Golden Gate National Recreation Area

Park Description

Golden Gate National Recreation Area (GGNRA), a unit of the National Park Service, was established by an Act of Congress on October 27, 1972. The 80,000-acre park encompasses a great diversity of cultural and natural resources in and around the Bay Area of San Francisco, California. It includes Muir Woods National Monument and Fort Point National Historic Site.

The park holds almost five million three-dimensional and documentary artifacts dating from the time before European contact to the present. They are preserved and maintained for the public by the Division of Cultural Resources and Museum Management, which includes the Park Archives and Records Center (PARC).

Historical Note

GGNRA and the sites within it have been collecting records since their inception. The PARC was established in 1994 to receive records and archival collections from the U.S. Army and the Presidio Army Museum after the closure of the Presidio of San Francisco as an Army base. The collections continue to grow through the donation of materials by private individuals, transfer of inactive park records by staff, and acquisition of relevant documentary materials.

Scope of Collections

The archival collections in the custody of the GGNRA document the history and activity of the various sites and groups associated with the park, described in the park’s Scope of Collection Statement (2009).

The PARC contains U.S. Army and National Park Service facility records for the Presidio of San Francisco, forts and coast defense sites in the area, and various GGNRA sites. Subjects and sites documented include the United States Army (Bear Flag Revolt, Civil War, Spanish-American War, Mexican War, World War I, Army Air Service, Coast Artillery, Army medical facilities and issues, World War II, Army support during natural disasters, Viet Nam War, and Operation Desert Storm); Alcatraz Island (Army fortress, Army Disciplinary Barracks, U.S. Penitentiary, and Indian Occupation); the natural resources conservation movement resulting in the establishment of Muir Woods National Monument; agriculture in the Marin Headlands; Point Reyes Peninsula and Bolinas Lagoon areas; U.S. Lifesaving/Coast Guard Services; San Francisco Earthquake and Fire of 1906; Panama Pacific International Exposition of 1915; natural resources and environmental issues; and preservation of open space in the Bay Area. Also included in the PARC are many of the GGNRA administrative records that document the development and expansion of this park.

Visiting the PARC for Research

The PARC is located in an historic brick building, formerly a cavalry stable, on the Presidio of San Francisco. Collections and archives support services are available for walk-in research during open hours or by appointment. Please contact the PARC (see below) for the current schedule of reference hours.

Copy Services

Black and white photocopy services for standard and oversize materials are available on-site. Color photocopying, photographic duplication, and duplication of other media are available by special arrangement. Researchers are charged for all duplicates on a cost-recovery basis.

Rights and Publications

Copies are provided under the Fair Use provisions of the Copyright Law (Title 17, U.S.C.). Researchers must complete a Permission to Publish Contract form with the Park Archivist for any other intended use of these materials (such as publication or exhibit). Researchers should consult with staff regarding their needs for commercial or public use of materials.

Legal Status of Holdings

Many holdings of the PARC were acquired/transferred prior to the establishment of the archives program, and have little documentation on their provenance (source/chain of custody). All materials received after 1994 have been accessioned and documented. If provenance cannot be determined, the PARC assumes that it owns the property rights, but does not own the copyright. Staff will provide assistance, but it is the responsibility of the researcher to acquire permission from the copyright holder to cite, quote, or reproduce collection materials.

Collections developed by or for government organizations or operations are in the public domain and may be used, cited, and quoted without restriction, provided they are properly credited to the PARC. The archives contain no national security classified materials.

Donations to the Collections

The PARC welcomes donations of a variety of historic materials that meet the criteria in the Scope of Collections Statement and do not duplicate existing holdings. Collections are maintained for research use in perpetuity; there is no guarantee that items will be exhibited. If you own materials that may be relevant to the themes of GGNRA and would like to deposit them in the PARC, please consult with an archivist.

Provenance The records were created and maintained by the United States Army and were either transferred to the National Park Service (NPS) upon the deactivation of the Presidio of San Francisco (PSF) and the transfer of the Army’s property to the NPS in 1994 or collected by GOGA Park Archives staff circa 1999. On September 2, 1994, the National Park Service requested the release of certain records held in the custody of the U.S. Army that concern the facilities and resources the NPS would be managing in place of the Army. These records, with some exceptions, were released and transferred to the

National Park Service in accordance with the terms of cooperative agreements, and partially consisted of the materials in this collection.

