HUMANITARIAN ACTIONS Cost of Assistance provided by the National Government and LGUs is PhP 2,151,768; DSWD (PhP 2,010,053) and LGUs (PhP 141,715) – Tab E A. C B. NATIONAL 5 National Defense Secretary and Chairman, NDCC Gilbert C. Teodoro, Jr., along with NDCC members, visited the municipalities of Victoria and Sta. Cruz, Laguna; consulted the local officials thereat and conducted an ocular survey of damaged bridges and flooded residences 5 DSWD activated and mobilized the DSWD CO and FOs’ Quick Response and Social Welfare and Development (SWAD) teams in all areas along the typhoon path to assist the affected local government units in the disaster operations; transported PhP3.8 million worth of assorted relief supplies like family food packs, mineral water, blankets, noodles, medicines, blankets, etc. for pre-positioning in concerned DSWD FOs through the October 29 “Sama-samang Pagtulong Caravan” graced by Her Excellency PGMA: NCR (Php923,000), Region IV-A (PhP2,350,102) and Region V (PhP538,083); and DSWD Field Offices III, IV-A, IV-B, V and NCR prepositioned stand-by funds, family food packs and stockpile of relief commodities (food and non-food items) worth PhP203.568 M broken down as PhP92.640 M worth of stand–by funds and PhP110.928 M worth of food and non-food items 5 The Sama-Samang Pagtulong Relief Caravan which was organized and sent off to various regions were participated by DSWD, DOLE, Salvation Army, PMS, DAR, DepEd, DOT, UNICEF, DOH, BOC, OPAPP, DOTC, WFP, DPWH, PCSO, DENR, DFA, DOF, DTI, NFA and Philhealth with 56 truckloads of relief supplies (food and non-food items), medicines and hygiene kits and 59 volunteers - Tab F 5 Support to the government for additional transport by various members of the UN Logistics Cluster is ongoing 5 DPWH’s respective composite teams in various District Engineering Offices have provided necessary assistance to ensure safety of the motorists and travelling public 5 DOH-HEMS coordinated with all CHDs relative to health–related incidents in their respective areas of responsibility; prepositioned medicines, and activated PHTOs in provinces to monitor damages 5 BFP prepositioned a total of 45 rubber boats, 31 ambulances, 697 firetrucks, 5 other vehicles and 4,022 personnel as part of its OPLAN SAGIP TY “Santi” REGIONAL 5 NCR - Taguig City Special Operation Group conducted post-monitoring inspection of 28 barangays in District 1 - NCRCOM conducted Libreng Sakay, evacuation and water level monitoring in Pasig City - BFP facilitated the evacuation of 646 families in Tondo, Manila, Pateros and Taguig - BFP Muntinlupa in coordination with LGU and other rescue units deployed 1 rubber boat from the LGU SAR unit upon receipt of an emergency call that a house located at Cabulusan West Service Road, Cupang, Muntinlupa City was washed-out by strong current from the river. They were able to rescue Jonalyn Labreaga - 15 y/o and Joel Labreaga - 11 y/o; and recovered the body of Joaquin Labreaga - 57 y/o while Jobelle Labreaga - 7 y/o was still missing. 4 - OCD-NCR assisted Mercy Relief Singapore in the conduct of assessment in disaster-stricken areas in Muntinlupa City for future provision of relief assistance 5 Region III - LGU Orion in Bataan provided food assistance worth PhP 7,600.00 - CHD III pre-positioned medicines and activated all PHTOs in the provinces affected to monitor casualties and damages on health facilities 5 Region IV-A - CHD IV-A coordinated with PDCC/s and MDCC’s Government Hospital and other line agencies and pre-positioned stand-by response teams for dispatch - DSWD IV-A is continuously distributing relief goods in CALABARZON with transportation support from SOLCOM - DPWH IV-A provided assistance in the dredging of Napindan Channel utilizing 2 cranes, mobile light/multi purposes trucks and oyster crews and to put up a 60 meters bridge components under President Bridge Program in view of the damaged Bridge of Promise in Batangas City