INTRODUCTION

I, the Chairperson of the Standing Committee on Social Justice and Empowerment (2017-18) having been authorized by the Committee to submit the Report on their behalf, present this Sixty-second Report on 'Implementation of scheme of Multi-sectoral Development Programme/Pradhan Mantri Jan Vikas Karyakaram'.

2. The Committee took two oral evidence of the representatives of the Ministry of Minority Affairs on 30.06.2017 and 29.05.2018. The observations of the Committee are based on the appraisal of the evidence of the Ministry of Minority Affairs.

3. The Report was considered and adopted by the Committee at their sitting held on 07.08.2018.

REPORT

CHAPTER-I

1.1 The Multi Sectoral Development (MsDP) Programme is meant to improve the socio-economic conditions of minorities and providing basic amenities to them for improving the quality of life of the people and reducing imbalances in the identified Minority Concentration Areas.

A. BACKGROUND AND INTRODUCTION 1.2 The MsDP a Centrally Sponsored Scheme implemented through State/UT agencies was launched in the year 2008-09 in the 90 identified Minority Concentration Districts (MCDs) of 20 States/UTs to address the development deficit of minority concentration areas by creating socio-economic infrastructure, providing basic amenities and permits various interventions for addressing development deficits of indentified Minority Concentration Areas.

1.3 The programme provides for gap-filling by topping up of existing Centrally Sponsored Schemes of various Central Ministries/Departments. Innovative projects which are not covered by any of the existing Central Sector Schemes of various

Ministries are also taken up.

1.4 During 2008-09 to 2012-13, the unit of implementation was Minority Concentration District. To make the programme more effective and more focused on the targeted minorities, the programme was revamped in year 2013-14. In the restructured MsDP the unit area of planning has been changed to blocks/towns instead of district for sharper focus on the minority concentration areas and to increase minority coverage. The revamped MsDP had identified 710 Bocks, 66 towns and 13 Cluster of villages in 196 Districts for its implementation during 12th Plan. 1.5 Minority Concentration Areas (MCAs) with a minimum of 25 per cent minority i.e. Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) population were MCAs selected on the basis of backwardness parameters.

1.6 In case of States/UTs of Punjab, Nagaland, Meghalaya, Mizoram, J&K and Lakshadweep where one of the notified minority community is in majority, a minimum of 15 % population of other minority communities.

RESTRUCTURING OF MsDP FOR IMPLEMENTATION DURING REMAINING PERIOD OF 14TH FINANCE COMMISSION.

Pradhan Mantri Jan Vikas Karyakram (PMJVK)

1.7 The Government has approved the Multi-sectoral Development Programme for its implementation during remaining period of 14th Finance Commission i.e upto 2019-20 with some modifications. The name of MsDP has been changed to Pradhan Mantri Jan Vikas Karyakram (PMJVK). The features of Pradhan Mantri Jan Vikas Karyakram (PMJVK) are as under:-

a) Earmarking of resources i. 80 per cent of resources are for projects related to education, skill & health. ii. 33-40 per cent resources to be earmarked for Women oriented projects.

b) Inclusion of more eligible areas i. The Block and Town Level Data in respect of Socio-economic & Basic Amenities have been used. Till now the identification of MCBs were made on district level data. This approach has ensured the inclusion of more eligible areas.

ii. Will be implemented in MCAs of 308 districts instead of 196 districts (covered under MsDP). The area of PMJKV identified as per Census 2011 will cover:- 1. 109 Minority Concentration Districts Headquarters(re-inducted) 2. 870 Minority Concentration Blocks 3. 321 Minority Concentration Towns.

1.9 The details of district headquarters, blocks, towns with substantial minority population as proposed under restructured MsDP are given at Annexure-I.

1.10 When Committee desired to know about additional or new benefits would it accrue as a result of renaming it, the Ministry in their written reply stated as under:

"The erstwhile MsDP has undergone significant changes. In order to give a separate identity to the new restructured programme, it was desired to give it

a new name. The MsDP though was being funded partially, and in some cases fully, by the Central Govt., the projects were not getting recognition as Central Govt. projects. Under PMJVK, central Ministries and its organizations can send their proposal directly to the Ministry. Renaming the programme as Pradhan Mantri Jan Vikas Karyakram enables due recognition at the state as well as at the national level. The term Jan Vikas implies that the Karyakram is for development of the common man."

1.11 The Committee enquired if there is any change in the backwardness parameters adopted for identification of the backward districts in restructured MsDP, the Ministry in their written reply stated "an additional backwardness indicator of Census, 2011 i.e. percentage of households with latrine facility within the premise has been included."

1.12 When the Committee desired to know about the problems faced by the Ministry in implementation of the restructured MsDP as it would be implemented at the Block level now, the Ministry in their written reply informed as under:

"The MsDP was implemented at Minority Concentration District (MCD) level during 11th Plan period. The MCD covered the whole District. Thereafter, the scheme was restructured in June 2013 and the implementation unit was changed from District to Minority Concentration Blocks (MCB), Minority Concentration Towns (MCT) and Cluster of Contiguous Villages (CoV). The PMJVK shall also be implemented in MCBs, MCTs and CoVs in addition to Minority Concentration District Headquarters (MCD HQs). Hence, the programme is being implemented at MCB level from 12th Plan period onwards. This Ministry does not foresee any problems in implementing at the Block level. Besides, the State Governments would be implementing the projects with the support of agencies."

1.13 When asked what criteria has been adopted for identification of Minority Concentration Areas, the Ministry informed that as under :- The areas for implementation were identified on the basis of substantial population of minority communities in the area and backwardness parameters of the area. These criteria are based on the population data of Census, 2011. The details of backwardness parameters applied are:

(a) Religion-specific socio-economic indicators at the district /block/town- (i) literacy rate; (ii) female literacy rate; (iii) work participation rate; (iv) female work participation rate

(b) Basic amenities indicators at the district/block/town level- (i) percentage of households with pucca walls; (ii) percentage of households with safe drinking water; (iii) percentage of households with electricity; (iv) house with latrine facilities

B. IMPLEMENTATION AREA

1.14 Minority Concentration Blocks, Minority Concentration Towns, Minority Concentration District Headquarters and other areas for implementation have been identified on the basis of Data of Census, 2011.

a. Minority Concentration Areas of five more States/UTs namely Himachal Pradesh, Tamil Nadu, Nagaland, Goa and Puducherry have been included under the revised MsDP. All States/UTs earlier covered under MsDP have also been included.

b. The criteria for identification of Backward Minority Concentration Towns(MCTs) have been rationalized by adopting following:- i) Towns with population between 25,000 and 2,00,000 were identified. Town level data of Census, 2011 used. ii) Instead of fulfilment of both criteria, the Town fulfilling either of the backwardness criteria were selected. c. Criteria for identification of Backward Clusters of Minority Concentration Villages (CoMCV) have been revised by adopting following:- i) Villages should be contiguous and located within 5 Km radius. ii) Cutoff of population of Minority Communities has been lowered to 25% from 50%. d. Unit area of implementation has been further broadened by including Minority Concentration Districts Headquarters in addition to Minority Concentration Blocks, Minority Concentration Towns and cluster of minority concentration villages. e. The area covered will have 109 MCD Hqrs, 870 MCBs. and 321 MCTs(Annexure-II). CoMCV will be identified later on the proposal of State/UT.

f. The above MCD Hrq, MCBs & MCTs fall in 308 districts of 32 States.

g. Identified backward MCDs Headquarters would be covered for limited selective interventions. Such interventions would include higher secondary schools including KVs and NVKs, degree colleges, Sadbhav Mandaps,

hostels, Health care facilities and working women hostels.

1.15 The Committee when enquired about the details of the total number of families living below the poverty line or double below the poverty line in the Minority Concentration Districts (MCDs) and the main/prime income sources of these families, the Ministry in their written reply submitted as under:

" MsDP is primarily a scheme for creation of assets for socio-economic and basic amenities development to bring about overall improvement in the living conditions of people living in the minority concentration areas which are relatively backward. The beneficiaries for this project are identified by the States/UTs as per the existing terms of the concerned scheme of Government. The Ministry on its part ensures that there is no duplication in the proposed project by taking a declaration from the concerned State/UT in this regard. It being a Centrally Sponsored Scheme, the project formulation and its implementation are done by concerned State/UT. Under the scheme, the projects to fill the existing gaps of the existing Centrally Sponsored Schemes of Government of and innovative project for the welfare of minorities are sanctioned for implementation in identified Minority Concentration Areas. The States/UTs as per their felt need and requirement submit projects to the Ministry for consideration. As such, the scheme allows implementation of various existing central schemes of different Ministries/Departments that address the backward condition in such identified areas and the norms and guidelines of such schemes are followed. The projects under MsDP are implemented by the district authorities under the overall guidance of the District Collector/Deputy Commissioner. For beneficiary oriented projects namely Indira Awas Yojana/PMAY, the Socio Economic Caste Census list prepared by the M/o Rural Development are used by the District Authorities."

