A SURVEY-REPORT ON THE PARENTS ABOUT PARENTAL CONTROL OVER THEIR CHILD IN CONNECTION WITH TELEVISION CARTOONS AND MOBILE-GAMES: A PHILOSOPHICAL STUDY

[Procedure of the survey on parents: I have done the survey work on parents on and from 30th June2018 to 30th July2018. I had taken direct interviews of kids of primary-schools through the printed questionnaires, with the help of different class teachers and the head teacher/principal. Kid submitted filled questionnaires to their class teacher after a stipulated time at the same day. Now, another questionnaire for their parents has been handed over to kids who must have to deposit to their class teacher after filling up within 3 to 4 days intervals. Such deposited questionnaires I had collected from the principal after a few days. Therefore, the process of my survey on parents is the indirect and without face to face interactions through the printed questionnaires where as the kids interactions was direct.]

In my survey work on children, I had seen what the kid choices in the animated cartoon serials are showing on television. Mainly, I shall explain and analyze the television cartoons because, in the modern times television-cartoons are most developed animations and it is easy to getting by the child. It is the established truth in my chapter-IV; that the cartoon serials namely, (425

out of 1084), DOREMON (356 out of 1084) and MOTU-PATLU (288 out of 1084) are placed top ranks by the kid’s choice; where the cartoon ‘SINCHEN’ (210 out of 1084) ranks 4th positions. Therefore, I think, I have to discuss precisely the main themes of these above said cartoon serials to find out the ethical messages for the kids. The entire above said cartoon serials have so many good and bad influences on kids; but with the best of my scrutiny I find that a lot of immoral influences are there into these cartoon serials. So, I shall explain such cartoon serials by heading them as ‘Complaint (necessarily moral degradations) against Cartoons Names’ which becomes top ranking through the kids choices obtained by the survey work. Let me explain such ‘Complaint’ or ‘Negativity’ of these cartoon serials:

Here I shall briefly show a sample of a set of causes of moral degradations by analyzing the four top viewed cartoon serials namely; CHHOTA BHEEM, DOREMON, MOTU-PATLU and SINCHEN. The content of cartoon analysis or synthesis of cartoon serials is not my targeted purposes; I am not against or infavour of any particular cartoon or cartoon serials; I have no suggestion to modifying such cartoons; My analysis do not have any business oriented pre- planned intention to reach at the profit or losing levels of the analyzed cartoons. Only I shall try to show how the moral degradations occur in the society through the some popular electronic gadgets, especially through the cartoons of television.

I do not disagree with others that cartoon have a lot of positive qualities; it is true that from the very beginning of a kids-life, cartoon have a lot of good impacts on them. Except these good qualities the animated cartoons have innumerable bad and harmful impacts on children; I shall here show some bad impacts of cartoons especially of CHHOTA BHEEM, DOREMON, MOTU-PATLU and SINCHEN. Because, these three cartoon serials placed in top ranking in my survey work among the primary- children of class K.G to class IV standard.

1. Complaints against CHHOTA BHEEM: 1. A viewer raised his opinion against CHHOTA BHEEM after watching the episode ‘RUBIX CUBE’ where a women character of AFRICAN inhabitants is called ‘ QUEEN’. Fat kids are called ‘KALIA’- is it not racism?

2.Abusive language always used into the CHHOTA BHEEM cartoon. Kalia in every step used the word ‘RASCALS’ towards his two friends Dholu and Bholu.

3.In an episode of CHHOTA BHEEM, it is found as the notice in written form that “This is a break free show. Do not go to the bathroom”. A mother complaint to the BCCC and wrote ‘what kinds of advice is this to kids to not attend nature’s call’?

4.CHHOTA BHEEM is a super hero. His habit is to eating Ladoo – which can make him powerful to fighting against the harmful power and creatures. So, kids also love to eat Ladoo which is not good nutrition for them.

5.A petition has been started online by Mr. Susnata Seal, against contents showing on CHHOTA BHEEM cartoons since 2008. Mr. Seal think that the cartoon is not ‘innocent’ as the makers claim it to be. “The show constantly feeds concepts of violence, bullying and rivalry to the children and sets unrealistic standards of strength, which causes kids to be more violent towards others. ………. The storylines are unnatural which virtually leaves nothing for the kid’s brain. …… The lower level of intelligence shown by the current generation kids. ….. But, kids like CHHOTA BHEEM due to super heroism of a 9 years old boy, who is companion-like with them (or friend)”1. The petitions which demands a ban on CHHOTA BHEEM has received over 700 signatures till now. In fact, I must have to say something here because, I had done survey among the primary- school-student to find out some relevant information. Unfortunately and co- incidentally some of information received from my survey directly support Mr.

Seal’s allegations against cartoon‘CHHOTA BHEEM’. Of course, it is debatable to me that the ban on such cartoons is proper solution or not.