Scope and Content Note The Letterman Army Hospital Records date from 1866 to 1998 with bulk dates from 1979 to 1993. The records document the general management, administrative functions, and operations of the Presidio’s Letterman U.S. Army Hospital, Letterman Army Medical Center, Letterman Army Institute of Research, and the hospital’s satellite locations located in the Presidio of San Francisco and its subinstallations.

The records are organized into four series: Letterman Army Medical Center Records (ALAMC), Letterman Army Medical Center Hospital Commander’s Office Records (ALAM-006), Letterman Army Medical Center Industrial Hygiene Records (ALAMIH), and Letterman Army Institute of Research Records (ALAIR). The four series are further arranged into twelve subseries.

The records relate to many topics including Presidio of San Francisco and Letterman Hospital history; management and operations of the Letterman Army Medical Center and Letterman Army Institute of Research; medical-related Army regulations and procedures; briefing and presentations; events and holidays; industrial hygiene; occupational health; LAMC and LAIR decommission and deactivation; base closure; water and utility management; facility and resource management; and hazardous material management. The records include textual records, photographic media, plans, maps, and videocassettes.

Note: Many of the Army records groups included in this collection were surveyed prior to the processing of this collection and some material unrelated to the Golden Gate National Recreation Area’s scope was discarded or transferred. In addition, some project-specific records from these records groups were removed and processed with the U.S. Army Project Records, GOGA 37252.

Organization and Arrangement The Letterman Army Hospital Records are organized into four series and arranged into twelve subseries. Each section is arranged chronologically unless otherwise noted in the Series Description section (starting on page 13).

All of the series (except Series I) contain oversize material. The oversize material consists of maps; construction project drawings and plans; posters; data charts and graphs; computer printouts, and certificates housed in one oversize 16x20-inch folder and one oversize map folder. Also, two U-matic videocassettes and one three-ring binder were separated to oversize box storage. The oversize material is arranged in the order it

was separated from the files, i.e., in the series and box and folder order. A separation note was placed in each folder to note the original location of the item and the oversize storage location.

Significance The Letterman Army Hospital Records contain significant information regarding the administration, operations, and management of the facilities, utilities, and resources related to the Letterman U.S. Army Hospital, Letterman Army Medical Center (LAMC), Letterman Army Institute of Research (LAIR), and the hospital’s satellite locations in the Presidio of San Francisco and its sub-installations. The records provide insight into the historic management of the areas now within the boundaries of the Golden Gate National Recreation Area and will support further management and preservation of these areas. These records support understanding of the management of hazardous materials on the post and the long-term management of the historical physical facilities of the LAMC and LAIR. The collection documents Army life, historic buildings, and the evolving natural

Condition Overall the records are in good and stable condition. The text files having been working files contain some soiled and worn documents. Some documents have residual rust marks resultant of staples or binder clips that have been removed. Some documents and oversize material have adhesive tape attached, some of which is becoming brittle. Some of the photographs are glued and/or taped to paper. Some of the photographs have tape, permanent ink, and point pen ink on the front and the back. The oversize material was originally stored folded in the files and therefore have many crease lines, some have rips and tearing along these crease lines.

History The Army at the Presidio of San Francisco

The U.S. Army was stationed at the Presidio of San Francisco from 1846-1994, the last Army headquarters being the Sixth U.S. Army. The Presidio of San Francisco military reservation at the Golden Gate developed into the most important Army post on the Pacific Coast. Over time its armaments evolved from smooth bore cannons to modern missiles. It became the nerve center of a coastal defense system that eventually included Alcatraz and Angel Island and that reached as far north as the Marin Headlands and as far south as Fort Funston. These lands were all incorporated into the Golden Gate National Recreation Area beginning in 1972. Eventually, there were five distinct posts at the Presidio, each with its own commander: the Main Post, Fort Point, Letterman Hospital, Fort Winfield Scott, and Crissy Army Air Field. Also on the 1,491-acre reservation were a Coast Guard lifesaving station and a U.S. Public Health Service Hospital. The Presidio of San Francisco’s subinstallations included Forts Baker, Barry, Cronkhite, Funston, Mason, and Miley, as well as various U.S. Army Reserve Centers throughout the San Francisco Bay Area.1

In 1972, the Presidio of San Francisco, then an active installation, was included within the boundaries of the Golden Gate National Recreation Area. In 1989, the Presidio of San Francisco was selected to close as part of the Base Realignment and Closure Act that was

designed to close excess military bases. On October 1, 1994, after the post became excess to military needs, it was transferred to the National Park Service.2

