Region IV-B Thirteen (13) Barangays Were Affected by Flooding in Narra, Aborllan, Roxas and Puerto Princesa City, Palawan Region V Landslide Occurred in Brgy

Region IV-B Thirteen (13) barangays were affected by flooding in Narra, Aborllan, Roxas and Puerto Princesa City, Palawan Region V Landslide occurred in Brgy. Calaguimit, Oas, Albay on January 20, 2011 with 5 houses affected. No casualty was reported. MDRRMC Oas pre-emptively evacuated 379 families / 1,973 from Barangays Calaguinit and Casinagan to safer grounds. As of Jan 15, a noticeable increase on the number of diarrhea cases was reported in Siruma, Camarines Sur (25 severe, 150 moderate and 75 mild). Several cases were referred to the hospital and so far 2 were admitted in Siruma Municipal Hospital. Medical intervention of diarrhea cases was successful as per DOH report

Region VII Brgys Poblacion II and III, Carcar, Cebu were affected by flooding with 50 families affected and one (1) missing identified as Sherwin Tejada in Poblacion II. Ewon Hydro Dam in Brgy. Ewon and the Hanopol Hydro Dam in Brgy. Hanopol all in Sevilla, Bohol released water. Brgys Bugang and Cambangay, Brgys. Napo and Camba in Alicia and Brgys. Canawa and Cambani in Candijay were heavily flooded There were 21 diarrhea cases reported in San Enrique, Siquijor from January 13 – 18, 2011 due to contaminated water source. Contaminated water source resulted to the outbreak of diarrhea cases (21 cases) were reported in the municipality of San Enrique, Siquijor from January 13 - 18, 2011 Nine (9) road sections in Mactan, Cebu incurred potholes, washed-out surfacing materials and massive debris along the roadway due to flooding

Region VIII Brgys. Camang, Pinut-an, Esperanza, Bila-tan, Looc and Kinachawa in San Ricardo, Southern Leyte were declared isolated on January 18, 2011 due to landslide. Said areas are already passable since 19 January 2011. A wooden bridge in Brgy. Pinut-an, San Ricardo was washed-out while Bila-tan Bridge was partially damaged and Brgy. Hindag-an in St. Bernard, Southern Leyte incurred road slip on 17 January 2011 Flood-prone municipalities in Eastern Samar experienced brownout on 17 January but already restored

Region IX Brgys San Jose Guso and Tugbungan, Zamboanga City were affected by flood due to heavy rains on January 18, 2011

Region X One protection dike in Looc, Catarman. Camiguin; Two (2) seawall dikes (cracked and scoured); gravel based road (washed-out) and earth road (eroded) in Poblacion Tubod in Lanao del Norte were damaged. A landslide incident affected Brgy. Pangpangon, Talisayan, Misamis Oriental on January 19, 2011 due to continuous rains. Fifteen (15) barangays in Jimenez: namely: Butuay, Corrales, Dicoloc, Gata, Guintomoyan, Matugas Bajo, Nacional, Naga, Palilan, Rizal, San Isidro, Sta Cruz, Sebaroc, Tabo-o and Taraka all in Misamis Occidental (Region X) experienced water outage due to damaged water system (pumping station) caused by heavy rains One footbridge in Ozamiz City, Misamis Occidental was totally destroyed and one (1) sea wall in Aloran was damaged; One protection dike in Looc, Catarman, Camiguin; Two (2) seawall dikes (cracked and scoured); gravel based road (washed-out) and earth road (eroded) in Poblacion Tubod in Lanao del Norte were damaged; and Copra dryer, poultry cage and sari-sari store in Tubod were washed-out

Region XI Barangays Maparangi and Lizada in Toril District; Brgys. Talomo River, Calinan and Crossing Likanan; and Brgy. Lasang, Bunawan District all in Davao City were affected by flooding on January 17, 2011 due to the overflowing of Lipada River. Brgy. Darong, Sta. Cruz, Davao del Sur was affected by flashflood last January 18, 2011 due to heavy downpour and high tide which triggered the overflowing of Sibulan River. Eighty (80) families are still housed at Darong Brgy. Hall, Chapel and Almendras Gymnasium. Affected families are waiting for the relocation area that will be provided by the LGUs. Boston, Davao Oriental was affected by landslide which occurred on January 17, 2011 due to heavy rains Four (4) barangays in Panabo City, Davao del Norte were affected by flooding on January 16 and 17, 2011 due to heavy rains that caused to the overflowing of Bunawan River; and 300 trunks of Cavendish bananas and vegetable crops were damaged. Approach of Calinga-Wangan and Alcantara Bridges connecting Brgy. Wangan to Alcantara and Sitio Balite Calinan District, Davao City were damaged and Tagactac Bridge and one foot bridge in Barangay San Nicolas, Panabo City, Davao del Norte were partially damaged. Barangay, Darong, Sta Cruz , Davao del Sur experienced power black-out but already restored