6.The Hindu, one of the Indian leading daily newspaper, stated on 27th August,2017 that: “Over 40 million viewers (majorly kids) watches the CHHOTA BHEEM cartoon daily; and CHHOTA BHEEM merchandise from toothpaste to toys-flood Indian stores. But, the Hindu claims that the cartoon CHHOTA BHEEM is full of sexiest, racial, linguistic and other discriminations. Let see what the Hindu feels: (i) There is explicit gender biasness: Chutki has fair skin and has two pink spots on the cheeks. She loves playing with the boys but keeps herself busy with all sorts of arts and household. She never participates when their team meets in the physical fighting or movements are involved. Bheem is the last word. Always his heroism rescue the team; not by any girls. There is Racial prejudice and Linguistic abusiveness also.”2

2.Complaints against DOREMON:

The basic and key importance’s of the cartoon serial DOREMON is as:-

1.The cartoon persuade a kid to be a lazy kid like NOBITA who depends on gadgets to get his home work.

2.Four to Five years old boy NOBITA wants to marries a girl SHIZUKA.

3.All the kids in DOREMON cartoon believes that entire home work will be solved automatically by some miraculous gadgets other than own brain processing .

4.DOREMON KIDS do not respect their teachers.

“Some of audiences demand ban on the Doremon cartoon’s screening on Indian television. One of them had given maximum interesting objectives before the name of that cartoon; these are as follows – NOBITA is a leading cartoon

character in the whole serials, he is foolish, stupid, idiots, mad, cheater, ugly face, dirty worker and he wants to marrie SHRIZUKA even, he also goes to see SHRIZUKA naked when she is bathing.

One expressed oneself view toward DOREMON cartoon that, the cartoon will spoil our kid’s future. NOBITA is doing nothing without useless and adverse work through the cheating to his teachers, parents, friends even Doremon as well.

Let see the harmful unethical activities of Doremon cartoon on the eyes of a parents: His complaint against this cartoon bearing head line ‘Cartoon serial Doramon definitely a threat to the generation’. The lead role NOBITA is a lazy, undisciplined, manner less boy who;

(i)who does not study nor does his home work and cheat his teachers. (ii)Does not do any work at home, cheat parents. (iii)Does not attempt any sports or activities but wants to be successful through other means. (iv)Never feels guilty about his mistakes. He is only proud he could cheat. (v)Always thinks about proposing a girl of his same age.”3

3. Complaints against MOTU-PATLU

Mrs. Hameeda Syed’s post in the Free Press Kashmir Blog on July30, 2018; she had written with the head line ‘The dark side of cartoons’ that “Next time when your child nags, cries, or fight for saying glued to a cartoon show, pause and ponder: How’s that moving picture influencing your child’s behavior? Because not everything they show in the name of animation is healthy for your child’s mind and manners”.4

The Motu-Patlu cartoon series is enough to show the racism because, the above said two characters played lead role throughout the whole series. One, whose name is ‘Motu’ - is a fat man and his cordials friend ‘Patlu’- who is physically very thin. Therefore, the name of the cartoon series cleverly put ‘Motu-Patlu’ where racism is into its name itself. Both the boy resides in ‘Furfuri Nagar’ where they find themselves entangled within obstacles; majorly these are their own making. Sometimes, their friends ‘Chewing Gum –a man’ or ‘Doctor Jhatka – a ’ or ‘Ghasita Ram – a wala’ or ‘Boxer – the fighting man’ or other friends individually or jointly created troubles. Motu-Patlu’s misadventures has three common villains namely; ‘John – the boss’ who always companioned by other two assistants ‘Number1’ and ‘Number2’. The villain boss John always tussled with Motu-Patlu because, John think himself as only the fittest man in Furfuri Nagar; unfortunately the reality is Motu-Patlu are that kinds of the fittest man especially Motu. As the result, usually villain John and his company are heavily beaten up by ‘Motu-Patlu’. But, the important and interesting events or situations exists during their tussles – sometimes it is funny, sometimes becomes violence: but, a thing remain unchanged that is irrational activities and reasonless approaches.

Mrs. Hameeda Syed also finds some points of concerns into the ‘Motu-Patlu’ cartoon series: “Two unemployed men with lots of free time indulging in stupid plot scenarios that provide no moral output or lesson for the child gleefully watching them. Motu seems to be able to defeat the goons only when eats ‘Samosa’, creating a dangerous tendancy in the child of indulging in junk food, misunderstanding it for providing strength and sharpness. John always tries to ‘Physical tortures’ to Motu-Patlu, with his full team. His assistants Number1 and Number2, blindly follows John’s order without considering the situations. These

types of dominance and control, both of which can be harmful for the children’s development”.5

Emily Ashby reviewed in online version of ‘Common Sense Media’ and said, “Motu-Patlu’ is not a series that will impress upon kids much that is positive. Most of the characters use violence on some level of vent anger or to get their way and pranks and jokes at the expense of one or more of them are common. More than the obvious physicality of their interactions, there is a pervasive theme of revenge that exists among the characters. When one person is wronged, he looks for a way to even the score rather than use gentler tactics like communications to reach a solution. It makes for some funny moments, but it also sends questionable messages. ………… deny the logic of a child due to the similarity, since during the growing years, teaching logic and rationality to a child does little help at all.”6

