MEMBER – TERMINATION of APPOINTMENT
On July 24, 2010, notice was published in the Canada Gazette stating that the appointment of Sergeant Warren S. Gherasim to the Order of Merit of the Police Forces has been terminated. Details at the end of the listings.
According to article 23(c) and Article 24 of the Constitution of the Order of Merit of the Police Forces , a revocation takes place when the governor general makes an ordinance terminating the person’s membership in the Order.
The termination of Sergeant Warren S. Gherasim’s appointment to the Order of Merit of the Police Forces is related to a disgraceful conduct sanction ordered by the Royal Canadian Mounted Police. In 2006, he drove his personal car into a ditch when he had been drinking. The RCMP adjudication board ruled in March 2008 that alcohol was a "contributing factor" in a crash two years prior that saw Gherasim lose control of his speeding vehicle and roll it into a ditch. At the time, Gherasim was a detachment commander in Cut Knife, about 200 kilometres northwest of Saskatoon. The board considered that an "aggravating factor" in deciding sentence. "Detachment commanders are examples to both their subordinate members and the civilian population they serve," the panel ruled. The board also considered his "exemplary performance history" and decided this "single act of poor judgment" warranted a reprimand and the forfeiture of eight days' pay.
Sergeant Warren S. Gherasim was appointed Member of the Order of Merit of Police Forces on 19 January 2006, and the termination took effect 04 March 2010. Gherasim was given the MOM for "contributing to the advancement of community- based policing in the Northwest Territories and for leadership in fugitive investigations in Canada and the province of Ontario."

In January of 1989, Brian Scott became the Chief of Police in Brandon. Chief Scott had worked for the Edmonton Police Service for many years. In July of 1989 Dick Scott came from the Winnipeg Police Service to become one of the Deputy Chiefs. Keith Buizer and Richard Bruce were promoted from within Department to become the other Deputy and the Inspector respectively.
Former Chief F. Richard Bruce was appointed to Chief on May 14, 2001. He began his career with the Brandon Police Service in November of 1970 as a Telecommunication Operator. He served in Communications, Patrol - as a Constable, Field Supervisor and Platoon Sergeant; Training; Court Services; Crime Stoppers; Research and Development; Accreditation, Executive Assistant and Deputy Chief in charge of Support Services, prior to being promoted to Chief of Police. He was promoted to Corporal on 80-05-05 to Sergeant in 89-07-03 to Inspector on 90-06-01 to Deputy Chief on 96-01-01 and to Chief of Police on 01-05-14.

Born and raised in Vancouver, BC, following my graduation from SFU I engaged on a 26 year career in the Royal Canadian Mounted Police, serving across Canada (including the Yukon and NWT) and abroad throughout my service. I worked in general duty policing and with First Nations, as well as working on investigation of crimes against humanity and terrorism. I served overseas in Kosovo in 1999 with the 1st Canadian Forensic Investigation Team, and in 2006 - 2007 in Kandahar, Afghanistan on the opium trade. I completed my master's degree in 2002 and I am now completing my PhD at SFU in Criminology. Additionally, I work part-time as a Coroner with B.C. Coroners Service and I am a volunteer with various non-profit and service organizations.
Awarded the Member of the Order of Merit of the Police Services (MOM) as per the Canada Gazette of 20 April 2014 in the rank of Superintendent in the RCMP.
Awarded Member of the Order of St. John (MStJ) in 2009 and elevated to Officer (OStJ) in 2013 while an Inspector in the RCMP.

The Ontario Provincial Police (OPP) professional standards bureau has charged an OPP officer following an investigation into theft, fraud and breach of trust. As a result of receiving information, the OPP professional standards bureau launched a criminal investigation in 2008 into the actions of an OPP officer. The investigation found that between January 2002 and December 2004 the officer submitted claims to the OPP for expenses that he was not entitled to. The investigation also determined that the officer accepted or received money, a loan and the use of a personal watercraft. At the time of the offences the officer was the inspector, manager of the First Nations policing section under the former First Nations and contract policing bureau of the OPP. Superintendent Glenn Trivett, age 46, a 24-year member of the OPP assigned to the career development bureau, has been charged with: - Theft over $5,000, section 334. - Fraud over $5,000, section 380(1). - Breach of trust, section 122. - Secret commissions, section 426(1)(a), all contrary to the Criminal Code. Superintendent Trivett has been suspended from duty and will appear in the Ontario Court of Justice in Barrie on 24 March 2021

Chief Frank Elsner resigned in May 2017 as the Chief of the Victoria Police Department. His service record will now show that he committed eight acts of misconduct under the Police Act which would have resulted in his dismissal from policing. He resigned his Officer of the Order of Merit of the Police Services.