CARAGA Flooding in Mainit, Surigao del Norte has already subsided. Evacuees have returned home

ARMM Maguindanao: 10 barangays were affected in Sultan Kudarat, Maguindanao due to flooding with 9,388 families affected.

PAGASA-DOST is continuously issuing daily 24-Hour Public Weather Forecasts, Weather Advisories, Gale Warnings and General Flood Advisories for Bicol Region; Eastern, Western and Central Visayas; Northern Mindanao; Davao Region and CARAGA to the NDRRMC Operations Center. These information are being disseminated to the public, media and concerned government agencies. NDRRMC conducted an emergency meeting on January 03, 2011, presided by USEC Benito Ramos, Executive Director of NDRRMC and Administrator, OCD and attended by NDRRMC member agencies such as: PAGASA, AFP, DOH, DBM, PIA, DSWD, DPWH, PNP, PCG, PMS, OCD Division Chiefs and OCD Regional Directors NDRRMC’s Member Agencies like AFP, PNP, DSWD and DOH are still detailed at NDRRMC Operations Center for easy coordination and actions on the requirements in the field, extent of damages and assistance provided by the concerned agencies and OCD Regional Centers IV-B, V, VI, VII, VIII, X, XI, ARMM and CARAGA RDRRMCs and local DRRMCs’ Chairpersons in Regions IV-B, V, VII, VIII, X, XI, XII, ARMM and CARAGA orchestrated the emergency management in the flood and landslide-stricken areas in terms of search and rescue, evacuation, relief operations, conduct of emergency meetings and disseminations of warnings to the public Disaster Operations Centers of affected regions maintain 24/7hours monitoring operations and dissemination of warning advisories to RDRRMC member agencies; local Chief Executives (LCEs), local DRRMC Action Officers; and local radio/television stations thru fax, voice, SMS and email Affected local DRRMCs dispatched their respective emergency response groups for the conduct of SAR, evacuation, relief and clearing operations in flood/landslide- stricken areas Philippine Information Agency Continuously posts daily situation reports at Weather Watch (a facebook account) on the effects of the continuous rains in Southern Luzon, Visayas and Mindanao.

Region IV-A RDRRMC IV-A requested PCG-STL and NAVFORSOL to conduct search and rescue operations and is closely monitoring progress of SAR operations in coordination with PDRRMC Quezon and MDRRMCs along the eastern coastline of Quezon to be on the look-out for the missing fishermen in Burdeous, Quezon PCG, Naval Forces and Burdeous Rescue Team and local fishermen continued SAR efforts covering the areas of Polilio Strait and Lamon Bay including nearby islands KBALIKAT CIVICOM set-up communication facility at the ports of Real and Budeous, Quezon

Region IV-B Palawan FB Finely was towed towards Brgy. Liminangcong, Taytay with all 34 crew/fishermen rescued. Most of the survivors are suffering from colds and wounds. According to CGDET Taytay, the survivors were transferred from Paly Island to Taytay, Palawan. Philippine Red Cross Palawan activated a team and conducted stress management and medical assistance to survivors; CGS coordinated with NAVFOREST for the availability of two (2) drums of AVGAS to be transported to Roxas used in SAR operations and OCD IV-B coordinated with DSWD IV-B, PCG, WESCOM and PDRRMC Palawan for assistance CGDPAL and PS-74 PN supported by SARV-002 from HPCG and PCG Islander from DOTC Manila, are still conducting SAR operations for the 3 missing fishermen of capsized FB Jonathan I in Cannaron Island, Linapacan, Palawan CG Detachment Semirara alerted available floating assets in the area for the conduct of SAR once weather permits and has issued Notification of Mariners (NOTAM) on said incident and the sister ship joined the conduct of SAR Operations PCG Aircraft conducted air reconnaissance and PCG Auxiliary supported the SAR operations