1.16 When asked to furnish State-wise/Year-wise details regarding the number of poor families benefitted by the projects under MsDP which are basic amenities for uplifting the quality of life of the Minorities during 11th Five Year Plan, the Ministry in their written reply furnished as under:

"Multi-sectoral Development Programme (MsDP) is a special area development programme with the main objective of developing assets for socio-economic development and to make available basic amenities in backward areas having a substantial minority population. It being a gap filling initiative for identified Minority Concentration Areas, the States/UTs as per their felt need and requirement submit their projects to fill the gaps under the existing schemes of Government. In case of individual beneficiary oriented schemes, the State identifies the eligible beneficiaries as per the existing guidelines of the concerned scheme of Government. However, being a special area development programme, the project for creation of asset for community as a whole is given priority. Considering that the MsDP schemes are implemented with a view to provide basic amenities in Minority Concentration area where facilities are used by the entire population in the catchments areas, no data regarding the number of poor families benefitted by the projects under MsDP are maintained. The whole population residing in the catchment area of the project is considered as the beneficiaries for the project but it is ensured that the project is taken up in areas having at least 25% minority population."

1.17 The Committee wonder as to why the details of total number of families living below the poverty line or double below the poverty line in Minority Concentration Areas are not available with the Ministry who have been mandated for the welfare of minority communities. When this information was sought by the Committee during the examination of DFG for 2016-17, the Ministry in their action taken reply had informed that the matter had been taken up with NITI Ayog as the matter of socio-religious census is pending with them. The Committee feel that being a nodal Ministry they ought to have the data of minority communities specially the families living below the poverty line or double below the poverty line in the Minority Concentration Districts/Areas. The Committee, therefore, recommend that the Ministry should pursue the matter with the NITI Aayog to provide exact number of persons living below poverty line or double below the poverty line belonging to the minority communities so that the provisions of creation of assets for providing basic amenities/ infrastructure like health, education, skill development should be made according to their need.

1.18 The Committee find that no data regarding the number of families benefitted by the projects, community wise, under MsDP are maintained by the Ministry. The Committee are not satisfied with the reasons given by the Ministry viz., the basic amenities which are provided under MsDP are used by the entire population in the catchments areas. The Committee feel that Ministry should understand that the main objective of the Scheme is to develop assets and basic amenities in socio-economic backward areas having substantial minority population. The Committee feel that in the absence of data of community-wise beneficiaries, the Ministry would be unable to analyse the impact of the scheme on minorities. The Committee would like to be apprised about the number of poor families benefitted, community-wise, by the projects under MsDP since inception i.e., 2008-2009 to till date.

1.19 The Committee observe that the Multi Sectoral Development Programme (MSDP) was conceived as a special initiative of the follow up action on the Sachar Committee recommendation. The Scheme was launched in 2008-09 in 90 Minority Concentration Districts (MCDs) to address the development deficits of Minority Concentration Areas by creating socio-economic infrastructure and providing basic amenities. The Scheme was revamped in the year 2013-14. In revised MsDP, the unit area of planning has been changed to blocks/towns and indentified 710 Blocks, 66 town and 13 Cluster of villages in 196 Districts for its implementation during 12th Plan. The Scheme has again been restructured for implementation during the remaining period of 14th Finance Commission i.e., upto 2019-2020. Now, the area covered will have 109 MCD Hqrs, 870 MCBs and 321 MCTs of 308 districts of 32 States. The Committee note that the name of the Programme has also been changed to Pradhan Mantri Jan Vikas Karyakram (PMJVK). Renaming the programme as Pradhan Mantri Jan Vikas Karyakram enables the recognition at the State as well as at the national level and Central Ministries and its organisations can send proposals directly to the Ministry. The Committee note that the Ministry have revised the Scheme many times with some modifications here and there but the socio-economic condition of the Minorities has not changed much. There are significant trends of missing of basic amenities/infrastructure in minority concentration areas. The Committee, therefore, recommend that the all-out efforts should be made by the Ministry for productive implementation of the Programme.

CHAPTER II PRIORITY SECTORS UNDER MsDP AND THEIR IMPLEMENTATION STATUS

2.1 The Projects taken up under MsDP are related to provide better infrastructure for education, skill education, health, sanitation Pucca Housing, road, drinking water besides schemes for creating income generating opportunities.

Implementation Status of MsDP Programme during 11th Five Year Plan period (2007-08 to 2011-12) 2.2 Backward Minority Concentration Districts (MCDs) for 11th Plan: The districts found relatively backward(in terms of national

average) in either of parameters adopted and having minimum of 25% population of Minority Communities were identified as MCDs.

Total 90 MCDs of 20 States were identified during 11th Plan and 2012-13.

2.3 On being asked, the Ministry have furnished the following statements regarding various projects sanctioned, completed and work in progress under MsDP during 11th Plan period :

2.4 It has been observed from the above statement that the major projects related to education, skill development, health, anganwadi centres, drinking water and Pucca Housing taken up under MsDP in Minority Concentration Districts/ Blocks/Towns (MCBs/MCTs) during 11th Five Year Plan in 20 States/UTs have been included.

Implementation Status of MsDP Programme during 12th Five Year Plan period (2012-13 to 2016-17)

2.5 The programme was continued on the format of 11th Plan in year 2012-13. However, to sharpen the focus on the targeted communities, the programme was restructured in year 2013-14. In the restructured MsDP, the area unit of implementation was changed to Minority Concentration Blocks (MCBs), Minority Concentration Towns (MCTs) and Cluster of Minority Villages.

2.6 The Committee enquired whether the State Governments have been consulted before revising the programme and their response. The Ministry replied that:-

“On the basis of recommendations received from Working Group on ‘Empowerment of Minorities’ of the Planning Commission and feedback received from various quarters, the Multi-sectoral Development Programme was suitably modified for implementation during 12th Plan. At the end of 11th Plan, the Indian Council of Social Science Research (ICSSR) was entrusted to carry out sample survey of Minority Concentration Districts (MCDs) for impact assessment. The impact evaluation report revealed that there has been positive impact in creating useful socio- economic infrastructure and providing basic amenities in identified MCDs. The study recommended that the programme could be further improved. Accordingly some structural changes were carried out with the approval of the Government and it resulted in the Restructured MsDP implemented from the year 2013-14."

2.7 The Committee further enquired about the specific steps have been taken by the Ministry for implementation of MsDP on a priority basis in the cluster of contiguous minority concentration villages. The Ministry in their written reply submitted as under:

"To cover the eligible and deserving area under MsDP, a concept of cluster of contiguous minority concentration villages was adopted during 12th Plan. Under this, the identification of the eligible area as per the guidelines of MsDP is done by the concerned States/UTs. The cases recommended by the State Level Committee for identification of clusters are examined and approved by Empowered Committee on MsDP. As per proposals submitted by the States/UTs, the Ministry has identified 13 clusters of villages. The Ministry approves all types of projects to fill the existing gaps of schemes of Government in the identified clusters. The cluster approach has been continued in Re-structured MsDP for period beyond 12th Plan as well."

2.8 In the restructured MsDP, 710 Minority Concentration Blocks, 66 Minority Concentration Towns and 15 Clusters of Villages were identified for the implementation. 2.9 It has been seen from the above statement that the major projects taken up under Multi-sectoral Development Programme (MsDP) for Minority Concentration Blocks/Towns (MCBs/MCTs) during 12th Five Year Plan in all States/UTs included Education, Digital Literacy under Cyber Gram Skill Development, Health, Anganwadi Centres, Drinking water, Pucca Housing, Income Generation Infrastructure and other Miscellaneous projects. 2.10 The Ministry furnished a statement regarding Physical Status of Projects th during 12 Plan as under:

2.11 The Committee note that during 12th Plan, in Punjab 581 projects have been sanctioned but no project has been completed till date. The Committee asked the reasons for the same. The Ministry in their written reply stated as under:

"The State Govt. submits progress of the projects to this Ministry through Quarterly Progress Reports. As per the information received from the State Govt. of Punjab, construction work of 215 projects are under progress. Further information regarding the progress of the projects has been requested from the State Govt."

2.12 The Ministry further stated that the matter regarding progress of the projects have been taken-up with the State Government of Punjab at appropriate level through correspondences and meetings.

2.13 The Committee find that during 12th Plan no asset sanctioned in Andaman & Nicobar and Gujarat. When Committee asked the reasons for the same, the Ministry in their written reply submitted as under:

" The projects are on a fund sharing arrangement between the Center and the State Government/UT Administration Project proposals are required to be submitted by the State Government/UT Administration to this Ministry for approval. Despite letters from the Ministry seeking proposals and tentative allocation of funds no proposals were received from the Govt. of Gujarat and A&N Islands for construction of project under the MsDP."