Letterman Army Hospital History

The U.S. Army General Hospital was built between 1899 and 1902 on the Presidio of San Francisco and consisted of ten wards with administrative and support buildings linked by covered corridors. The hospital used state-of-the-art technology, including an intercom telephone system that connected the wards to the administration building as well as primitive X-Ray equipment. In 1901, the facility became the first army general hospital to employ women of the newly created Army Nurse Corps. The hospital treated the sick and wounded from major wars including the Spanish-American War, both World Wars, the Korean War, and the Vietnam War. The hospital also aided in the aftermath of the San Francisco 1906 earthquake and fire. The hospital was renamed Letterman General Hospital in 1911.3

Letterman Army Medical Center (LAMC), a ten-story, 550-bed facility, opened in 1969, and throughout the 1970’s was instrumental in training the Army’s medical specialists and serving wounded soldiers from the Vietnam War. The Letterman Army Institute of Research (LAIR) opened in 1971 and specialized in the development of artificial blood, laser physics, and treatment of trauma. Following the transfer of the Presidio of San Francisco to the National Park Service in 1994, both the hospital and its adjoining facilities including LAMC and LAIR were deactivated in 1995.4

The Letterman Army Hospital Records are organized into four series and are arranged into twelve subseries.

Series I: Letterman Army Medical Center Records (ALAMC) Volume: 0.75 linear feet Box Range: 1 Dates: Inclusive: 1969-1995 Note: Undated files are filed in the front of the series. Arrangement: This series is arranged chronologically.

Description: This series contains records created through the management and operation of the Letterman Army Medical Center (LAMC) in Presidio of San Francisco (PSF) Building 1100. LAMC was one of eight Army medical centers in the United States and its four primary missions were to ‘‘provide comprehensive medical care to its 110,000 beneficiaries; train Army Medical Department personnel; support an Army committed to combat; and lend assistance during civilian medical emergencies.’’ 5 The records relate to facility maintenance and systems management including shift logbooks; hospital regulations and procedures; contact information and directories; personnel management; surveys; equipment; hazardous materials management; emergency and disaster preparedness, and safety. These records are from Army records groups ALAMC-002 and ALAMC-004.

Description: This series contains records from the Hospital Commander’s Office at Letterman Army Medical Center located in Presidio of San Francisco Building 1100. LAMC was one of eight Army medical centers in the United States and its four primary missions were to ‘‘provide comprehensive medical care to its 110,000 beneficiaries; train Army Medical Department personnel; support an Army committed to combat; and lend assistance during civilian medical emergencies.’’ 6 These records are from Army records group ALAM-006.

Subseries A: Letterman Hospital History and Letterman Army Medical Center (LAMC) Management Records, 1901-1993 This subseries is comprised of documents about the history of Letterman Army Hospital and LAMC; LAMC operations and management; hospital programs and plans; personnel management; staff directories; National Cemetery information; Desert Storm hospital support; Public Health Service Hospital management; and base closure. Also included are records relating to general San Francisco Bay Area and Presidio of San Francisco history and early nineteenth-century photographs of Fort Baker. A three- ring binder with a graphic of the Letterman Army Medical Center building on the cover is also part of this subseries.

Subseries B: Medical-Related Army Regulations and Publications, 1866-1991 This subseries contains Army regulations, manuals, and pamphlets on various medical topics including first aid, nursing, Health Service Support operations, deployable medical systems, crime prevention, safety, and health. Also included is the publication “Medical Recollections of the Army of the Potomac” written in 1866 by Letterman General Hospital’s namesake Jonathan Letterman as well as an article about trauma injuries suffered by people falling from the Golden Gate Bridge.

Subseries C: Briefing and Presentation Records, circa 1981-1984 This subseries is comprised of briefing narratives including the LAMC Command Briefing covering the history of the U.S. Army medical facilities at the Presidio of San Francisco as well as suggested comments

for Army conferences and luncheons. Also included are two U-matic videocassettes documenting the Alaska earthquake, the mass casualty briefing, and the U.S. Army welcome orientation.

Subseries D: Event and Holiday Records, 1979-1993 This subseries documents the Bay Area Commanders’ Christmas concert and Letterman Army Medical Center events including the LAMC building’s tenth anniversary; Non-commissioned Officers’ Call; Letterman U.S. Army Hospital Dining In/Out; St. Patrick’s Day; personnel awards and farewells; Psychiatric Residences graduation ceremonies and receptions; and the LAMC retiring of the colors. The event records consist of event planning documents, ephemera, and photographs.