Region V C, RDRRMC 5 requested AFP thru NDRRMC for the availability of one (1) PN Islander aircraft to conduct search and rescue operations for two (2) missing fishermen in the vicinity of Pandan, Catanduanes Local DRRMC rescued the missing fishermen in Calaguas Island, Vinzon Camarines Norte at Brgy. Salvacion, Jose Panganiban, Camarines Norte OCD RD 5 coordinated with PNP Bato and Pandan, Catanduanes, Vinzon, Camarines Norte, Pandan Municipal Station and Mayor of Pandan for the reported missing fishermen PN V departed Polilio Pier, Quezon to continue SAR operations at Polilio, Quezon and adjacent island but took shelter at Polilio Pier due to unfavorable sea condition PN5 coordinated with PDRRMC Camarines Norte and attended special meeting at OCD5 to discuss current situation re SAR operations for the missing fishermen in Catanduanes, Camarines Norte and Polilio Island, Quezon; NAVFORSOL deployed DRRU Team in Camarines Norte to assist in SAR; set- up Advance Command Post (ACP) in Daet Airport as base operations and deployed PN Islander from Cavite to assist in SAR TOG5 PAF, RD OCD 5, APSEMO Albay and members of media supported Governor Salceda in the conduct of rapid damage assessment and aerial reconnaissance at the landslide area in Oas, Albay after which the team proceeded to Butawanan Island, Siruma, Camarines Sur to pull-out 8-man DOH medical team which responded to a diarrhea outbreak and other diseases affecting over 1,200 residents thereat. They brought back essential equipment (generator and mobile hospital tent) to 9ID, PA Coast Guard Station (CGS) Mercedes conducted SAR at vicinity of Canimo Island, Catmon, Camarines Sur but SAR operations was temporarily terminated due to unfavorable sea condition CGS Legaspi and CGS Catanduanes are continuously monitoring any sightings of remaining missing fishermen Task Force Sagip continues conducting route security along the critical point of provincial road network from Brgys. Sagrada, La Medalla, San Roque and San Ramon in Tinambac, Camarines Sur to facilitate safe passage of M35 trucks loaded with relief goods intended for Siruma PRO 5 assisted PCG 5 in validating information regarding missing fishermen PA-9ID dispatched: two (2) M35 trucks to Albay APSEMO and transported 662 assorted relief goods to affected barangays in Bacacay, Albay; One (1) M35 truck loaded with relief goods and mineral water was delivered to Siruma, Camarines Sur; conducted route security along provincial road in Tinambac, Camarines Sur and TF Sagip, PA distributed 144 bottles of Multivitamins in Manito, Albay PA-9ID TF SAGIP dispatched: two (2) M35 trucks to Albay APSEMO and transported 76 sacks of rice to Brgys Calaguimit and Casinagan of Oas, Albay on January 21; one (1) KM450 and one (1) M35 truck with troops of DRRU-9ID together with ABS-CBN representative conducted relief operations in Sitio Tampi, Brgy, Binauanan, Juban, Sorsogon on Jan 22

Region XI CDRRMC Panabo Rescue Team and Davao City Central 911 conducted search and rescue operations for the missing person (Melanio Bintas, 46 y/o) along the river and seashores of Bunawan.

6 PPO elements of Davao del Sur conducted evacuation of affected families and SAR operations at Brgy Darong, Sta. Cruz.. RDCC XI is continuously monitoring the situation in the area and coordinated to the City Engineer’s Office and City Agriculture for conduct of damage assessment MDRRMC Tarragona and PDRRMC Davao Oriental jointly conducted search and retrieval operations for the missing child in Brgy. Cabagayan MDRRMC Chairperson Sta. Cruz, Davao del Sur established an Incident Command Post at Almendras Elementary School (Gymnasium) CARAGA Quick Action Response Team (QART) conducted SAR operations and reported that the missing fisherman Mr. Rey Benitez of Purok 5 Brgy. Mabua, Surigao City was found alive along Mabua-Leyte Sea in the Province of Camiguin Island