IV. Implementation of MsDP during 2017-18

2.14 It has been informed that MsDP was implemented during 2017-18 on the same format as of 12th Plan.

2.15 The Ministry have furnished a statement regarding Physical Status of Projects during 2017-18 as under:

2.16 During this period, the projects relating to 43 Health Centres/Sub-Centres, 1633, Anganwadi Centers, 223 Drinking Water Supply, 4569 Additional Class Rooms, 193 School Buildings, 1 Industrial Training Institute, 464 Teaching Aids, 97 Hostels and 1 Degree College have been approved.

2.17 The Committee enquired whether any timeline has been fixed for the completion of projects under MsDP and how the Ministry would address the issue of delay of completion of Project. The Ministry stated that each project sanctioned under MsDP has different completion period and requirement. As such, a timeline for completion of each project is specified by the State in the Quarterly Progress Report.

2.18 The Ministry further added that to ensure timely completion of the projects, the Ministry has decided that any project which is not started within one year from the date of sanction will be considered for cancellation. However, the Ministry have now made a provision under re-structured MsDP for implementation during period beyond 12th Plan, that the projects will be approved with a timeline for construction work. It is expected that this provision will enable the Ministry to monitor the timely completion of projects.

2.19 The Committee find that during 12th Plan out of 125769 projects approved only 62253 units/projects related to various States have been completed till date. The Committee are not at all happy with the progress of completion of these projects as only 50 per cent projects have been completed in 12th Plan. The Committee also find that proportion of sanctioning the assets under MsDP in various States/UTs during 12th plan period is poor vis-a-vis their completion in respect of Assam, Bihar, Manipur, Haryana, Maharashtra, Mizoram, Telangana and Andhra Pradesh as compared to other States/UTs. The Committee recommend that the Ministry should co-ordinate with the concerned States /UTs and other line Ministries to complete these incomplete projects timely.

2.20 The Committee note that in the State of Punjab 581 projects have been sanctioned but no project was completed during 12th Plan. Similarly no asset/unit has been sanctioned in Gujarat and Andaman & Nicobar. The Ministry have submitted that the construction work of 215 projects in Punjab is under progress. The Ministry also informed that despite letters from the Ministry seeking proposals and tentative allocation of funds no proposals were received from the Governments of Gujarat and A&N Islands for construction of project under the MsDP. The Committee feel that MsDP is an important scheme which addresses the developmental gaps/deficits in identified backward minority concentration areas and the projects are on a fund sharing arrangement between the Center and the State Government/UT Administration. The Committee, therefore, recommend that the Ministry should impress upon all the State Governments to send viable proposals and implement this scheme seriously so that more MCAs could be covered.

2.21 When asked to furnish details regarding number of houses completed and expenditure incurred on providing Pucca Housing (State/UT-wise) during 11th and 12th Plan. The Committee also asked to furnish State/UT-wise and community-wise details of poor families in MCDs/Towns and clusters who have been benefitted by IAY and Drinking Water Supply projects during 11thand 12th Plan with expenditure incurred on them. The Ministry in their written submission informed as under:

"The unit cost approved for IAY was around Rs. 35,000 during 2008-09. Thereafter it was revised to Rs. 70,000 (Rs. 75,000 for hilly states, difficult areas and IAP district) and subsequently to Rs. 1.20 lakh( Rs. 1.30 lakhs for hilly states, difficult areas and IAP district) by Ministry of Rural Development. Post revision problems emerged as MsDP scheme does not permit revision of cost. Besides, cost revision issues, availability of land was also an impediment. Hence most states preferred to drop the project and implement some other project. Therefore, the houses actually constructed under IAY during the 11th Plan and 12th Plan are lower. Further, the Govt. followed the approved wait list for IAY. The programme of Ministry of Rural Development on rural housing was to give housing to everyone living below the poverty line as per the approved wait list irrespective of their community. MsDP followed the same approach while topping up the efforts of the Ministry of Rural Development with regard to rural housing. In the instant case, details of 6,37,985 units sanctioned during the 11th Plan and 12th Plan for IAY and Drinking Water Supply Schemes have been sought. These projects have been sanctioned in the identified Minority Concentration Areas (MCAs) of a number of States. The amount sanctioned for each of the project varies from State to State as per their size of the project and approved rate of the line Ministry. The Projects under MsDP were sanctioned for the welfare of minorities but does not exclude other population living in the catchment area. Hence the Scheme provides for location of projects in the identified MCAs where the proportion of minorities are higher but not lower than 25%. The projects are constructed and commissioned by the State Government/UT Administration as per the existing guidelines of the line Ministries. " 2.22 The Committee enquired whether the schemes like construction of houses under IAY for BPL families and Drinking water supply have been included in restructured MsDP which were included in 11th & 12th Plan. In this context, the Ministry have informed as under:

" As such the priority is to approve projects for creation of community assets. Projects related with individual benefits like PMAY will continue to be taken up by the mainstream Ministry (MoRD) being their flagship programme for which they have sufficient budgetary provision."

2.23 In this regard, the Secretary of the Ministry of Minority Affairs during the evidence further stated as under:

" As far as the IAY is concerned, when we initially started MsDP, the emphasis was very much on IAY. In those days, the scheme amount was small. When we went into the third or fourth year, difficulty started cropping up that is availability of land mainly. There was a pile up of backlogs because land was not available in many States. Then there was a revision of IAY. The rates went up suddenly from a certain amount to a much bigger amount. That is why it does not permit the revision of the project. That is where we ran into difficulty. States may not be able to execute all pending projects and were returning the money that is when we realised that this is a very difficult area. So, in this present new scheme, which is now called PMJVK, the individual beneficiary-oriented schemes are not being permitted, we are only concentrating on infrastructure.” 2.24 When asked about the State-wise-details of units completed under IAY, the Ministry submitted that details of IAYs are maintained by the State Governments. State-wise figures pertaining to commissioned IAYs under MsDP is being obtained and would be furnished separately. Information regarding location of projects, amount approved, unit sanctioned, terms & layout, funds released etc in respect of IAY and drinking water projects are uploaded regularly on the website.

2.25 The Committee note that to provide Pucca Housing under Indira Awas Yojana (IAY) was one of the priority sectors of MsDP during 11th and 12th Five Year Plan. However, the Committee find that there was no single unit was sanctioned under IAY in the States of Kerala, Jammu & Kashmir and UT of Andaman & Nicobar during 11th Plan. The Committee find that no single unit/project was approved/sanctioned in the States of Assam, Haryana, Uttarakhand, Maharashtra, Madhya Pradesh, Andhra Pradesh, Telangana, Rajasthan, Gujarat, Chhattisgarh and Andaman & Nicobar Island in 12th Five Year Plan. The Committee note that out of 301221 projects of IAY 237390 units have been completed in 11th Plan. During 12th Plan Period out of 47403 units under IAY only 27130 have been completed. The Committee observe that projects relating drinking water supply and Pucca Housing under IAY have not been included in the restructured MsDP. The Ministry have reasoned that initially there was lot of emphasis on IAY as the amount of the Scheme was small. The non-availability of land and increase of amount under IAY are the reasons for not taking the project and in the revised Scheme, which is now called PMJVK, the individual beneficiary oriented Scheme is not being permitted as the Ministry have now focused on infrastructure. The Committee feel that no doubt housing is a basic infrastructure for the people of Minority Concentration Areas and it should not have been excluded from the list of projects which are undertaken in MsDP. The Committee, therefore, strongly recommend that the projects under IAY and drinking water supply be included in the list of priority sectors of MsDP without any delay.

2.26 The Committee find that the Ministry have taken up the projects related to degree colleges, school buildings, additional class rooms, hostels, lab equipments, toilet and drinking water facilities in schools, teaching aid and ITI buildings in MsDP under education sector during 11th and 12th Plan.

2.27 The Ministry have furnished the unit wise various education related projects sanctioned, completed and work in progress under MsDP during 11th and 12th Plan as follows:-

2.28 When asked to furnish expenditure incurred on each project of Educational Schemes under MsDP during 11th and 12th Plan Period. In this context, the Ministry have stated as under:

"With regard to expenditure incurred on each project, it is clarified that the amount sanctioned for each of the project varies from State to State as per the size of the project and approved rate of the line Ministry at that point of time. As such, the expenditure details of individual projects is voluminous. The information regarding location of projects, amount approved, unit sanctioned, terms & layout, funds released etc are uploaded regularly on the website by this Ministry." 2.29 The Committee further asked to furnish community-wise details regarding number of minority students enrolled in these schools, ITIs, Polytechnics and Hostels as on date. In this regard, the Ministry have stated as under: "Projects under the MsDP are to be located by the State Governments/UT Administrations in locations having high concentration of minority population

so that the minorities benefit from the assets located close to their habitat. This does not exclude populations belonging to other communities living in that area from using the assets provided under MsDP. Hence, assets of such nature like schools, ITIs, Polytechnics and hostels etc. are used by the students living in the area." 2.30 When the Committee asked regarding the Pilot Schemes for providing education to the families living below the poverty line as thrust of the restructured MsDP is to allocate 80 per cent of the resources under the Programme for education, health and skill development, the Ministry have submitted that:

"Under re-structured MsDP, the Central Government Departments/Organizations, Central Public Sector Enterprises/Undertakings, Central/State Universities and Armed Police Forces may now also submit their proposals for implementation of projects in the identified backward minority concentration areas with/without consultation with the State/UT to the Ministry under the PMJVK. Central organizations would include Navodaya Vidyalaya Samiti (NVS), Kendriya Vidyalaya Sangathan (KVS) and Director General of Trainings (DGT), Maulana Azad Educational Foundation (MAEF), etc. The concerned State Level Committee would be consulted mainly in respect of land availability where the need arises and the construction work shall be taken up by central agencies assigned with the work. Since the MsDP is a Centrally Sponsored Scheme, the projects/proposal approved are based on the proposal of States/UTs/Organisations."

