Kabupaten Mappi merupakan jalur perlintasan ke arah timur dan utara Provinsi Papua Bagian Selatan melalui Sungai Digul arah Kabupaten Boven Digoel. Sistem jaringan prasarana dan pelayanan Kabupaten Mappi yang nantinya dapat mendukung Percepatan dan Perluasan Pembangunan Ekonomi di Koridor Ekonomi VI Papua–Kepulauan Maluku, khusus di Provinsi Papua. Makalah ini dimaksudkan mewujudkan pola jaringan prasarana dan pelayanan transportasi dan bertujuan untuk mewujudkan sistem transportasi dan pelayanan transportasi yang efesien, efektif, dan harmonis dalam menunjang dinamika pembangunan. Berdasarkan hasil diperloleh menunjukkan nilai rata-rata kinerja jaringan prasarana dan pelayanan transportasi Kabupaten Mappi termasuk kategori kurang, hal ini terlihat dari hasil penilaian transportasi jalan, sungai dan penyeberangan, laut dan udara. Nilai kinerja jaringan prasarana dan pelayanan transportasi jalan termasuk terkecil dibandingkan dengan nilai moda transportasi sungai dan penyeberangan, laut dan udara. The latest data shows that over 700 indigenous languages are spoken across 34 provinces of the country. Statistics show that of the 34 provinces, the largest number of indigenous languages exists in the Papua province, which covers more than 300 languages. This qualitative study was conducted in Merauke Regency, Papua, the largest regency in Indonesia. It is located in the easternmost tip of Papua island. The study aimed to discover the existence of the Marind language or in the local dialect known as Malind-Anim, one of the indigenous languages spoken by the native tribe of Merauke, and to find out the preservation effort that has been conducted in Merauke. The result of the study revealed that there have been many efforts conducted by the local government of Merauke Regency and the stakeholders to maintain the existence of Marind language. It was conducted through (1) Educational policy, (2) Marind language habituation in public spaces such as announcement at the airport, Marind language usage in public banners, and greetings in Marind language in every formal meeting, (3) Broadcasting media, and (4) Language documentation in the forms of songs and dictionary. The research was conducted in Merauke, West Papua Privince. The techniques of obtaining the data were interview and field observations. The data consisted of primary and secondary data. They were analyzed using qualitative analysis.The results of the research indicate that the waiver of customary land is the claim of the existence of indigenous people as a condition of the transfer of land rights in Papua Province especially in Merauke Regancy. The release of customary land for investors benefit in Merauke Regency does not provide legal certainty for investors, so it causes the conflict of land affair. The conflict occurs due to the overlapping of tenure or claim by some tribes over the land rights and land boundaries which are not clear because they are natural boundaries. The fact of the matter is that an in-depth analysis of the nation’s foreign policy from a different era will impart valuable lessons to the current policymakers in charge of formulating and implementing such a policy. The era of Sukarno bore witness to the implementation of Indonesia’s foreign policy that was strong in ideas and practices. Employing discourse analysis, this article seeks to analyze five of Sukarno’s speeches, which were delivered in various international forums from 1955 to 1963. During that time, Indonesia put forward a coherent and consistent foreign policy with colonialism as its master signifier. The promotion of such a discourse contributed positively to the diplomatic effort on the issue of West Papua by mobilizing supports from Asian-African nations, as well as attracting the interest of the superpowers. As a result, Indonesia’s national interest to bring West Papua into the Republic was well served, and furthermore, Indonesia succeeded in enhancing its image, role, and leadership in world affairs. This experience presents a challenge to the contemporary policymakers in producing a configuration of strong ideas and concepts that would allow the implementation of a foreign policy that serves the national interest, when the nation has once again risen as an important player on international affairs.