4. RELIEF OPERATIONS

Department of Social Welfare and Development/ LGUs/ NGOs/INGOs Food and Non-Food Items DSWD-CO mobilized/deployed its Regional QRTs and SWAD Teams to assist the affected LGUs in the disaster operations ; allocated stand-by funds for LGUs; pre-positioned stand-by funds, family packs, other food and non-food items in all concerned DSWD-FOs ready available for augmentation support; and released a truckload of food and non-food items to DSWD FO V from the DSWD National Resource Operations Center (NROC) DSWD FO-V has sufficient family food packs and stockpile of relief commodities composed of food and non-food ready for additional augmentation assistance and pre-positioned sacks of rice for affected areas. DSWD VIII 500 family food packs and 500 packs clothing and delivers 10 boxes of mineral water to St. Bernard; provided 30 family packs and 30 packs clothing to the 30 families in Barangays East and West, Baueun, Leyte; allocated 400 family packs and 400 packs of clothing for the flood/landslide victims in the region. PSWD Eastern Samar allocated family food pack and used clothing to Maslog and Jipapad at 500 food packs and 500 packs used clothing in each municipality; SWAD team in Southern Leyte continuously coordinate with the MDRRMC St. Bernard on the status of relief distribution, master listing of evacuees, reporting and monitoring of donated goods received to ensure proper distribution DSWD-X distributed 2,115 family food and rice packs, 813 packs of used clothing and 56 Non-Food Packs to affected population of Lanao del Norte. DSWD CARAGA provided relief augmentation in San Francisco, Agusan del Sur in the form of 1,000 family packs PDRRMC Camarines Sur has standby 7,000 food packs and prepared additional 2,000 food packs as requested by Mayor Sandy Ondis of Siruma Rep. Alliah Dimaporo , 1 st District, Lanao del Norte provided 2,616 family food and non food packs to 665 families in Baroy and Tubod, Lanao del Norte. AFP Philippine Navy conducted the following: relief operations at Cagraray Island, Bacacay, Albay (650 food packs); and Tabaco City (260 food packs) in support to the Food For Work program for the economically displaced fisherfolk

7 in the area, and participated in the Medical and Dental Mission at the Brgys. Tinapian and Manumbalay, Manito, Albay spearheaded by DOH5 and LGU. NFSL PN transported 250 food packs from DSWD Legazpi City to Rapu-Rapu, Albay for distribution to flood affected residents in the island. PDRRMC Lanao del Norte and MDRRMCs Baroy, Lala and Tubod and NGOs distributed food and non-food items to 2,584 families: families in Baroy and Tubod received food packs from Rep. Imelda Dimaporo and 655 families received medicines from Rep. Aliah Dimaporo. LGUs Oroqueta City and Ozamiz City only provided assistance to those who are in need. The LGU & local populace of Paly Island provided foods and clothing to the survivors of FB Finely. OCD IV-B is monitoring the status of the victims and coordinating with DSWD IV-B, WESCOM PDRRMC Palawan TOG5 PAF conducted 2 relief operations sorties in Camarines Norte and delivered 25 sacks of rice and boxes of assorted relief supplies and medicines for 1,000 residents of Brgy. Mangcawayan, Calaguas Island, Vinzons, Camarines Norte PSWDO delivered 76 sacks of rice to the LGU Oas RDRRMC Team composed of OCD RD V, Task Force Sagip, Commander, RD DOH V, Philippine Navy, AFP and PDRRMC Camarines Sur Personnel proceeded to Camarines Sur via PAF Aircraft to conduct rapid assessment in Siruma and delivered 300 boxes of mineral water and 100 boxes of electrolytes to affected population in Brgy. Butawanan, Siruma. Another PAF Aircraft ferried DOH 5 Medical Team and emergency medical supplies to Brgy. Butawanan, Siruma, Camarines Sur. The team set-up and manned the satellite hospital and addressed the life-threatening condition of about four hundred fifty (450) households who are affected by diarrhea. DPWH , through its Maintenance Engineering Crew in various affected regions, has undertaken the following activities : removal and clearing of debris and rock/slides; installation of barricades and warning signs along the national and secondary roads; de-clogging of culverts/ditches and removal of debris along bridge waterways; and emergency repairs of roads DPWH CARAGA conducted immediate repair, installed safety warning signs on damaged road sections for public safety and convenience DENR issued a memorandum to all PENROs, CENROSs, EMB and MGB in all regions to monitor landslides and flood prone areas in respective AORs to advise the people to be vigilant DILG CARAGA reiterated the implementation of Memorandum Circular No. 2010- 79 dated August 24, 2010 re: Calamity Response Protocols and Associated Actions to ensure an active local government compliance of said issuance

