District Engineers were instructed to monitor and thoroughly maintain all national roads, particularly those leading to both public and private cemeteries, to ensure the safety of the travelling public and the smooth flow of traffic, which also includes the provision of appropriate informative/regulatory warning signs and issuance of traffic advisories for the information of the public. DPWH CAR • Monitoring road network in CAR. • Heavy equipment for operations is prepositioned for faster mobilization. • Established road assistance centers in highways. Philippine Information Agency (PIA) • Advise the public to reserve tickets ahead of time. • Advise travellers with existing medical conditions to bring their own maintenance medications PIAROI • Dissemination of vital information thru text blasting of SMS message and the coordination with various agencies in relaying of information to the public. PIA RO VIII • Facilitating dissemination of information to various concerned agencies to be relayed to the public. PIA CAR • Assisting OCD in the dissemination of warning and safety advisories to the general public. Metropolitan Manila Development Authority (MMDA) • Issued a Special Traffic Detail on 28 and 21 of October and 2 November, 2012. In preparation to the influx of people in Manila's Bus terminal, a group of traffic enforcers were organized for detail in the areas near the terminal to help maintain traffic orders. • Deployed in four (4) major cemeteries: Scooter Patrol Unit (SPU), Metro Parkway Clearing Group (MPCG) and Road Emergency Group (REG) responsible for the setting-up of Public Assistance Booth. • In addition, Traffic Engineering Center (TEC) shall prepare the necessary information and directional signs. • Office of the Assistant General Manager for Operations declared the "NO DAY-OFF and NO ABSENT" Policy last 26 October 2012 until November 5, 2012; will lift the Unified Vehicular Volume Reduction Program (UVVRP) effective October 31- November 1, 2012. • Deploy TOO to transport terminals and traffic choke points on Oct. 26, 2012- Nov. 5, 2012 and positioned personnel along thoroughfares leading to selected cemeteries on Oct. 31, 2012. • Will deploy EDSA-MCU (Green Tanks), Task Force Kaayusan and Motorcycle Units (Brown Tanks)/ Mobile Patrol Unit for augmentation to different areas. • Parking Discipline Group (PDG) and Sidewalk Clearing Operations Group (SCOG) will clear roads and sidewalks from illegally parked vehicles and obstruction, and will coordinate with MMDA accredited tow trucks for towing services.

6 • Traffic Engineering Center (TEC) will prepare necessary information and directorial signage relative to the OPLAN. • Public Information Office (PIO) makes necessary announcement and press releases regarding the OPLAN. Metrobase • Shall monitor and track events on a 24- hour basis during the start and end of the All Saints/Souls Day (October 26- November 5, 2012) and facilitate the communications among the elements of the Task Force. • Ensure the efficient dispatch and accomplishment of tasks by the field units and personnel concerned. • Establish coordination links with other organizations (e .g. North Luzon toll Ways Corporation, BFP, PNP- NCR Office) and maintain directory of key contact persons to call during emergencies. • Ensure that all monitoring cameras are functional Philippine Red Cross (PRC) • On 24/7 monitoring "PRC Operations Center" Prepared First Aid Stations in major cemeteries, national roads and terminal ports. • Deploy ambulances for patient conduction/emergency transport and coordinated with Petron, Caltex/Chevron, Shell and Total for first aid/ambulance assistance for motorist at various gasoline stations (NLEX, SLEX and Star Toll, etc.) • Coordinate with LGUs, PNP, communications groups and media partners. • Provide services such as first aid management, blood pressure determination, welfare assistance, emergency response and others as needed. • PRC staff, ERU and volunteers set up tents to their respective station. • ERU pre-positioned Rescue Trucks, additional Ambulance and fire truck anticipating probable response should the need arise. • Attended to minor cases: dizziness, high blood pressure, wounds, medical emergency. • Facilitated transport of patients to the nearest hospital for advance care. • Stand-by/monitoring traffic situation and road related incidents. PRC (Pangasinan, La Union, llocos Sur and llocos Norte) • Setting up various strategic first aid stations in selected cemeteries in the provinces of La Union and Pangasinan. PRC (Cagayan and lsabela Chapter) • Standby Rescue 143 volunteers for any untoward incidents. • Established Field Emergency Stations in the different cemeteries. • Deployed roving teams to the different cemeteries. • 24/7 monitoring of the situation from Nov 1-2, 2012. PRC Region IV-8 Mindoro Chapter • Mobilized First Aider and ambulances crew on strategic areas, and activated the operation center for 24 hour monitoring. PRC Region V • Deployed Red Cross Volunteers at the nearest cemeteries in respective AOR's, and set-up First Aid Stations with ambulance and personnel at the different LT05 Highway Stations in Region 5. PRC Region VI • Ambulances will be deployed in strategic areas near the public cemeteries. • Roving team in Tagbak Terminal and Oton Terminal in coordination with the PNP and ICER. • PRC OPCEN is available 24/7. PRC Region VII • Philippine Red Cross-Cebu Chapter set-up assistance center in Port and Cemetery.