4. Complaints against SINCHEN

I shall try to find out the basic stands of the cartoons sinchen. In fact, I have to say important news related with that particular cartoon that once in the year2008; our India Government stacked ban on showing it across whole india due to its degraded moral contents. Till now, the Sinchen cartoon series is ban in maximum countries around the World; which country has permission to screen it they are allowed to screen it at the ‘Mid-Night’because not to watch it by any kids. Of course, the fan-club of Sinchan cartoon is the worldwide top biggest fan-clubs. Let see in short, what are into that cartoon:

1. Sinchen is five years old boy who never listens to either his parents or his teacher. 2. He disrespects his mother.

3. Sinchen never learns his lesson and neglects his home works. 4. Sinchen mischievous brat leading to sudden change in behaviours and actions. 5. Sinchen, sometimes pulling down his pants in the class room and road. 6. Sinchen often uses fairly impolite language. 7. Sinchen loves choco-chips. 8. Sinchen loves flirting with beautiful girls who have long legs. 9. Sinchen loves to watch action ingredants. 10. Sinchen loves to troubles with other peoples. 11. Sinchen does not like girls of his same age. 12. Sinchen like to dress-up of animals (especially of Elephant). 13. Sinchen never takes care about others. 14. Sinchen does not like to go to school. 15. Sinchen likes to eat sweet dish. 16. Sinchen likes to dance by taking off his pants. 17. Sinchen always pronounce words wrongly. 18. Sinchen’s mom always punch him on head. 19. Sinchen does not pick up his books and toys, after using them.

Thus, the moral degradations exclusively effects through our kids by the cartoon watching in our society.

Now, I shall exhibit the parent’s opinions of these primary-school-going students which reflected in my field-survey work towards the cartoon watching by their kids. First of all, I have to say my survey on the parents had done in a small area (only within the boundary of GANGARAMPUR MUNICIPALITY of DAKSHIN DINAJPUR DISTRICT, WEST BENGAL, INDIA, PIN-733124) but I think that the outlooks of such parents are the 100% real and appropriate pictures of ‘public-opinions’ toward cartoon watching by their child; because I had taken interviews of such 1098 parents through the printed questionnaires from the different levels of people in occupations of our society. In my survey, there are opinions of businessmen to housewife, farmer to private tutor, doctor to vegetable seller, barber to teacher, service holder to pensioner, civic police to educated unemployed, labour of the building constructions to computer instructor, weaver to advocate, driver to grocer, van puller to pharmacy owner, carpenter to fruit seller, tailor to bus conductor, electrician to swiper, LIC agent to professional singer, players to agricultural labour, fisherman to -worker, hawker to toto driver, etc. Let see below (into the box) parent’s occupation with the number of person.

The survey-parents has been declares that they have children at home and some are the legal guardians only. 1090 parents have children and there are 08 guardians who have no own children. Having only one (01) children the numbers of parents are 395 out of 1090 parents and their overall percentage is 36.24%; parents have two (02) children are 528 they are 48.44%; three (03) children have of 11.75% parents that means it is 128; having four (04) child the numbers of parent are 25 that means it is 2.3%; five (05) children have 1.1% parents where as six (06) and nine (09) children have one parent each only.

The survey revealed that 1074 parents out of 1098 parents which is 97.54% has given their opinions related with the cartoon watching by their kids on television. 941 parents said their children daily watches various cartoons in television which is 87.62%; 133 parents told that their kids does not watch television that is 12.38%

Now, it is important and significant in my research study that either parent find any noticeable changes in their kids due to cartoon watching or not. After data analysis I find that 994 parents out of 1098 parents think it means 90.53% opted that option where 576 parents or 57.95% parents think that their kids are changing in behaviours due to watching television- cartoons. 42.5% means 418 parents think television-cartoons have no changing power for a child’s behaviours at all. 104 parents do not say anything about this issue: I think these parents are either wishfully avoided that option or they becomes failure in the measurement of their kid’s behaviours or that parents have no intimacy with their kid or the parents has no proper responsibilities to the children. I have put that question in my survey-paper for parents as the representative question as the bad habit and multi-unhygienic food habit like junk foods as advertised into the short breaks of a cartoon show. The answer of that question will reflect the lack of parental guidance and care for their children which causes physically unfit – kids. 61.35% parents declare their kids watches cartoon during meals which is 665 in numbers. 419 parents (38.65%) said their child does not watch cartoons during meals. 1.3% parents do not expresses anything about this issue; it is 14 parents. The total parents who responded in this regard are 1084 out of 1098 parents. Let see statements in pie and bar chart representations:

The parental guidance is the only way to protect kids from curse of modern electronic devices especially from television-cartoon watching. No kids are watching an episode of cartoon serials as the part of a whole story; they watch cartoons as the isolated parts only, not as the part of a whole story. So, if a kid allowed watching cartoon the parents must be the co-viewers with the kid; otherwise the kid will enjoy the violence and other curses of cartoon’s stimulus- sensations other than its whole story. Therefore, there must have presence of parents as co-viewers with kids; Let see my survey-parents data analysis what role plays by them: 1088 parents has chosen to response about the co-viewers question; 247 parents or 22.7% plays role as the co-viewers with their kids where a maximum numbers of parents (841) acknowledged that 77.30% parents does not watch cartoons as the co-viewers with their own kids – think, how much dangerous situation it is. The children often watching sex, violence, gender biasness, crime, domination etc. in the cartoon serials which has psychologically effects on them. So, parents have responsibility to erase such psychological effects and impacts from the mind of kids through telling them morals of the cartoons after watching television as the co-viewers with their kids. Now, I shall try to measure how much responsibility has shown by the survey-parents as their necessary duties: 452 out of 1054 parents tell morals of the cartoon after watching television but they always do not watch TV as the co-viewers with the kids; it is 42.88%. 602 out of 1054 parents does not tell morals at all, they neither watch as the co-viewers with kids nor they tell morals at the end of a cartoon show shown by their kids; they are 57.12% in totality. 44 parents think it is not necessary to express to the surveyor.

Each and every family is different in nature due to their education, culture, religion, financial conditions, geographical situations, political obligations etc. but in everywhere each home has children who watch television cartoons. Usually, kids from different families have different manners to understand some common social-relationships. So, parents where successful to control their kids from watching TV cartoons by ‘abide by’; some parents becomes failure to do so, their children do not care the parents so they have to chose ‘by force’ to control their kids from watching TV cartoons; some parents have no scope to live with their child or parents are dead or kids are out of control of their parents or there are some egoistic kids – all are uncontrolled kids of the parents in watching TV cartoons. We shall see now, how many survey-parents processes controlling over their kids from watching TV cartoons: 996 parents expresses their process of

Mobile –games are one kind of virtual games which based on the basic principle of animated cartoons. Today, almost all Indians are playing mobile games in their off time or else. It is interesting to say that every mobile games are the great source of addiction for the adults and way to get addiction for child users. It is notable that, my survey already proved children of class LKG to standard IV are gradually decreases their TV cartoon watching and increasing rapidly mobile game playing whenever their age is growing. It is the hidden truth that parents

themselves are addicted in mobile game now the question is, are parents allow their kids to play mobile games? 203 parents out of 1089 parents directly allowed their kids to play mobile games; it is 18.64%. 81.36% parents says they do not allow kids to play(!). An inherent conflict exists whenever kids of a parents wants to play mobile-games due to force of its addiction; some parents wishfully allow kids to play such games; they are 385 in numbers or 35.43% parents reflected in my survey. 692 parents do not allow that is 64.25% and 21 parents said it is unknown to them. My survey area is purely a rural . So, maximum parents have no computer; of them some have computer but they does not allow their kids for playing. Therefore, a huge number of parents has chosen the options ‘No’ and ‘UNKNOWN’, only 8.81% means 89 parents told that ‘Yes’ their kids are using computer in purpose of playing. It is the great debate from the very beginning of the modern electronic media that who is responsible for the curses of addiction? Nobody are able to prove that in a single word as ‘Yes’ or ‘No’ either the media is responsible or the users are responsible. It is very complex and plausible approaches of the owners of such electronic media that their creations like cartoons, cinemas, videos, reality shows, audio programmes, etc. are not bad in nature. They also thinks (owners of the creations) their works are based on either fictions or it reflects the reality of the society only without any biasness – the users may find these creations are good or bad for them as well as for the society; their options does not prove that the

above said creations are good or bad by itself – they becomes good or bad through the outlooks of the users. Individually, I also have such kinds of experiences whenever I was searching internet again and again to find out ‘either media or users are responsible’ for the good or bad effects in the society; I get information only infavour of ‘Creations’ and against ‘Users’. But, the ordinary sense of common man always indicates that if the content of ‘creations’ are good its effects in society must be good – users role is secondary, here. Unfortunately, my survey- work on parents support the ordinary sense of common man and goes against the owners of creations that ‘all the electronic media are responsible for the good or badness in the society, users are secondarily responsible’. Let see survey-data: 675 parents out of 943 parents that means 71.58% parents thinks that ‘Electronic media are responsible’; 268 parents out of 943 parents said ‘Child itself are responsible’; it is 28.42% and 155 or 16.44% parents said ‘it is unknown to them’.

In fact, survey had done on 1098 parents of them, 412 had given their individual opinions towards the modern electronic gadgets which are heavily using by their kids. Let see, what these opinions are:

1.Maximum numbers of parent suggested that kids must play out door games or playing in the ground especially playing within a group of same age kids are the best way to avoid from harmful and habitual cartoon watching practice for a kid. Total suggestions exists in favour of that opinion from my survey-work are = 154.

