As the more than 3 Faculty Profiles seventy faculty and alumni who were at the EALC lunch during the annual meeting of the Association of Asian Studies in Washington, D.C., now know, 10 Faculty Bookshelf we are a very different department from the one many of you remember. 12 Associated Faculty In 2002, eight faculty members boldly and ambitiously became Penn’s first Department of East Asian Languages and Civilizations. We are a small 15 Student Prizes department with a huge vision: we seek to offer undergraduates the stongest, most diverse, and most rigorous education available in the East Asian 16 Chinese Language Program Humanities in North America; we seek to train Ph. D. students who become 18 Japanese Language Program the intellectual leaders in the East Asian Humanities in future generations; and we have crafted a vibrant masters program in which students with career 20 Korean Language Program ambitions from entry into Ph. The Review was needed, the PM said, because of the risk that the current intellectual property framework might not be sufficiently well designed to promote innovation and growth in the UK economy. In the five months we have had to compile the Review, we have sought never to lose sight of David Cameron’s “exam question”. Could it be true that laws designed more than three centuries ago with the express purpose of creating economic incentives for innovation by protecting creators’ rights are today obstructing innovation and economic growth? The short answer is: yes. We have found that the UK’s intellectual property framework, especially with regard to copyright, is falling behind what is needed. -

Review of AI Superpowers: China, Silicon Valley and the New World Order by Kai-Fu Lee by Preston McAfee1 Let me start by concluding that AI Superpowers is a great read and well worth the modest investment in time required to read it. Lee has a lively, breezy style, in spite of discussing challenging technology applied to a wide-ranging, thought-provoking subject matter, and he brings great insight and expertise to one of the more important topics of this century. Unlike most of the policy books that are much discussed but rarely read, this book deserves to be read. I will devote my review to critiquing the book, but nonetheless I strongly recommend it. Lee is one of the world’s top artificial intelligence (AI) researchers and a major force in technology startups in China. He was legendary in Microsoft because of his role in Microsoft’s leadership in speech recognition. He created Google’s research office in China, and then started a major incubator that he still runs. Lee embodies a rare combination of formidable technical prowess and managerial success, so it is not surprising that he has important things to say about AI. The book provides a relatively limited number of arguments, which I’ll summarize here: AI will transform business in the near future, China’s “copycat phase” was a necessary step to develop technical and innovative capacity, Success in the Chinese market requires unique customization, which is why western companies were outcompeted by locals, Local Chinese companies experienced “gladiatorial” competition, with ruthless copying, and often outright fraud, but the companies that emerged were much stronger for it, The Chinese government helped promote internet companies with subsidies and encouragement but not favoritism as widely believed, Chinese companies “went heavy” by vertically integrating, e.g. -

Forgotten Disease: Illnesses Transformed in Chinese Medicine. Stanford, CA: Stanford University Press, 2017. 248 pp. $85 (cloth); $25 (paper/e-book). The past ten years have seen the publication of more than seventy English-language monographs, edited books, translations, dictionaries, and even a three-volume catalogue, related to the history of medicine in China. Such substantive, varied, and often ground-breaking scholarship is finally starting to do justice to the complexity of the subject and the richness of the sources vis-à-vis the better known, and thus more widely taught, history of European and Anglo-American medicine from antiquity to the modern world. Collectively bringing the field of the history of medicine in China to a new level of synthesis, these works not only demonstrate how integral the history of medicine and public health is to Chinese history but also should help facilitate the integration of East Asian medical history into more broadly conceived global histories of medicine and public health. This major boon in publications on the medical history of China over the past decade also reveals the wide-ranging methods and diverse approaches scholars have chosen to frame, and thereby exert heuristic control over, what arguably has become newly visible as the contours of a vast, complex, and essential subject of not just Chinese but human history. -

Exploring Chinese Education in Beijing In June 2016, a delegation of nine school principals from different parts of Finland visited Beijing, exploring Chinese education and experiencing Chinese culture. This delegation was organized by the Confucius Institute and led by Kauko Laitinen, former Director of the Institute. During their one-week stay in Beijing, the delegation visited the Confucius Institute Headquarters, two high schools and two universities. At the Confucius Institute Headquarters, the principals visited the Chinese Culture Exhibition Hall. They excitedly experienced Chinese calligraphy and tried on the Chinese traditional costumes, for the first time in their life. After learning about the development of the Chinese teaching materials and network resources, the principals showed great interest in Finnish-Chinese textbooks and expressed their hope of offering Chinese courses in Finnish high schools. They got opportunities to talk with university leaders and students and teachers, learning about higher education in China. They also toured around the campuses, visited libraries and teaching buildings. Pic. 003 Visiting RUC library Pic. 004 Meeting local principals and teachers at BNU During their visits to the High School Affiliated to Renmin University of China, and Shijingshan District Middle School Affiliated to Beijing Institute of Education, the principals exchanged with the local principals and teachers their views on the educational systems, the curriculums and students' learning styles in the two countries. At the same time, the two sides also explored the possibilities for further cooperation and exchanges in the future. -

June 7, 2019 “China’s Current Capabilities, Policies, and Industrial Ecosystem in AI” Testimony before the U.S.-China Economic and Security Review Commission Hearing on Technology, Trade, and Military-Civil Fusion: China’s Pursuit of Artificial Intelligence, New Materials, and New Energy Jeffrey Ding D.Phil Researcher, Center for the Governance of AI Future of Humanity Institute, University of Oxford Introduction1 This testimony assesses the current capabilities of China and the U.S. in AI, highlights key elements of China’s AI policies, describes China’s industrial ecosystem in AI, and concludes with a few policy recommendations. China’s AI Capabilities China has been hyped as an AI superpower poised to overtake the U.S. in the strategic technology domain of AI.2 Much of the research supporting this claim suffers from the “AI abstraction problem”: the concept of AI, which encompasses anything from fuzzy mathematics to drone swarms, becomes so slippery that it is no longer analytically coherent or useful. Thus, comprehensively assessing a nation’s capabilities in AI requires clear distinctions regarding the object of assessment. This section compares the current AI capabilities of China and the U.S. by slicing up the fuzzy concept of “national AI capabilities” into three cross-sections: 1) scientific and technological (S&T) inputs and outputs, 2) different layers of the AI value chain (foundation, technology, and application), and 3) different subdomains of AI (e.g. computer vision, predictive intelligence, and natural language processing). This approach reveals that China is not poised to overtake the U.S. in the technology domain of AI; rather, the U.S. -
Corrupting the College Board
n exchange for generous Chinese government funding, the College Board has given China strategic access to American K-12 education. Since at least 2003, the College Board has sponsored Confucius Institutes at K-12 Ischools, served as a recruiter for Chinese government programs, and helped the Chinese Communist Party design and gain control over American teacher train- ing programs. This report details the College Board’s corruption by the Chinese government and outlines key policy changes to protect and restore the integrity of the American Corrupting the education system. A general at the end of the Chinese Ming Dynasty, he was a prominent leader of the movement opposing the Manchu Qing Dynasty, and in recovering Taiwan from Dutch colonial occupation in 1661. Honored as a hero in Japan, China, and Taiwan, he has been dramatized in many plays in various theatre forms in Japan (since about 1700), China (since 1906), and Taiwan (since the 1920s). -

SUMMARY The research focuses on the strategies for the transition from elite to mass higher education in China. The expansion of Chinese higher education has accelerated since 1998. The Chinese government plans to increase its gross enrolment rate in higher education to 15% by 2010. According to Trow's (1974:63) phase development theories, this increase of enrolment would lead to fundamental changes in higher education.