2.31 The Committee find that under MsDP various education related projects have been sanctioned during 11th and 12th Plan. The Committee are constrained to note that during 11th Plan, 14061 additional school rooms were sanctioned out of which 9606 have been completed and work on 1562 units is still in progress. That means work of 2893 units have not even been started till date. Similarly, work related to the 56 hostels, 18 ITI buildings has not been commenced. The Committee find that during 12th Plan, work relating to 760 school buildings, 367 hostels, 34 ITI buildings, 10 degree colleges, 10340 additional school rooms has not been started till date. In fact 782 units related to providing teaching aid were sanctioned out of which no unit has been completed and work-in-progress for only 4 units have been shown by the Ministry. As regards, unit sanctioned for lab equipments, total 87 projects have been sanctioned and no unit has been started till date. The Committee are not happy with the progress made in completion of educational projects. The Committee, therefore, desire that the Ministry should make determined efforts to complete these pending projects without further delay. The Committee also desire that the Community-wise details of beneficiaries of the schools, ITIs, polytechnics and hostels be provided to the Committee.

2.32 The Ministry have informed that in the restructured MsDP, Navodaya Vidyalaya Samiti (NVS), Kendriya Vidyalaya Sangathan (KVS) and Director General of Trainings (DGT), Maulana Azad Educational Foundation (MAEF) etc. may now submit their proposals for implementation of projects in the identified backward concentration areas with/without consultation with the State/UT to the Ministry. The Committee appreciate this move and hope that inclusion of these educational institutions in the implementation of the MsDP will certainly have positive impact on the lives of minority people in terms of their education empowerment.

2.33 The Committee when enquired as to how many Primary Health Centres/ Sub-Centres were approved and constructed during 11th and 12th five year plan along with the details of expenditure incurred on these projects, the Ministry informed as under:

"So far about 4393 health related units have been sanctioned by the Government for implementation in various States/UTs. Details of expenditure incurred on these projects varies from State to State as per the size of the project and approved rate of the line Ministry. Compilation of details of expenditure of individual projects is being compiled and sent separately." 2.34 The Ministry submitted the information regarding Healthcare Centres/Sub- Centres which are functional given in the following table:

2.35 The Committee further enquired whether all essential facilities like doctors and medicines are available in the Health Care Centres/Sub-Centres which have been constructed under MsDP in the MCDs/Towns/Clusters. In this regard, the Ministry stated as under:

"As per the modalities laid down under the scheme, State Govts/UT Administration are required to prioritise the different areas for intervention under the scheme for the benefit of minorities and send proposals to the Ministry. While doing this, as provided in the guidelines of the scheme, the State Government/UT Administration provides an undertaking that the assets created would be maintained by the State/UT Administration from the existing resources and operationalise them. After approval of the project by the Empowered Committee in the Ministry, it is the responsibility of the State Government/UT Administration to construct, commission and operate the project. No recurring expenditure is provided by the Central Government under the MsDP scheme. The recurring expenditure on these projects are met by the concerned State Government/UT Administration."

2.36 The Committee find that construction of Primary Health Centres (PHCs), Health Sub-Centres and Labour rooms in PHCs is taken up by the Ministry under health related projects. The Committee observe that total 4393 units/projects relating to health were sanctioned in 11th and 12th Plan Period. The Committee find that during 11th Plan 2537 health Projects/Units were sanctioned out of which only 1971 units have been completed. In 12th Plan out of 1856 health related projects only 461 units have been functional. The Committee are not satisfied with the progress made by the Ministry in this regard. As health of the people is one of the basic indicators of development of an area, the Committee recommend that Ministry should take steps with the Health Ministry and State Governments, where these projects are pending, and remove the obstacles of completion of these projects. The Committee also recommend that the Ministry should issue advisory/instructions to the State Governments/UTs to provide basic facilities like doctors, medicines in these Health Centres to make them functional.

2.37 When Committee asked about the basic facilities like road construction and electrification in Districts/towns and clusters identified for improvement in the quality of life of minorities in 11th and 12th Five Year Plan under the MsDP Schemes were included, the Ministry in their written reply stated that the projects are planned and submitted by the States/UTs to the Ministry for approval after consideration of State Level Committee. These projects are on a fund sharing arrangement between the Center and the State Governments /UT Administrations The approval of projects by the Government of India is subject to the priority of the scheme and fund availability. The priority sectors under the MsDP scheme are construction of asset for education, skill development and health. However projects other than these sectors have also been approved under the MsDP depending upon the requirement and felt need of the States/UTs.

2.39 When asked as to how many districts/towns/clusters are able to maintain/ sustain the physical assets created through MsDP funding and difficulties are being faced by the States in maintaining the assets. The Committee further asked if State Governments are not able to maintain the assets created, what action has been taken in these cases, the Ministry in this context stated that there is no provision under the MsDP scheme to make intervention in solving issues arising during maintaining/running of the assets. However as per practice and provision of federal structure the States/UTs are regularly advised to implement the scheme in more effective way by ensuring early commissioning of the projects sanctioned under the scheme.

2.40 The Committee are of the considered view that electrification and road connectivity are key to economic development of an area. The Committee find that the connectivity with the assets created under MsDP is very important to make them functional. The Committee, therefore, recommend that more and more MCDs/MCBs/Cluster of villages should be covered by the electrification and road connectivity in the remaining period of 14th Finance Commission i.e. upto 2019-20.

2.41 The Committee find that the NITI AAYOG has released a baseline rating of 101 Districts on the basis of five sectors such as Health and Nutrition (30% weightage), Education (30%), Agriculture and Water Resources (20%), Financial Inclusion and Skill Development (10%) and Basic Infrastructure (10%). The AAYOG has declared 20 most backward Districts out of 101 Districts in which 11 Muslim Concentration Districts as follows:

2.42 As the above Districts have been included in the MsDP since its inception, the Committee asked the reasons for these districts still in the list of 20 backward districts in the country, the Ministry in their written reply informed as under:

"MsDP is a Centrally Sponsored Scheme and has been designed primarily to address the development gaps/deficits in identified backward minority concentration areas by topping up of existing Centrally Sponsored Schemes of various Central Ministries/Departments. The approach of topping up existing schemes of the mainstream Ministries is done based on the premise that there is no need to duplicate the existing schemes of the mainstream Ministries which have been designed to address various backwardness parameters in the country. Instead, MsDP has taken up the schemes of main stream Ministries to fill the existing development deficits in the identified backward minority concentration areas which have not been covered by the mainstream Ministries with their annual allocations. As such, the MsDP is an additional effort by the Government for the development of Minority Concentration Areas. The projects sanctioned under the programme are for making provision for better infrastructure for education, skill, health etc. It is expected that the outcome of the scheme will be visible in terms of bringing the MCAs at par with the other parts of the country. The backwardness of a district is determined by a number of factors which are to be primarily addressed by different Ministries such as Health, Rural Development, Telecom, Women & Child Development, Power, Roadways etc. The projects implemented in Mewat have been based on the proposal

sent by the Govt. of Haryana. They include projects related to education, health and drinking water. 2.43 When the Committee asked whether any survey/study/physical inspection has been conducted in these areas to find out the reasons for backwardness and any other action plan has been prepared by the Ministry in this regard, the Ministry informed that the areas covered under the PMJVK have been identified on the backwardness indicators of Census, 2011.

2.44 When the Committee desired to know whether the Ministry is depending for implementation of MsDP Scheme on the State Governments/UTs only and what action has been taken by the Ministry where the State Governments are not taking any initiative. In this context, the Ministry in their written reply submitted as under:

"MsDP is a Centrally Sponsored Scheme with the objective of developing assets for socio-economic and basic amenities in identified Minority Concentration Areas(MCA) mainly through gap filling in various existing Centrally Sponsored Schemes of Government of India implemented through various Ministries/Departments and through innovative projects recommended by the State Govt. as per the requirement of the identified areas. Project proposals are submitted by the State Government/UT Administration to this Ministry for approval after the proposals are considered and recommended by the State Level Committee. These projects are on a fund sharing arrangement between the Center and the State Government/UT Administration. The funding pattern between Jammu & Kashmir and other hilly states/North Eastern States is 90:10 and for the other states at 60:40. As per the modalities laid down under the scheme, State Governments/UT Administrations are required to prioritise the areas for intervention under the scheme for the benefit of minorities and send proposals to this Ministry. "

2.45 The Ministry submitted that despite the best efforts by the Centre and State if the project fails to start, the concerned State Governments/UT Administrations are given the window of proposing alternate projects and the funds released are accordingly adjusted against the new project. In short, all projects are proposed by the State Governments as per their priorities and they are required to give their contribution as well as implement the project.