7 PRC CARAGA Region • Deployed volunteers to all cemeteries in Butuan City for public assistance in case of emergency. MAYNILAD/Manila Water • Supply potable water for consumption of duty personnel in DOTC Ligtas Biyahe 2012 Help Desks stationed in specific bus stations • Deploy tanker trucks in specific cemeteries • MAYNILAD will coordinate with Manila Water to avoid redundancy in stationing of tanker trucks • Allotted 200 pieces bottled water for NDRRMC Action Desk Centers which will be set up in bus terminals in Sampaloc and Pasay National Telecommunication Commission (NTC) NTC Region I • In coordination with various Radio Groups and other government agencies within the region to monitor the situation. • Use of a common radio frequency in order to make the communication and information more accessible to the agencies and organizations concerned Land Transportation Office (L TO) LTO II • Continuous monitoring since October 30, 2012. • Inspection of buses on the region . • Installation of help desks but terminals to assist the motorists. LTOV • Composite Team (L TFRB, PNP, LTO) have been deployed all over the region ICOW "LIGTAS UNDAS". LTO CARAGA Region • Deployed law enforcers and lady enforcers to terminals, airports, and ports. COMMUNICATION AND WARNING GROUP (CWG) CWG Region VI • Communication and warning group members are available 24/7 and located in the different area of Region and are monitoring various situations. Likewise, the CWG circulate the different advisories of the different agencies in relation to the influx of people in cemeteries. CIVIL AVIATION AUTHORITY OF THE PHILIPPPINES (CAAP) CAAP Region II (Tuguegarao City) • Activated Help Assistance Desk - Provide assistance/information to the public especially to the passengers. CAAP Region VI • Full alert from 31 October to 03 November 2012; aims to provide system or guidance for safe and orderly travel of our passengers/visitors during the entire period of the event. • Heightened the security of airports, the Agency enjoins the collective services of PCAS, CSI and EMSAI with augmentation from our local Cabatuan PNP. • CAAP passenger Information Desk will activate its annual Information and Assistance Desk at the Passenger Terminal Building Arrival Lobby for ease of access to information. It foresees the necessity of passengers/visitors information regarding directional, transportation and other useful information which will guide them in their safe and efficient travel in the island. The said "desk" will be handled by CAAP employees. • Airport Clinics made available for the public to address medical distresses. • For Hospital/medical emergencies, CAAP will request the help of Ramon Tabiana Memorial District Hospital of Cabatuan . • For other security emergencies apart from the in-house safety units, CAAP will request assistance/help of Cabatuan PNP (SWAT) or AFP.