Lieutenant Colonel / Inspector Terry Kopan, OMM, MOM, CD, AdeC
LCol Terry Kopan was born and educated in Yorkton, Saskatchewan. His involvement with the Canadian Cadet Organization began in 1974 when he joined Royal Canadian Sea Cadets 114 Orkney. He participated in summer training at HMCS Quadra and spent two months aboard HMCS Terra Nova, graduating from the Sea Cadet program as a Chief Petty Officer First Class. He enrolled in the Canadian Forces as a reserve officer with the Cadet Instructors List in 1980, serving with Sea and Army Cadet Corps in Saskatchewan and British Columbia.
Prior to joining the RCMP in 1981, he was employed as a full-time fire fighter with the City of Yorkton. While posted with the RCMP in a variety of British Columbia communities, he continued his service with local cadet corps. He commanded 2276 Rocky Mountain Rangers Fort St. John prior to his transfer to Langley. This was followed by service as a Training Officer, Deputy Commanding Officer and Commanding Officer with1922 The Royal Westminster Regiment Abbotsford and 1725 Canadian Military Engineers Chilliwack. During this time, he was selected twice for international exchanges as the Officer in Charge of the Canadian Contingent to the United Kingdom Land Forces Cadet Leadership Course held in England. Upon promotion to Major in 1996, he was appointed as the army Area Cadet Instructors Cadre (CIC) Officer for the Lower Mainland and Fraser Valley. In addition to his duties as Area CIC Officer, LCol Kopan successively commanded 72 and 2812 Seaforth Highlanders of Canada in Vancouver and Surrey. He also served as Liaison Officer to the Army Cadet League of Canada (BC Branch) and as a member of the CIC Regional Advisory Council for Pacific Region.
LCol Kopan has served at Vernon Army Cadet Summer Training Centre as the Officer Commanding Foxtrot Company, Deputy Commanding Officer and as Commanding Officer for four years. On completion of his term as Commanding Officer, he was appointed Region Advisor (Pacific), CIC National Branch Advisory Council and Chairman of the Pacific Region Advisory Council, positions he fulfilled until 2010; during this time, he was proudly part of the planning and execution of the Branch’s Centennial celebrations nationally and within his province. This was followed by his participation as a subject matter expert in the program design and delivery for the Senior Officers’ Training Course and the Leadership and Command Program. In January 2013 he was appointed by the Chief Military Personnel as the national Branch Advisor for the CIC.
In the RCMP, he was commissioned as an Inspector in 2003, and appointed Executive Officer to the Deputy Commissioner Pacific Region, who was responsible for the leadership of one third of the Force. Following commissioning, he completed the RCMP Officer Orientation and Development Course. In 2007, he was appointed Officer in Charge of “E” Division Crime Prevention & Program Support Services, and subsequently Officer in Charge of National Performance Programs at Pacific Region Training Centre in Chilliwack, his current posting. LCol Kopan was the catalyst for influencing national policy changes within the RCMP and the Canadian Forces, which resulted in RCMP members being permitted to serve concurrently as Canadian Forces Reserve Officers in the Cadet Instructors Cadre Branch.
LCol Kopan is a recipient of the RCMP Long Service Medal and the Queen Elizabeth II Golden and Diamond Jubilee Medals. In 2007, the Governor General of Canada invested him as a Member of the Order of Merit of the Police Forces, and subsequently as an Officer of the Order of Military Merit in 2009. He serves as an Honorary Aide de Camp to the Lieutenant Governor of British Columbia.
LCol Kopan is married to Kathi Kopan, also a serving CIC Officer. Their eldest daughter Laura (1984-2002) and their son Matthew were Warrant Officer with 1725 Canadian Military Engineers Cadet Corps Chilliwack where they finished cadets. The Kopan family resides in Abbotsford, BC. LCol Kopan inspired and encouraged the development of the Vernon Cadet Camp Museum.
Without his vision we would not have envisioned the potential of the stories we currently share.
Terry died on 20 January 2019. It was my privilege to have known Terry – an outstanding person.