2.46 The Committee find that the NITI AAYOG has declared 20 Most Backward Districts of the country which includes 11 Muslim Concentration Districts too. The Committee are shocked to note that these 11 Districts were also included in the list of 90 MCDs under MsDP since it was initially launched in 2008-2009 and they still exist in 308 districts of minority concentration areas. The Committee find that Mewat District, in the State of Haryana tops the list of 20 most backward areas. The Committee find that during 11th and 12th Five Year Plan total 70 projects related to different sectors were approved in which majority of projects related to health and education sector. The Committee are constraint to note that not even a single unit/project under Indira Awas Yojana has been approved since 2008-09 till date. The Committee recommend that the Ministry should conduct a survey/study to know the reasons for backwardness as well as need/requirements particularly for those districts which have been included in the list of Minority Concentration Districts for the last 10 years and are still in the 308 districts in restructured MsDP and then advise the State Governments to consider need based projects of these areas so that these districts can come out of their backwardness.

CHAPTER III

APPROVAL OF PLANS UNDER MSDP THROUGH VARIOUS COMMITTEES

3.1 There are various Committees for plan approval of the projects which are undertaken under MsDP from Block to Central level. The details of these Committees are as under:

a. Block Level Committee for MsDP to take the planning process to the grass root level and to ensure the involvement of the Panchayati Raj Institutions in this Programme, a block level committee in all the blocks covered under this programme will be constituted. The plan under this programme are to be prepared at the level of Blocks/Towns/Clusters identified. For the Blocks identified as MCBs, the Block Level Committee constituted for MsDP prepares the plan and sends it to the District level Committee. In case of towns/cities, the plan were prepared by the local body of the urban area identified for the implementation of this programme and submits to the District Level Committee.

b. District level Committee for PM’s New 15 Point Programme also functions as the District Level Committee for MsDP. As per the guidelines of the 15 Point Programme, this committee is headed by the District Collector/Deputy Commission with district level officers of the Departments implementing the programme, representatives from the Panchayati Raj Institutions, Autonomous District Councils, and three representatives from reputed institutions dealing with minorities included as members. All members of Parliament and all members of Legislative Assembly representing the district are included as members. Further, one Member of Parliament from Rajya Sabha representing the State is nominated to the Committee by the Central Government. The District Level Committee would scrutinize the plan proposal and recommend it to the State Level Committee.

c. State Level Committee for PM’s new 15 Point Programme functions as State Level Committee for MsDP also, this committee is headed by the Chief Secretary with members consisting of the Secretaries and head of departments implementing the schemes under the 15 Point Programme, representative from Panchayati Raj Institutions/Autonomous District Councils, three representative from reputed non-governmental institutions dealing with Minorities and three such other members considered appropriate by the State Government/UT Administration. Upto two Members of Parliaments from Lok Sabha and one Member of Parliament from Rajya Sabha representing the State, are nominated to this Committee by the Central Government and two members of the Legislative Assembly are nominated by the State Government. The State Level Committee (SLC) approves the projects upto Rs.10 crore. the projects costing Rs. 10 crore or more are sent to the Empowered Committee at the centre along with detail project report, justification etc for approval.

d. Empowered Committee at Central is headed by Secretary Minority Affairs and other members of the Committee are Secretary Expenditure, or his representative, Secretary of the concerned Ministries/Department, Chief Engineers from technical wing dealing with the sector of the project proposed, Financial Advisor of Ministry of Minority Affairs, Joint Secretary concerned of Ministry of Minority Affairs. This committee approves the overall plan of the block/town/cluster and the projects costing more than Rs. 10 crore. The Empowered Committee at the Centre examines the overall plan and see whether the plan proposals are as per the guidelines of MsDP or not. The Empowered Committee is empowered to add and reduce the projects depending upon the plan outlay vis-à-vis requirement of the State Government and finally approve the plan. This committee also act at oversight committee for MsDP.

3.2 The first instalment of the Central Share of funds is released to the States/UTs on the approval of the project by Empowered Committee and the 2nd instalment is released on the receipt of the Utilisation Certificates for the 1st

41 instalment. The implementation of the project is done through the district or the implementing agency identified by the States/UTs.

3.3 When the Committee desired to know the number of meetings which have been held so far in District and State level for implementation of MsDP during 11th and 12th Five Year Plan, the Ministry in their written reply informed that at the Centre, the Empowered Committee serves as the Oversight Committee to monitor the programme. The district and State level committee fall under the administrative control of States/UTs whereas the Empowered Committee on MsDP has been set- up under the chairmanship of Secretary (MA). The responsibility of holding such meetings lies with the State Governments.

3.4 In this regard the Ministry have also submitted as under:- "During 11th Five Year Plan, there were 55 meetings of Empowered Committee and during 12th Five Year Plan, there were 75 meetings of Empowered Committee on MsDP to consider and monitor the projects under the scheme. As regards, meeting of the District and State level committee, it is ensured that before considering the projects for Blocks/ Towns the proposed projects are approved by the concerned District and State Level Committees on 15 PP by obtaining declaration of the State Govt. in Appendix- II of guidelines of MsDP. Generally, the minutes of District Level Committee are not shared with the Central Government."

3.5 On being asked, whether MPs and MLAs of the concerned areas have been invited in these meetings, the Ministry informed that two Members of Parliament from Lok Sabha and one Member of Parliament from the Rajya Sabha representing the state are nominated by the Central Government and two Members of the Legislative Assembly are nominated by the State Governments on the State level Committee.

3.6 The District Level Committee for Prime Minister’s New 15 Point Programme serves as the District Level Committee (DLC) for PMJVK. All members of Parliament and all Members of Legislative Assembly representing the district are included on the DLC. Further, one Member of Parliament from Rajya Sabha representing the State is nominated by the Central Government on the DLC. The meetings of the SLC and DLC are organized by the State authorities.

3.7 The Committee have been informed that the State Level Committee constituted for implementation of the Prime Minister's new 15 Point Programme for the welfare of Minorities, headed by the Chief Secretary, serves as the State Level Committee for the implementation of MsDP. Two Members of Parliament from Lok Sabha and one Member from Rajya Sabha representing the State are nominated by the Central Government and three MLAs of Legislative Assembly are nominated by the State Government on State Level Committee. Similarly, the District Level Committee for Prime Minister's New 15 Point Programme serves as the District Level Committee for MsDP. Member of Parliament and MLAs of Legislative Assembly representing the District are included in the District Level Committee. Further one MP from Rajya Sabha representing the State is nominated by Central Government on the District Level Committee. The meetings of State and District Level Committees are organized by the State authorities. The Committee are surprised to find that Members of this Committee are not aware of their membership of such State or District Level Committees. The Committee recommend that the Ministry should make efforts to make these Committees functional for effective implementation of the Programme. As Members of Parliament or Members of Legislative Assemblies are actually aware of the needs of the people of their areas, their participation at the level of plan approval is very helpful for result oriented projects under the Programme. The Committee also recommend that the Ministry should give instructions to all State Governments for the participation of MPs or MLAs of the areas where the projects under the MsDP are approved and should be invited in the meetings of these Committees by giving them intimation quite in advance.

CHAPTER IV

ALLOCATION OF FUNDS

Allocation of Funds during 11th Plan Period

4.1 It has been informed that out of the total allocation of Rs. 3780 crore for MsDP during 11th Five Year Plan, approval to plans/projects for Rs. 3733.90 crore (99% of allocation) was given and Rs. 2935.93 crore had been released as on 31.03.12 to the States/UTs.

4.2 When the Committee desired to know the amount sanctioned and expenditure incurred on each of these projects during 11th Plan period, the Ministry in their written reply stated as under:

"In the instant case, the details of 3,81,934 units sanctioned under various projects have been sought. These projects have been sanctioned in a number of States. The amount sanctioned for each project varies from State to State as per their Schedules of Rate (SoR) & size of the project. Furnishing details of individual projects would be voluminous. The information regarding location of projects, amount approved, unit sanctioned, terms & layout, funds released etc. are being uploaded regularly on the website."

4.3 The Ministry also furnished the following statement indicating the projects approved, funds released and Utilization reported by States/UTs and percentage expenditure during 11th Plan:

4.4 Out of the total allocation of Rs. 5775 crore for MsDP during 12th Five Year Plan, approval to plans/projects for Rs. 5867.50 crore have been accorded and Rs.4563.41crore have been released as on 31.03.2016 to the States/UTs.