and Colong Colong Bridge in Calaca, Batangas - PDCC Quezon will provide financial assistance to affected residents in Alabat, Quezon at PhP5,000.00 each for those with totally damaged houses and PhP1,000.00 each for those with partially damaged houses - OCDRC IV-A coordinated with the PA and PNP for massive rescue operations in Sta. Cruz and Pagsanjan, Laguna and other coastal areas; OCDRC IV-A/RDCC IV-A is continuously monitoring the situation and coordinating requirements of the affected areas - 1st Battalion, PA, PNP, 202nd Brigade and BFP IV-A with 1 rubber boat, 1 6x6 truck, 2 4x4 trucks, 1 water craft and 3 teams from 202nd Brigade and other assets conducted massive rescue operations in Laguna - Composite teams from PNP, PCG STL, Batangas City Rescue Group and PNRC continued SAR operations, in the evening of 01 Nov of the two (2) missing persons swept by strong current when the Promise Bridge in Batangas City collapsed; recovered dead bodies of Romulo Soriano, 40 y/o and Nicolo Soriano, 3 y/o - Chairman, RDCC IV-A established an Advance Command Post (ACP) in Sta. Cruz, Laguna to cater the 4th district of said province, with assistance from various response units. The ACP is still operating with assistance from various LGUs - The 202nd Brigade of AFP assisted in the conduct of clearing operations in the municipalities of Pangil and Pakil, Laguna - The Logistics Cluster, WFP, UNICEF, IOM, OCHA and ADRA conducted an assessment in Sta Cruz on Nov 1 , 2009 - Airlift operations/rotations to Liliw, which was inaccessible due to TY “Santi” began on 02 November, Monday to deliver supplies of food and NFIs 5 Region IV-B - On 24/7 alert: PDCC PDRT Oriental Mindoro; PDCC PSD Calapan City - MDCC Lubang pre-identified 13 elementary and 3 high schools which can accommodate around 5,000 evacuees - RDCC IV-B set up Command Post at OCD RC IV-B - LGU Lubang in Occidental Mindoro provided food assistance in the amount of PhP 44,115 5 5 Region V - C, RDCC with RD, OCD and PN conducted Rapid DANA in the municipalities of Basud, Daet, and Labo, Camarines Norte - PDCC Camarines Sur distributed family packs in the coastal barangays of Cabusao, Siruma, Tinambac, Sangay, Garchitorena, Caramoan and Presentacion - OCDRC V coordinated with PDCC Catanduanes re passenger bus stranded at Kanlanka Spillway; coordinated with PNP Libmanan, 902nd IBde PA, DPWH on the clearing of trees that fell along Maharlika Highway which resulted to heavy traffic between Labo and Daet, Camarines Norte and Brgy.

This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand.     Pattern of investment allocation to chemical inputs and technical efficiency: A stochastic frontier analysis of farm households in Laguna, Philippines Orlee Velarde and Valerien Pede International Rice Research Institute Laguna, Philippines 4030 Selected paper prepared for presentation at the 57th AARES Annual Conference, Sydney, New South Wales, 5th-8th February, 2013 Pattern of investment allocation to chemical inputs and technical efficiency: A stochastic frontier analysis of farm households in Laguna, Philippines † Orlee Velarde †and Valerien Pede International Rice Research Institute Abstract This study focuses on the pattern between investment in chemical inputs such as fertilizer, pesticides and herbicides and technical efficiency of farm households in Laguna, Philippines. Using a one‐stage maximum likelihood estimation procedure, the stochastic production frontier model was estimated simultaneously with the determinants of efficiency. Results show that farmers with a low technical efficiency score have a high investment share in chemical inputs. Farmers who invested more in chemical inputs relative to other variable inputs attained the same or even lower output and were less efficient than those farmers who invested less. The result shows that farmers who invested wisely in chemical inputs can encourage farmers to apply chemical inputs more optimally.