Department of Health (DOH) Health and WASH

DOH-HEMS–OPCEN declared Health Emergency Code White Alert and fully activated to include all field response teams and PHTO-Based Response Teams in CHDs IV-B, V, VI, VII, VIII, X, XI and CARAGA ; pre-positioned and augmented assorted medicines, medical supplies, water testing reagents, disinfectants, family kits first aid kits and WATSAN logistics in various CHDs ; Respective CHDs intensified dissemination of health advisory on water sanitation, leptospirosis and household water disinfection in various evacuation centers through distribution of flyers; Various Provincial Health Teams (PHTs)

8 conducted rapid health assessment and disease surveillance and prevention in all affected regions CHD Bicol assisted President Aquino in his visit to various affected areas and in the distribution of 200 Hygiene kits from UNFPA, 150 Family and 100 First Aid Kits from DOH-HEMS in the evacuation centers and the rest was turned over to Gov. Joey Salceda for other municipalities . Based on surveillance conducted by PHO Albay, there were 718 cases reported: 334 cases of upper respiratory tract infection; 58 headache, 53 athlete’s foot, 16 fever, 38 asthma, 20 bronchitis, 12 arthritis, 14 UTI, 3 skin disease, 16 wounds, 12 vascular disease, 30 hypertension and 110 acute respiratory infection. Number of pregnant (30) and lactating mother (29). As of 15 January 2011, the top 3 leading cases of morbidity seen in all evacuation camps were cough and colds (52 cases), upper respiratory tract infections (33) and headaches (30) CHD VIII assisted President Aquino in his visit to affected areas and in the distribution of assorted drugs and medicines worth PhP 35,000 in Samar and Leyte. Provinces; provided technical assistance in terms of health emergency management and assisted LGUs on health situation assessment in the evacuation camps and in the daily surveillance activity inside and outside evacuation centers. RHEMS Coordinator of CHD VIII reported that based on disease surveillance conducted, the leading cause of consultation in 39 evacuation centers in Saint Bernard, Southern Leyte were cough and colds with fever, fever, diarrhea and hypertension while in Brgy. Bato, Borongan, Eastern Samar were acute respiratory infection, lacerated wounds, diarrhea, skin disease and pneumonia. There are only one (1) fixed consultation clinic in the evacuation center in Brgy. New Guinsaugon. Evacuees in other centers had their medical consultation at the RHU with Anahawan District Hospital as the core referral hospital Environmental sanitation in St. Bernard, Southern Leyte and affected communities in Eastern Samar: water supply is treated with chlorine and is managed by the LGU; distributed water jugs in evacuation centers and affected communities, latrines are adequate as reported by MHO; and the garbage is collected every day Health services: conducted measles immunization, nutritional status in some children is poor; consultation is conducted in every evacuation center manned by DOH Representatives, MHO, PHP Staff 24/7 basis; health education (provided with IEC materials); and response team is composed of 1 Doctor, 3 Nurses, 1 Engineer and 3 Support Staff CHD IV-B provided medical and technical assistance to the latest victims of flashflood in Narra, Palawan CHD XI conducted rapid health assessment, consultation and immunization and provided assorted drugs and medicines and supplies to the evacuees in Brgy. Darong, Sta Cruz, Davao del Sur CHD CARAGA assisted President Aquino in His visit to affected areas and augmentation of 3 sets of drugs and medicines in Agusan del Sur, Butuan City and Surigao del Sur. The PHTs in CARAGA distributed pre-positioned medicines and fluids to the affected provinces. Zuellig Pharma Corporation donated 19 boxes of medicines to Region V containing Vidaylin Gummies with Garden Vegetables 30’s Bio-enhanced Calcium Plus Cap 30’s f and UNFPA provided 1,000 Hygiene kits to CHD V, distributed in Albay for implementation of minimum initial service package for reproductive health of women in crisis in evacuation centers in Albay, with pregnant and lactating women as the target population