2. Some parents opinions are, TV, Mobile – games, Internet etc. are the behind control of any particular individuals; multi-national or global companies are involved in these field with a huge capitals and political powers. Nobody can stop or modify the broadcasting of such cursive and bad things in the cartoon serials which are made exclusively for very younger age kids. Therefore, it is better to

be alert themselves by parents through the ‘parental guidance’ toward kid’s cartoon watching. Total suggestions exists in favour of that opinion from my survey-work are = 66. And, some parents indirectly supported that views by stating opinions as ‘keep distance such electronic devices from kids; suggestions exists in favour of that opinion from my survey-work are = 45.

3. Some parents (36) suggested to totally stopping cartoon channels from television. Somebody suggested watching alternative cartoon programmes like educational cartoons (05)in lieu of bad traditional cartoon characters in the TV.

Except the above stated opinions of parents of kids; they also suggested some valuable and necessarily important opinions, these are as follows:

1.Use these devices without game options. 2. Keep children distant from the devices. 3. Acknowledge the kids about the bad effects of such gadgets using. 4. Give parental time care. 5. All are not bad in the media, find out the right programmes and watch these. 6. At first, parents must have to avoid using such electronic devices before abide by their kids. 7. Behave like intimated friend with your child. 8. Gradually reduce your kid’s addictions on the electronic gadgets. 9. Tell morally strong story to your child during its off time. 10. Parents may fix a particular time for cartoon watching by their kids. 11. Persuasions may result suitable in the kids for reducing cartoon watching. 12. Close all electronic tools in your home. 13. You may maintain watching good cartoons by both the parents and children. 14. Give maximum time for your kids. 15. Grow interest in the physical exercise into your kids. 16. You may keep engage the kids in the creative activities like, drawing, drama, dancing, arts and crafts etc.

GROSS VIEWEING OF TELEVISION CARTOONS AND MOBILE- GAMES BY KIDS AND THE EFFECTIVENESS OF PARENTAL CONTROL:

1. TELEVISION CARTOONS: According to survey-kids, 98.82% kids are regularly watching television programmes, ofthem 93.66% are watching animated cartoons in television. But, 87.62% parents have given opinions that their child watches cartoons in television. The parents also opined that 61.35% kids are watching cartoons in the television during meals and 57.95% parent noticed psycho-physical changes into their kids due to watching such kinds of animated cartoons in television. Let see data below in the given box.

1089 kids out of 1099 kids’ watches television. It is 98.82% 1034 kids out of 1089 kids watches television cartoons. It is 93.66% 941 parents out of 1074 parents told their kids are watching It is animated cartoons in Tv. 87.62% 665 out of 1084 parents opined that their kids watching It is cartoons during meals. 61.35% 576 parents out of 994 parents told that they noticed psycho- It is physical changes into their kids due to cartoon watching. 57.95% Kindly imagine, how much powerful these animated television cartoon serials are to the kids.

2. MOBILE – GAMES PLAYING: Now a days, another powerful electronic gadget to kid is mobile phone; in these sub-topics, I shall first see what the parent’s opinions in this regard and later I shall represent the kids out look related with the above said issue.

But, there is no parity between data received from the parents with their kid’s statements because, the mobile games playing are famous among the kids and it is growing rapidly whenever their ages are increasing.

Now, the question is where from the kid get mobile phone for playing? The possible answer may be: either (i) kids silently uses mobile phone of parents and relatives in purpose to play. Or (ii) parents did not properly mark the ‘Option’ in their survey-questionnaires.

3. LACK OF PARENTAL GUIDANCE DECLAIRS BY THE PARENT THEMSELVES:

It is well established truth in the Indian context that there are only two ways for protection the kids from negative effects of some famous and necessary electronic gadgets such as television cartoons, mobile games, computer games, online games of the internet etc. The two ways are – (a) Government’s approaches against such media through the censorship methods – either by pre censorship or by automated running censorship with beeping and others. (b) Parental guidance over their children. It has no well defined formulas; it varies parents to parents. Our India is multi-cultural country so; usually values are different in the social context. Cultures and civilizations are also different. But, there is one inherent whole Indian culture so parents will use different procedures to protect their children from negative effects of such modern electronic gadgets. Let see the present scenario of the parental guidance:

Parent’s controlling process to kids from cartoon watching It is 71.89% only by saying “Do not watch cartoons”. 280 parents out of 996 parents said, Kids are uncontrolled It is 27.5% of the parents in the television cartoon watching.

