Front Line Defenders aims to address some of the needs identified by human rights defenders (HRDs) themselves, including protection, networking, training and access to international bodies that can take action on their behalf. Front Line Defenders seeks to provide rapid and practical support to HRDs at risk, including through a 24-hour emergency response phone line, and through promoting the visibility and recognition of HRDs. Front Line Defenders runs a small grants programme to provide for the security needs of HRDs. Front Line Defenders mobilises campaigning and lobbying on behalf of HRDs at immediate risk. In emergency situations Front Line Defenders can facilitate temporary relocation. Front Line Defenders conducts research and publishes reports on the situation of HRDs in specific countries. The organisation also develops resource materials and training packages on behalf of HRDs as well as facilitating networking and exchange between HRDs in different parts of the world. Front Line Defenders promotes strengthened international and regional measures to protect HRDs including through support for the work of the UN Special Rapporteur on Human Rights Defenders. Front Line Defenders seeks to promote respect for the UN Declaration on Human Rights Defenders. In many countries they face considerable personal risk because they stand up for the rights of others against powerful interests. Front Line Defenders documents hundreds of such cases per year. It is therefore clear that HRDs need protection. There are different strategies that HRDs can adopt to improve their security, including getting foreign embassies to play a role in preventing or reacting to attacks on HRDs. The purpose of this handbook is to zoom in on this option for protection of HRDs, focusing on the European Union (EU). In June 2004, under the Irish Presidency, the EU adopted the document “Ensuring protection – European Union Guidelines on Human Rights Defenders” 1 (hereafter referred to as the EU Guidelines on HRDs). As the EU Guidelines on HRDs state, the EU’s general objectives are “to bring about an environment where human rights defenders can operate freely”

    Repression, Human Rights, and US Training of Military Forces from the South Ruth Joanna Blakeley A Dissertation Submitted to the University of Bristol in Accordance with the Requirements of the Degree of Doctor of Philosophy (PhD) in the Faculty of Law and Social Sciences, Department of Politics, October 2006 Word Count: 79,781 ABSTRACT In order to understand whether US training of military forces from the South has resulted in the use of repression or improvements in human rights, we need to situate the training within the broader context of US foreign policy objectives and strategies. The main aims of US foreign policy are to maintain its dominant global position and to ensure control of resources and markets in the South. These objectives are being pursued through an emerging, US- led transnational state, using the instruments of legitimation at least as much as repression. This contrasts with the Cold War, during which US foreign policy strategy towards the South emphasised repression. US training of military forces from the South during the Cold War played a key role in a US-led network of terror, through which many states in the South were connected to the US and each other by cooperation between their militaries, police and intelligence services. The training was dominated by a particular form of counterinsurgency instruction which advocated repression of groups that might potentially threaten US control of Southern economies and assets. This contributed to widespread human rights violations, particularly in Latin America. Following the end of the Cold War, reliance on the network of terror diminished, and it was subsumed within the emergent transnational state.

    Chronology: The Evolution of a Common EU Foreign, Security and Defence Policy March 1948: Belgium, France, Luxembourg, the Netherlands, and the UK sign the Brussels Treaty of mutual defence. April 1949: The US, Canada and ten West European countries sign the North Atlantic Treaty . May 1952: The European Defence Community treaty is agreed by the six ECSC member states. It would have created a common European army, and permitted West Germany’s rearmament. In August 1954, the French National Assembly rejects the treaty. October 1954: The Western European Union (WEU) is created on the basis of the Brussels Treaty, and expanded to include Italy and West Germany. West Germany joins NATO. December 1969: At their summit in The Hague , the EC heads of state or government ask the foreign ministers to study ways to achieve progress in political unification. October 1970: The foreign ministers approve the Luxembourg Report , setting up European Political Cooperation. They will meet every six months, to coordinate their positions on international problems and agree common actions. They will be aided by a committee of the directors of political affairs (the Political Committee ). July 1973: The foreign ministers agree to improve EPC procedures in the Copenhagen Report . They will meet at least four times a year; the Political Committee can meet as often as necessary. European Correspondents and working groups will help prepare the Political Committee’s work. The Commission can contribute its views to proceedings. October 1981: Measures approved in the London Report include the crisis consultation mechanism: any three foreign ministers can convene an emergency EPC meeting within 48 hours.

In April 2020, Amnesty International urged states to ensure that human rights defenders are included in their responses to address the pandemic, as they are key actors to guarantee that any measures implemented respect human rights and do not leave anyone behind. The organization also called on all states not to use pandemic-related restrictions as a pretext to further shrink civic space and crackdown on dissent and those who defend human rights, or to suppress relevant information deemed uncomfortable to the government.1 Despite these warnings, and notwithstanding the commitments from the international community over two decades ago to protect and recognise the right to defend human rights,2 Amnesty International has documented with alarm the continued threats and attacks against human rights defenders in the context of the pandemic.

    Wednesday 18 November 10:00 to 11:20 Room XX (Building E) Addressing the challenges that Human Rights Defenders face in the context of business activities in an age of a shrinking civil society space There is a growing clampdown worldwide against human rights defenders who challenge specific economic paradigms, the presence of corporations and harmful business conduct. Too often, Governments detain human rights defenders, prevent them from raising funds, restrict their movements, place them under surveillance and, in some cases, authorize their torture and murder. Meanwhile, many companies either stand by as Governments employ tough law and order responses against defenders, or they aggressively target defenders who challenge their activities through legal or other means. Against this bleak backdrop, a number of progressive companies recognize the need and value in communicating effectively with communities affected by their projects. Without a social license to operate, companies face many problems that can affect their operations, increase a project’s costs and success and it can harm the firm’s overall reputation. The freedom human rights defenders enjoy plays an essential role in ensuring the legitimacy of a company’s operations. An open, secure civic space enables defenders to build inclusive, stable societies characterised by the rule of law that contribute to a favourable investment climate and operating conditions for companies. This session will explore how to overcome the risks that defenders, who challenge business conduct, face in a world in which civil society at large fights for its place. It will showcase the experiences of prominent defenders and companies operating in complex environments.

The recent international acclaim that Iranian films have received since the late 1980s, and particularly through the 1990s, show the significance that the films’ exhibition and reception outside Iran has played in the transformation of cinema in Iran, developing certain themes and aesthetics that have become known to be ‘typical’ Iranian and that are the focus of this paper. This survey explores Iranian film culture through the lens of Jafar Panahi and the poetics of his work. Panahi’ films, in past and present, have won numerous prizes within the international festival circuit and have been interpreted by audiences and critics around the world. Although officially banned from his profession since 2010, the Iranian filmmaker has found its ‘own’ creative ways to circumvent the limitations of censorship and express its nation’s social and political issues on screen. After providing a brief historical framework of the history of Iranian cinema since the 1990s, the survey will look at Panahi’s work within two categories. Panahi’s first three feature films will be explored under the aspects of Iranian children’s films, self-reflexivity and female representation(s). With regards to Panahi’s ‘exilic’ position and his current ban on filmmaking, the survey will analyze one of Panahi’s recent self-portrait works to exemplify the filmmaker use of ‘accented’ characteristics in terms of authorship and the meaning of location (open and closed spaces).