4.5 The Ministry furnished the details of the projects so far sanctioned, fund released and utilization reported by States for the identified Multi-sectoral Development Programme(MsDP) for Minority Concentration Blocks(MCBs), Minority Concentration Towns(MCTS) and Clusters of Villages during 12th Five Year Plan given in the following table :

4.7 The Ministry informed that in case of 11th Five Year Plan, the States/UTs have reported utilization of around 90% of Central Share released. The slow/non-utilisation of the remaining amount during 11th Plan and 12 Plan is mainly due to following:-

i) The projects are basically related to creation of infrastructure for education, health, sanitation. These projects are having long gestation period.

46 ii) In some cases, availability of land, land disputes have slowed down the pace of construction. iii) The States of Bihar and Uttar Pradesh could not implement some projects sanctioned during 11th Plan due to land dispute/non-availability of suitable land and cost escalation. The States have dropped such projects. This has affected the utilization of funds released by Ministry for the dropped projects. The Ministry have now approved alternate projects, as proposed by the States, in lieu of the dropped projects. iv) The fulfilment of formalities in execution of award of work contract through tenders etc also sometime delays the pace of utilization. v) The delay in transfer of funds by the State to implementing agencies.

4.8 The Ministry furnished State/UT-wise details regarding total number of schemes/projects approved during the year 2017-18 and funds released for each project are as under:

4.10 The Committee find that during 11th Plan allocation of Rs. 3780 crore for MsDP was made out of which Rs. 2935.93 crore had been released to various States/UTs till 31.3.2012. In 11th Plan, Bihar utilised 71.58 of the funds allocated to the State under the programme. The Committee also find that during 12th Plan the States of Assam, Manipur, Haryana, Karnatka, Odisha and Telangana utilised only 4.44, 7.67, 12.82, 7.84, 23.03 and 12.59 per cent of allocated funds respectively. The Committee note that this less utilization of funds is mainly due to long gestation period of some projects, non-availability/ dispute of land, cost escalation, delay in transfer to funds by the States to the implementing Agencies. The Committee recommend that the Ministry should tackle these issues at the various levels with the State Governments and other Ministries so that the funds allocated for the schemes are utilised by all the State Governments fully.

CHAPTER V

MONITORING MECHANISM AND EVALUATION OF MsDP

5.1 There is a robust mechanism for monitoring of the programme with an independent monitoring system and monitoring with the involvement of the community. This is in addition to the monitoring by the Committees at different levels. The monitoring of the MsDP would be done through the following channels:

i) Monitoring through the committees constituted at different levels starting from Block to the Centre ii) Monitoring through Project Monitoring Unit (PMU) to be setup at the Centre. iii) A web portal will be put in place for online monitoring. iv) The IT Cells created at State level with Ministry’s funds will form an integrated part of the monitoring mechanism. v) Monitoring through an independent agencies or qualified monitors. vi) Monitoring through conferences at the national, regional, state or district levels and visits of officials to the project sites. vii) Monitoring with the involvement of community through social audit mechanism. viii)Monitoring information dissemination and status of implementation through the DISHA framework.

5.2 Monitoring through Committees at different levels:

1. The Block Level Committee for MsDP would be responsible for monitoring of the programme at the block/village level. This committee would meet at least once in a quarter and send its report to the District Level Committee . 2. The District Level Committee shall hold quarterly meeting to review the progress of implementation of the projects under MsDP/PMJVK and send reports to the State Level Committee (SLC) by the 15th day of the next quarter.

3. The State Level Committee shall meet at least once a quarter to review the progress under the programme and send its report to the Ministry of Minority Affairs within one month of the end of the quarter. 4. The Empowered Committee at the Centre shall serve as the oversight committee and shall monitor the implementation of projects under PMJVK. 5. A well-equipped Project Monitoring Unit (PMU) will be set up at Centre. The IT Cells created at State level will form an integral part of the Monitoring Mechanism. A web portal will be put in place for online submission of project proposals, progress reports and related documents by State Govts./UTs to the Ministry on regular basis. This would also facilitate monitoring the progress of projects and quick and frequent interaction with various State/UT Governments. 6. Monitoring through independent agency/qualified monitors: The Ministry of Minority Affairs would set up an independent monitoring mechanism by engaging reputed external agencies or qualified monitors. Monitors may include the monitors empanelled by the Ministry and MAEF. This system would give State/UT wise periodical feedback regarding implementation of the programme, which would also be shared with the States/UTs to take necessary corrective action. 7. Monitoring with the involvement of community – Social Audit: To involve the community in monitoring and assessment of the programme, an appropriate mechanism of Social Audit would be adopted by the Ministry of Minority Affairs. The State/UT, district and block level administration would extend their full cooperation for the successful implementation of the social audit system. A committee namely Social Audit Committee comprising of prominent members from the community would be set up in each block to monitor the works in the block. 8. Monitoring through conference and visits: Regular conferences would be organised at the national, state and district level to monitor the progress under this programme. The officers and staff associated with the programme and monitors would make frequent visit to the project sites to ensure speedy implementation of the programme and adherence to quality standards. Regular quality test would be conducted by the State/District officials through reputed lab facilities.

9. The State Government/UT administration shall report the progress in respect of each project at the end of the quarter. The project-wise progress of implementation shall be reported on quarterly basis in the proforma of Quarterly Progress Report (QPR) prescribed for this purpose at Appendix-IV and on-line after the IT enabled systems are put in place. Hard copy of the QPRs should reach the Joint Secretary of the Ministry of Minority Affairs within 15 days of the end of the quarter under report. 10. The project sanctioned for a district will be shared with District Development Coordination and Monitoring Committee of Ministry of Rural Development (DISHA). Views, wherever necessary, may be sought in formulation, implementation and monitoring of the programme.

5.3 In this context, the Ministry further submitted that besides the normal chain of monitoring through the District Level Committee, Block Level Committee and State Level Committee, this Ministry continuously reviews the progress of construction and commissioning of the projects. Such reviews are conducted during the Empowered Committee meetings through video conferencing with the State authorities, through written communications to the State Governments/UT Administrations, through Conferences/Meetings/Discussions with the States/UT Administrations, visits by officers from the Ministry etc. The monitoring mechanism is further being strengthen in the PMJVK by inclusion of online monitoring module, Geo-tagging, DISHA dashboard and constitution of a Screening Committee at the Ministry level.

5.4 As the unit of planning for implementation of MsDP would be Block instead of district. Regarding the monitoring mechanism of the Ministry at the Block level, the Ministry in their written reply informed as under:

'The Block Level Committee is constituted in all the blocks/cluster of contiguous villages covered under this Karyakram by the District Magistrate/Collector for monitoring the projects. The constitution of Block Level Committee is as follows-

i) Block Level Head of Panchayati Raj Chairman ii) Block Development Officer Co-chairman iii) Block Level Officer of education Member iv) Block Level Officer of Health Member v) Block Level Officer of ICDS Member

vi) Block Level Officer for welfare Member vii) Local lead bank Officer Member viii) Principal of ITI, if any Member ix) Three Representative from reputed Nominated Member NGO/Civil society working for minorities

The Block Level Committee is responsible for preparing the plan of the MCB/COV. This Committee is also responsible for monitoring this programme at the block/cluster of village level.'

Dedicated MIS for MsDP

5.5 During the examination of DFG for the year 2018-19, it was recommended by the Committee that dedicated MIS for MsDP and functional online module be completed without any delay. The Committee enquired about the progress made in this regards, the Ministry in their written reply submitted as under:

"The work for development of a dedicated MIS for MsDP has been allotted to an agency. The MIS is in an advance stage as necessary upgradation are being incorporated in the module. It is expected that the online module will be implemented very soon."

Evaluation study by IIPA

5.6 The Ministry informed that a study has been conducted by the Indian Institute of Public Administration (IIPA) on the "Impact Assessment of MsDP in the country" and submitted its final report to the Ministry. The Committee find that various recommendations were made in the study relating to impact of the programme on the population of Minority Concentration Areas, impediments and constraints faced by the people, State Governments and various line Ministries.

5.7 The Committee note that the Ministry have a robust mechanism for monitoring of projects under MsDP at Block, District and State level. The empowered Committee in the Ministry reviews the progress of construction in commissioning of projects, monitoring through visits by officers of Ministry at the project sites, conferences at different levels from district to zonal. The monitoring through independent agencies including social audit mechanism through community is also done. The Committee find that despite having several monitoring mechanism, the impact of MsDP is hardly visible in the Minority Concentration Areas. The Committee feel that if all the projects/units/assets are completed successfully in time and used by the targeted people under MsDP, these areas will certainly develop. The Committee desire that the monitoring of the projects should be done by independent monitors once a year, State-wise, and their report should be uploaded on the website of the Programme

5.8 The Ministry informed that the work for development of a dedicated MIS for MsDP has been allotted to an agency and it is in an advance stage as necessary upgradation is being incorporated in the module. The Committee desire that online module should be completed in a definite time period and progress so made be intimated to the Committee within three months from the date of presentation of the Report.

