SHRI S.R. VIJAYAKUMAR: DR. HEENA VIJAYKUMAR GAVIT: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) whether the Government has approved the proposal for renaming and restructuring of Multi- sectoral Development Programme (MsDP) as Pradhan Mantri Jan Vikas Karyakram (PMJVK) recently and if so, the details thereof along with the objective behind the move; (b) whether the Government has approved its continuation during the remaining period of the 14th Finance Commission and if so, the details thereof along with the details of funds required and sanctioned for the continuation of the restructured programme; (c) whether the criteria for identification of Minority Concentration Towns and Clusters of Villages have been rationalized and if so, the details thereof along with the name and the number of districts being covered under the renamed programme, State-wise; (d) whether MsDP has made substantial progress in achieving its target for the identified areas and has created useful infrastructures/assets for the people in the areas with substantial minority population and if so, the details thereof along with the construction undertaken during the last four years and the total beneficiaries under PMJVK; and (e) the steps being taken to bring transparency, ensure monitoring and publicity of information under the said programme? ANSWER MINISTER OF MINORITY AFFAIRS (SHRI MUKHTAR ABBAS NAQVI) (a) to (e): A Statement is laid on the Table of the House. Statement referred to in reply to parts (a) to (C) of Lok Sabha Starred Question No. *16 asked by Shri S.R. Vijaykumar, Dr. Heena Vijaykumar Gavit regarding Pradhan Mantri Jan Vikas Karyakram. (a) & (b): Yes Madam, the Government has approved the restructuring of Multi-sectoral Development Programme(MsDP) for its implementation during remaining period of 14th Finance Commission. The restructured Programme is now called as Pradhan Mantri Jan Vikas Karyakram(PMJVK) and will be continued during the remaining period of 14th Finance Commission. The Programme aims to ensure that benefits of the scheme reach to larger number of targeted communities and thereby address their concerns and mitigate the problems faced by the targeted communities especially women, children, students and youths. In the revised programme, 80% of the resources will be earmarked for projects related to education, health and skill development and atleast 33 to 40% of resources will be specifically allocated for women centric projects. The programme has been widened to include Central Government Organizations as implementing agencies in addition to States Govt./UT Administrations. The area unit of the programme has also been expanded by inclusion of Minority Concentration District(MCD) Headquarters and the list of Minority Concentration Blocks(MCBs)/Minority Concentration Towns(MCTs) has been revised based on Census, 2011. The budgetary allocation sanctioned for implementation of the programme during the remaining period of 14th Finance Commission beyond 12th Five Year plan is as under:- Year 2017-18 2018-19 2019-20 Funds required 1200.00 1320.00 1452.00 Total for 3 years(in Rs. Crores) 3972.00 (c) Yes, Madam. Earlier only those Towns which were found backward in terms of both Basic Amenities and Socio-economic parameters, were identified as MCTs. As per revised programme, the Towns which are found backward in either or both of the criteria have been identified as MCTs. In case of Cluster of Villages, the cutoff percentage for population of Minority Communities have been lowered to 25% from 50%. Contiguous villages fulfilling the criteria of identification and falling within 5 kilometer radius will be selected as Cluster of Villages under PMJVK. The State-wise details of the Minority Concentration Areas(MCAs) including MCD Hqrs, MCBs & MCTs are enclosed at Annexure-I. (d) Yes, Madam. This programme has made substantial progress in achieving its target for the identified areas and has created useful infrastructures /assets in the identified MCAs. The assets created under the programme are social assets and available to all members of the society. The details of the projects created under the programme including assets sanctioned during last four years are enclosed at Annexure-II. (e) The programme has a robust mechanism for publicity and monitoring of projects. Besides the normal chain of monitoring through the District Level Committee, Block Level Committee and State Level Committee including social audits, this Ministry continuously reviews the progress of implementation through meetings, inspections, and third party monitors. Nationwide advertisement have recently been published for the restructured scheme. The monitoring mechanism has been further strengthened by inclusion of provisions for online module, Geo-tagging of assets and information on DISHA dashboard. ***** Annexure-I Annexure referred in reply to part (d) of Lok Sabha Starred Question No. 16 for 18.07.2018 asked by Shri S.R. In the past censuses the final population totals and their basic characteristics at the lowest geographical levels popularly known as the village/town Primary Census Abstract was compiled manually. Th~ generation of Primary Census Abstract for the Census 2001 is a fully computerized exercise starting from the automatic capture of data from the Household Schedule through scanning to the compilation of Primary Census Abstract. This publication titled "Final Population Totals" is only a prelude to the Primary Census Abstract. The publication, which has only one table, presents data on the total population, the Scheduled Castes population and the Scheduled Tribes population by sex at the state, district, tehsil and town levels. The village-wise data is being made available in electronic format. It is expected to be a useful ready reference document for data users who are only interested to know the basic population totals. _.