9 DOH-CHD5 dispatched medical teams from BRTTH and AFP in Cawayan, Manito with medical supplies from CHD Bicol worth PhP 60,000 PDRRMC Camarines Sur, through TOG 5 PAF and PA trucks, transported the following resources to Siruma, Camarines Sur in connection with diarrhea cases thereat consisting of 370 boxes Summit mineral water; 100 boxes energy drinks; 1,000 food packs, assorted drugs/medicines, and 4 health teams. GMA Kapuso Foundation also provided 1,000 food packs. 30 pcs water jugs, 20 pcs water container, 60 bottles summit mineral water for use of medical team and PA; 1 container unleaded gasoline for generator, 2 units emergency lights, 2 medical tank (oxygen), and antibiotics RD OCD 5 together with DOH HEMS proceeded to Siruma to transport Emergency Medical Team and to set up/man satellite hospital to address the life-threatening condition of about 450 households who are affected by diarrhea in Siruma and received donations from PHAP Cares Foundation Inc.: 132 packs (11 cartons x 12 packs) of J & J Pure Essentials 60g soap pack with Modess (4 soaps + 8 pads) MDRRMC Sta. Cruz provided medicines, medical and psychosocial intervention and mobilized MDRRMC team, partners and volunteers

Effects of Continuous Rains Due to Tail-end of a Cold Front in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM HIGHLIGHTS OF THE PRESIDENT’S VISIT IN THE FOLLOWING REGIONS As of 22 January 2011, 6:00 PM

On January 14, 2011, His Excellency President Benigno C. Aquino III together with Voltaire Gazmin, National Defense Secretary/Chairperson, NDRRMC; Dinky Soliman, DSWD Secretary; Proceso Alcala, DA Secretary; Enrique Ona, DOH Secretary; Rogelio Singson, DPWH Secretary; Jesus Robredo, DILG Secretary; Edwin Lacierda, Presidential Spokesperson; and USEC Benito Ramos, Executive Director, NDRRMC and Administrator, OCD, visited three (3) regions that were heavily affected by landslides and floods namely: CARAGA, Region V and Region VIII to oversee the extent of damages and personally check the status of the on-going relief operations being conducted by local agencies on the ground.

Upon arrival of the President, the respective RDRRMCs in afore-said regions conducted conferences/briefings participated by respective member agencies, selected LGUs and media.

CARAGA Chairperson, RDRRMC CARAGA briefed the President on the effects, focused on background, impact, response action, post-disaster requirements and future plans. The President commented that post disaster requirements should be prioritized and rehabilitation of damaged infrastructure has to be referred to the DPWH and further emphasized that the national government will do its part in supporting the LGUs but initiatives should be done first at the LGU level; turned over certified rice seeds, water pump engines and assorted medicines to the affected areas through the Chairpersons of the provincial and city DRRMCs. After the turn-over of resources, media interview followed on the issue of illegal logging .

Region V PAGASA V reported that La Niña peak is expected to affect the Bicol Region for the next 3 months PDRRMC Catanduanes / MDRRMC Pandan requested for augmentation in the search and rescue operations from PN, TOG5, PCG and PNP for the missing fishermen in Catanduanes who went fishing on 12 midnight 15 January 2011. SAR operation conducted by barangay residents were suspended due to strong waves and winds. The LGUs likewise appealed for support to their rehabilitation and immediate repair of damaged roads; alternative livelihood for economically displaced fishermen from coastal and inland municipalities; food for work programs; and wider coverage of national support for PHILHEALTH beneficiaries. President Aquino re-assured that the DPWH has already been instructed to prioritize list of infrastructures for immediate repair/rehabilitation using the NCF and that the Administration is looking to provide the immediate needs of affected communities to include livelihood support like cash-for-work programs. Region VIII The President directed concerned agencies to assist /help Saint Bernard in the acquisition of lot for relocation sites. RDRRMC/OCD Region VIII to ensure that LGUs must strictly observe the stockpiling procedure of basic necessities of the evacuees. Region IV-B OCD IV-B is monitoring the activities of PDRRMC Palawan City, MDRRMCs concerned, Philippine Red Cross, WESCOM, Coast Guard Palawan and Nickel Mining Corporation in terms of distribution of relief goods/packs in the evacuation centers LGUs of Narra, Aborlan and Roxas, Palawan provided hot meals to affected families inside evacuation centers