5.9 The Committee find that IIPA has submitted its final Report to the Ministry on Impact Assessment of MsDP in the country. The Committee desire that the Ministry should go through the report and take action on the findings of the study. The Committee may also be apprised of the action taken on the findings vis-a-vis Report of the IIPA.

CHAPTER VI

AWARENESS GENERATION

6.1 When the Committee enquired about the dissemination of the information regarding MsDP Scheme and create awareness among the people of remote areas regarding benefits of the Scheme, the Ministry informed as under:

"The States were advised to hold orientation programme for the officials dealing with MsDP to make them aware about the provision of MsDP. Apart from that the States/UTs were also supplied with the guidelines of the scheme for their information. The official website of the Ministry also contains information regarding the priority and aims of the scheme. The Ministry in year 2017-18 also organized regional meetings/seminars and progress panchayat to disseminate the information regarding MsDP and other scheme of the Ministry. The Ministry formulates a Media Plan on annual basis and there remains a head-wise allocation in the plan on various Media activities namely Print Media, Audio-Video publicity, Outdoor publicity etc. The Media activities are implemented through various agencies namely DAVP, NMDFC, Prasar Bharti etc and the awareness/ campaign plans are designed by the said agencies, which results in creating awareness among the target groups of the Ministry." 6.2 The Committee enquired about the budget of the Ministry for spreading/creating awareness of the Scheme in remote areas in the last 10 years and how much has been spent out of it, the Ministry stated that the expenditure on publicity on a specific scheme may not be segregated as the expenditure is incurred collectively e.g. expenditure on telecast/broadcast of audio/video spots relating to various schemes of the Ministry. The request for Media campaigns of the Ministry are executed by DAVP/NFDC. Such Media Plans are not segregated scheme wise and same is executed throughout the year as per need/budget availability. Hence, no scheme-wise budget/expenditure may be ascertained w.r.t. a particular scheme. However, the overall budget/expenditure since 2007-08 is as below:

6.3 It has been mentioned in the Report of IIPAA that majority of people are not aware about the Skill Development Training Programme. The Committee asked about the action taken by the Ministry in this regard, the Ministry in their written reply informed as under:

"The Ministry conducts a comprehensive Media Campaign throughout the year, as stated above. Also, the said campaign is not subjected to a specific scheme but the entire Ministry as a whole. The Ministry has been able to allocate approximately 4,36,994 trainees all over the country in last four years and therefore there is awareness of the programmes amongst the targeted groups. Moreover, the implementing agencies also take steps for mobilization of candidates. Ministry will continue to further strengthen the awareness campaigns."

6.4 The Ministry informed the Committee that to disseminate the information regarding MsDP Scheme and create awareness among the people of remote areas regarding benefits of the Scheme, the States were advised to hold orientation programme for the officials who are dealing with MsDP to make them aware about the provisions of MsDP. At the outset, the Chairperson welcomed the Members and the representatives of the Ministry of Minority Affairs to the sitting of the Committee convened to have briefing by the Ministry on the subject "Implementation of the scheme of Multi-sectoral Development Programme (MsDP)". Impressing upon the witnesses to keep the proceedings of the Committee 'Confidential', the Chairperson asked the Secretary, Ministry of Minority Affairs to give an overview of the implementation of the scheme of MsDP.

3. With the approval of the Chairperson, the representatives of the Ministry of Minority Affairs made a Power Point presentation on the subject highlighting the following points:

(i) Salient features of MsDP, (ii) Schemes of the Ministries which are topped up by the MsDP, (iii) Innovative and non-gap filling projects taken up under MsDP, (iv) Monitoring Mechanism of MsDP, (v) Review of MsDP by the Ministry of Minority Affairs and (vi) Problems which are being faced by the Ministry/State Governments in implementation of schemes/projects under MsDP.

4. Members then raised queries which included Inter-alia status of projects/plans undertaken during 11th and 12th plan, amount sanctioned, released and expenditure incurred, number of Minorities living below the poverty line who have benefited by the MsDP scheme and status of furnishing of Utilization Certificates by the States.

5. The representatives of the Ministry responded to the queries of the Members to the extent possible. The Chairperson directed the Secretary to furnish written replies to the unanswered queries of the Members and to questionnaire given separately to the Secretariat at the earliest.

1 2 3 1. 1.17 The Committee wonder as to why the details of total number of families living below the poverty line or double below the poverty line in Minority Concentration Areas are not available with the Ministry who have been mandated for the welfare of minority communities. When this information was sought by the Committee during the examination of DFG for 2016-17, the Ministry in their action taken reply had informed that the matter had been taken up with NITI Ayog as the matter of socio-religious census is pending with them. The Committee feel that being a nodal Ministry they ought to have the data of minority communities specially the families living below the poverty line or double below the poverty line in the Minority Concentration Districts/Areas. The Committee, therefore, recommend that the Ministry should pursue the matter with the NITI Aayog to provide exact number of persons living below poverty line or double below the poverty line belonging to the minority communities so that the provisions of creation of assets for providing basic amenities/ infrastructure like health, education, skill development should be made according to their need. 2. 1.18 The Committee find that no data regarding the number of families benefitted by the projects, community wise, under MsDP are maintained by the Ministry. The Committee are not satisfied with the reasons given by the Ministry viz., the basic amenities which are provided under MsDP are used by the entire population in the catchments areas. The Committee feel that Ministry should understand that the main objective of the Scheme is to develop assets and basic amenities in socio-economic backward areas having substantial minority population. The Committee feel that in the absence of data of community-wise beneficiaries, the Ministry would be unable to analyse the impact of the scheme on minorities. The Committee would like to be apprised about the number of poor families benefitted, community-wise, by the projects under MsDP since inception i.e., 2008-2009 to till date.

3. 1.19 The Committee observe that the Multi Sectoral Development Programme (MSDP) was conceived as a special initiative of the follow up action on the Sachar Committee recommendation. The Scheme was launched in 2008-09 in 90 Minority Concentration Districts (MCDs) to address the development deficits of Minority Concentration Areas by creating socio- economic infrastructure and providing basic amenities. The Scheme was revamped in the year 2013-14. In revised MsDP, the unit area of planning has been changed to blocks/towns and indentified 710 Blocks, 66 town and 13 Cluster of villages in 196 Districts for its implementation during 12th Plan. The Scheme has again been restructured for implementation during the remaining period of 14th Finance Commission i.e., upto 2019-2020. Now, the area covered will have 109 MCD Hqrs, 870 MCBs and 321 MCTs of 308 districts of 32 States. The Committee note that the name of the Programme has also been changed to Pradhan Mantri Jan Vikas Karyakram (PMJVK). Renaming the programme as Pradhan Mantri Jan Vikas Karyakram enables the recognition at the State as well as at the national level and Central Ministries and its organisations can send proposals directly to the Ministry. The Committee note that the Ministry have revised the Scheme many times with some modifications here and there but the socio-economic condition of the Minorities has not changed much. There are significant trends of missing of basic amenities/infrastructure in minority concentration areas. The Committee, therefore, recommend that the all-out efforts should be made by the Ministry for productive implementation of the Programme. 4. 2.19 The Committee find that during 12th Plan out of 125769 projects approved only 62253 units/projects related to various States have been completed till date. The Committee are not at all happy with the progress of completion of these projects as only 50 per cent projects have been completed in 12th Plan. The Committee also find that proportion of sanctioning the assets under MsDP in various States/UTs during 12th plan period is poor vis-a-vis their completion in respect of Assam, Bihar, Manipur, Haryana, Maharashtra, Mizoram, Telangana and Andhra Pradesh as compared to other States/UTs. The Committee recommend that the Ministry should co-ordinate with the concerned States /UTs and other line Ministries to complete these incomplete projects

timely.

5. 2.20 The Committee note that in the State of Punjab 581 projects have been sanctioned but no project was completed during 12th Plan. Similarly no asset/unit has been sanctioned in Gujarat and Andaman & Nicobar. The Ministry have submitted that the construction work of 215 projects in Punjab is under progress. The Ministry also informed that despite letters from the Ministry seeking proposals and tentative allocation of funds no proposals were received from the Governments of Gujarat and A&N Islands for construction of project under the MsDP. The Committee feel that MsDP is an important scheme which addresses the developmental gaps/deficits in identified backward minority concentration areas and the projects are on a fund sharing arrangement between the Center and the State Government/UT Administration. The Committee, therefore, recommend that the Ministry should impress upon all the State Governments to send viable proposals and implement this scheme seriously so that more MCAs could be covered.