Previously I discussed the government’s role against the bad content of television cartoons for kids and neither the government nor the ‘creators’ of these cartoon agrees to say these cartoons are very harmful to kids; but the reality I find in my survey on parents that these ‘creations’ or cartoons are responsible for the moral degradations in kids. Therefore, parental control is the only way to prevent moral degradations for their children. I find a fatal failure of the parental guidance which opined by their parents themselves – it is more dangerous for their kids. Mainly, parental guidance works effectively through – (i) parents controlling processes over their kids, (ii)either parent watch cartoon as the co-viewers with their kids or not, (iii) parents must have to explain the morals of the cartoons to their kids as the particular cartoon episode is a part of a whole story; it is not an isolated episode at all. Hopelessly my survey discovered a huge lack of parental guidance toward their kids; these are as follows: (i) 77.3% mean 841 out of 1088 parents agree that they do not watch cartoons with their kids as a co-viewer. It means, these kids are watching cartoons in television whatever they likes to watch! (ii) 602 out of 1054 parents do not tell morals to their kids after watching television cartoons; it is 57.12%. It means, children are watching cartoon episode in isolated manners and without having its moral values; only they are enjoying limitless violence, crime etc. bad actions. (iii) Parents also opined that their kids are out of control in the television cartoon watching; it means 280 parents out of 996 parents or 27.5% are into this category. And, a maximum portions of parents (71.89%) or 716 parents out of 996 parents wants to control over their kids in relation with television cartoon watching by saying “Do not watch cartoons”. think? Always children will obey this parental guidance? I think, I need not answer; each and every parent has experiences what their children are doing in this issue.

WARNING TO SURVEY-PARENTS AS WELL AS ALL PARENTS:

1. Make stipulated time for your kids to watching television. Do not allow your kids for the frequently television watching. 2. Never allow your kids to watches television, alone. Be a co-viewer with them. 3. Encourage your kids in watching educational and News channels other than the cartoon channels. 4. If it is necessary for allowing kids to watch cartoons, be the co-viewer and explain it’s moral to your kids after watching television cartoons. 5. If you notice any kid of physical or psychological behavioristic changes in your kids, at first make a suitable ‘home-environment’ with your child. If it goes out of your own, go to doctor or psychologist. Do not ignore the problem; take proper decision toward the future of your kids. 6. Immediately stop cartoon watching during meals; it causes mal-nutritious. Ask your family doctor about the bad and harmful habit of your kids; he will properly acknowledge and guide you. 7. Whenever your child does not follow and obey the parental control in watching television cartoons – be alert. Think, your kid is in troubles or the kid is cartoon addicted or going to be addiction. 8. Discourage your kid to handle your smart phone. Playing any kinds of mobile games are forbidden for the kid. There is no question to allow the kid for playing mobile-games. 9. Do not give any kinds of phone with your kids when they are going to school. Collect necessary information related with your kid from Principal or Authorities of the school, only.

10. During computer practical class or home work do not allow your kid to open other unnecessary files and folders which are not into their syllabus. 11. If you at times become bound to give mobile phone to kids for playing; after a while analyze why does you becomes bound later avoid such situations, again. It is kid’s emotional black mail on their parents. Think reasonably and find out its proper solution. 12. A good home-environment has to be maintained by parents. The parent must have to stop frequent using television programmes and mobile- games, at first. Later ask your kid to stop it. 13. Arrange enough time for your kid’s playing in the outdoor in purpose to physical exercise. 1-2 hours daily play football, cricket, swimming, cycling etc. games with your kid. 14. If it is possible, allow your kid for group-playing, which will connect social relationship, also. 15. Make sure that, your kid is playing not less than one hour in the school; otherwise rise voice in the parent-teacher meeting. 16. Try to set-up so many play-ground and parks for kids in your locality through the adjunct ‘Authority’ like Councilor of a municipality, Panchayat and Panchayat samity, Zilla parishad or Regional development board (like, UTTAR BANGA UNNAYAN PARISHAD) etc.

My observations:

1.It was not my targeted intention but the survey revealed that there is balanced birth ratio of the children among my survey-parents. Parents having two (2) children are 48.44% and 528 in numbers; one (1) kid having of 395 parents that is 36.24%. A few parents have three (3) or four (4) children that are 11.74% and 2.3% or 128 and 25 in numbers. Of course, there are scope to propaganda related with ‘Family Planning’; my survey finds that 12 parents have five (5) children and having six (6) and nine (9) children of one each parent.

4. Maximum kids are watching television cartoons; according to different parents, the exact numbers of such television cartoon watching kids are 941 and 87.62 in percentage.

5. 57.95 percentage parents have seen various changes into their kids due to television cartoon watching; it is 576 in numbers – I think that above said data is the one kind of warning and threat to parents about the future of their kids. At the same time, it also is clear that the parental control over child is not satisfactory.

6. The survey discovered a serious negligence of parents through the huge numbers of kids (665 kids) having habit to watch cartoons during meals; it is 61.35%. Those kids will usually suffering with various physical problems.

7. 841 parents agree to say that they do not watch cartoons as the co-viewers with their kids; 77.3% parents are helpless in this issue. It means, these parents are failure to tell their kids about the morals of a cartoon which causes the kids will enjoy obstacle free curses of television cartoons.

8. 57.12% parents never tell morals at the end of the television cartoons to their kids whenever they watch as the co-viewers. Of them, maximum parents do not watch cartoons at all, so there is no question to tell morals to their kids.