Series III: Letterman Army Medical Center Industrial Hygiene Records (ALAMIH) Volume: 3.25 linear feet Box Range: 3-6 Dates: Inclusive: 1967-1994 Arrangement: This series is arranged into five subseries (A-E) that are each arranged chronologically unless otherwise noted. Oversize material is separated to oversize storage.

Description: This series is comprised of records created through the management and operation of the Letterman Army Medical Center Industrial Hygiene Section located in Presidio of San Francisco Building 1100. The LAMC Industrial Hygiene Program’s mission was to “provide a continuous Industrial Hygiene (IH) Program in accordance with AR 40-5 and to ensure a safe and healthful working environment for all military and civilian personnel assigned or attached to the Presidio of San Francisco (PSF).”7 The major elements of the Industrial Hygiene Program were the Local Occupational Health Hazards Inventory, the Industrial Hygiene Implementation Plan, Risk Assessment, Recordkeeping, Design Review, Respiratory Protection, Hearing Conservation, Occupational Vision, Radiation Protection, and Work Education and Training.8 These records are Army records groups ALAMIH-003, ALAMIH-005, and ALAMIH-006.

Subseries A: General Letterman Army Medical Center (LAMC) and Letterman Army Institute of Research (LAIR) Industrial Hygiene Records This subseries documents industrial hygiene, environmental health, and occupational health surveys and programs; hazardous material

management; employee rosters and organizational structures; and industrial hygiene implementation plans. Also included are regulations and guidance on indoor firing ranges, radiation safety, occupational health, asbestos, respirator use, life safety, energy conservation, and painting.

Subseries B: Local Occupational Health Hazards Inventory Records This subseries is arranged by building number, and records with multiple buildings are filed under the lowest building number. This subseries contains the worksheets and inspections from the Local Occupational Health Hazards Inventory performed for buildings on the Presidio of San Francisco. The records are Army file code 923-10.

Description: This series contains records created through the management and operation of the Letterman Army Institute of Research (LAIR) located in Presidio of San Francisco Building 1110. LAIR “is one of nine medical research facilities within the U.S. Army Medical Research and Development Command charged with conducting research that addresses unique military medical problems to preserve the health and safety of America’s soldiers. The U.S. Army Medical Research and Development Command is a field operating agency of the Office of The Surgeon General of the U.S. Army.”9 “LAIR conducts research in battlefield casualty assessment and management, military trauma and resuscitation, bioeffects of military lasers, development of blood substitutes, and blood cell preservation.”10 These records are Army records groups ALAIR-002, ALAIR- 003, ALAIR-004, ALAIR-005, ALAIR-006, ALAIR-010, ALAIR-012, ALAIR-013, and ALAIR-014.

Appendix 1 Army Records Groups Included in the Letterman Army Hospital Records

The Letterman Army Hospital Records were amassed from various bodies of records that were either transferred from the U.S. Army to the National Park Service in 1994 or collected by GOGA staff circa 1999. This appendix outlines each group of records that is now cataloged in the Letterman Army Hospital Records and the group’s individual provenance. Within each GOGA accession the original Army records identification numbers (records accession code) are listed with each group’s individual provenance and scope.

GOGA-02348: ALAM Records transferred from the Letterman Army Medical Center in Presidio of San Francisco (PSF) Building 1100. The records pertain to the Letterman Army Medical Center Contracting programs and projects. The records were selected and transferred from the United States Army Presidio Garrison Records Holding Facility, PSF Building 1182, in September 1994 and accessioned into the GGNRA Park Archives on October 1, 1994. These records support understanding of the long-term management of the historical physical facilities of the Letterman Army Medical Center.

GOGA-02348: ALAMIH Records transferred from the Letterman Army Medical Center Industrial Hygiene Section in PSF Building 1100. The records pertain to the Letterman Army Medical Center (LAMC) and the Letterman Army Institute of Research (ALAIR) Radiation Protection and Analysis programs. The records were selected and transferred from the United States Army Presidio Garrison Records Holding Facility, PSF Building 1182, in September 1994 and accessioned into the GGNRA Park Archives on October 1, 1994. These records support understanding of the management of hazardous materials on the post and the long-term management of the historical physical facilities of the LAMC and LAIR.

GOGA-03724: ALAMC Records collected from the decommissioned/closed Letterman Army Medical Center (LAMC) facility, PSF Bldg 1100, by GOGA staff circa 1999, and accessioned into the GOGA Park Archives as a field collection on April 17, 2014. The records pertain to the LAMC Building 1100 equipment and facility maintenance.