6. 2.25 The Committee note that to provide Pucca Housing under Indira Awas Yojana (IAY) was one of the priority sectors of MsDP during 11th and 12th Five Year Plan. However, the Committee find that there was no single unit was sanctioned under IAY in the States of Kerala, Jammu & Kashmir and UT of Andaman & Nicobar during 11th Plan. The Committee find that no single unit/project was approved/sanctioned in the States of Assam, Haryana, Uttarakhand, Maharashtra, Madhya Pradesh, Andhra Pradesh, Telangana, Rajasthan, Gujarat, Chhattisgarh and Andaman & Nicobar Island in 12th Five Year Plan. The Committee note that out of 301221 projects of IAY 237390 units have been completed in 11th Plan. During 12th Plan Period out of 47403 units under IAY only 27130 have been completed. The Committee observe that projects relating drinking water supply and Pucca Housing under IAY have not been included in the restructured MsDP. The Ministry have reasoned that initially there was lot of emphasis on IAY as the amount of the Scheme was small. The non-availability of land and increase of amount under IAY are the reasons for not taking the project and in the revised Scheme, which

is now called PMJVK, the individual beneficiary oriented Scheme is not being permitted as the Ministry have now focused on infrastructure. The Committee feel that no doubt housing is a basic infrastructure for the people of Minority Concentration Areas and it should not have been excluded from the list of projects which are undertaken in MsDP. The Committee, therefore, strongly recommend that the projects under IAY and drinking water supply be included in the list of priority sectors of MsDP without any delay. 7. 2.31 The Committee find that under MsDP various education related projects have been sanctioned during 11th and 12th Plan. The Committee are constrained to note that during 11th Plan, 14061 additional school rooms were sanctioned out of which 9606 have been completed and work on 1562 units is still in progress. That means work of 2893 units have not even been started till date. Similarly, work related to the 56 hostels, 18 ITI buildings has not been commenced. The Committee find that during 12th Plan, work relating to 760 school buildings, 367 hostels, 34 ITI buildings, 10 degree colleges, 10340 additional school rooms has not been started till date. In fact 782 units related to providing teaching aid were sanctioned out of which no unit has been completed and work-in-progress for only 4 units have been shown by the Ministry. As regards, unit sanctioned for lab equipments, total 87 projects have been sanctioned and no unit has been started till date. The Committee are not happy with the progress made in completion of educational projects. The Committee, therefore, desire that the Ministry should make determined efforts to complete these pending projects without further delay. The Committee also desire that the Community-wise details of beneficiaries of the schools, ITIs, polytechnics and hostels be provided to the Committee.

8. 2.32 The Ministry have informed that in the restructured MsDP, Navodaya Vidyalaya Samiti (NVS), Kendriya Vidyalaya Sangathan (KVS) and Director General of Trainings (DGT), Maulana Azad Educational Foundation (MAEF) etc. may now submit their proposals for implementation of projects in the identified backward concentration areas with/without consultation with the State/UT to the Ministry. The Committee appreciate this move and hope that

inclusion of these educational institutions in the implementation of the MsDP will certainly have positive impact on the lives of minority people in terms of their education empowerment.

9. 2.36 The Committee find that construction of Primary Health Centres (PHCs), Health Sub-Centres and Labour rooms in PHCs is taken up by the Ministry under health related projects. The Committee observe that total 4393 units/projects relating to health were sanctioned in 11th and 12th Plan Period. The Committee find that during 11th Plan 2537 health Projects/Units were sanctioned out of which only 1971 units have been completed. In 12th Plan out of 1856 health related projects only 461 units have been functional. The Committee are not satisfied with the progress made by the Ministry in this regard. As health of the people is one of the basic indicators of development of an area, the Committee recommend that Ministry should take steps with the Health Ministry and State Governments, where these projects are pending, and remove the obstacles of completion of these projects. The Committee also recommend that the Ministry should issue advisory/instructions to the State Governments/UTs to provide basic facilities like doctors, medicines in these Health Centres to make them functional.

10. 2.40 The Committee are of the considered view that electrification and road connectivity are key to economic development of an area. The Committee find that the connectivity with the assets created under MsDP is very important to make them functional. The Committee, therefore, recommend that more and more MCDs/MCBs/Cluster of villages should be covered by the electrification and road connectivity in the remaining period of 14th Finance Commission i.e. upto 2019-20.

11. 2.46 The Committee find that the NITI AAYOG has declared 20 Most Backward Districts of the country which includes 11 Muslim Concentration Districts too. The Committee are shocked to note that these 11 Districts were also included in the list of 90 MCDs under MsDP since it was initially launched in 2008- 2009 and they still exist in 308 districts of minority concentration areas. The Committee find that Mewat

District, in the State of Haryana tops the list of 20 most backward areas. The Committee find that during 11th and 12th Five Year Plan total 70 projects related to different sectors were approved in which majority of projects related to health and education sector. The Committee are constraint to note that not even a single unit/project under Indira Awas Yojana has been approved since 2008-09 till date. The Committee recommend that the Ministry should conduct a survey/study to know the reasons for backwardness as well as need/requirements particularly for those districts which have been included in the list of Minority Concentration Districts for the last 10 years and are still in the 308 districts in restructured MsDP and then advise the State Governments to consider need based projects of these areas so that these districts can come out of their backwardness.

12. 3.7 The Committee have been informed that the State Level Committee constituted for implementation of the Prime Minister's new 15 Point Programme for the welfare of Minorities, headed by the Chief Secretary, serves as the State Level Committee for the implementation of MsDP. Two Members of Parliament from Lok Sabha and one Member from Rajya Sabha representing the State are nominated by the Central Government and three MLAs of Legislative Assembly are nominated by the State Government on State Level Committee. Similarly, the District Level Committee for Prime Minister's New 15 Point Programme serves as the District Level Committee for MsDP. Member of Parliament and MLAs of Legislative Assembly representing the District are included in the District Level Committee. Further one MP from Rajya Sabha representing the State is nominated by Central Government on the District Level Committee. The meetings of State and District Level Committees are organized by the State authorities. The Committee are surprised to find that Members of this Committee are not aware of their membership of such State or District Level Committees. The Committee recommend that the Ministry should make efforts to make these Committees functional for effective implementation of the Programme. As Members of Parliament or Members of Legislative Assemblies are actually aware of the needs of the people of their areas, their participation at the level of plan approval is very

helpful for result oriented projects under the Programme. The Committee also recommend that the Ministry should give instructions to all State Governments for the participation of MPs or MLAs of the areas where the projects under the MsDP are approved and should be invited in the meetings of these Committees by giving them intimation quite in advance.

13. 4.10 The Committee find that during 11th Plan allocation of Rs. 3780 crore for MsDP was made out of which Rs. 2935.93 crore had been released to various States/UTs till 31.3.2012. In 11th Plan, Bihar utilised 71.58 of the funds allocated to the State under the programme. The Committee also find that during 12th Plan the States of Assam, Manipur, Haryana, Karnatka, Odisha and Telangana utilised only 4.44, 7.67, 12.82, 7.84, 23.03 and 12.59 per cent of allocated funds respectively. The Committee note that this less utilization of funds is mainly due to long gestation period of some projects, non-availability/ dispute of land, cost escalation, delay in transfer to funds by the States to the implementing Agencies. The Committee recommend that the Ministry should tackle these issues at the various levels with the State Governments and other Ministries so that the funds allocated for the schemes are utilised by all the State Governments fully. 14. 5.7 The Committee note that the Ministry have a robust mechanism for monitoring of projects under MsDP at Block, District and State level. The empowered Committee in the Ministry reviews the progress of construction in commissioning of projects, monitoring through visits by officers of Ministry at the project sites, conferences at different levels from district to zonal. The monitoring through independent agencies including social audit mechanism through community is also done. The Committee find that despite having several monitoring mechanism, the impact of MsDP is hardly visible in the Minority Concentration Areas. The Committee feel that if all the projects/units/assets are completed successfully in time and used by the targeted people under MsDP, these areas will certainly develop. The Committee desire that the monitoring of the projects should be done by independent monitors once a year, State- wise, and their report should be uploaded on the website of the Programme.

15. 5.8 The Ministry informed that the work for development of a dedicated MIS for MsDP has been allotted to an agency and it is in an advance stage as necessary upgradation is being incorporated in the module. The Committee desire that online module should be completed in a definite time period and progress so made be intimated to the Committee within three months from the date of presentation of the Report. 16. 5.9 The Committee find that IIPA has submitted its final Report to the Ministry on Impact Assessment of MsDP in the country. The Committee desire that the Ministry should go through the report and take action on the findings of the study. The Committee may also be apprised of the action taken on the findings vis-a-vis Report of the IIPA. 17. 6.4 The Ministry informed the Committee that to disseminate the information regarding MsDP Scheme and create awareness among the people of remote areas regarding benefits of the Scheme, the States were advised to hold orientation programme for the officials who are dealing with MsDP to make them aware about the provisions of MsDP. The official website of the Ministry also contains information regarding the priority and objectives of the programme. Further, the Ministry formulates a Media Plan on annual basis and there remains a head-wise allocation in the plan on various Media activities namely Print Media, Audio-Video publicity, Outdoor publicity etc. The Media activities are implemented through various agencies namely DAVP, NMDFC, Prasar Bharti etc. and the awareness/ campaign plans are designed by the said agencies, which results in creating awareness among the target groups. The Committee desire that these awareness programmes should be implemented more effectively particularly in rural areas so that the marginalised section of the Minority Communities will also get the benefit of this programme.