9. 126 kids out of 996, that is 12.5% kids do not care anybody even their parents in the television cartoons watching; they are free from all kinds of controlling. 154 kids or 15.46% kids also tries to not care anybody in case of the cartoons watching but, the parents are trying to control them; so the kids are controlling by applying force from watching cartoons. According to parents, 716 kids glued to watches television cartoons; this 71.89% kids are abide by several times by their parents – of them, some kids leave the cartoons watching immediately, some becomes uncontrollable.

10. We have seen that the entry in the mobile games of a kid is the golden opportunity to enter into the addiction world of different electronic gadgets. Generally, every kid are exclusively hanker after mobile and mobile games; if in this situation parents of the kids allow to play mobile games what is to be happen it is well known to us. My survey on parents says that 203 parents’ means 18.64% parents are giving permission to play mobile games to their kids.

11. Previously, I told that mobile games are highly addiction prone to every kids, I find its another supporting proof. 385 parents means 35.47% parents expresses in the survey-paper that they becomes bound to give mobile phone to their kids for playing. In fact, I have to say another conclusion from my survey-data of children that kids are rapidly encouraging to playing mobile games from LKG to upper classes; and at the same time, their interests are going to decreases in the television cartoon watching.

12. My survey had been done on a small town so, a few numbers of parents have personal computer. Of them, 89 parents told that their kids are playing games in the computer, daily; it is 8.81%.

13. It is important to conclude in my thesis that either media or its users are responsible for the moral degradations among the kids. It is well established truth in the electronic media-world that only users are responsible for the moral degradations; by any means such gadgets are not responsible. I am happy to say through my survey-data analysis on parents that 71.58% parents have stamped on the responsibility of media; whereas users of such media (kids) are secondary.

SUGGESTED NEW GRIVANCE REDRASAL MODEL OTHER THAN THE TRADITIONAL WAYS

The companies which are related with the productions of such cartoons for television, cinema, video-games, mobile-games and internet- games etc. are running by the huge amount of capitals and by so strong political powers. Of them

maximum cartoon companies are multi-national or global companies; they ruled everywhere from the very beginning of the cartoons creation; ofcourse, our India also is in front row in the cartoon production for kids. Some India-made cartoon series also globally showing now. The ‘curse’ of cartoons for kid remaining unchanged either it is Indian-made or foreign-made; every producers are eager to earn more profit other than their social responsibilities; so, contaminations in cartoon are showing from different modes and different ways. In the beginning of that chapter, I had sketch a partial picture of bad cartoons for kid namely; CHHOTA BHEEM, MOTU-PATLU, DOREMON, SINCHEN etc; you may remember these cartoon serials are the representative of almost all cartoons showing on different media. Therefore, it is absolutely necessity to stop or rectifies such contaminated cartoons serial for the parents and the government of a nation. But, a single parent or an isolated country has nothing to do against such global cartoon companies; a state can censor the cartoon even the state can ban it – in the recent tradition we find, after a while of ban or censored by a state the above said cartoons are successfully running on the television, cinema, internet and other electronic devices in that effected state; it prove the power of huge capitals and strong political powers of such global cartoon companies. India also has experiences of such incident in several times. In a single statement we can say the national laws and censorship procedures are not enough to government of a country against such cartoon companies; there is needed more than that. What is more than that? It is parents’ opinion or the strong public opinions’ against such cartoon serials for kid of such global companies. The parental approaches against such companies would not be successful because, any individual power is less than the state governments’ power and where a state is failure there an individual what can do – it is easy to infer. In the other hand, sometime the nation is suffering with unexpected ‘Technological Storm’ or thread and suicidal games through online by internet, world-wide. In this case, all the governments and individuals have nothing to do against the hackers and curators. But, I think there is

possibility of a lot of success if and only if parents and the government together work against such bad powers. I shall give a model code of works of the joint power by them.

Alone, a government has no power to total prevention or absolutely ban on the contaminated global cartoon channels by a foreign companies; only the government can apply their existing censoring system on it. Our experiences prove that sometimes the censoring system taken against any cartoon companies become unsuccessful due to contrary with the ‘international laws’ with the national laws; even there is so many ‘gapes’ in the native censoring laws. In the other hand, an individual or parent nothing can do against it other than raising voice; in the democratic country like India the raising voice of parent against cartoons make a pressure on the government and we find in the discussion that the government also has nothing to do against such problems other than applying censorship on it.

The fighting against such bad cartoon serials as well as the global companies is to be fruitful if the government and the parent works together with their specified procedure. Here, I mean to say procedure of a government means, its’ major three democratic pillars such as Legislation System, Legal System (Judgment) and Local Administration System; and their joint application as unique forms against such cartoons. In India, a parent can democratically demand censoring, rectifications even ban on a cartoon serial which is not good for their kids. A parent have no scope to individually enter into the ‘government procedure’ without a group or public opinions; so I think, a parent at first must have to use his own democratic right, right to freedom of speech which I mean to say ‘Parents’ procedure’ to make ‘public opinions’. Now, the public opinion can easily have permission to entry into the state legislation and the legal process is to be moving on.