Region V OCD-RD V presided a press conference with representatives from DOH-CHD5, 9ID PA, NAVFORSOL PN, TOG5 PAF, PCGD Bicol and PRO5-PNP on the current SAR operations of missing fishermen in Bicol region and the rising number of diarrhea cases in Siruma, Camarines Sur on 19 January 2011 OCD-Reg V conducted Ongoing coordination and dissemination of Weather Advisories to RDRRMCs, PDRRMCs, LGUs and local media for close monitoring of weather situation. RDRRMC Region V conducted coordinating conference during the visit of His Excellency President Benigno C. Aquino III in Legaspi City on 14 January 2011 RDRRMC V conducted Press Conference with C, Albay PDRRMC, PAF TOG5 Group Commander and Media in connection with Search and Rescue (SAR) operations in Catanduanes OCD-RD V provided daily media interview re preparations of the new weather disturbance; conducted consultation meeting with PAGASA and PDRRMCs Albay, Camarines Sur and Sorsogon ; conducted relief operations in Brgys Tinapian and Cawayan, Manito, Albay in coordination with Governor Salceda of Albay, AFP Commander, 9ID, BGEN Marilou Salazar AFP; TF Sagip and 901IBde Commander , NAVFORSOL, PDRRMC Albay Staff National and Local Media; and proceeded to Catanduanes on January 11, 2011 to meet with C,PDRRMC Catanduanes to oversee SAR operations for the missing fishermen DepEd V ordered the suspension of classes in Elementary and High School levels in Legaspi City, Manito, Daraga, Camalig, Sto. Domingo, Malilipot and Bacacay both in public and private; coordinate with local school officials of DepEd in their area of responsibility; and advised Chairpersons, City/MDRRMC to properly implement Advisory No. 8 re suspension of classes PDRRMC Catanduanes is continuously monitoring SAR efforts in Panganiban, Catanduanes for the 5 missing fishermen assisted by NAVFORSOL and TOG 5 air assets and requested intervention for economically displaced households LGUs of Manito, Sto Domingo, Camalig and Malilipot, Albay effected a pre- emptive evacuation as part of its disaster preparedness and response activities in areas prone to floods, landslides and lahar flows. The families were provided with 5 kls of rice. Expanded assistance in terms of food for work packages to 41,121 economically displaced households, especially fisherfolks and coastal families and established clinic station per evacuation and free hospitalization for affected families. PDRRMC Camarines Sur issued Advisory on possible implementation of pre- emptive evacuation in the province in anticipation of possible flooding and landslides in 26 municipalities and prepared 2,000 food packs for distribution in Siruma and has stockpile of 2,000 sacks of rice PDRRMC Sorsogon initiated pre-emptive evacuation of population at risks, provided meals and other relief goods to affected families and declared Juban under a State of Calamity PDRRMC Chairmen Catanduanes and Camarines Norte requested RDRRMC for air support to augment local SAR efforts PGG 5 will assist PCG in validating information regarding missing fishermen, PCG SOG assets is prepositioned in Camarines Norte to augment local SAR NAVFORSOL will deploy DRRU team in Camrines Norte to assist in SAR and set-up ACP in Daet airport PRO V conducted continuous monitoring relative to the prevailing weather situation in AOR and placed on alert sixty (60) Regional Public Safety Battalion (5RPSB) personnel for possible deployment to landslide and flashflood areas in the provinces of Albay, Sorsogon and Camarines Sur.

Region X PDRRMC Lanao del Norte extended 1,970 food packs in the municipality of Tubod. Food pack contains rice, sardines corned beef, beef loaf and noodles and Non Food Items (NFIs) such as: basin, cooking pots, frying pan, slippers, pail used clothing, mosquito nets, blankets, plastic mats, water containers and still assessing the needs for permanent shelter, agricultural, livelihood and other assistance; MDRRMC Lala provided 424 family packs consisting of 4.5 kgs rice, 3 pcs noodles and 2 tins of sardines; CDRRMC Ozamiz carried out pre-emptive evacuation prior to the occurrence of flooding; and CDRRMC Oroquieta prohibited the evacuees to go home thus families are still at evacuation centers Region XI Responders from PDRRMC Davao del Sur, MDRRMC Sta. Cruz, PRC, 38 th IB, PNP Davao City Central 911, SAVERS, DPWH responded to the flooded areas for the conduct of SAR operations, damage assessment and clearing operations. LGUs and PRC conducted relief operations and established community kitchen in various evacuation centers. OCD XI coordinated with DSWD and National Commission on Muslim Filipinos for possible food assistance
