Screwing Aliens and Screwing with Aliens: Torchwood slashes The Doctor. In summer 2004 an independent study of the BBC’s web provision was published. The Graf Report stated for the first time that the BBC’s web content should be now viewed as the corporation’s third medium – alongside radio and television. The effect was almost immediate, with the BBC shutting down some of its many websites and reorganizing its new media division as elements of existing departments, rather than an adjunct to radio and television output. At the same time discussions were already underway for the revival of a television franchise which had been largely ignored for 16 years, despite having an almost fanatical following.