Now, the whole process systematically I explain below by numbering ascending order:

1. At first, I shall suggest the India government as well as the state government of west Bengal that kindly make a minor reform on local administration. Establish the new set-up of the ‘IT’ ministry again from the top to bottom. Appoint minimum two (02) IT police in the ‘Thana level’(police station level) with their supporting staff; they will works under the IT police of the sub-division level where at least five (05) IT police will be appointed as the equivalent of the Superintendent of Police designations. At the district levels appoint not less than ten (10) IT police and in the division levels means, Bardwan-Kolkata-Jalpaiguri; appoint not less than fifty (50) IT police who will works under the supervision of two (02) senior IPS officers whose’ ranks are to be similar with D.G range. And, these two IPS officials would be directly responsible to the west Bengal IT Ministry. Some mobile teams would ‘raid’ under the control of Divisional IT officials or by their prior consent ; of course there must have special power to ‘raid’ by the every IT officials of each categories, if found it is unavoidable necessity. The IT police officials will work as the same to same with ordinary police officials and there must have to direct connectivity with the every stages of ‘Consumer Forum Cells’ of West Bengal because of IT services are included under public consuming. Thus may administer the ever growing IT complaints. 2. In the Indian judiciary system there has existence of separate IT section. If needed there may include so many closes extra. The judgment on the claim of IT must be minimizing within a week to a month – otherwise, the judgment will go in vain. 3. The IT department apparently new and it is growing rapidly in this day. So, there must have necessity of so many new laws and regulations. The law

making authority in a state of India is its legislators; they establish a bill to law after discussions and voting process into the ‘Bidhan Sabha’ (a legislative council for a state of India). At the same time, Central government makes law in the ‘Parliament House’ (Lok Sabha) through the discussion and voting process of the elected members. It is well established truth that India and Indian states’ law making process is so lazy and its effects in the society are too lazy. We must remember the complexity and newly effected problems are creating trouble in the public life by the ever growing IT devices among the Indian people. Without sufficient laws our judiciary system will not be able to give justice for its people – which are the similar with injustice. So, I shall request to the members of the Bidhan Sabha and Lok Sabha; who makes law, take right decisions at the right issues as early as possible. 4. Any kinds of complaint of parent related with IT must be submitted in the local ‘Thana level’ IT police. Later, they will take necessary steps as the importance of the complaint. If that process becomes mandatory for all I think, so many vague incidents may be reduced and the authenticity of the complaint is to be strong. 5. If it is so urgent, parent may have opportunity to lodge their complaint directly to the sub-divisional level of IT police to divisional level IT police but, at the same time it remain mandatory to lodge the same complaint at the local Thana level IT police within a stipulate time. 6. For the speedy disposal of the IT related complaint all the stages of IT police stations must have to maintain their website in the internet for filling online complaint. 7. The existing ‘Consumer Forum’ also is to be capable to receive IT complaint of parents related with television cartoons but, the ultimate clearance authority is to be the honourable Court’s judgments with investigation reporting of the IT police not less than the district levels.

8. I shall request to all political parties in India to consider positively about my below said suggestions or feelings. Every political parties has different branches other than the mother parties; for example – INTUC, CITU, etc. for laborers, ABVP, TMCP, CP, SFI etc. for student community, WBCUTA, WBCUPA etc. for college teachers. Is it not possible to form a separate branch by every political party in connection with ‘Television and Cinema Consumer Forum’ or by other names? I think, it is quite possible if there are humble feelings of political parties toward their peoples and supporters. If it could be done I think, the individually helpless parent’s voice can be successful to forming the strong public opinion against of bad media; which can be pressurized on the legislations and on the local administrations which effects the judiciary system, also. 9. I think, it is to be better if all the school, college, university and other institutions take proper steps against the bad effects of electronic media. For example – all educational institutions has permanent ‘Anti-Ragging Committee’ which is a mandatory committee as directed by the education ministry of West Bengal. I am requesting the ministry of education of West Bengal through my thesis that kindly mandate the ‘Modern Electronic Media Committee’ in all the educational institutions across West Bengal and if possible mandate it for our whole nation. If such committee formed and function well then our maximum problems would be solved locally. There also has a scope to form strong public opinions against these bad effects of electronic media. Here, I have to remember a proverb that ‘prevention is better than cure’ similarly, the awareness of the bad effects of electronic media is better than its total solution; we had very good result in hand infavour of this proverb in the case of mass awareness about AIDS campaigning. So, it is my suggession to the West Bengal government particularly to the ministry of education to do needful for the demands of time.

10. At least but not last, I shall request to the local development authority like Mayor of the municipalities, President of the Panchyet Samity and Zilla Parishad that kindly create more and more play ground for kids of your locality. Preserve all the pre set-up play grounds and parks; encourage the parents toward the values of physical exercise in the play ground for their kids. Otherwise, our next generation will not be fit to take part in the future responsibilities for the development procedures for India through their weak physical activities and violent mental states.