8 • For other unclassified crises/incident the CAAP may request assistance of LGUs. COAST GUARD DIVISION WESTERN VISAYAS CGDWV • Automatic activation of Public Assistance Center (PAC) during holiday where there is influx of passengers going to respective homes/provinces, increase of tourists/vacationers, and busier traffic of RoRo vessels along SRNH. • To ensure the safe, secure and convenient travel of the seafaring public during the holiday. • The PAC shall assist in the embarkation of passengers, ensure the safety and security of passengers, provide medical/first aid assistance when needed, act as facilitator on the requests, suggestions and complaints of the riding public for referral to concerned shipping company, maintain log of complaints, requests and other significant events, and shall observe strictly a no instance to intercede in passage or accommodation of passengers. • The landline numbers at the different stations are available 24/7 but an Officer must request to answer all the queries. PHILIPPINNE PORTS AUTHORITY Region IV-B • Implemented maximum security measure including access regulation and policy on cargo and vehicle movements. • Activated Public Assistance Center/Helpdesk to provide assistance and information to all passengers. • Conducted baggage search/inspection of departing passengers at the x-ray machine and walk thru detector by Port Police and other law enforcement agencies prior to boarding of vessels. • Random inspection of both conventional and RORO cargoes prior boarding to any vessels. RDRRMC/OCDRCs RDRRMCI • OCD Region 1 Operations Center is on RED ALERT STATUS for continuous monitoring re: OPLAN KALULUWA. • Conducted coordination meeting with various RDRRMC member agencies and PDRRMCs relative to preparedness measures, re : OPLAN KALULUWA 2012, on October 22, 2012; • Conduct monitoring and coordination with all of the above mentioned agencies; • Maintain a heightened and standby alert on a 24-hour basis; • Conduct a roving inspection within the area of responsibility; • Submit situation reports as the need arises PDRRMC- La Union • In coordination with various government agencies and CVOs. • Traffic management particularly on areas along Mac Arthur Highway and the Magilas trail. • Securing of cemeteries and safety precautions on beaches of the province. • Installed precautionary measures along the beaches to insure the safety which includes signage in different dialects. Dolores, CSFP and Command Center at PEO Compound, Sindalan, CSFP. TARLAC • Closely monitoring in their AOR. BULACAN • PDRRMO deployed EMS, PNP and BFP Motorist/Medical Assistance infront of Provincial Capitol along McArthur Highway, Malolos City, Bulacan with one (1) unit BFP-EMS vehicle, two (2) ambulance and two (2) fire trucks. RDRRMC IV-A • Disseminated Memorandum reiterating Preparedness for All Saints Day/All Souls Day to concerned P/C/MDRRMCs and member agencies. • Placed on RED ALERT STATUS as per memorandum of the Chairperson, NDRRMC from October 30 to November 3, 2012 and activated the Operation Center 24/7 for monitoring and coordination activities. • Coordinated and alerted members of Cavite PDRRMC and placed their respective OpCen on Standby/Alert status. There are ambulance roving in cemeteries to monitor the situation. LAGUNA • Coordinated and alerted members of Laguna PDRRMC and placed their respective OpCen on Standby/Alert status. • Coordinated and alerted members of Batangas PDRRMC and placed their respective OpCen on Standby/Alert status. PNP Provincial Command (PTOC) as OPR/Focal Agency for the Safety/Security Operations of the Council and is hourly monitoring, coordinating and sending information to the Operation Center. RIZAL • Coordinated and alerted members of Rizal PDRRMC and placed their respective OpCen on Standby/Alert status. All peacekeepers, volunteers, DRRMOs and NGOs are in strategic location.

OCDRC IV-8 • Placed OCD IV-8 Operation Center on RED ALERT STATUS for the observance of the upcoming Oplan Undas 2012 for prompt coordination, monitoring and reporting within the area of responsibility. • Continuous monitoring of weather situation, port status in five provinces of MIMAROPA. OCD-RO VII • Disseminated ALERTO UNDAS 2012 MEMO to RDRRMC Member agencies; Media; concerened LDRRMCs; support Agencies and advised to facilitate further dissemintaion and take appropriate actions • Continuously monitoring Area of Responsibility (AOR) in connection with Alerto Undas. • Maintained staff duty Personnel 24/7. CARAGA REGION • RDRRMC Operation Center disseminated the Memorandum on "Aierto Undas" to all RILDRRMC members agencies. • Local DRRMCs activated their respective local responders to provide assistance anytime. • City Government of 8utuan has put in place Task Force Undas 2012 to ensure a peaceful, orderly and meaningful observation of all Souls and All Saints Days on November 1 and November 2, 2012. • District Engineering Office Maintenance Personnel assigned skeletal workforce and action officers to monitor the condition and serviceability of the road network for public convenience and safety. • RDRRMC Operation Center continues to maintain 24/7 monitoring and undertakes coordination with the local DRRMCs for situational reports.
